1 PHI ALPHA SOCIAL WORK HONOR SOCIETY XI TAU CHAPTER UNIVERSITY OF SOUTH CAROLINA COLLEGE OF SOCIAL WORK CONSTITUTION & BYLAWS PREAMBLE Eager to promote a closer bond among students of social work and to enter into more intimate fellowship with those dedicated to the promotion of humanitarian goals and ideals by a professional group, we hereby acknowledge the quality of educational preparation that is deemed imperative to students and faculty involved in social work education at the University of South Carolina. We resolve to sponsor and support a chapter of Phi Alpha National Honor Society to foster high standards of education for social work and to invite into membership those who have attained excellence of scholarship and distinction of achievement as students of social work. We, the members of the Phi Alpha National Honor Society, to fully realize our purpose, do hereby adopt and establish these bylaws as the guiding instrument of our organization. ARTICLE I Supreme Law This chapter of Phi Alpha shall be affiliated with the organization known as Phi Alpha National Honor Society and to its National Council. The constitution, membership, and program shall be consistent with the constitution and statutes of the national organization. The University of South Carolina has been given the Chapter designation as the Xi Tau Chapter of Phi Alpha, hereinafter referred to as Phi Alpha. ARTICLE II Designation The official title of this organization shall be the Phi Alpha National Honor Society Xi Tau Chapter located at the University of South Carolina.

2 ARTICLE III Purpose The purpose of the Xi Tau Chapter of Phi Alpha is Section 1. To recognize and promote scholastic achievement among students and faculty involved in the undergraduate or graduate social work program at the College of Social Work of the University of South Carolina. Section 2. To recognize, improve, and further the goals of social work in the community, state, nation, and world. Section 3. To stimulate interest in preparation for a career in social work. Section 4. To encourage continued study and research at the undergraduate level, the graduate level, and in professional practice. Section 5. To recognize those professional social workers and others whose service, contributions, and leadership are held in esteem. ARTICLE IV Membership Section 1. Membership in Phi Alpha shall be limited to persons officially connected with the University of South Carolina-Columbia as students, faculty, or staff. Section 2. The University of South Carolina does not discriminate in educational or employment opportunities or decisions for qualified persons on the basis of race, color, religion, sex, national origin, age, disability, sexual orientation, or veteran status. Section 3. Active membership in Phi Alpha shall be conferred to those undergraduate and graduate students who meet the requirements set forth in this constitution. Section 4. Membership shall be offered to those undergraduate students who have A. Registered as a student of the College of Social Work at the University of South Carolina seeking the Bachelors of Social Work (BSW) degree; B. Completed a minimum 60 credit hours of college courses and obtained the academic standing of Junior; C. Completed 15 Credit Hours within the College of Social Work; and D. Achieved a cumulative GPA within the College of Social Work of 3.5 and a cumulative GPA of 3.2 overall. Section 5. Membership shall be offered to those graduate students who have A. Registered as a student within the College of Social Work at the University of South seeking the Masters of Social Work degree or the PhD in Social Work degree; B. Completed 15 credit hours of Social Work classes; C. Achieved a minimum 3.5 GPA; Section 6. Membership shall be offered to students only in the Spring semester immediately following eligibility attainment. Section 7. All eligible members will be required to complete an application of membership. Section 8. Membership will be classified as either active or inactive. A. Active members shall be classified as those who are enrolled at the Columbia campus and i. Attend a minimum of two (2) Chapter meetings; ii. Complete three (3) service events or three (3) social work educational opportunities; and iii. Serve on one (1) Xi Tau Chapter Committee B. Active members shall be classified as those who are enrolled at the Charleston or Greenville campus and i. Attend a minimum of one (1) Chapter meeting; ii. Complete four (4) service events or four (4) social work educational opportunities; and

3 iii. Satisfactorily serve in the planning and execution of campus programming as determined by the Phi Alpha Executive Board and Phi Alpha Campus Representative. C. Only active members shall have the privilege of being recognized at the College of Social Work Hooding Ceremony. D. Inactive members will be those who choose to affiliate with the Xi Tau Chapter of Phi Alpha but not carry out the activities of an active member. i. Inactive members shall receive certificate of membership, honor cords, and insignia at the Induction Ceremony, but shall not be recognized at Hooding. Section 9. Membership dues for new members shall be set at $45. Section 10. Established members of Phi Alpha who joined through another chapter will be recognized in the Xi Tau Chapter after the member pays the chapter dues of $20. Section 11. Honorary membership may be granted to professional social workers and others whose support of social work education and practice merit such recognition. A. The Xi Tau Chapter may give a maximum of two (2) honorary memberships per year, but shall not be required to do so; B. Honorary membership shall be decided upon by the Planning and Honorary Membership Committee with input from the general active membership and the faculty advisor; C. Honorary members shall not be assessed membership dues; and D. Honorary members shall not be required to maintain active status. Section 12. Membership shall be offered to all full-time University of South Carolina College of Social Work faculty and staff. A. Faculty and Staff members shall be non-voting members; B. Faculty and staff members shall be assessed membership dues; and C. It is expected, though not required, that faculty and staff members serve the Chapter through service activities including facilitating professional development opportunities Section 13. Phi Alpha membership shall become official upon induction. A. The Xi Tau Chapter will host one (1) induction ceremony per academic year in the Spring Semester; B. Attendance at the induction ceremony is optional; and C. Members may begin fulfilling active membership requirements set forth in Article IV, Section 5 prior to the induction ceremony after their application has been accepted and approved. Section 14. Any member may be expelled from membership for reasons of academic or personal conduct unsuitable for a student of social work. A. Charges of Expulsion must be delivered in writing to any member of the Executive Board or Phi Alpha s Faculty Advisor by the individual making the charge; B. The identity of the individual bringing Charges of Expulsion will be kept anonymous; C. Charges of Expulsion will be presented to the individual in writing; D. The individual will have the opportunity to respond to the charges in writing within seven (7) days; E. Charges and corroborating evidence may be presented to the active membership; F. A member shall be expelled after three-fourths (3/4) vote of the active Chapter members; and G. Dismissal from University of South Carolina or the College of Social Work is cause for automatic expulsion. Section 15. It is recommended that active and inactive members of Phi Alpha be dues-paying members of the National Association of Social Workers, the Association of Community Organization and Social Administration, or another professional group. ARTICLE V Governance Section 1. The officers of The Xi Tau Chapter shall be elected by a majority vote (51%) of the active members of the Xi Tau Chapter. Any student seeking to hold or holding office must maintain the requirements for active membership in Phi Alpha.

4 Section 2. The officers of Phi Alpha shall consist of a President, Vice President, Secretary, and Treasurer and are referred to as the Phi Alpha Executive Board. Section 3. Elections: A. All officers shall be selected on or before April 15 th of each year and will serve one-year terms; B. All elections shall be completed through secret ballot; C. All elections shall be determined through a majority (51%) of active members who choose to vote; D. A runoff election is triggered if no candidate captures fifty-one percent (51%) of the vote; E. Officer terms shall begin on June 1 st following the election and shall end on May 31 st the following year; F. Only active members are eligible to vote; G. A quorum of one-third (1/3) of the active membership must be reached for the vote to be finalized. H. Election results shall be tabulated by two current officers who are not seeking re-election or election; I. Election results will be verified by the faculty advisor; J. Officers may serve a maximum of two (2) terms; and K. In the event of an Officer vacancy, the Executive Board may appoint a replacement Officer to serve until the end of the term. Section 4. Officers Duties. A. The duties of the President shall be as follows: i. Plan & preside over all Chapter meetings; ii. Appoint all committee chairpersons; iii. Create new committees as needed; iv. Act as spokesperson for the Phi Alpha Xi Tau Chapter; v. Call special meetings of the Chapter; vi. Be responsible for all final Chapter reports; vii. Perform duties of the ritual chair at the annual induction ceremony; viii. Protect the Chapter from frivolous or negligent motions; ix. Direct the efforts and activities of the Induction Ceremony; x. Preside over the Professional Development Committee; and xi. Promote the welfare of the Phi Alpha Honor Society and the Chapter. B. The duties of the Vice President shall be as follows: i. Serve in the stead of the President should she or he not be available to perform assigned duties; ii. Serve in the place of the President should the office of President become vacant; iii. Serve as a liaison from the Executive Committee to the students of the College; iv. Oversee recruitment efforts of the Xi Tau Chapter to the Campus Community; v. Carry out the process of elections set forth in Section 3 of this Article; vi. Ensure all members adhere to the standards of the National Phi Alpha Honor Society; vii. Assume the responsibility of special projects as needed by the Chapter; viii. Preside over the Planning and Honorary Membership Committee; and ix. Promote the welfare of the Phi Alpha Honor Society and the Chapter. C. The duties of the Secretary shall be as follows: i. Maintain records of all official correspondence and business; ii. Record minutes at all meetings; iii. Maintain accurate records of all members; iv. Inform members of all meetings and activities; v. Maintain the Chapter s official membership roll; vi. Call roll when required; vii. Provide minutes and records of Chapter activity to the faculty advisor and those members who request them; viii. Coordinate Executive Board transition efforts; ix. Preside over the Service Learning Committee; and x. Promote the welfare of the Phi Alpha Honor Society and the Chapter. D. The duties of the Treasurer shall be as follows: i. Handle all funds of the Chapter; ii. Prepare financial reports for the Chapter at least once yearly; iii. Collect dues from each member of the Xi Tau Chapter; iv. Collect special fees, assessments, or penalties as needed; v. Ensure proper processing of membership dues to the National Phi Alpha Office;

5 vi. vii. viii. Provide financial oversight reports to the faculty advisor at the end of each academic year; Preside over the Fundraising Committee; and Promote the welfare of the Phi Alpha Honor Society and the Chapter. Section 5. Faculty Advisor. A. The Faculty Advisor shall i. Be a full time faculty or administrative staff members of the College of Social Work s Columbia Campus; ii. Be selected by the Executive Board upon vacancy; iii. Assist Chapter during officer transition periods; iv. Serve as an advocate for Phi Alpha in the University; v. Maintain Institutional History of the Chapter; vi. Resign position with at least thirty (30) days notice; and vii. Serve in perpetuity at her or his discretion. Section 6. Insignia. A. The official logo of Phi Alpha shall be the Phi Alpha Key, which was approved by the National Phi Alpha Honor Society Executive Committee. B. The key shall be issued to and worn only by members of Phi Alpha. C. Colors of the society shall be Royal Blue and Light Gold as established by the National Phi Alpha Honor Society Executive Committee. D. Certificates of membership, honor cords, and insignia shall be issued to all new members at the Chapter s initiation ceremony. ARTICLE VI Dues Section 1. Eligible members who apply for membership shall pay the Xi Tau and National Chapter Dues. A. National Dues are set at $25; and B. Chapter Dues are set at $20. Section 2. Dues payment is expected to accompany each application and is considered part of the application packet. A. Dues shall only be processed if the application is accepted; B. Dues are payable by cash, check, or money order; C. Checks and money orders shall be made out to Phi Alpha; and D. Payment shall be accepted until the close of business on the due date as determined yearly by the Executive Board. Section 3. Members of Phi Alpha who joined through another chapter will be recognized in the Xi Tau after member pays the chapter dues of $20. Section 4. Annual Chapter Dues can be established in accordance with needs by action of the Executive Committee and a three-fourths vote of the active chapter membership. Section 5. Additional fees such as assessments, fines, and penalties may be levied by the Executive Committee and a three-fourths vote of the active chapter membership. Section 6. Chapter dues cannot be raised without three-fourths approval from the active chapter membership. Section 7. National dues may be raised at will by the National Office. Section 8. All dues are recognized to be lifetime membership dues in both the Xi Tau Chapter and the Phi Alpha National Organization pending the establishment of yearly dues by either. ARTICLE VII Meetings Section 1. Meetings will be held monthly as determined by the Executive Committee.

6 Section 2. The President will prepare an agenda for each meeting. Section 3. Chapter meetings will be held at minimum twice per semester. Section 4. The meetings shall be conducted in accordance with the revised edition of Robert s Rules of Order. Section 5. The agenda. A. The President shall prepare an agenda for each meeting that may adhere the following: i. Call to order; ii. Roll call; iii. Approval of minutes; iv. Executive Officer Report; v. Officer reports; vi. Committee reports; vii. Old business; viii. New business; ix. Announcements; and x. Adjournment. Section 6. Action on any business, old or new, requires a quorum of one-third of the active membership of Xi Tau Chapter. Section 7. The Chapter shall maintain four active committees A. Professional Development Committee. i. Plan and execute programming pertinent to the professional development of social work students. B. Service Learning Committee. i. Plan and execute programming that enhances the humanitarian goals of Phi Alpha. C. Fundraising Committee. i. Plan and execute programming that maintains a solvent financial position for Phi Alpha. D. Planning and Honorary Membership Committee. i. Vet individuals and make recommendations to the chapter regarding honorary membership. E. Each committee shall meet during the chapter meeting; F. The President may convene new and ad hoc committees at will; and G. Not more than twenty-five percent (25%) of members may participate in a single committee. Section 8. The chapter year shall begin on August 1 and end on July 31 st. ARTICLE VIII Removal from Office Section 1. All officers serve at the discretion of the members they represent. Section 2. The Active Membership of the Xi Tau Chapter is empowered to call for a review of any officer whose alleged dereliction of duty adversely affects the operations of the organization. The Officer shall be subject to disciplinary action or removal from office after the following steps have been taken: A. A written request stating the reasons for dismissal and signed by at least three (3) active members of the organization must be submitted at a regularly scheduled meeting to the Faculty Advisor; B. The Faculty Advisor will review the complaints set forth in the dismissal letter and meet individually with the offending officer; C. Before the next regularly scheduled meeting, written notification of the request and the reasons for dismissal must have been given to the offending officer, who should come to that regular meeting prepared to speak; D. A two-thirds (2/3) affirmative vote of all active members, to be carried out in secret ballot, excluding officers, is required for a vote of no confidence from the active membership to the offending officer; and E. The process for voting shall be the same as laid forth in Article V, Section 3 Section 3. Dismissal from University of South Carolina or the College of Social Work is cause for automatic removal from office.

7 ARTICLE IX Constitutional Amendments Section 1. The Constitution is binding to all members of the Phi Alpha National Honor Society Xi Tau Chapter but is not binding unto itself. Section 2. Amendments to the Constitution may be proposed by any active member of Phi Alpha. Section 3. The proposed Constitutional Amendment must be presented to the members in writing during a regular Chapter meeting. Section 4. The proposed amendment must be disseminated to the Chapter membership through approved channels. Section 5. Proposed amendments shall be voted upon after a minimum of forty-five (45) days from the original introduction. A. Proposed amendments not voted upon after ninety (90) days or the close of the academic year whichever comes first must be withdrawn; and B. Constitutional amendments cannot be proposed after forty-five (45) days of an academic year remain. Section 6. Proposed amendments will become effective immediately following a two-thirds (2/3) affirmative vote of the active members. ARTICLE X Ratification The undersigned student(s) of the University of South Carolina, after a three-fourths (3/4) affirmative vote of active members, do hereby agree to follow the guidelines of this Constitution.
