2 1.2 Wen do you intend to introduce NACE Rev.2 in your National Business Register and te respective statistical surveys? It is planned to recode Business Register to NACE Rev 2 in 2008 for 2007 Registers. For SBS and PRODCOM surveys NACE Rev 2 will be implemented in 2009 for te reference year Have you performed an analysis of users needs in relation to te implementation of NACE Rev.2? Main eadings of NACE Rev.2 ave been translated into Turkis and presented to users on classification server. Opinions and suggestions of users on NACE Rev.2 ave been requested. A training worksop concerning current situations and new revisions of classifications was eld on 5-7 June 2006 in Ankara by participation of 45 representatives from 17 public administrations and non-governmental organizations. Tis worksop provided a platform for te determination of te users needs. 1.4 Are te classifications used also by oter administrative data sources? According to te results of a mini survey among representatives in worksop on 5-7 June 2006, te following administrations and organizations stated tat tey were using NACE Rev1.1, PRODCOM and CPA 2002 classifications: Central Bank of te Republic of Turkey (NACE Rev 1.1) Small and Medium Industry Development Organization (NACE Rev. 1.1 ) Ministry of Industry and Trade (PRODTR 2005) Ankara Camber of Industry (PRODTR 2005) Te Ministry of Agriculture and Rural Affairs (NACE REV 1.1 and CPA 2002) Ministry of Finance (NACE Rev. 1) 1.5 Wat are your plans for back-calculation of statistical data produced in accordance wit te old classifications? After completion of te transition and adaptation studies, tere will be a new study for te back-calculations. 1.6 How do you classify statistical units in your register and wo is responsible for providing te correct classification code? Ministry of Finance registration offices are classifying te units initially during te first registration. Te activities of te units are updated by surveys. 2. Concerning Business Registers 2

3 2.1. How will you face te most important callenges concerning te revised BR Regulation? Correspondence tables for NACE codes used by Ministry of Finance (MoF) will be prepared. Tese are used in Statistical Business Registers of Turkey (SBRT) system as source codes of NACE Rev to target codes of NACE Rev.2. In MoF records, activities tat are carried out by local units, are coded by 4125 sub-codes (required for MoF s own purposes) of NACE 4 digit codes. Te correspondence table will be prepared if it is possible. Te unmatced codes will be examined separately and and will be verified by turning to taxpayers again. As te main administrative source of Business Registers, MoF records contain information for judicial bodies as sareolders and directors, including country codes. Enterprise Groups records will be derived by using tis information. Following te completion of setting up of Business Registers, wic is still on establisment stage, studies on Enterprise Groups will begin. Profiling study will be carried out by defining te Enterprise Groups How do you plan to integrate enterprise groups into your future BR? It as been mentioned in te previous answer Wat kind of difficulties do you see concerning te extended compulsory coverage of NACE sections? Since te enterprises, aving activities defined at NACE A and B (Agriculture, Hunting, Forestry and Fisery) sectors, ave some structural differences, teir inclusion in Business Registers and maintenance will be a callenge. Majority of tese kind of enterprises are operated by ouseolds in Turkey. Tus, tere will be intense studies to cover tese enterprises in Business Registers Wic units are covered by your business register and ow are tey defined? Legal unit (LeU): MoF keeps information in its registers for individuals and corporations. Eac unit recorded in tese registers is treated as a legal unit. In oter words, a unique VAT number wic as been given to te tax payers is accepted as a legal unit in SBRT. Enterprise (Ent.): All legal units in SBRT are accepted as enterprise. Studies for using enterprise definition (wic is defined in BR regulation) are underway. Local unit (LU): All units, carrying out activities pysically in oter locations, are registered in MoF records even if tey are not obliged to pay any taxes. Local unit information is complied by using information on tese records Local Kind of Activity Unit (LKAU): Local kind of activity unit information is obtained by attaining main activity code for local units. 3

4 2.5. Wat classification is used for te units in te business register? NACE Rev 1.1 codes for local unit and enterprise ave been given at four digit level Wat are your updating procedures for te business register and wic sources do you use for it? MoF data is available and used frequently. After setting up SBRT system software tese data will be used regularly. Business Survey results are also used as an update source for some variables Wic administrative sources do you ave access to according to your statistical law? Acoording to te Article 9 of te Statistcal Law, No. 5429, TURKSTAT is empowered to use all administrative registers for statistical purposes Are tere any links between te register and existing administrative sources? Tere is no direct link between MoF records and BR EuroGroups Register: How is te availability concerning administrative and private data on multinational enterprise groups in your country? As defined above (2.7), it is available to use all administrative sources but tese sources do not contain all required variables. 3. Concerning te Economic and monetary policy statistics 3.1. Temes 40 (Annual economic accounts), 41 (Quarterly accounts) and 52 (Money and finance): Is te work under te national Action Plan, progressing as planned? Te work under te national action plan for teme 41 (Quarterly national accounts) is progressing as planned. TURKSTAT is in te process of revising national accounts figures in accordance wit ESA 95. Regarding annual GDP estimates, aggregation of quarterly GDP estimates is used as annual GDP estimates. Tere is no independent annual GDP estimate Supply and Use Table (SUT), compliant wit ESA 95, will be publised in

5 Bilateral meetings between te European Central Bank s (ECB) Directorate of Statistics and Central Bank of Turkey s (CBRT) Statistics Department were eld in 2002 bot in Frankfurt and Ankara to discuss te money and banking statistics of Turkey and teir compliance wit te ECB requirements. Since ten, te studies for armonization wit te ECB statistics and particularly on Monetary Financial Institutions (MFI) statistics and te coverage of te sector are going on. Te CBRT will continue bilateral contacts wit te ECB s Directorate of Statistics and transmit money and banking data on voluntary basis wit te aim of an early preparation for eventual membersip in te European System of Central Banks Teme 42 (Financial accounts): Turkey does not transmit at present financial transactions data to Eurostat. We would welcome te intention to develop financial accounts and would be interested to receive a timetable for tis action. Te Central Bank of Turkey (CBRT) is te responsible institution for te ESA 95 Financial Accounts of Turkey. Te FA tables 6 and 7 are compiled by te CBRT on a test basis for te Monetary Financial Institutions (MFI) sector stock and transactions (non-consolidated and consolidated) only. No transmission is made to EUROSTAT until now. However it is possible to begin transmission partially. For all oter sectors, a timetable for action as been decided between te CBRT and stakeolders of te Turkis FA namely te Ministry of Finance (MoF), Undersecretariat of Treasury, Banking Regulation and Supervision Agency (BRSA) and Turkis Statistical Institute (TURKSTAT). According to te Action Plan for Turkis FA, in period te tables for te MFI sector will be completed. For financial intermediaries sector, comprised of leasing, factoring and consumer finance companies, BRSA started to compile data in June 2006 and will sare te data set wit te CBRT. Aggregation and quality tests will be done in Test studies for te integration into FA tables will be completed by te end of Appropriate data sources and data will be determined for te sectors General Government, Insurance Companies and Pension Funds, and Non-financial Corporations. For tis purpose, te stakeolders and te CBRT will cooperate and work closely and tecnical working groups will be establised for te implementation of armonized ESA 95 classification of sectors, instruments, and accounting rules. Working groups will meet regularly. In period, data for te sectors General Government, Insurance Companies and Pension Funds, and Non-financial Corporations will be compiled, integrated into FA tables and test studies will be conducted. Non-consolidated and consolidated FA tables for stocks and transactions for all ESA 95 sectors of te economy will be produced starting from 2011 onwards Teme 43 (Monitoring Own Resources): Wen could you provide an inventory of sources and metods usable to estimate Gross National Income? After GDP revision in accordance wit ESA-95, it will be possible to prepare a detailed GNI inventory reflecting existing situation. 5

6 3.4. Teme 44 (Prodcom): How far ave you progressed in preparing te Prodcom survey? Te first implementation of te Annual Industrial Production Questionnaire, wic was redesigned according to Prodcom Legislation 3924/91 and 912/2004, was carried out as a pilot survey for 2004 reference year. In tis work, Prodcom List was used and enterprises wit 100 or more person employed in industrial sectors were covered. Te variables required by Prodcom Legislation ave been collected troug te questionnaire wit tis pilot survey. Wen do you expect to be able to send preliminary Prodcom data to Eurostat? Data transmission to Eurostat will start wit 2005 reference year data. Annual data will be sent systematically onwards. As te fieldwork and analysis of te 2005 survey are completed, data for tis year will be sent to Eurostat witin te first alf of Wen do you expect to be fully compliant wit te Prodcom Regulation? Annual Industrial Production Statistics is fully compliant wit Prodcom Legislation 3924/91 and 912/2004. Te problem rests in te timeliness. In te survey for reference year 2005, volume and value of pysical production and sales of te products are collected. Enterprises wit 20 or more person employed wic ave activity (primary or not) eiter in mining and quarrying (C) or in manufacturing industry (D) according to NACE Rev 1.1 are in te coverage of te survey Teme 44 (Structural Business Statistics): Wat is te progress acieved in implementation of te sampling metodology? As an example for sampling metodology of 2003 Structural Business Statistics, sampling plan is given below: Geograpical coverage: Regardless of population size, all province and district centres and villages, wic ave municipalities in Turkey, were covered. Also, gas stations and organized industrial zones in interurban roads were covered in te survey. Sectoral coverage: Te following sectors, based on Statistical Classification of Economic Activities in te European (NACE) Rev1.1, constitute te coverage of 2003 Structural Business Statistics: C) Mining and quarrying D) Manufacturing E) Electricity, gas and water supply F) Construction 6

7 G) Wolesale and retail trade; repair of motor veicles, motorcycles and personal and ouseold goods H) Hotels and restaurants I) Transport, storage and communication J) Financial intermediation K) Real estate, renting and business activities M) Education N) Healt and social work O) Oter community, social and personal service activities Population coverage: All enterprises witin te sectoral coverage and all local units belonging to te covered enterprises. Sampling frame: For 2003 Structural Business Statistics Survey, te updated 2003 Business Register as te sampling frame. Sampling unit: Enterprise is te sampling unit. Enterprises wit one and two local units were covered in te survey. If te enterprise was composed of only one local unit, tis local unit was itself te enterprise. Observation units: Enterprise and local unit. Statistical analysis Units: Enterprise and local unit. Estimation level: Te aim of te 2003 Structural Business Statistics Survey was to produce information on te basis of enterprise and local unit level. In tis direction, information was obtained by te metod of full enumeration for enterprises wic ad more tan two local units. In case te enterprise was equal to local unit, information was obtained by sampling metodology. For all sectors, NACE-4 digit- national level estimations in terms of enterprises and NACE-2 digit NUTS 2 level estimations in terms of local units were te target at te SBS survey. Full-enumeration tresolds: In 2003 Structural Business Statistics Survey, full enumeration limits were determined as follows: 1. All multiple enterprises consisting of more tan two local units, 2. All enterprises aving 20 or more persons employed, 3. Enterprises wic ave some NACE 4-digit activities were covered by full enumeration. Sampling metod: Stratified simple random sampling was applied for 2003 Structural Business Statistics Survey. All enterprises aving te property of enterprises, wic ave at most two local units witin sectoral coverage, were determined as te sampling frame. Te enterprises in tis frame were divided into parts according to teir main sectors. Ten te units witin eac sector were rearranged. For te selection of enterprises, probability proportional to size selection metod was applied to all sectors. Te measure of sizes for te sectors were determined as follows: In service sector, measure of size was taken as turnover 7

8 In sectors of trade, transportation, otel and restaurant turnover was te measure of size as in service sector, In manufacturing sector, average number of employees was te measure of size, In construction sector -because of te structure of tis sector- an artificial measure of size created from turnover and number of employees. Sample size and selection of sample: Te criteria of producing estimates on te basis of NACE-4 digit and Turkey level for enterprises and producing estimates on te basis of NACE-2 digit and NUTS 2 level for local units, were taken into account wile determining te overall sample size and allocating te sample size into te domains identified as Nace-4 x NUTS 2 level. For te sample allocation, Compromise Allocation metod was applied to eac sector seperately. After tis allocation, te sample sizes for NACE-2 x NUTS 2 level and NACE-4 x Turkey level was cecked in order to decide weter te size, determined at NACE4x NUTS 2, was sufficient for producing estimates on tese levels. Te sample size was increased in te cells, wic were not sufficient for te estimation levels. Consequently te final sample size was reaced at te end of tis last ceck. Te aim of Compromise Allocation is to reac optimum allocation providing desirable level of estimations. Te general formula of allocation into strata by tis metod is as follows; min ( 1 ) n = n% K K M + n% = average sample size per cell ( ) M = N / N / H = H. W K = Relative impor tan ce n = K. n% sample size per te smallest cell = number of stratum Te use of tis metod allows a specific sample size in eac domain, even if te total number of units was too small in te domains. In 2003 Structural Business Statistics Survey, by considering cost and labour force te minimum sample size in strata was determined as nmin =3 and sample selection was done wit probability proportional to size for eac sector. Te nmin was kept small because, allocation was done in more detailed level tan te estimation level. In eac sector for eac domain, sample selection of enterprises was done by sorting te enterprises firstly according to teir provinces, witin province according to teir districts, witin te district according to teir measure of sizes. Demand for services: No participation to development programs Questions common to bot Prodcom and Structural Business Statistics: How do you assess te quality of te business register? Tere are some canges, more tan expected, faced about activity and size class of te enterprises during te surveys wit respect to te records in BR. Since te system as already been establised, tese kind of accuracy problems sould be considered as normal. Please specify te following points: - te coverage in terms of te legal form of enterprise units? All legal forms are included in SBRT - te updating frequency and te inclusion delay for new enterprises? New enterprises are added to te Business register yearly. - te sources used for initial size class information and te reliability of te size class administrative information, Te number of employees is used as an initial size class information, wic is obtained from MoF records. Since te system as already been establised some accuracy problems ave been faced about size by nature. - te sources used for initial NACE attribution and te reliability assessment of te initial NACE information, 10

Since local units are included in BR wit teir activities, te secondary activities of enterprises are available Teme 54 (Trade in services and balance of payments): Wy te trade in services data covers only te partner "World", and te item total is allocated to one sub-item only? Te geograpical breakdown of te trade in services data, wic cover only te partner "World" at present, will be provided wit te beginning of te 2008 data. Te studies are underway regarding te provision of some of te sub-items. It is planned tat it will be finalized by te end of Tis will be reflected in te 2008 BOP data. Te work entails te compilation of te following sub-items troug direct reporting: Passenger Services, Postal Services, Courier Services, Embassies and Consulates, Military Units and Agencies, Audio-visual and related services and Oter personal, Cultural and Recreational Services. Oter tan te above-mentioned work, studies are in progress to compile te sub-items of te following services: Miscellaneous Business, Professional and Tecnical Services and Computer and Information services. Wy no geograpic breakdown is given for te quarterly BOP data and for te foreign direct investments? Quarterly BOP data: Regarding Current Account/Goods and Services, te geograpical breakdown for te wole of te goods and services items is planned to be provided beginning wit te 2008 data. As for te oter items of te current account, studies are initiated to provide te geograpical breakdown. Regarding Financial Account/FDI, te geograpical breakdown is already available on Level 3 basis. On te oter and, te work is in progress to provide te geograpical breakdown of te Financial Account/Oter Investment as requested in te Eurostat BOP Vademecum, Version November As for te Financial Account/Portfolio Investment (Net and Liabilities) and Official Reserve Assets, te data are at present provided on partner World (A1) basis as requested in te Eurostat BOP Vademecum, Version November However, for te Portfolio Investment/Assets, studies are initiated to provide te geograpical breakdown on an 11

12 Extra-EU (D4 and D5), Intra-EU (D2, D3) and Intra and Extra-Euro-zone (U2, U4) basis as requested in te Eurostat BOP Vademecum, Version November Foreign direct investments: Te geograpical breakdown is already available for flows and stocks except for te geograpical breakdown under te activity breakdown, namely te geograpical breakdown of te annual Questionnaires Y5 for flows and Y7 for stocks. However, te above-mentioned breakdown is planned to be provided beginning wit te 2006 data. As for te missing items, Questionnaire Y6_R3/R4 for 2005 data (Direct Investment Income data) will be sent to Eurostat no later tan October 2, 2006 and data for post 530 (Abroad, Oter Capital) are planned to be provided beginning wit 2007 data. 4- Concerning te Agricultural statistics 4.1. Teme 62 (Agricultural structures): How is te national statistical system set up, wit specific empasis on Farm Registers and te FSS? Agricultural statistics are under te responsibility of TURKSTAT and compiled in collaboration wit te provincial and district directorates of te Ministry of Agriculture and Rural Affairs (MARA). Oter data providers are Ministry of Industry and Trade, Ministry of Environment and Forestry, Turkis Tobacco and Tobacco Products and Alcoolic Beverages Marketing Regulatory Autority, Turkis Sugar Autority, Union of Cambers and Commodity Excanges and producers unions. Agricultural statistics can be examined in two parts: 1. Current Agricultural Statistics 2. Agricultural Censuses 1. Current Agricultural Statistics: Agricultural statistics are collected in collaboration wit te provincial and district directorates of te MARA. Turkey as 81 provinces and 801 districts were MARA as local directorates. For animal production statistics, te data collection forms are sent to province directorates of MARA by TURKSTAT once a year, for crop production data collection forms are sent tree times a year in te estimation periods. Te data obtained from MARA are analyzed by TURKSTAT. For crop production, te data are approved by te Agricultural Statistical Committee. For agricultural prices, MARA tecnicians in Directorates of MARA in provinces and districts collect te prices agricultural commodities sold by farmers at province and district producer bazaars every mont and data collection forms are sent to TURKSTAT for analysis. 12

13 For agricultural oldings wage structure statistics, data are compiled via questionnaires applied to farmers by face-to-face interview by regional office staff and te data for organized agricultural oldings in public sector are compiled by te questionnaires tat are sent by mail. Also, te statistics on organic production, fertilizer use, pesticides use are produced by MARA and sent to TURKSTAT. After analysis, te statistics are publised for crop production, animal production and agricultural prices annually by te publication titled Agriculture Structure (Production, Price, Value) and agricultural wage structure statistics are publised as Press Release annually. 2. Agricultural Censuses: TURKSTAT conducts agricultural censuses to determine te present potential in agriculture and to measure te canges in te agricultural structure. In Turkey, General Agricultural Censuses were conducted in 1927, 1950, 1963, 1970, 1980, 1991 and In te 2001 Census of Agriculture, data on te following items were also collected: te size classes of agricultural oldings, teir types, land use, number of parcels, usage of fertilizer and crop cemicals and pesticides, composition of ouseold etc. Tis census also aimed at constituting farm register system, wic form a frame for te surveys on agricultural oldings in intermediate years by obtaining exaustive data about all agricultural oldings and by Agricultural Holdings List. Tree different studies were applied in coverage of 2001 Census of Agriculture tat aimed to armonize wit European Union norms and improve agricultural statistics wit te 2001 Census of Agriculture. Tese studies are: Agricultural Holdings List: was applied in all te villages and settlements aving less tan 25,000 inabitants. Te information was obtained from te eads of villages of eac village. Village Information Census: was applied in all te villages and centres of provinces and districts aving less tan 25,000 inabitants. Te information was obtained from te eads of villages of eac village. Agricultural Holdings (Houseolds) Survey (explained under Farm Structure Survey eading) Farm Register Systems in Turkey Te 2001 General Agricultural Census (GAC) was te 7t census. In tis census, TURKSTAT conducted te Agricultural Holding List in order to develop a farm register system. Te Agricultural Holding List as been filled out by te mutars (eads of villages) of all villages and settlements aving less tan 25,000 inabitants and contained around 3.2 million records. Te decision of Council of Ministers No. 2000/267 on te implementation of Direct Income Subsidy (DIS) and Farm Register System as a new agricultural support 13

14 instrument was entered into force in Tis system will be under te responsibility of MARA. Te objective of tis decision is to set up a mecanism for identifying farmers wo are eligible for payments under te DIS, and a mecanism for delivering tose payments. After te completion of te pilot project on DIS in 2000, it as been implemented nation-wide since Under te DIS, about 90% of total number of farmers as been registered. Te farm register system of te Ministry of Agriculture and Rural Affairs (MARA) was accepted as an administrative source of statistics and as a starting point for te completion and updating of te Statistical Farm Register. Additionally, updating of te farm register as been implemented in selected settlements all over Turkey since October Farm Structure Survey in TURKSTAT Data related to structure of agricultural oldings ave been obtained during agricultural censuses, by te Agricultural Holdings (Houseolds) Survey wic was one of te tree studies in te framework of te 2001 Census of Agriculture: Agricultural Holdings List, Village Information Census, Agricultural Holdings (Houseolds) Survey. Agricultural Holdings (Houseolds) Survey in 2001 was te survey tat was conducted respecting FSS caracteristics in EU regulation as well as FAO recommendations Agricultural Holdings (Houseolds) Survey; From 5,000 sample villages and district centers aving less tan 5,000 inabitants, 50,000 agricultural oldings (ouseolds) selected from te 2001 Agricultural Holdings List were surveyed. In addition, agricultural oldings over a determined pysical criteria related to size of land and number of livestock in te province and district centers aving 5,000 and more inabitants were surveyed by complete enumeration. Te information was compiled from agricultural oldings by face to face interviews. Variables under following eadings are obtained from te Agricultural Holdings (Houseolds) Survey: Legal status of ouseolds, Oter activities of ouseolds togeter wit crop production and animal usbandry, Use of land, By parcel, cultivated land, type of crops, type of seeds, production system, successive cropping, crops under contract and insurance of crops, Irrigation situation of land, 14

Field application will be conducted in September-October Teme 64 (Crop Production): Is tere any important production wic is presently not covered by EU statistical legislation? Turkey is a major tea producer as te fift biggest producing country wit a ratio of about 6 % in total world production. Tis product is not covered by te current EC data transmission tables as a separate item; it is now eaded under oter. Te data are available for many years. Teme 65 (Animal Production): Is tere any important production wic is presently not covered by EU statistical legislation? No 5.1 Teme 69 (Fisery statistics): Wat is te relationsip between te fiseries administration (responsible for te monitoring of fisery activities) and national services responding to EU requirements for fisery statistics? MARA is te responsible institution in te management and monitoring of fisery activities in Turkey. TURKSTAT is in carge of compiling and sending te data to EUROSTAT. Fisery statistics consist of information on sea products, freswater and aquaculture: Data on sea products are compiled by Marine Survey, annually by TURKSTAT (Vessels registers of MARA are used as a frame for tis survey). Data on fres water and aquaculture are compiled by MARA and sent to TURKSTAT (a protocol signed between two institutions). 15

16 Additionally, te Fisery Information Center (FIC) will be built were all data on fisery in te scope of Project on Juristically and Institutional Consistency to European Union Acquis on Fisery Sector will be collected. Tis center covers te Fisery Vessels Registration System, Fisery Vessels Monitoring System and Fisery Information System: Fisery Vessels Registration System will involve all te information on licensed fisery vessels Fisery Vessels Monitoring System will involve te information obtained on satellite-based monitoring system Fisery Information System will involve cruising notebook, landing declaration, transfer certificate, storage certificate, sales declaration wit received information and teir controls. FIC will also ave te properties of reporting and inquisition of tese systems witin and between eac oter. A protocol between TURKSTAT and MARA on te cooperation about Fisery Information System as been signed. In te scope of tis protocol, te data obtained by FIC will be sared by TURKSTAT. 6. Concerning free movement of workers and social statistics 6.1. Teme 32 (Labour market statistics): Wat is te situation as to te legal issues for data transmission (cange in 2006)? Is te questionnaire being analysed? Wat about ad-oc modules? Micro data transmission is allowed according to te Statistical Law (Law no. 5429). Preparations on te LFS micro data set are still going on. Q data set may be sent in September and it would be possible to send on due time starting from Q Te 2006 Labour Force Survey Questionnaire was sent to Eurostat in May Implementation of ad-oc modules will be started wit 2007 module on accident at work and work related ealt problems next year, te first application of te ad-oc modules as been covered witin te framework of USST 2 Project and required consultancy would be taken. Wat is te actual situation and future plans concerning Structure of Earning Survey, Labour Cost Index and annual collection of labour costs and earnings? Structure of Earnings Survey (SES) and Labour Cost Index ave been covered witin te framework of USST 2 Project. SES will be conducted in 2007 using 2006 as reference year and required consultancy will be taken on tis issue. SES will be repeated in every four year timely wit EU. Feasibility studies will be realized for calculating LCI witin te framework of USST 2 Project and possible data sources will be determined. Annual updates will be considered after getting te results of LCS and SES. 16

17 6.2. Teme 36 (Distribution of incomes and living conditions): Is metodological information available? TURKSTAT started studies on SILC in Pre-test studies were carried out in 2003 and 2004 to test te questionnaire, survey metodology, field application etc. In 2005, SILC survey was implemented as a pilot survey. After revision of te questionnaire, data entry program and cecking procedures based on interviewer feedback during 2005 application, te first wave of SILC was conducted between April and June in 2006 wit ouseolds to ave estimates on rural and urban breakdown and at 12 regions at NUTS 1 level by following all process of EUROSTAT. Questionnaires Used At te Survey Questionnaire of tis survey was designed according to EUROSTAT standards. Six different questionnaires were used in te application: Houseold register form Tracing form of ouseold and teir member (for longitudinal base) Personal register form Houseold questionnaire Individual questionnaire Agricultural oldings questionnaire Concept and Definitions: To comply wit EU norms, EU-SILC 065/04 - Description of Target Variables-Cross Sectional and Longitudinal document as been examined. In determination of questionnaire, survey metodology, concept, coverage and definitions and all target primary variables in te Commission Regulation (EC) NO 1983/2003 were covered. Data Collection: Data of SILC are collected annually witin te period of April-June. Face to face interview wit portable computer (CAPI) is used as data collection metods. Sampling Design Geograpical Coverage: All settlements, except settlements aving less tan 100 population. Population Covered: All private ouseolds and teir members, except institutional population. Sampling Metod: Stratified two-stage cluster sampling. Final Stage Sampling Unit: Houseold Sampling Frame: Sampling frame is obtained from two sources: 17

18 For te settlements, wic ave municipality; Population Forms 1 wic were formed and updated in enumeration studies made in (Population Forms are te lists wic te type and address of te places suc as ouseolds, establisments, governmental buildings and etc are registered.) For te settlements wic do not ave municipality; 2000 general population census results were used. Estimation Level: For te cross-sectional base, te estimation level is national, urban - rural and NUTS 1; for longitudinal base, estimates on te base of national, urban and rural levels. Sample Size: ouseolds in respect of te estimation dimension, objects and target variables of te survey. Determination of Sample Houseolds: Two stage sample design: - If te settlements ave municipalities; first stage, sampling units are te blocks including approximately 100 ouseolds. If te settlements do not ave municipalities; first stage sampling units are list of te villages. - At te final stage, sampling units are te ouseolds. Units are te ouseolds at te final stage sampling. Houseolds were selected after te listing study for te selected blocks. Te aim of te listing study is to update te addresses for te selected blocks. Substitution Principle: Substitution will not be used since te sampling size is calculated by considering non-response situations. Rotation Pattern and Subsamples Application Time: Te survey is designed to produce estimates for bot cross-sectional and longitudinal base. Te longitudinal dimension consists of a rotating four-year panel. On annual basis, 4 subsamples will stay in te application and one year later one subsample will be removed from te application and replaced by a new subsample to provide estimates for longitudinal base. By tis way 75% coincidence will be provided Subsamples 18

19 Is te legal issue of transmission of confidential micro data solved? Transmission of SILC micro data as been allowed according to Statistical Law, No Will Turkey be able to send first 2005 data according to Regulation timetable and provisions in 2006? In 2005, SILC survey was implemented as a pilot survey and tus micro data will not be transmitted to EUROSTAT. Because, tere were some data quality problems wit some type of incomes suc as entrepreneur income, income from agriculture as muc as tax and social security premium information. Tere were so many missing value for tax and social security premium information. TURKSTAT is planning to transmit 2006 SILC cross sectional micro data to EUROSTAT at te end of Teme 37 (Social Protection): Can you send annual update (for year 2005) of qualitative information before June 2007 togeter wit quantitative data? Data source is te administrative registers of approximately 20 institutions. Economic statistics of transportation sector (data on costs, value added and employment) are compiled from Structural Business Statistics. In te context of transportation statistics, road, railway, maritime, air and pipeline transformation statistics are compiled. Road motor veicle statistics are compiled by te General Directorate of Public Security. Road traffic accident statistics are compiled by General Directorate of Public Security and te General Command of Gendarmerie. 20
