1 VULCAN COUNTY MINUTES Vulcan County Council Meeting April 7, 2010 Council Chambers Administration Building 102 Centre Street, Vulcan, Alberta Present: Absent: Derrick Annable, Reeve Ian Donovan Merle Wyatt David Schneider Rick Geschwendt Rod Ruark Gordon Nelson Doug McIntyre Roy Lucas Also Present: Larry Baran, County Administrator Angie MacDonald, Finance Manager Deb Hartung, Administrative Coordinator Call to Order Reeve Annable called the April 7, 2010 County Council meeting to order at 9:55 am. Adoption of Agenda and Emergent Issues MTN MOVED BY COUNCILLOR NELSON that the agenda is approved with the following additions: 5c) Welcome to Vulcan County - "What to expect living a Rural Lifestyle" booklet 6b) Twin Valley Campground Delegations 10:30 am Allstream Presentation MTN MOVED BY COUNCILLOR SCHNEIDER that Council move into Executive Session at 9:57 am. MTN Councillor Nelson left the meeting at 11:28 am. MOVED BY COUNCILLOR SCHNEIDER that Council move into Open Session at 11:41 am. Page 1 of 8
2 Adoption of Minutes Council recessed at 11:41 am. Council reconvened at 12:58 pm. Minutes of County Council meeting March 24, MTN Corporate Services County Administrator Report MTN Quality Management Plan MTN Welcome to Vulcan County Booklet MTN MOVED BY COUNCILLOR MCINTYRE that the minutes of the March 24, 2010 meeting are adopted as presented. The County Administrator presented his report on activities of the last few weeks. Council was informed that the April 21, 2010 Vulcan Business Development Society invited them to a luncheon for the Grand Opening of the Training Centre for Distance Learning. MOVED BY COUNCILLOR SCHNEIDER that the County Administrator Report is accepted as information. Council was informed that the Quality Management plan for Vulcan County regulates how our service provider meets the needs of our residents and the rules they follow. The last time it was updated was 2002, the proposed Quality Management Plan is taken from the Alberta Safety Code Council website as they are the regulators for these plans. MOVED BY COUNCILLOR MCINTYRE that the Quality Management Plan is approved as presented. Council would like to congratulate Heather Ferguson, Development Office and Administration for producing a Booklet that clearly outlines the many aspects new ratepayers may experience living in the country. MOVED BY COUNCILLOR SCHNEIDER that the Welcome to Vulcan Booklet is accepted as information. Page 2 of 8
3 Delegations Sean Davis and George Goshulak Kickcaldy petition. Sean Davis and George Goshulak presented to Council their petition for water supply to the Hamlet of Kirkcaldy with 14 signatures stating the following: "With a view to the fact that the pending water line that will be laid nearby and adjacent to the legally constituted Hamlet of Kirkcaldy in the County of Vulcan, we the undersigned residents and or property owners of Kirkcaldy petition the Council of Vulcan County to implement the installation of a main water supply line within the surveyed limits of the hamlet of Kirkcaldy there by allowing access for water supply service." Council agrees that the Hamlet of Kirkcaldy will need a water line down the road but they must wait until the initial Regional Water Line is complete and the new Water Treatment Plant is in place, then Council will look at other water lines branching off the main line.this whole process will be a number of years before this is in place. Reeve Annable thanked them for their presentation and their representatives on the Royal Regional Water Line will be informing them of the progress of the water line. Malcolm McDougall - Clear cuts through County Roads Public Works Malcolm McDougall voiced his concern at the security cost the County requires for clear cutting across road allowances. He had several examples of clear cutting in the MD of Willow Creek along with the costs and with plans to do two crossings on Vulcan County roads, he thought that $15, was an excessive amount. Reeve Annable thanked Malcolm McDougall for coming and Council will look into Policy No Pipeline Regulation Policy to see if it needs to be revised. Letter from the Village of Champion - Grader Shed MTN Council reviewed the letter from the Village of Champion informing them that the land swap was agreed upon for the 1/2 acre lot required for the Grader Shed adjacent to the existing Roping and Riding Club arena to swap with County lots located at Avenue Page 3 of 8
4 S, being Plan 6995AG, Block 4, Lots Twin Valley Camp Ground Update MTN Municipal Planning MOVED BY COUNCILLOR DONOVAN that the letter from the Village of Champion is agreed upon by Council to proceed with the land swap for the1/2 acre lot required for the Grader Shed adjacent to the existing Roping and Riding Club arena to swap with County lots located at Avenue S, being Plan 6995AG, Block 4, Lots 7-10 Council was informed that the landscaping for the Twin Valley Dam Campsite is just about complete but opening of the Campsite might wait until later this summer to allow for the landscaping to take hold. MOVED BY COUNCILLOR MCINTYRE that the report on the progress of the Twin Valley Dam Campsite be accepted as information. Bylaw Road Closure Between SW W4 and SE W4 (2nd & 3rd Reading) MTN MOVED BY COUNCILLOR SCHNEIDER that Bylaw to close the portion of road allowance lying between the SW W4 and the SE W4 which lies south of the production southeasterly of the curvilinear southwest limit of main road on Plan is given 2nd reading. MTN MOVED BY COUNCILLOR WYATT that Bylaw to close the portion of road allowance lying between the SW W4 and the SE W4 which lies south of the production southeasterly of the curvilinear southwest limit of main road on Plan is given 3rd reading and adopted this date. Bylaw Rezoning on NE W4 (1st Reading) MTN Council reviewed Bylaw redesignate portions of the NE W4 from "Rural General - RG" to Small Holding - SH" to accommodate a future subdivision for residential use. MOVED BY COUNCILLOR DONOVAN that Bylaw to redesignate portions of the NE W4 from "Rural General - Page 4 of 8
5 RG" to Small Holding - SH" to accommodate a future subdivision for residential use is given 1st reading. Road Allowance - SE W4 MTN Council Reports Council discussed the portion of road allowance lying between the SW W4 and SE W4 to close the road allowance or consolidate the provincial and County road allowances to maintain ownership of the closed road allowances. MOVED BY COUNCILLOR WYATT that administration apply to Alberta Transportation to acquire the two provincial road allowances west of Hwy 24 and north of Hwy 23 in plan , and that the closed municipal road allowance be consolidated with the eastern provincial road allowance. Division 2 MTN MOVED BY COUNCILLOR LUCAS that Division 2, Councillor Geschwendt's report be accepted for Division 3 MTN MOVED BY COUNCILLOR SCHNEIDER that his report be accepted for Division 4 MTN MOVED BY COUNCILLOR RUARK that his report be accepted for Division 5 MTN Councillor McIntyre addressed some questions to do with Foothills Regional Emergency Medical Services (FREMS), Alberta Health, and the uncertainty for the Ambulance service within our County. MOVED BY COUNCILLOR MCINTYRE that his report be accepted for Page 5 of 8
6 MTN MOVED BY COUNCILLOR DONOVAN that Administration send a letter to the Minister of Health and Wellness, Gene Zwozdesky addressing the concerns of the well being of the citizens of Vulcan County with the unacceptable and potentially dangerous change over in Ambulance Service to Foothills Regional Emergency Medical Services (FREMS) and then to Alberta Health. Division 6 MTN MOVED BY COUNCILLOR LUCAS that his report be accepted for Division 7 MTN MOVED BY COUNCILLOR SCHNEIDER that Division 7, Councillor Nelson's report be accepted for Division 8 MTN Started to gravel roads in his Division Tourism meeting - Leonard Nimoy is coming to Vulcan April 23, 2010 and spending two to three hours, they will have a parade and unveiling the "Bust of Spock". Road Crop Damage Claim Form should be included when the cheques are sent out for reference. Division 9 MOVED BY COUNCILLOR WYATT that his report be accepted for MTN Tri-services Meeting Road Agreements Roads are in good shape Grader is doing an great job Northwest Fire Meeting Community Futures Highwood meeting Division 1 MOVED BY COUNCILLOR DONOVAN that his report be accepted for Page 6 of 8

MOVED BY COUNCILLOR WYATT that Council move into Open Session at 3:46 pm. MTN MOVED BY COUNCILLOR WYATT that Vulcan County proceed with awarding the contract(s) to Midwest Design and Construction for the construction of three (3) new grader sheds, the retrofit of three (3) existing grader sheds, and the insulation of the Maintenance Shed in Vulcan, in the amount of $383,378.00, and that all appropriate documents are in place to issuance of a Purchase Order.
