Reports from Administration a) Building Department Report Number Re: May 2015 Building Department That Building Department Report Number , dated June 5, 2015 providing Council with a summary of building activities in the Town of Essex to May 31, 2015, be received. b) Economic Development Report Number Re: Co-location of Economic Development Office at 39 Maidstone Avenue Recommendations: 1. That Economic Development Report entitled Co-location of Economic Development Office at 39 Maidstone Avenue be received; and further Regular Council Meeting Agenda June 15, 2015 Page 2 of 10

That pending approval by the Essex Community Futures Development Corporation s (CFDC) Board of Directors, Council approve the Town of Essex Economic Development Office be co-located at 39 Maidstone Avenue, sharing facilities with the CFDC and the Small Business Centre. That Economic Development Report Number , dated June 8, 2015 prepared by Anne Miskovsky, Economic Development Officer and submitted by Russ Phillips, Chief Administrative Officer seeking Council s approval to enter into an agreement with the Essex Community Futures Development Corporation located at 39 Maidstone Avenue to provide office space for the Town of Essex Economic Development Office, be received and that pending approval by the Essex Community Futures Development Corporation s (CFDC) Board of Directors, Council approves the Town of Essex Economic Development Office be colocated at 39 Maidstone Avenue sharing facilities with the CFDC and the Small Business Centre. c) Planning Report Number Re: Heritage Committee Council Appointment Recommendation: It is recommended that interested members of Council consider applying for positions to the Town of Essex Municipal Heritage Committee. That Planning Department Report Number , prepared by Rita Jabbour, Heritage Research Student and submitted by Chris Nepszy, Director of Infrastructure and Development, dated June 15, 2015 looking for two (2) members of Council offering to sit on the Town of Essex Municipal Heritage Committee, be received and that d) Planning Report Number Re: Changes to the Community Improvement Plans for Essex Centre (Ward 1) and Harrow (Ward 4) Town of Essex Recommendation: That the Community Improvement Plan Implementation Strategies for Essex and Harrow Centres be amended to provide for the following additional grant modifications under Section 5.2.7, Conversion and Rehabilitation Grant Program: Regular Council Meeting Agenda June 15, 2015 Page 3 of 10
4 50 percent of the cost of demolition of a commercial or industrial building to a maximum of $6000 where a plan for the redevelopment of the property has been approved by the Town; an increase in the grant for the creation of an affordable rental dwelling unit in a commercial building from $2000 per dwelling unit to $5,000 with no limit on the number of dwelling units; 50 percent of the cost of constructing an accessible pedestrian entrance or for modifying an existing entrance to a commercial building to a maximum of $6000. That Planning Department Report Number prepared by Jeff Watson, Policy Planner and submitted by Chris Nepszy, Director of Infrastructure and Development, dated June 15, 2015 setting out options to augment the current Community Improvement Programs for Essex and Harrow Centres, be received and that Council concurs with the recommendations contained in the report and supports the following grant modifications under Section 5.2.7, Conversion and Rehabilitation Grant Program: 50 percent of the cost of demolition of a commercial or industrial building to a maximum of $6000 where a plan for the redevelopment of the property has been approved by the Town; an increase in the grant for the creation of an affordable rental dwelling unit in a commercial building from $2000 per dwelling unit to $5,000 with no limit on the number of dwelling units; 50 percent of the cost of constructing an accessible pedestrian entrance or for modifying an existing entrance to a commercial building to a maximum of $6000. e) Infrastructure and Development - Report Number Re: Results of Request for Tenders for Dunn Road Reconstruction (Contract C) and 2015 Repairs and Replacement of Culverts and Bridges (Report to follow under separate cover) That Planning Department Report Number , prepared and submitted by Chris Nepszy, Director of Infrastructure and Development, dated June 15, 2015 providing Council with the results of the Request for Tenders for Dunn Road Reconstruction (Contract C) and the 2015 Repairs and Replacement of Culverts Regular Council Meeting Agenda June 15, 2015 Page 4 of 10
5 and Bridges, be received and that Council concurs with the recommendations contained in the report and that 8. Correspondence a) Committee of Adjustment Meeting Agenda June 16, 2015 That the agenda for the Committee of Adjustment Meeting, scheduled for June 16, 2015, be received. b) County of Essex Privatization of Hydro One That the copy of correspondence to The Honourable Kathleen Wynne, Premier of Ontario from the County of Essex, dated June 3, 2015 advising the Premier of Essex County Council s concerns and opposition to the proposed privatization of Hydro One, be received and c) Keep Hydro Public Resolution regarding the proposed privatization of Hydro One That correspondence from Keep Hydro Public, received June 2, 2015 asking Council to consider passing a resolution lobbying against the privatization of Hydro One and oppose the sale or partial sale of Hydro One, be received and that Council supports the request, and Whereas the public electricity system in Ontario is a critical asset to the economy and vital to the living standard and well-being of all Ontarians; And whereas it is essential that Ontarians maintain public control and public decision-making with respect to electricity; And whereas experience in other jurisdictions shows that privatization typically means consumers pay more for electricity; And whereas a privatized Hydro One will no longer be subject to scrutiny by the Auditor General, the Ombudsman, the Financial Accountability Officer, or the Integrity Commissioner and will no longer be required to provide information or Regular Council Meeting Agenda June 15, 2015 Page 5 of 10
6 services to citizens under the Freedom of Information and Protection of Privacy Act, the Public Sector Salary Disclosure Act, or the French Language Services Act; And whereas our public electricity system currently generates hundreds of millions of dollars in revenue for the provincial government every year to help pay for public services we all depend on; And whereas the sale of shares in Hydro One will provide short-term financial gain for the province in exchange for a much larger long-term financial loss; And whereas the provincial government has no mandate from voters to sell any part of Hydro One; And whereas opinion polls show Ontarians oppose the privatization of Hydro One by a significant margin in every part of the province; Therefore be it resolved that the Town of Essex calls on the provincial government to: Halt the sale of any part of Hydro One and maintain Hydro One as a public asset for the benefit of all Ontarians; Strengthen Hydro One by investing in the next generation of workers and upgrading our electricity transmission infrastructure; Respect the autonomy and local decision-making power of local distribution companies by not forcing these companies into mergers or sales; and that a copy of this resolution be sent to the Premier, Minister of Finance, the Minister of Energy, local MPP s and the Association of Municipalities of Ontario (AMO). d) Conseil Scolaire Catholique Providence Franco-Ontarian Flag Day, September 25, 2015 That correspondence from Joseph Picard, Director of Education for the Conseil Scolaire Catholique Providence, dated April 24, 2015 asking Council to participate in the celebration of Francophones in Ontario by raising a flag on Friday, September 25, 2015, be received and that Council supports the request that a flag be raised on September 25, 2015 at 10:00 AM to honour the legacy of Franco-Ontarians in our community. e) The Great Canadian Flag Project Dedication of the Memorial Spitfire and Wall of Honour Regular Council Meeting Agenda June 15, 2015 Page 6 of 10
7 That correspondence from Peter Hrastovec, Chairperson of The Great Canadian Flag Project, dated May 26, 2015 commending the Mayor and Council on the Memorial Spitfire and the Wall of Honour project and dedication ceremony held May 24, 2015, be received and a copy of the letter be sent to the Memorial Spitfire Committee acknowledging and thanking the Committee for their compassion and hard work. f) Evelyn Couch Burns Resignation Arts, Culture and Tourism (ACT) Committee and Heritage Committee That correspondence from Evelyn Couch Burns, dated May 29, 2015 advising of her resignation from the Arts, Culture and Tourism (ACT) Committee and the Heritage Committee, be received with regret. g) Windsor Essex County Environment Committee May 28, 2015 Minutes That the minutes of the Windsor Essex County Environment Committee Meeting held May 28, 2015, be received. h) Association of Canadian Distillers Ontario-made Distilled Spirits Products Retail Access to the Market That correspondence from the Association of Canadian Distillers, Jan Westcott, President and Chief Executive Officer, dated June 10, 2015 asking Council to support the Ontario Spirits Industry being offered the same opportunities to access consumers and to complete for their business as beverage alcohol producers, be received and that Council supports their request that Whereas the farming of corn and cereal grains is a foundation of our municipality and of rural Ontario; Whereas the Town of Essex is committed to policy decisions that promote the health and viability of its local farming community; Regular Council Meeting Agenda June 15, 2015 Page 7 of 10
8 Whereas Ontario s Distillers are the fourth largest buyer of corn from local farmers, provide employment for 6,000 Ontario families and contribute $1.5 billion to the economy; Whereas Canadian Whisky and Canadian Rye Whisky have been made in Ontario for over 150 years and is exported to over 200 countries; Whereas a standard drink of beer, wine or spirits each contain precisely the same amount of alcohol; Whereas the LCBO already authorizes the sale of beer, wine and spirits in over 200 grocery and convenience agency stores across the Province; Whereas the Ontario Premier s Advisory Council on Government Assets has recommended that local and imported beer be sold in up to 450 new grocery stores; Now therefore be it resolved that we call on the Ontario provincial government to provide fair and equal retail access to the market for Ontario-made spirits and allow the up to 450 new LCBO authorized grocery stores to also sell distilled spirits products. i) Royal Canadian Legion Branch 338 Request for Encroachment Agreement By-Law Number 1427 Being a by-law to enter into an Agreement with the Royal Canadian Legion Branch 338 to allow an encroachment of an outdoor patio at 37 McAffee Street, Harrow, Ontario, Town of Essex That correspondence from the Royal Canadian Legion Branch 338, dated June 8, 2015 asking that Council permit the Legion to encroach onto McAffee Street by approximately five (5) feet, be received; that Council supports the request; and that By-Law Number 1427 being a by-law to enter into an Agreement with the Royal Canadian Legion Branch 338 to allow an encroachment of an outdoor patio at 37 McAffee Street, Harrow, Ontario, Town of Essex be read a first, a second and a third time and finally passed on June 15, Committee Meeting Minutes a) Arts, Culture and Tourism (ACT) Committee May 13, 2015 Regular Council Meeting Agenda June 15, 2015 Page 8 of 10
