1 AMENDED IN SENATE MAY, 00 AMENDED IN SENATE APRIL, 00 SENATE BILL No. Introduced by Senator Torlakson December, 00 An act to add Section. to the Education Code, relating to teacher credentialing. legislative counsel s digest SB, as amended, Torlakson. Teacher credentialing. Existing law authorizes the Commission on Teacher Credentialing to issue preliminary teaching and services credentials and professional clear teaching and services credentials if the applicant for the credential meets certain minimum requirements relating to professional preparation. The California Beginning Teacher Support and Assessment System provides an effective transition into the teaching career for firstand nd-year teachers, and ensuring that an individual induction plan is in place for each participating teacher. This bill would require the establish the Second Career Condensed Teacher Preparation Program to provide individuals changing careers and retired persons entering the teaching profession with teacher preparation that is more tailored to their needs. The commission would be required, upon the recommendation of the governing board of a school district, to issue a multiple or single subject preliminary teaching credential to a candidate who has completed pedagogy the program training provided by the school district and who has; received a certificate of clearance; and satisfied the minimum requirements for a preliminary teaching credential, except as specified. The commission also would be required, upon the recommendation of the governing

2 SB board of a school district, to issue a multiple or single subject clear teaching credential to a candidate who has been issued a preliminary credential through pedagogy training and has the program, completed one year of teaching in a public school. Candidates, and completed a specified induction program. A candidate would be required to satisfy specified criteria in order to participate in the pedagogy training. School districts would have the option of providing that training. Candidates who complete pedagogy training and receive preliminary teaching credentials would be exempt from the requirements of the California Beginning Teacher Support and Assessment System program, including being required to receive a certificate of clearance. The bill would request that the Regents of the University of California and the Trustees of the California State University collaborate with local educational agencies to develop and offer - to -week condensed teacher preparation programs to candidates who satisfy specified criteria. The condensed teacher preparation programs would be required to be accredited by the Committee on Accreditation of the commission based on the standards of program quality and effectiveness adopted by the commission and to include specified components. The bill would require the commission to conduct an evaluation of the program and present it to the Legislature on or before January, 0, for specified purposes. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. The people of the State of California do enact as follows: SECTION. The Legislature finds and declares all of the following: (a) California suffers from a perennial teacher shortage, especially in high needs areas such as science and mathematics. (b) The California public school system for kindergarten and grades to, inclusive, will require 0,000 new credentialed teachers within the next years to combat anticipated teacher shortage. (c) Newly credentialed teachers are required to be highly qualified, as defined pursuant to the federal No Child Left Behind Act of 00 (0 U.S.C. Sec. 0 et seq.). (d) Adequacy studies recommend a broadening and diversifying of the teacher credential applicant pool.

3 SB 0 0 (e) Each year, teacher credentialing programs designed primarily to serve recent college graduates act as barriers to talented, motivated, mature, and experienced professionals interested in entering the teaching profession. (f) Experienced professionals who have subject matter expertise need a credential program that specifically emphasizes pedagogical training, child development, and classroom management techniques. (g) The diverse group of potential applicants described in subdivisions (e) and (f) requires an appropriate and relevant pathway to clear teaching credentials that utilizes and respects their subject matter expertise, life experience, and desire to perform public service. SEC.. Section. is added to the Education Code, to read:.. (a).. (a) The Second Career Condensed Teacher Preparation Program is hereby established. (b) It is the intent of the Legislature in enacting this section to do all of the following: () Recognize the subject matter expertise, life experience, and desire to perform public service of participants in pedagogy training pursuant to this section. () Provide instruction focused on giving new a condensed teacher preparation program that is consistent with the standards of program quality and effectiveness that have been adopted by the commission and addresses the expertise, experience, lifestyle, and training and induction needs of individuals changing careers and retired persons who are interested in entering the teaching profession. () Give new second career teachers the requisite skills to perform in a classroom and increase pupil learning and achievement. () () Address teaching methods, classroom management, applied learning, hands-on teaching experience, child development, and collaborative planning among teachers consistent with the standards of program quality and effectiveness that have been adopted by the commission.

4 SB 0 0 () Encourage the Regents of the University of California and the Trustees of the California State University to collaborate with local educational agencies to develop the condensed teacher preparation program discussed in paragraph () to provide an alternative certification program serving the needs of individuals changing careers and retired persons entering the teaching profession and to take steps to alleviate the teacher shortage of the state. (b) (c) () The commission, upon the recommendation of the governing board of a school district, shall issue a multiple or single subject preliminary teaching credential to a candidate who has completed pedagogy the condensed teacher preparation training pursuant to this section and who has; received a certificate of clearance pursuant to Article (commencing with Section 0); and satisfied the minimum requirements for the preliminary multiple or single subject teaching credential established in subdivision (b) of Section, except to the extent that those requirements conflict with this section. In the event of a conflict between subdivision (b) of Section and this section, this section shall supersede subdivision (b) of Section, but only to the extent of the conflict. () The commission, upon the recommendation of the governing board of a school district, shall issue a multiple or single subject clear teaching credential to a candidate who has been issued a preliminary credential pursuant to subdivision (a) this section and has completed one year of teaching in a public school and an induction program pursuant to subdivision (c) of Section. (c) (d) () A candidate who satisfies all of the following criteria may apply to a school district to participate in pedagogy training the Second Career Condensed Teacher Preparation Program pursuant to this section: (A) Exhibits leadership qualities, problem solving skills, and an enthusiasm for teaching and learning. (B) Possesses a baccalaureate degree or a more advanced degree conferred by a regionally accredited institution of postsecondary education.

5 SB (C) Passes the state basic skills proficiency examination administered by the commission pursuant to Section. and all relevant California Subject Examinations for Teachers tests. (D) Has a minimum of years of experience in a field relevant professional experience in a field related to the credential for which he or she is applying. () Candidates who have experience teaching, including internships, academic advising, substitute teaching, serving as a teacher s assistant, tutoring, teaching at the college level, teaching professional seminars, and mentoring, shall be given priority to receive pedagogy the condensed teacher preparation training. () A candidate shall not begin to participate in the program established pursuant to this section unless he or she has received a certificate of clearance pursuant to Article (commencing with Section 0). (d) A school district may offer six- to eight-week programs of pedagogy training to candidates who satisfy the criteria described in subparagraphs (A) to (D), inclusive, of paragraph () of subdivision (c). The pedagogy training shall include all of the following: () Allowances for innovation on the part of instructors and candidates. () Content that is relevant to teaching pupils in kindergarten or any of grades to, inclusive, in a classroom. () Classroom management techniques. () Methods for teaching English language learners. () Methods for teaching pupils from low-income families. () Content on understanding different learning styles among pupils. () Content on proactively identifying gifted and talented pupils. () Methods for teaching pupils in specific academic subject areas. () Classroom teaching experience for candidates that includes teaching assessments by administrators and master teachers. Individual schools shall be responsible for conducting quarterly teaching assessments of candidates. () Opportunities for candidates to interact with other candidates, school district contacts, and pedagogy instructors to foster interactive learning, informative teaching assessments, and a support base for each candidate.

6 SB () Content on health education, including study of nutrition, cardiopulmonary resuscitation, and the physiological and sociological effects of the abuse of alcohol, narcotics, and drugs and the use of tobacco. () Content on advanced computer-based technology, including the uses of technology in educational settings. (e) The Legislature requests that the Regents of the University of California and the Trustees of the California State University collaborate with local educational agencies to develop and offer six- to eight-week condensed teacher preparation programs that consist of 0 to 0 hours of teacher preparation to candidates who satisfy the criteria described in subparagraphs (A) to (D), inclusive, of paragraph () of subdivision (d). The condensed teacher preparation programs shall be accredited by the Committee on Accreditation of the commission on the basis of the standards of program quality and effectiveness adopted by the commission and shall include all of the following: () Pedagogy and classroom management techniques. () Methods for teaching English language learners. () Methods for teaching pupils from low-income families. () Classroom teaching experience for candidates that ensures participants have student teaching experiences. () Opportunities for candidates to interact with other candidates, school district contacts, and condensed teacher preparation program instructors to foster interactive learning, informative teaching assessments, and a support base for each candidate. (e) (f) () Candidates who complete pedagogy condensed teacher preparation training pursuant to this section and receive a preliminary teaching credential are exempt from the requirements of the California Beginning Teacher Support and Assessment System pursuant to Article. (commencing with Section.). shall participate in and complete an induction program pursuant to subdivision (c) of Section in order to be eligible for a professional clear teaching credential. In addition, the Regents of the University of California and the Trustees of the California State University are encouraged to collaborate with local educational agencies to develop alternative induction programs that address the needs and various lifestyles of

7 SB individuals changing careers and retired persons whom the program established pursuant to this section serves. () Each candidate shall meet monthly weekly with his or her master teacher, a member of the school administration, and the individual assigned by the school district to coordinate the provision of training pursuant to this section. and monthly with a school district contact. (g) The commission shall conduct an evaluation of the program and present it to the Legislature on or before January, 0, for both of the following purposes: () To examine the effectiveness of a condensed teacher preparation program as a teacher preparation delivery method. () To report on program participant retention rates. O
