4 1 AIM OF THE MOM TECHNICAL NOTES 1.1 The MOM Technical Notes is a document listing the requirements expected of the Learning Service Providers (LSPs), the Facilitators, course and facilities suitable for the conduct of the WSH course. It also aims to help facilitate LSPs learning process, deliver effective training and conduct competency-based training and assessment. 1.2 The main part of this document contains key information on the Manhole Safety Assessor Course, including the course aim, learning objectives, target audience, assumed skills and knowledge, course syllabus, course duration, class size, and Facilitator/trainee ratio. It also sets forth guidelines for training delivery and assessment for the course. 1.3 This MOM Technical Notes shall be reviewed on a regular basis and or whenever it is deemed necessary due to changes in MOM policy and or requirements, training syllabus and or industrial requirements. 2 MOM TECHNICAL NOTES 2.1 LSP Criteria: 1 full time Principal/Manager 1 full time Facilitator & 1 Associate Facilitator 2 Facilitators per language per course bizsafe Level 3 Paid up Capital $5k / $50K (SOCs) ACTA or DACE Advanced Certificate in WSH for worker level courses Specialist Diploma in WSH for supervisor and above courses 5 years of relevant industry experience Any other course specific requirement/s 2.2 LSP Facilities: Conduciveness of training facilities Safe Noise Lighting Sanitary Projection Tables/Chairs Ventilation No training in containers/portable cabins 4 MOM Technical Notes v1.0 - MSAC
5 2.3 Manhole Safety Assessor Course (MSAC) Theory Overview Course duration - 30 hours comprising theory (15 hours), practical (12 hours), assessments (3 hours) Assessment (100%) include 2 parts: Part 1 Written Assessment (Theory) 70-80% - Refer Part 2 Assignment (Practical) 20-30% - Refer Pass criterion: 70% of the assessment Part 1 Written Assessment (Theory): The detail as follow: Written Assessment (closed book 70-80%) - 3 hours comprising Section A MCQs to assess learners on the following: Roles and responsibilities of confined space safety assessor Legislative requirements on gas testing Identification and recognition of manhole hazards Symptoms and consequence of persons exposed to typical atmospheric hazards Risk assessment and control measures to eliminate hazards (atmospheric, physical and biological hazards) from entering and working in manholes Type of PPE use for work in manholes Key points of emergency response plan Manhole purging methodology and calculations Ventilation requirement of manholes Key points of emergency response plan Manhole purging methodology and calculations Ventilation requirements of manhole Type of gas monitoring instruments and their use Limitations of the different gas detection technology and sensors Considerations for use and limitations of the various types of gas monitoring accessories (sampling hoses, calibration gases and gas cylinder regulators) Steps in performing function testing on a gas monitoring instrument Understanding and interpretation of results shown on gas testing instruments Section B Short Questions based on case study to assess understanding on the following: Risk Assessment and identification of confined space/manhole hazards Selection of gas monitoring instruments and accessories for gas testing 5 MOM Technical Notes v1.0 - MSAC
6 Gas testing methodology (no. of sampling points and location of sampling points to obtain representative measurements) Optimum and acceptable atmospheric conditions to propose for safe entry and continuous work in confined space Frequency of periodic testing Key elements of entry permit system Each trainee shall be given a different set of assessment question paper. Facilitator for class is not allowed to be the invigilator for the assessment (same class) Assessment papers are to be issued in accordance with the course language registered for only. No mix language assessment is permitted. Facilitator to trainee ratio is 1:20 A certificate of successful completion of a safety pass/card shall be issued to each trainee who passes the assessment, by the LSP. All training records must be kept by LSP for period of no less than 2 years for audit purpose. 6 MOM Technical Notes v1.0 - MSAC
7 2.4 Practical Requirement / Assessment For practical training, learners will be taught the techniques as follow: - Types of prevention and control of confined space/manhole hazards with regard to sludge removal, purging and ventilation of confined space/manhole for entry or continuous occupancy. - Perform gas testing (Part A) using sampling methods, sequence for gas testing, response time of instruments, selection of gas sampling accessories, sampling locations for manholes and correction factors, - Perform gas testing (Part B) using function testing methods, calibration of instruments, maintenance of instruments and accessories, types of calibration gases - Perform gas testing (Part C) using mock exercise with gas testing in different atmospheres and planning and practice on conducting gas testing in manholes - Select and use personal protective equipment for working in manholes. LSP is to ensure learners use and wear the appropriate personal protective equipment and apparels during the practical sessions. LSP is also to ensure sufficient scaffold materials and components for the learners and proper housekeeping carried out at all times. Assessors must be familiar with the assessment criteria before conducting any assessment. Trainee is to pass 100% in all the practical assignments/tests. If any trainee fails the assessment, he is required to be re-coursed and re-assessed on a separate occasion. All training records must be kept by LSP for period of no less than 2 years for audit purpose Part 2 - Assignment (Practical Assessment): Assignment (20-30%) covers the following key areas: Implement gas testing plan Identify atmospheric hazards Propose gas monitoring instruments to obtain representative atmospheric measurements Propose periodic monitoring schedule for atmospheric hazards based on typical manhole with connection to other underground spaces eg sewage tunnels 2.5 Checklist for LSPs: URA approved use of venue: Commercial School (theory only) or Industrial Training (theory and practical) Facilitators to be approved by authority by course, language and venue Updated register of all Facilitators by course, language and venue 7 MOM Technical Notes v1.0 - MSAC
8 Facilitator certification: Advanced Certificate/Specialist Diploma in WSH for worker/supervisor & above courses Course information including cancellation and refund policy must be available to public Accountability for all test related materials including test question sets i.e. number of sets produced / destroyed Guidelines for invigilator and assessors Code of conduct for Invigilators and Assessors Register to show production, issuance and destruction of safety certificates/pass/card All safety certificates/safety pass/card to be issued by LSPs to learners no later than one month from assessment date End of course evaluation for each course LSPs to have copy of the Technical Notes Part I and course related SOP/s 3 OVERVIEW OF THE COURSE REQUIREMENTS 3.1 Learning objectives: Explain the legal requirements on confined space/manhole work as stipulated in the WSH Act, WSH (Confined Spaces) Regulations, WSH (Construction) Regulations, WSH (Shipbuilding and Shiprepairing) Regulations, SS 568: State the duties and responsibilities of entrants, attendants, supervisors, confined space safety assessors, rescue personnel and authorized managers under the WSH legislation and guidelines Equip with knowledge on atmospheric, physical and biological hazards associated with confined spaces/manholes and the consequences of exposure to these hazards Conduct risk assessment to identify, assess the hazards and risk control measures working in confined spaces/manholes Implement an effective confined space entry permit system in relation to WSH (Confined Spaces) Regulations and WSH (Construction) Regulations Perform appropriate gas testing procedure for atmospheric hazards o obtain representative atmospheric measurements of the confined space conditions, in line with gas monitoring protocol and a systematic approach of working in confined spaces/manholes To explain the types of prevention and control of confined space/manhole hazards with regard to sludge removal, purging and ventilation of confined space/manhole for entry or continuous occupancy Perform appropriate gas testing procedures for atmospheric, physical and biological hazards Propose gas monitoring instruments to obtain representative atmospheric measurements Propose periodic monitoring schedule for atmospheric hazards based on typical manhole connected to sewage tunnels Record and interpret the gas measurement results Select the appropriate personal protective equipment (PPE) fit for use for confined spaces/manhole activity 8 MOM Technical Notes v1.0 - MSAC
9 Maintain the PPE in good condition and proper storage area Communicate the emergency response plan and the components for safe rescue and evacuation Identify the causes of confined spaces/manholes incidents and list the learning points 3.2 Target audience: This course is designed for personnel appointed to perform gas testing in confined spaces/manholes prior to entry/work and periodically to ensure the atmosphere is within the confined spaces/manholes is safe for continuous occupancy. 3.3 Entry requirement: Successfully completed the (i) WSQ Supervise Work in Confined Space Operation (formerly known as Safety Instruction Course (Manhole) under MOM ATP scheme) or (ii) Building Construction Supervisors Safety Course with at least 3 years of relevant experience in confined spaces/manholes 3.4 Course duration: 30 hours 3.4 Maximum class size: 20 learners 3.5 Recommended Facilitator/trainee ratio: Theory Lesson = 1:20 max Practical lesson= 1: 10 max Theory Assessment = 1:20 max Practical Assessment = 1: 10 max 3.6 Course attendance: 100% attendance. 4 TRAINING DELIVERY ADVICE 4.1 Facilitator s guide and learners workbook/handouts In order to deliver more effective instruction and ensure consistency in training, a copy of the Facilitator s guide shall be prepared. The guide provides the Facilitator with information on the course including: Course aim Learning objectives Target audience Assumed skills and knowledge Course duration Class size and Facilitator/trainee ratio Lesson plan Course contents and instructional materials according to the course requirements Training methodologies Areas of focus/emphasis for each slide/topic 9 MOM Technical Notes v1.0 - MSAC
10 Training resource requirements Course administration instruction The LSP shall also facilitate the learning process by providing each trainee with a learners workbook/handouts to summarize (with illustrations, where possible) key learning points of all the topics covered in the syllabus. This may be in the form of drawings/illustrations rather than words The LSP is required to prepare and submit a course reference matrix (see Annex B) for coverage of course contents with respect to the training slides and the practical assessment modes. This is to facilitate cross references between topics and training slides on the said topics It is the responsibility of the LSP to ensure that no part of the materials used for the training infringe on patent, design, copyright and intellectual property rights of any individual or organization The LSP shall retain an updated version of the training course syllabus, lesson plan, Facilitator s guide and a learners workbook/handouts at all times for inspection and verification by appointed auditors. 4.2 Training Methodology Facilitators are expected to draw upon their Facilitator-training in the development and delivery of the training programme and to apply appropriate principles of training in the design and delivery of the course Many training delivery approaches are appropriate for this course which is pegged at workers level. Training methods shall combine a wide range of delivery methods Some of the training methods which can be adopted for the theory lessons are, but not limited to the following: Classroom instruction Case studies Videos and photographs, other e-resources and instructional media To enhance the transfer of learning, an adult-oriented approach to learning is encouraged in the development and delivery of the course. For adult learning, instructional techniques are designed with the following factors in mind: Adults are self-directed Adults have acquired a large amount of knowledge and experience that can be tapped as a resource for learning On-the-job and workplace learning Adults show a greater readiness to learn tasks that are relevant to the roles they take on in life Adults are motivated to learn in order to solve problems or address needs, and they are expect to apply what they learn to address problems and needs in general. 10 MOM Technical Notes v1.0 - MSAC
11 4.3 Training venue requirements LSP is required to be equipped with sufficient and relevant practical training equipment such as scaffold materials and accessories, PPEs, fire fighting equipment etc For the theory training, this is to be conducted in a classroom with supporting training slides, videos, local case studies on incidents and accidents at the yards, and where possible, actual equipment/ppes to enhance learning The LSP shall ensure the classroom has adequate chairs and writing tables to be comfortably spaced for a class of up to 20 learners for conduciveness to the learning process. There must also be adequate land space to comfortably conduct the practical training and assessment safely. A time device e.g. clock, lightings and ventilation must be adequate for classroom instruction. Emergency exit routes must be clearly marked out and briefed to the course learners at the start of the course. Necessary equipment such as projectors, multimedia player, whiteboards, flipcharts and any other equipment essential for instruction purpose must be made available LSP is to adhere to the conditions stipulated in the LSP Terms and Conditions and this TN at all times, where applicable. Adequate safety control measures must be undertaken to ensure the safety of the learners and Facilitators during the conduct of the course/training at all times. 4.4 Training Requirements: Training site emergency evacuation route to be briefed at start of course Training SOP must be available before the conduct of the course Photos/slides of the various types of atmospheric hazards, physical and biological hazards working in confined spaces/manholes or related areas Local case studies, where possible, relating to incidents/accidents while working in confined spaces/manholes Appropriate and relevant PPEs and equipment for classroom demonstration must be made available during the course 4.5 Practical Training Requirements: The gas testing and monitoring equipment, materials and accessories and setup shall be designed to simulate realistic practical demonstrations. 5 ASSESSMENT ADVICE 5.1 There shall be a one 3-hour written assessment (70-80%) Assignment is another form of practical assessment (20-30%) for the course The trainee must pass BOTH written and practical assessments, in order to be issued with the certificate of successful completion. 12 assessments shall render a Fail outcome for the learner and he must then reattempt the course and assessments. The Facilitator for the course is not permitted to be the assessor or invigilator for the same course learners during the assessment SOP on the upkeep of the confidentiality of the written assessment questions 5.3 Practical Assessment The assessment plan shall comprise the following: Overview of the assessment tools and its duration Clear instructions on the conduct of the assessment SOP on the upkeep of the confidentiality of the practical assessment questions Instruments or tools of the practical assessment (e.g. question paper, scaffold checklist) Practical assessment summary record 5.4 Conduct of Practical Assessment The practical assessment must be conducted strictly in accordance with the practical assessment plan. Each trainee is expected to complete and pass ALL the assessment requirements within the stipulated assessment time allocated The trainee shall be assessed either Competent or Not Yet Competent. 100% pass for all the practical components is required. 12 MOM Technical Notes v1.0 - MSAC
13 5.5 Recording and reporting outcome of the Practical Assessment All practical assessment outcomes must be accurately recorded in the assessment summary record form The practical assessment outcome must be conveyed to the learners at the end of the assessment The LSP shall maintain a record of the assessment results for 2 years for inspection by the authorities, when requested. 6 FACILITATOR AND ASSESSOR REQUIREMENTS 6. The facilitator and assessor for this course should possess the following: Specialist Diploma in Workplace Safety and Health At least 5 years of relevant industry experience as a supervisor / foreman / safety personnel, of which: Theory training: Registered WSH Officer or WSH Personnel with at least 3 year of experience in confined space/manhole and related areas. Practical training: (i) Registered WSH Officer or WSH Personnel with at least 3 year of experience in confined space/manhole and related areas, and (ii) personnel who possess extensive knowledge in the usage, maintenance and calibration of gas detectors Advanced Certificate in Training and Assessment (ACTA) or Diploma in Adult Continuing Education (DACE) 7 END OF COURSE EVALUATION AND FEEDBACK 7.1 The LSP shall conduct an end-of-course evaluation after each course, where learners provide quantitative and qualitative feedback on the course content, duration, training delivery, training materials, training venue, training resources, quality of Facilitators and assessors. 7.2 The LSP shall analyse the feedback provided to improve the delivery of the course. Immediate actions shall be taken to address issues with ratings below 3.
