Our teams are committed to supporting civilians victims of marginalisation and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. PUI relies on 30 years of field experience in 50 countries in crisis, as well as on the complementarity of its medical and non-medical expertise, to adapt its programs to each context and to the real needs of the most vulnerable populations. The association leads in average 180 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 4 million people in 21 countries in Africa, Asia, Middle East, Eastern Europe, Caucasus and France. The MERO opened in 2011 as a support office focusing mostly on missions in development contexts. Given the recent emphasis on emergency programs induced by the development of the Syrian and, more recently, of the Iraqi and Yemen crises, the focus of the MERO is now set on supporting the operational development of the missions, raising its profile in the region and supporting the missions technically upon request. The MERO hosts or will host 4 full or part-time advisors/coordinators: A Regional Office Coordinator (ROC) A Regional Security Adviser A Communication Officer (To be recruited national position ) A Regional Livelihood Coordinator (To be recruited) The MERO has no hierarchical link with the different missions, supports their development and all decisions are made in coordination with Paris HQ. PUI s strategy/position in the area Present in the Middle East for 20 years, PUI has recently increased considerably its level of intervention in this region with the occurring of the Syrian and the Iraqi crises. Currently the NGO is assisting Syrian and Iraqi refugees/idps in four different countries (Syria, Lebanon, Jordan and Iraq), while in other countries it is carrying out either recovery and development projects (OPT), or emergency intervention (Yemen). In the region, Première Urgence Internationale implements projects in all the sectors of expertise of the NGO: Food Security, Livelihood, Shelter & Rehabilitation, WASH, Health & Nutrition, NFIs distribution, Agriculture and Education. Première Urgence Internationale regional strategy aims at developing a multi-sector / integrated approach in its countries of intervention, by providing an adequate emergency response and linking relief to development in order to support the affected population in the most efficient and sustainable manner. 2 History of the mission and current programs Iraq Première Urgence Internationale has been working in Iraq since In the South (Baghdad, Nadjaf), it has been implementing emergency and recovery projects aiming at improving the access to health (rehabilitation of health structures, drugs distribution), to water and sanitation, livelihoods, in urban and rural areas, with a focus on Iraqi returnees and IDPs. In the North, Première Urgence Internationale, in 2013, launched activities targeting Syrian refugees with the deployment of an integrated WaSH and Health response in two refugee camps (Gawilan and Domiz 2) in Dohuk and Ninewa Governorates. Première Urgence Internationale followed closely the deterioration of the situation in Iraq since early 2014 and launched emergency intervention in its areas of coverage near Baghdad. With the further deterioration of the situation since June 2014, it started deploying a multi-sector emergency response in Health, Food Security, Shelter / NFI and WaSH both in KRI, including Bardarash area, and in Baghdad s extended region targeting the affected displaced populations. Jordan Although the NGO is present in Jordan since 2004 with with the regional Office, it has started its activities in Jordan only in 2013 to provide support to the Syrian refugees and the vulnerable host community. Première Urgence Internationale is currently implementing shelter activities and cash assistance programs. The long-term strategy is to remain in Jordan beyond the Syrian crisis, carrying out projects for rural vulnerable communities. Lebanon Première Urgence Internationale has launched an emergency response operation following the Lebanese-Israeli conflict in 1996 and has since then maintained a significant commitment to the country, with a diverse panel of activities ranging from emergency response to recovery (WASH, shelter, food security and livelihoods). Currently the humanitarian assistance to the Syrian refugees is the bulk of Première Urgence Internationale s intervention, in the sectors of food security & livelihoods, WASH, NFIs distribution, shelter and health. The areas of interventions are all Northern Lebanon, Mount Lebanon and Saida. With its three offices in the country, the Mission in Lebanon is currently the largest among Première Urgence Internationale missions in the Middle East. Syria Première Urgence Internationale is working inside Syrian with expatriate and local staff since February 2008, to facilitate the enrolment of Iraqi children and youth in the Syrian education system. The program includes school rehabilitation/construction and provision of remedial courses and free exam preparation, in addition to vocational training courses for Iraqi youth. Since June 2012 Première Urgence Internationale is providing humanitarian assistance to the Syrian IDPs in the regions of Rural Damascus, Homs, Hama and Tartous, in cooperation with the Syrian Arab Red Crescent. The sectors of intervention are NFIs distribution, shelter, WASH and health. The support to the IDPs inside Syria is currently a top priority for the organization in the Middle East. Occupied Palestinian Territory Since 2002, Première Urgence Internationale has been implementing humanitarian and recovery projects in the Gaza Strip and in the West Bank in direct response to the negative impact of the construction of the separation barrier and occupation policies. To date, Première Urgence Internationale has successfully provided assistance through income generating projects (distribution of professional tool kits), food security and agriculture projects (emergency job creation, livestock farming and familial farming) and water and sanitation projects (water network extension and chlorination awareness campaigns). On top of this, the mission is now addressing protection issues and conducts an ambitious women economic empowerment project. Yemen After an interruption of its activities due to the volatile security situation in June 2011, Première Urgence Internationale has resumed the operations in July 2012 aiming at improving the nutritional condition of the population living in the Hodeidah Governorate. In compliance with the UN Millennium Development Goals, Première Urgence Internationale considers good nutrition as a precondition for sustainable development and a basic human right. Within the ongoing project, more than 10,000 direct beneficiaries are targeted to receive sufficient support and knowledge to improve the management of malnutrition. As of October 2015, the mission currently operates on a remote basis with all expatriates staff operating from outside if the country due to security reasons. The main tasks entrusted to emergency coordinator will be: 1.- Acting as interim on an operational coordination position with variable responsibilities (Field Coordinator, Head of Mission ) 2.- Supporting the operational development of one or more Première Urgence Internationale s mission in the region through emergency assessment, emergency response and or remote support to existing staff if access is not secured.; Première Urgence Internationale Main tasks and responsibilities During his/her interim, the Roving and Emergency Coordinator will have the responsibilities of the position he/she will occupy and will report to the relevant manager in the country (HoM or Desk manager if acting as HoM) RESPONSIBILITIES Security : Manages the security on the mission / base. Programmes : Team coordination and ensuring that the programmes are implemented properly on the mission/base, monitoring of humanitairan needs and propostions of new operations and development tracks for the mission/base. Human Resources: Team supervision and ensuring that the mission/base is properly dimensioned. Logistical, administrative and financial monitoring: Supervision of logistical and administrative practices in place within respect of Première Urgence Internationale procedures and formats, in compliance with donors rules and regulations Representation : Representation of the association with it s partners, donors, the media and different authorities at mission/base level. Relations with Headquarters: Will depend on the position held. When acting as emergency coordinator, the candidate will lead the emergency response or the emergency assessment with a dedicated team and a specific ToR will be drafted by the hosting mission in collaboration with the ROC. Specific objectives and linked activities Based on requests from Heads of Missions, Desk Managers or the Emergency Department, acts as a Team Leader to conduct rapid response interventions in existing missions or other countries of the region Based on requests from Heads of Missions, Desk Managers, acts as a Team Leader to conduct multi sector assessments in the missions of the region As a Team Leader, composes his/her response/assessment team with members of the MERO staff (support), Consultants, and/or with Operational Technical Advisors (health, food security, wash, upon agreement from STC department) Based on his/her own assessment of the humanitarian situation in the region, proposes exploratory missions, rapid responses interventions and needs assessments Provides regular updates and analyses on the humanitarian situation in the region Upon availability, fills in for HR gaps for field and program coordination positions for Première Urgence Internationale missions in the region (See above for responsibilities linked to this position) Following his/her field missions, produces assessment reports to support Première Urgence Internationale humanitarian responses as well as for advocacy and fundraising purposes Based on his/her missions findings, participates in the design and writing of project proposals to support the operational development of Première Urgence Internationale in the region PUI Regional Office Coordinator / Job description Page 3 / 5
