1 Next Wave : Shelter & Kiosk Design Competition Competition Conditions Promoter The Promoter of the Competition is Rother District Council Competition Format The competition will be organised in the following stages : Stage 1 : Stage 2 : Submission of concept designs which will be assessed anonymously Design development of stage one concepts and interviews with shortlisted designers. Eligibility The competition is open internationally to practising and fully qualified architects. Architects should be registered with the Architects Registration Board (ARB), or an equivalent regulatory body in the case of architects who are not registered in the UK. Inter-discipline collaboration with other professionals, with, for example artists, landscape designers and lighting designers is actively encouraged. Students of architecture and other design disciplines may only enter the competition as part of a team that includes a fully qualified architect. No member or employee of the promoting body or the jury panel shall be eligible to compete or assist a competitor. 2 In addition, Stage 2 Schemes will be subject to comment by a Technical Advice Panel, comprising members of the Design Team appointed to carry out the wider Next Wave Project, including, Architects, Landscape Architects, Engineers and Quantity Surveyors, and feedback from this Panel will be presented to the Jury Panel. The Jury Panel will have the authority to select the schemes shortlisted for stage 2 of the competition, and to select the winning design(s) at stage 2, and award the winning prize. In the event of a jury member being unable to continue to act through illness or any other cause, the promoter in consultation with the RIBA will appoint another assessor. Assessment Criteria Designs will be assessed against the following criteria : Stage 1 : Stage 2 : Prize Money / Honoraria Design Quality Creativity & Innovation Fit for purpose Response to Budget & Programme Detailed Design Quality Detailed response to Brief Public Response in Web Exhibition Technical Panel Advice Deliverability within Budget & Programme Shortlisted competitors will each receive an equal honorarium of GBP 1000 (+VAT). In addition to the honorarium payment, the winning Architect(s) will receive the contract(s) to design and deliver their winning scheme(s) for the fixed fee as specified in the Brief. Should Rother District Council not proceed with commissioning the winning design(s), their authors will receive a total winners prize of GBP 4,000 + VAT or, in the event that there is more than one winning design, a 50% share thereof. A maximum of 10 will be shortlisted and a maximum of 2 winners awarded. Timetable The timetable, which may be subject to variation, is: Brief available from : Friday 3 rd July 2009 Deadline for questions : Friday 17 th July 2009 Response to questions : Friday 24 th July 2009 Stage 1 submission deadline : Wednesday 12 th August 2009 Stage 2 invitations : Friday 4th September 2009 Stage 2 Submissions Wednesday 21 st October 2009 Stage 2 Presentation / Interview : w/c 16 th November Announcement of Result : December
3 Submission Requirements All submissions are to be in English. Stage 1 The first stage seeks concept designs for new seafront shelters and a seafront kiosk. Entrants may choose to submit either one modular, adaptable design to use as both a shelter and a kiosk, or separate designs for one or both structures. Submissions should be presented on a maximum of 2 no. A3 lightweight boards, to describe the proposed design(s) by whatever means of 2-dimensional graphics the entrant so chooses (e.g. drawings, sketches, photo-montages, computer-generated images etc.). These boards are to be accompanied by a written statement on a separate A4 sheet, of not more than 500 words describing the approach taken, and response to budget and programme. Models will not be accepted at Stage 1, however photographs of models may be included on the A3 submission boards. All submitted material must additionally be submitted on a CD, with boards saved as highresolution pdfs and individual images saved at a minimum of 300dpi also. The submission should be accompanied by the completed declaration form, placed in a sealed envelope marked declaration of authorship. Competitors should note the anonymity requirements. Stage 2 After the first stage, up to ten schemes (nominated by the Jury for either shelter design, kiosk design, or both ) will be shortlisted to go through to the second stage of the competition, when the authors will be invited to develop their designs and present them to the jury panel at interview. At stage two competitors will be issued with further information and feedback from the first stage judging. Competitors will be required to demonstrate the viability of their stage one design concepts, and to submit additional material sufficient to demonstrate how their design solution reposonds to each aspect of the brief, including a costings breakdown to show how the proposal relates to the budgetery constraint, and an outline programme. Competitors will also be required to attend an interview which will involve making a short presentation to the jury panel. Additionally, short-listed competitiors will be required to submit on CD, details of their proposed design to be displayed on the web-exhibition, this to consist of one snapshot page of visual information as a high resolution pdf and a 500 word design synopsis. Public Engagement Stage 2 Schemes will be the subject of a web exhibition, where the public will be able to comment on the short-listed designs. Feedback from this exhibition will be collated by the RIBA Competitions Office and made available to the Jury Panel. 3
4 Questions Questions relating to the competition brief and conditions must be addressed in writing by Friday 17 th July to the RIBA Competitions Office. A statement in response to all questions raised will be posted on this website by Friday 24 th July. N.B. registrations will still be accepted after this time, but no further questions will be addressed. Submission Method The design of each competitor is to be contained in a single package and is to be sent, carriage paid, addressed to the RIBA Competitions Office, and endorsed Next Wave: Seafront Shelter & Kiosk Competition to arrive no later than hours on Wednesday 12 th August Late submissions will not be accepted and it will not be possible to submit entries via . The promoter and the RIBA Competitions Office will not be responsible for loss or damage to drawings that may occur either in transit or during exhibition, storage or packing. Entries will not be returned, and competitors are advised to retain copies of designs submitted. Anonymity Designs and accompanying material shall be sent without name, motto or distinguishing mark of any kind, accompanied by the declaration form, placed in an envelope marked declaration of authorship. The RIBA will place a number on each drawing and envelope, and the envelopes will not be opened until a shortlist has been selected. A successful competitor must be able to satisfy the judges that he/she is the bona fide author of the design he/she has submitted. Disqualification Any design shall be excluded from the competition: - if received after the latest time stated under the Submission Method - if, in the opinion of the assessors, it does not fulfil the requirements of the Competition Brief - if a competitor shall unduly or improperly attempt to influence the decision - if any of the mandatory requirements of the competition (the competition conditions) are disregarded. - if a competitor gives any gift or consideration of any kind to any person as an inducement in relation to this competition - if a competitor commits any offence under the Prevention of Corruption Acts 1889 to 1916 or gives any fee or reward the receipt of which is an offence under s 117 Local Government Act 1972 Copyright The ownership of copyright in the work of all competitors will be in accordance with the Copyright & Patent Act 1988, that is copyright rests with the author. 4
5 Publicity The promoter and CABE and the RIBA reserve the right to exhibit or publish, including on the web, without cost, any or all of the entries, either separately or together with other designs with or without explanatory text. Announcement of Award At the conclusion of each stage the RIBA will publish the winning names after communicating it individually to each of the competitors. Payment of Prize-Money The Promoter will pay the honoraria to the shortlisted architects within 28 days of the announcement of the final result. Invoices for the honorarium payments should be submitted to the RIBA Competitions Office along with the Stage 2 Submissions. Should any short-listed practice not make a Stage 2 submission, or not, in the opinion of the assessors, submit a professional standard of work at Stage 2, the Honoraria will not be paid. The winner will be paid according to the terms of their contract of appointment Commitment to Build It is the intention of the Promoter to commission the author of the winning design(s) to work collaboratively with the Council to take the scheme(s) forward and through to completion. However, in serving the best interests of the District, the Promoter reserves the right not to proceed beyond the competition stage. Where necessary, the Promoter reserves the right to supplement the expertise of the winning designer/s team to ensure deliverability of the project. Appointment of Winning Architect(s) It is intended that the winning Architect(s) will be formally appointed via the RIBA Standard Form of Agreement as soon as possible following the Jury s decision, and funds will be released in accordance with this contract. In entering the competition, any winning architect(s) agrees to deliver full architectural services to completion, including all expenses and disbursements, within the fixed fee of GBP 16,000 (total) for the 4 shelters, and GBP 6,000 for the kiosk, or GBP 22,000 for the combined project. These fees are exclusive of VAT. It is a requirement of Rother District Council that the successful architect shall arrange to provide Professional Indemnity Insurance of 500,000, and Public Liability Insurance of 5million. Entrants are advised to note this from the outset. This project is being carried out with the benefit of Sea Change grant funding, and the Promoter is bound by the terms of the CABE Funding Agreement to deliver the constructed works to a set programme, as specified in the Competition Brief. A briefing meeting will be held with the 5
6 winning Architect(s) and the Next Wave Project Team in early January 2010, and the on-site construction and final completion of 4 shelters and 1 kiosk shall be carried out by June 30 th Should the winning Architect(s) elect not to pursue the commission post award, or should the winning Architect be unable to deliver the project within the client s programme, then no payment beyond the stage 1 honoraria will be made to such winning Architect(s) and the Promoter will reserve the right to purchase the Copyright of the Design for a fixed fee of GPB 500 (exclusive of VAT) in order to commission its development by an alternative design team, or to commission the Jury Panel s 2 nd choice design. How to Enter Only registered entrants may submit an entry to the competition. The registration fee is GBP 35 and this can be paid by cheque to the RIBA Competitions Office. Cheques should be made payable to RIBA Competitions Office. For alternative payment methods contact the RIBA Competitions Office. The registration fee is non-refundable. Registration fees are inclusive of VAT. Upon registration the RIBA will provide an official Declaration Form which must accompany any entry. This should be placed in a sealed envelope and included in the package containing your submission. Competition Management & Enquiries The competition is being managed and administered by the RIBA Competitions Office on behalf of the promoter, Rother District Council. All enquiries must be directed to the RIBA and not the promoter or any person directly involved with the Next Wave public realm project. Any such solicitation may result in disqualification.
