1 CACFP Annual Training There are several important aspects of record keeping for Childcare Providers to consider when participating in the Child and Adult Care Food Program. The objective of this Training Module will touch on all 7 major topics, with emphasis on common errors and mistakes made even by seasoned veterans, and exercises to help you meet program requirements for all of the children in your care. Instructions: Read the module and complete exercise 1 & 2. When you are finished, complete & mail in the test to Nutriservice. You will receive your certificate for CACFP training for answering at least 70% of the questions correctly. I. Program Meal Pattern: Page 2 and Page 3 are meal pattern charts for infants and ages The charts show the serving size for each food that corresponds to each age group. Serving Sizes: EXERCISE 1: Notice on the 1-12 meal pattern chart that the serving size for meat/meat equivalent is 1 ounce for ages 1 & 2, 1 ½ ounces for ages 3-5, and 2 ounces for ages If you prepared, for example, a tuna casserole for 3 children who were 2 and 3 children who were 4, how many cans of tuna would you have to put in your casserole? 3 Two year olds need 1oz. Each: 1oz. X 3 = ounces 3 Four year olds need 1.5 oz. Each: 1.5oz. X 3= ounces Total Ounces needed ounces. Since tuna comes in 6 ounce cans, you d need to open cans to have enough. If you had 6 children who were ages 1-2, would a 6oz. can be enough? No, because the portions would have to be such that all of the casserole would need to be eaten, and although the weight specifies 6 ounces, the amount available after opening the can and draining it is actually about 5 ½ ounces. Creditable Foods: In the CACFP what we call creditable foods means that the food counts as an allowable part of your meal service. In general, there are four categories: 1. Milk 2. Protein 3. Fruit or Vegetable 4. Grain Your handbook has lots of examples of what qualifies and under what category it qualifies. A common error on the lunch meal pattern is serving potatoes and listing them in the bread/grain category. Potatoes count only as a vegetable and if you serve them instead of a bread/grain, the meal is not reimbursable. There are some foods that count in both the protein and fr/veg category, but not at the same meal. Dried beans and peas have enough protein to count as meat equivalent. They may also be counted in the fr/veg category. 1

3 Alternate Form 1530A USDA Child and Adult Care Food Program Infant Meal Pattern The provider is required to serve all components except Breast Milk or Infant. If your "house" brand of formula is not what the parents want for their infant, you can have them sign a formula waiver, they can supply the formula they prefer, and you can still claim that meal. Iron Fortified infant cereal is the only eligible grain product for meals--you can't substitute Cheerios at breakfast, for example. Combination babyfood "dinners" like tuna noodle dinner are not eligible because you don't know how much of any component you are serving. Meat sticks containing fillers are not eligible, either. When the infant turns 8 months old, recheck the meal pattern below--now at least 3 components are required at meals. MEAL TYPE BIRTH - 3 MONTHS 4-7 MONTHS 8-11 MONTHS BREAKFAST 4-6 FL OZ. 4 Combination Foods are foods that come pre-made and contain more than 1 food group. For example, Ravioli is a combination food. The problem with combination foods is that we don t know how much of any one food group is in the combination. Can you tell from a Ravioli can that you are offering enough meat for the number of children in your care? Not from a standard can. That s where the Child Nutrition Label Comes in. If you find a Child Nutrition Label (see example page 5) on a combination food, you may claim reimbursement for that food. Often the CN label only comes on the large, commercial size cans. It is sometimes possible to get this information from the manufacturer by calling the 800 number on the package and requesting a meal analysis statement. EXERCISE 2: Using a CN Label Please look at the CN label on page 5. Using your meal pattern chart for infants and children ages 1-12 check the CN label to see how much we need to serve to a group of 6 three year olds in order to count the serving on the bread line and meat line. Three year olds need 1.5 ounces meat and ½ serving bread equivalent. The CN Label states that 4 of the nuggets provide 1.25 oz. of meat equivalent. We need 1.50 for each child. So we divide 1.25 by 4 to find out how much meat is in each nugget and then divide 1.5 by the answer divided by 4 = divided by. = nuggets. So each 3 year old needs nuggets to receive enough meat. The bread equivalent chart is a different chart one that you should have in your handbook. See page 6 group A for the required weight of the breading to equal 1 serving. It states that 1 serving is.7 ounces. The CN Label states that 4 of the nuggets have.75 oz. of Bread alternate, which is more than enough to meet the serving size of 3-5 year olds. Meal service styles In the cafeteria style meal service, food is already on the child s plate at mealtime. This is meal service does meet the requirements for the CACFP and is a commonly practiced style. The family style meal service, when you put serving dishes on the table and allow the children to choose from the food on the table, is a highly recommended service style. Family style allows the children to learn about healthy food choices, empowers them to decide how much of a food they would like to eat, and allows them the opportunity to practice motor skills, sharing, table manners, etc. You may like to use a combination of service styles, or have special days that you serve family style. Another benefit to the family style service is less food waste! If a child is offered the food and refuses it, you can still claim that meal even though the food has not been put on the plate. If you serve cafeteria style, all foods must be put on the plate. Special Needs Diets You need a doctor s statement if your daycare child cannot eat or drink a required food. Menu Planning You can plan your menu in advance. Cycle menus are a great tool to use for planning your month s meals and your shopping lists. 4

7 II. Meal Counts An important part of the CACFP is keeping accurate, DAILY records. This is why you are required to keep your meal counts on a daily basis. Filling in meal counts days later is cause for termination from the program. When you sign a contract, you have promised to keep this part of your paperwork daily. What should you do if you forget? Simple: just don t claim those meals you haven t checked off daily. III. Claims Submission: Your completed claim is due on the 3 rd day of the month. If you don t mail your menus until after this date, your claim may be too late to process with the others. This may result in your claim being paid a whole month later, or could result in your claim not being paid at all. We are only allowed to make a few amendments to our claims each year, and if we have used up our allotted amendments, your late claim can t be added and won t be paid. IV. Review procedures: Federal regulation requires that we conduct at least three visits per year, and more are required depending on your claiming patterns. At these visits, we compare the number of children present to the numbers usually claimed. If there is a discrepancy, this usually requires another visit, or a parent audit to confirm enrollment and attendance of children. The unannounced visit is the only way to verify that providers are keeping their promise to maintain records on a daily basis, and to claim meals that they have actually served.. Serious Deficiency Process: This process is reserved for providers who intentionally submit false information on their claims. Past examples include providers who claim meals they haven t served, claim for more children than are actually present, claim meals for children who aren t enrolled on the program, etc. This process includes placing these providers on a list so they can t continue to participate in the CACFP. V. Recordkeeping Requirements Providers are required to renew child enrollments annually, and update records with current information as often as the information changes. All menus and meal counts are required to be kept on a daily basis and retained for one year. It s a good idea to keep a copy of your enrollment forms so you know what information needs to be updated. VI. Reimbursement System There are two rates of reimbursement in the CACFP. Tier I rates are the higher of the two rates and there are 3 ways to try to qualify to receive Tier I rates for your CACFP meals. 1. A provider lives in a low income area: determined by Census data or determined by elementary school attendance zone. 2. A provider s household income is low enough to meet the guidelines. 3. The income of some or all of the parents of the daycare children is low enough to meet the guidelines. All providers are eligible for the Tier II rates the lowest rate unless they qualify for Tier I rates. 7

8 The payment time frame revolves around the Monday filing deadline. The only day of the week that claims are processed by HHSC in Austin is Monday. Check the calendar each month to estimate whether we ll be able to submit by the first Monday or the second Monday of the month. We expect to receive funds about 10 days after submitting the claim. VII. Civil Rights Because the USDA Special Nutrition Programs is funded by federal dollars, we must ensure equity in the form of all services. No person in the United States shall, on the basis of race, color, sex, age, disability, religion, national origin, or political belief, shall be denied the benefits of any program receiving Federal financial assistance. Providers are required to explore this subject in detail by completing the self-study guide entitled Civil Rights for the Special Nutrition Programs 8

At her family style meal service, Nancy placed bowls of spinach, homemade meat lasagna, cantaloupe, a pitcher of milk, and a basket of garlic bread on the table. The required quantities of each component were available to the children, who passed the bowls around to each other. Nathan, a four year old, passed on the spinach, passed on the lasagna, and ate cantaloupe, garlic bread and milk for lunch. Can Nancy claim this meal? yes no 5. Wanda, a program consultant, conducts a Thursday monitor visit at Lori Eatwell s daycare home. Lori has not checked off attendance nor filled in the menu since Monday s lunch service. Circle what should Lori do? a. Lori should leave all the blanks from Monday afternoon until Wednesday afternoon. Since the rules call for DAILY posting, Lori can claim meals for Thursday as long as she records meals and attendance on Thursday. Wanda will note on her visit form what days are not filled in and check for this when Lori turns in her claim. b. Lori should try to convince Wanda to ignore the rules and let her fill in the blanks to come up to date. c. Lori should tell Wanda that all her paperwork is in her husband s car because he was going to fax in the claim for her so Wanda won t see that Lori hasn t kept her records. d. Lori should just not answer the door. 6. Mrs. Jones, a daycare provider in Mesquite, lives in an elementary school attendance area where 49% of the children are on Free or Reduced Price lunches. Can Mrs. Jones qualify for Tier 1 Rates based on her location? yes no 9
