3 ORGANIZATION SUMMARY MISSION STATEMENT The purpose of Phi Theta Kappa shall be to recognize and encourage scholarship among two-year college students. To achieve this purpose, Phi Theta Kappa shall provide opportunities for the development of leadership and service to the community, for an intellectual climate for the exchange of ideas and ideals, for lively fellowship among scholars, and for stimulation of interest in continuing academic excellence. Phi Theta Kappa's mission is two-fold: (1) It recognizes and encourages the academic achievement of two-year college students and (2) provides opportunities for individual growth and development through participation in honors, leadership, service, and fellowship programming. HISTORY OF ORGANIZATION Phi Theta Kappa traces its beginnings to a Society that originated with six charter members under the name of Kappa Phi Omicron at Stephens College in Columbia, Missouri, in The Society continued to grow and in the spring of 1918 was one of many honorary groups in Missouri. At a meeting of the presidents of the Missouri junior colleges for women in 1918, it was decided to organize a new honorary society, chapters of which would have a common character, stand, and similarity of organization. The name Phi Theta Kappa was chosen, and the Society was incorporated in Missouri as a national organization. Founders modeled many aspects of the new Society after the prestigious senior college honorary society, Phi Beta Kappa. The chapter at Madison College, Beta Beta Psi was chartered in 1995, and has inducted over 3000 members since then. Membership has steadily increased, earning the chapter the Pinnacle Award in 2008, 2009, 2010, 2011 and 2012 spring. DELIVERABLES TO THE STUDENT BODY FOR MEMBERS Following induction, a new member receives a Madison College plaque, a notation on their transcript, and from the International Headquarters a gold embossed membership certificate, a membership identification card, a membership key pin, and a diploma seal. Each member is automatically nominated for inclusion in the prestigious National Dean's List biographical publication and is enrolled in the Society's Transfer Database, linking senior institutions offering scholarships to Phi Theta Kappa members. Members are accorded the privilege of wearing the Society's Gold Stole and Tassel at graduation. Nearly 600 senior institutions in 49 states and provinces provide more than $38 million in scholarships exclusively to Phi Theta Kappa members, meaning that most colleges that Madison College students transfer to have special scholarships set aside just for our members. Additionally, Phi Theta Kappa awards each year over $225,000 in scholarships to members and chapter advisors. Phi Theta Kappa provides members with programs and activities to stimulate growth and develop skills in core ability areas. Some examples include: Honor Study Programs Every two years an interdisciplinary study of a timely topic is introduced and used by chapters and colleges as the basis for honors study in and outside of the class, in courses, and in seminars. Currently, the Honors Study Topic is: The Culture of Competition Leadership programs We are taking advantage of participating what is already offered and are exploring other opportunities for our members. Publications Phi Theta Kappa publications include the Visionary, annual publication; Golden Key electronic newsletter; Honors Study Guide, an annual guide for implementing Honors Study Program; The Chapter Resource Manual, an annual reference and planning guide; and Five Star Guides, reference guides for awards competitions; Scholarship Directory, a listing of senior institutions providing scholarships to members; anota Bene, an honors anthology publishing student writings which is circulated to all two-year colleges. 4 The Beta Beta Psi chapter works to enhance the student experience by hosting events to promote networking, service, and leadership as well as to develop opportunities for scholarly growth. The chapter is also interested in decreasing the impact the college has on the environment and developing programming to support the community. Some examples of how Beta Beta Psi has served non-members include: Beta Membership A membership for first semester students who don t have a GPA yet. Scholarship Workshops Beta Beta Psi hosts scholarship writing workshops to connect students with scholarship opportunities and educate them on writing competitive applications. We will be continuing these workshops. Trick or Treat for Something Good To Eat Food Drive - The chapter spent Halloween walking door-to-door in Watertown, Reedsburg, Sun Prairie, Portage and Madison collecting non-perishable food items and donated them to food pantries in each of the communities visited. We collected a total of 943 items this fall Distinguished Teacher Award All Madison students have a chance to nominate a teacher they think has gone above and beyond the call of duty. The Teacher who wins gets recognized by the Chapter and the School. Scholarship Announcements There are scholarships that are open to all students. When these are announced, we this information out to the students who meet the grade point average requirement regardless of whether they are a PTK member. Each year we ask the College President to suggest a College Project that the organization can be of service this year Dr. Barhorst requested the members of the Beta Beta Psi chapter to work on the retention of students and helping them to complete their credential. DEFINE AUDIENCE SERVED Student members of Phi Theta Kappa are recruited from the entire Madison College community, including the regional campuses and online students. Members come from all divisions and programs at the college. To be eligible for membership a student must complete a minimum of twelve degree credits and earn a cumulative grade point average of 3.50 or higher. Part-time and full-time students are eligible for membership. Phi Theta Kappa seeks to recognize achievement not only from students, but from exceptional instructors as well. Beta Beta Psi recognizes and awards faculty at the college in two ways the mentor recognition program where members can acknowledge faculty at the Golden Apple Luncheon. The faculty members are chosen by the students because they have played an important role in their academic success. In addition, the chapter coordinates the Distinguished Teacher Award program with the assistance of the Madison College Foundation. Nominations are collected from the entire student body and the organization selects the finalists based on student testimonials and the teacher s biography with approval from the Executive Board. The programs and events sponsored by Beta Beta Psi focus on serving not only the college community, but also the local community. ACCOMPLISHMENTS Accomplishments for the academic school year include: Achieved 5 Star Status Award (2 nd year in a row) Made personal contact with over potential members by hosting orientations sessions in person at 6 different campuses and on-line Inducted 254 members for the academic year Sent 3 officers to Summer Planning Conference (renamed now to Leadership Academy) Sent 1 officer to Honors Institute as an Honors Scholar Held Regional Office as VP of Wisconsin Hosted Fall Leadership at West Campus 4 officers and 4 general members attended Fall Leadership Connected with students, faculty and potential members through the awareness campaign in the classrooms and our annual awareness day event Sent 3 officers to Regional Convention in February Won 2 awards at Regional Convention for Distinguished Member and Distinguished Officer Coordinated Distinguished Teacher Award nominations and voting process Sending 4 officers and Regional Officer to the International Conference in April Page 4 of 17

Goal 2: To promote growth of members and the chapter by focusing efforts on the Honors In Action project and the College project, which focus on the four hallmarks of the society: Leadership, Fellowship, Scholarship and Service. Strategy 1: We aim to grant recognition to Madison College honor students by identifying those who qualify each semester, inviting them to join the chapter via and letter, offering payment plans and scholarships to those who can't afford to join, honoring them at an Induction Ceremony each semester, and ensuring that their membership is reflected on their transcripts. Rationale: Our efforts to raise awareness and interest in joining, coupled with the expected increase in enrollment, and our history of increasing membership substantially each semester lead us to believe these outcomes are possible. We believe it is important to reward high levels of academic achievement because it encourages students to aim high. Strategy 2: We will continue to promote and improve our Enhanced Membership Award program, which requires members to provide a total of 30 hours of service each semester. By offering this program, Beta Beta Psi provides the opportunity for members to gain recognition for their commitment. Membership will continue to increase because of expected increases in enrollment, membership acceptance and promotion of opportunities. Rationale: There is no limit to the number of students who can earn the Enhanced Member award, and so we hope for it to continue to grow in popularity and participation. If the number of participants begins to outweigh the possibilities imposed by our budget, raising the number of hours necessary to achieve this award may be positive solution. Strategy 4: We will increase efforts to have the officer elections well-advertised and attended and make leadership opportunities more aware to all members, as well as to include more members in the selection process of chapter officers. We will utilize the televisions, table tents and school newspaper to promote elections. We will educate members of the benefits of joining the leadership team. We will develop a more thoughtful officer application and seek more participation from the general membership in electing officers Outcome: We will provide more in-depth leadership training for our Officer team throughout the year, to aid them in developing the skills necessary to be successful in a leader role and in a group environment Outcome: There will be at least two students running for 25% of open positions. We believe competition is positive in a leadership environment because it encourages students to develop a thoughtful argument for their appointment. We hope the officer roles will be taken more seriously by those elected, reducing the turnover rate on the executive board. All members of the organization will be given a chance to vote for the candidates using online technology and video broadcasting, rather than restricting voting to those who attend the election meeting in person Outcome: There will be a more thorough understanding of the benefits of being an officer for Beta Beta Psi and at least two students will run for 30% of the open positions. All members of the chapter will continue to be given the opportunity to vote in the election process. Rationale: The purpose of our organization centers on growth and development of a student s personal and professional skills. In order to fulfill this purpose, we must maximize our efforts to create leadership opportunities for all members. We are also promoters of civic involvement and the democratic process, and so we see it fitting to include all members in the election of officers. Strategy 1: We will have monthly general meetings hosted by each one of our Vice-Presidents. That is based on each of the Hallmarks. We will only do one Hallmark a month so the members get more personal value by attending the meetings Outcome: We will plan for each VP to have one Meeting a semester focused on their Hallmark. 8 Rationale: We feel these general meetings will be a better fit for our members as there are only one meeting a month they need to attended and it is a more focused meeting on a specific topic. Strategy 2: We will promote the Competitive Edge program offered online through and develop ways to encourage member participation Outcome: Enhance the Competitive Edge program by offering workshops to help members achieve 5 star statuses. Once members start the program have an event to showcase their success upon completion Outcome: We would like to have more students using Competitive Edge to motivate them to get involved in the organization. At least 10 students will be tracking their participation via Competitive Edge, and at least 4 will achieve all five levels Outcome: At least 25 students will be tracking participation on Competitive Edge, and at least 15 will achieve all five levels. Rationale: Competitive Edge is designed to promote active participation in the chapter by expanding students' knowledge of opportunities and rewarding them for tracking service. By encouraging students to write about their experiences for this online program, we will have more thoughtful and well developed Hallmark entries and students will learn more from their experiences leading activities and working in a team. By encouraging students to reflect on their experiences, students are given the opportunity to grow and learn from mistakes, as well as to find solutions to problems faced. Strategy 3: We will host guest speakers, show documentaries, and develop workshops to help students understand and utilize the Honors Topic: The Culture of Competition Outcome: We will do research on the new Honors Topic and see what project we can come up with to benefit our members, our college and community. The goal is to improve effectiveness and recognize excellence Outcome: The semester evaluations will motivate officers to remain involved throughout the year, equaling greater officer attendance at chapter sponsored events, greater officer attendance at meetings; increase the rate of follow through on assignments, and participation in planning and facilitation of chapter activities Outcome: Because of the high level of commitment given by officers of Beta Beta Psi, more officers will be recognized with awards and scholarships. We will maintain Five Star Status Outcome: We will enter every category for awards and the college will be represented in all announced scholarship opportunities. We will receive an award for one of our Hallmark entries and maintain Five Star Status. Rationale: Consistent opportunities to review job performance will allow advisors to aid students in developing their leadership skills and to confront any difficulties involving the student. We consider leadership to be one of the most important values of our society, creating an opportunity for students to learn how to work collectively toward a common goal. Additionally, the environment of the two-year college creates difficulty within the organization because of a high-turnover rate of officers and members. We hope that providing training focused on leadership skills will assist the organization in operating more smoothly while helping students grow. Page 8 of 17

10 Outcome: Rationale: Fellowship is a major component of the qualities that Phi Theta Kappa focuses on, because to succeed, each person must have skills and perseverance, but also has to know how to connect with others to make things happen. Attendance at regional, international, and honors events allows students to create bonds with motivated leaders from around the country, as well as learn valuable skills and information that will improve our chapter each year. Article 2 Purpose The purpose of Beta Beta Psi chapter of Phi Theta Kappa at Madison Area Technical College shall be the promotion of scholarship, the development of leadership and service, and the cultivation of fellowship among qualified students of this college. Article 3 Membership Membership in Beta Beta Psi chapter shall consist of regular members, provisional members, alumni members, honorary members, and enhanced members. Section 1 Regular Member Each candidate for membership must have completed 12 semester hours of associate degree coursework, with a minimum Grade Point Average of 3.50, adhere to the school conduct code, and possess recognized qualities of citizenship and has been formally inducted during the mandatory chapter induction ceremony. A Grade Point Average of 3.50 must be maintained. When a member's cumulative G.P.A. falls below 3.50, he or she has one semester in which to bring the average to If he or she fails to raise the cumulative G.P.A. to 3.50 after one semester, the member shall have his or her name stricken from the local chapter roll, and the Phi Theta Kappa Headquarters shall be notified to strike the name from the international roll as well. Once a student's name is stricken from the roll, all privileges of membership are revoked. Section 2 Provisional Member A provisional member of Phi Theta Kappa is a student, who, in the opinion of the local chapter, has shown an active interest in the affairs of the Society and who serves the Society in some special capacity, but who does not meet the full requirements for membership in the Society. Chapter requirements for admission as a provisional member shall be academic excellence as defined by a G.P.A. of 3.50 on all credits taken in high school. In order to qualify for provisional membership status, a student must be enrolled in associate degree coursework at the two-year college, adhere to school conduct code, and possess recognized qualities of citizenship. Provisional members will not be officially affiliated with the Phi Theta Kappa Society, cannot hold office, and cannot vote on chapter, regional, or international matters. Provisional members will pay local chapter dues of $15.00, but are not required to pay the international and regional induction fee until they have qualified for full membership. Section 3 Alumni Member. Alumni members shall be members of the Society who are no longer enrolled in the two-year college and who have terminated their active membership in good standing, with a minimum of one year's enrollment at the two-year college. Alumni members shall be entitled to all the privileges of full members except the right to vote or hold office. Section 4 Honorary Member. Honorary membership may be granted in this chapter to men and women who have rendered distinguished service to the Society. Honorary members may not vote or hold office nor must they be officially inducted or pay membership fees. Section 5 Enhanced Member. Members may earn service hours for service to the college, community and Phi Theta Kappa, as well as, participation in Phi Theta Kappa activities. The service must be unpaid, and can include structured activities (Parent Teacher Organizations, nonprofit groups, church associations, etc.) as well as, individual activities (helping elderly neighbor, tutoring, etc.). All time spent with Phi Theta Kappa should be included, such as attendance at meetings, attendance at programs, preparation for programs, etc. Phi Theta Kappa service hours must be documented and turned in by the appropriate deadline. 12 Rosters are available in the Phi Theta Kappa office or on the website. Enhanced members must earn a minimum of 30 service hours per increment. The first increment starts May 2nd and runs through December 1st. The second increment starts December 2nd and runs through May 1st. Enhanced members enjoy the benefits of regular members and in addition may obtain: Letters of recommendation from advisors Enhanced Member T-shirt Invitation to Holiday Party or Annual Banquet Certificate of enhanced membership signed by executive officer A member who has achieved Enhanced Member status for a second semester will receive a Phi Theta Kappa stole and tassel for graduation. A member who has achieved Enhanced Member status for a third semester will receive a Phi Theta Kappa sweatshirt. Article 4 Chapter Advisors Section 1 The chapter advisors shall be appointed by the administration of Madison College. Section 2 The chapter advisors shall be responsible for the guidance of chapter activities and shall act on behalf of the international society and official college administration. Section 3 The chapter advisors are responsible for the completion and submission of the 5 Star Program to Phi Theta Kappa Society Headquarters. Section 4 The advisors shall not be voting members of the chapter. Article 5 Officers Section 1 All officers must be members of Phi Theta Kappa in good standing, have a Grade Point Average of 3.50, and must be carrying a course load of 6 semester hours. Section 2 The Beta Beta Psi chapter of Phi Theta Kappa shall have the following officers: President, Vice President- Scholarship, Vice President-Service, Vice President- Fellowship, Vice President-Leadership, Vice President-Finance, Vice President- Communications, Vice President of Marketing, Vice-President of Travel, Vice President- Satellite Campuses, a Recording Officer and a Web Master. Section 3 The duties of the President shall be as follows: a. Preside over all business meetings and plan agenda b. Appoint and establish any necessary committees or positions (e.g., webmaster) c. Vote only in case of tie d. Serve as an ex-officio member on all committees e. Present business to the organization f. Represent the organization at all times g. Appoint a committee to review and/or revise the chapter by-laws as needed h. Make sure the Annual Report is sent to Headquarters each spring Section 4 The duties of the Vice President-Scholarship shall be as follows: a. Lead scholarship committee and chair meetings b. Take charge of annual process related to the Honors Study Topic, theme chosen annually for all chapters to examine during the year c. Organize and implement programs and seminars based on the Honors Study Topic d. Work with faculty on development of courses targeted for Phi Theta Kappa members e. Attend executive officer meetings and report on scholarship activities f. Make sure that Phi Theta Kappa service activities are regularly updated in chapter files Section 5 The duties of the Vice President-Service shall be as follows: a. Lead service committee and chair meetings b. Help create and suggest service opportunities for members Page 12 of 17
13 c. Work with advisors to monitor service points earned by members d. Be sure that service activities are recorded and verified, so that service points may be appropriately allocated for obtaining the status of "Enhanced Member." e. Make sure that Phi Theta Kappa service activities are regularly updated in chapter files f. When service projects involve fund raising, record and account for revenue g. Attend executive officer meetings and report on service activities Section 6 The duties of the Vice President-Fellowship shall be as follows: a. Lead fellowship committee and chair meetings b. Organize and implement programs to provide atmosphere for scholarly fellowship c. Ensure that fellowship functions are executed and recorded d. Provide networking opportunities for members e. Provide opportunities for members to meet college and community leaders f. Attend executive officer meetings and report on fellowship activities g. Organize induction reception and spring and fall banquets h. Make sure that Phi Theta Kappa service activities are regularly updated in chapter files Section 7 The duties of Vice President-Leadership shall be as follows: a. Perform all duties of the president in the event of his/her absence b. Lead leadership committee and chair committee meetings c. Head the committee reviewing the chapter by-laws and Annual Report. d. Organize and implement events involving campus community leadership activities e. Develop procedures for election of officers f. Develop new officer training workshops, implementing workshops after elections g. Make sure that Phi Theta Kappa service activities are regularly updated in chapter files h. Attend executive officer meetings and report on leadership activities i. Develop a process for helping members with resumes j. Develop a process for helping members with preparing professional documents (e.g. resumes and scholarship applications) Section 8 The duties of Vice President-Finance shall be as follows: a. Monitor the budget for Phi Theta Kappa b. Represent the Chapter on the Student Activities Board c. Attend executive officer meetings and report on finance activities d. Make sure that Phi Theta Kappa service activities are regularly updated in chapter files Section 9 The duties of Vice President-Communications shall be as follows: a. Take and read minutes of meetings b. Maintain records of the meetings c. Maintain a file of chapter correspondence d. Prepare and maintain the chapter scrapbook for regional, state, and international meetings and conventions e. Assist the President in preparing the Annual Report to be sent to Headquarters each spring f. Make sure that Phi Theta Kappa service activities are regularly updated in the chapter files Section 10 The duties of Vice President of Satellite Campuses shall be as follows: a. Lead satellite committee and chair meetings b. Organize programs and seminars based on the four hallmarks c. Keep an updated list of satellite committee activities d. Submit articles to VP of Communications and Web Master relating to satellite committee activities e. Report activities to president f. Prepare and submit expenditure requests for approval by the executive committee g. Record and account for fund-raising revenue at respective campuses h. Provide assistance in fund raising activities i. Work with campus contacts Section 11 The duties of Web Master shall be as follows: a. Manage website in a manner that allows Beta Psi members to be informed of meeting minutes and programs b. Review and edit website so that it is current Article 6 Election of Officers Page 13 of 17
14 Section 1 All candidates for office must be members of Phi Theta Kappa, in good standing. Section 2 Elections must be held no later than the meeting preceding the last meeting of the spring semester. Section 3 Officers shall hold office from the time of their inauguration, which shall be at the first meeting following the election, to the time of the next inauguration. Section 4 Nominations from the floor can be made at the same meeting as the election. Section 5 Plurality of the votes cast will determine the new officer. Section 6 In any case when an officer must resign an office, an election shall be held to elect a new officer. Nominations shall be made from the floor and will be made at the first meeting following the resignation of the officer. The election will be held at the first meeting following nominations. Plurality of the votes cast will determine the new officer. At his or her discretion, the president shall have the power to make a temporary appointment until a meeting can be held. Article 7 Impeachment of Officers If any officer fails to fulfill the duties of an office, he or she may be removed as follows: a. The proposal to impeach must originate with the Executive Committee. b. A general membership meeting of the chapter must be held to discuss the problem, with a proposal of the impeachment & officer's defense posted at each campus c. A vote of 3/4 of the members present is sufficient to remove an officer from office Article 8 Meetings Section 1 All business meetings will follow the general agenda Order of Business a. Call to order b. Roll call c. Approval of the minutes e. Officer reports f. Old business g. New business h. Announcements i. Adjournment Section 2 All meetings shall be governed by an adaptation of Robert's Rules of Order. Section 3 Special committee meetings shall be called by the chair of said committee. Procedures at such meetings are left to the discretion of the chair. Reports of each meeting shall be given to the members at the following chapter meeting. Article 9 Finances Section 1 Finances for this chapter are determined by allocation of the Student Activities Board. Section 2 Payment of the International Membership fee of $38.00 per member must be received by the Student Life Service Center before members can be inducted. Section 3 All members must pay one-time local dues of $ Section 4 All members must pay regional dues of $5.00 prior to induction. Regional dues shall be remitted directly to international headquarters. Section 5 Financial records of the chapter shall be annually audited by the Student Life Office. Article 10 By-laws' Amendments and Revisions Page 14 of 17
15 Section 1 By-laws shall be passed by a two-thirds majority vote of the members present. Section 2 A permanent record of all by-laws shall be kept on file by the Vice President of Communications. Section 3 The by-laws may be amended by a vote of two-thirds of the members present at any regular meeting, provided that the proposed amendment has been presented at the previous meeting.
