As we approach two centuries of existence, we seek to strengthen our story and experiences for our residents, businesses and visitors. The assets that the city holds as a tourist destination are arguably unmatched in the state of Ohio. They include our connection to the shores of Lake Erie as well as ferry and tour boat access to Kelley s Island, Put-In-Bay and Canada. Sandusky also has Cedar Point - the Roller Coaster Capital of the World, museums, historical sites, marinas, transit, parks, health care and our beautiful, historic downtown. The city believes strongly in the stewardship of these assets and accepts the responsibility of supporting these businesses and destinations with a well-planned, clearly messaged and beautiful Signage and Wayfinding Program that will help visitors not only find these amenities but have a great experience in return. In addition, this sign program will help improve vehicular circulation by directing traffic to the most effective and accessible corridors, build stronger multi-modal connections to highlight our community s surrounding landscape, elevate the perception of the city for our residents and businesses and inspire increased visitation and transform visitors into advocates who return often and encourage others to visit as well. The City is seeking proposals from qualified firms for professional planning and design services to undertake the Signage & Wayfinding Program. ODOT prequalification required: o Non-complex Roadway Design o Cost Accounting System Unlimited Firms included on the current Federal list of firms suspended or debarred are not eligible for selection.

2 Scope of Services With guidance from city staff and stakeholders, the consultant will plan and design a signage and wayfinding program in the City of Sandusky and possibly at designated locations outside the corporation limits. The scope of services will include the following components: Analyze existing conditions Review the existing 2008 Wayfinding plan Develop a wayfinding philosophy that defines Sandusky s sense of place and conveys a welcoming message Assist with identification of destinations to be included on the signs Organize and facilitate discussions to gather information from key stakeholders and city staff Develop or analyze existing branding strategies Identify and recommend various wayfinding tools Identify optimal routes by which to guide motorized and non-motorized transportation Propose routes based on the existing street grid that will improve motorized and nonmotorized flow and safety Develop standard graphics, landscaping and guidelines for all signs, including possible future signs Develop construction drawings Provide recommendations for a comprehensive maintenance program with budget Reduce visual clutter Follow ALL ODOT requirements for planning, design and construction Provide some construction oversight, as needed Final deliverables will be discussed during the Scope of Services negotiations with the selected firm. The selected firm must develop and adhere to a schedule that will comply with the following schedule: Authorized Design Consultant July 31, 2015 Stage 2 Submitted October 31, 2015 Stage 2 Complete November 30, 2015 Environmental Document Approved September 30, 2015 Local submits PS&E package to District* February 1, 2016 District certifies R/W and Utility Clearance February 15, 2016 Plan Package to C. O. March 1, 2016 Sale Date May 2, 2016 Award Date June 1, 2016 Begin Construction July 1, 2016 Complete Construction December 31, 2016

3 Please include with the qualification packet: Experience of firm and personnel assigned to this project that will uniquely qualify your firm to complete this work, including résumés of project team members (max. 8 pages) Description of the firm s overall understanding of the project and recommend scope of services to accomplish the stated goals. (max. 2 pages) A project management schedule showing all milestones and completion dates based on Schedule of Activities (max. 2 pages) Project staffing plan (max. 1 page) References (max. 1 page) The City of Sandusky will form a Selection Committee comprised of city officials to review Qualifications. The City of Sandusky will evaluate and select the most qualified consultant. Competitive price selection will not be utilized under the selection process. The following criteria will be used in the consultant selection process: Strength of project manager and strength/experience of key team members and proposed subcontracted firms key personnel Past performance and experience with projects of similar scope and size, including experience with facilitating dynamic community engagement and outreach process Demonstrated understanding of issues facing the City and region Innovative project approach, which includes all listed items in the Scope of Work, in addition to ideas and elements that may not have been listed that will further the City s vision through both Plans Project schedule Based on the qualifications submitted, the City of Sandusky may conduct interviews that best demonstrate an understanding of the City s objectives and that adequately addressed all elements of the RFQ. Whether interviews are performed or not, the City shall enter into contract negotiations with the preferred firm to determine the final scope of services and project budget. If negotiations fail, the City shall enter into negotiations with the second highest ranked firm. This process shall continue until a contract is successfully negotiated or the City determines to issue a second RFQ. The contract must be approved by Sandusky City Commission. All qualifications shall be considered without regard to race, color, religion, sex, national origin, citizenship, age, mental or physical disabilities, veteran/reserve/national guard or any other similarly protected status.
