Suite 4 Salt Lake City, UT 8416 T F Date: ovember 25, 214 MEMORADUM To: From: Re: Utah Transit Authority John Matern and Justin Peterson, Lochner Provo-Orem Bus Rapid Transit (BRT) Parking Study Attachments: Parking Figures 1 14 Introduction In support of the Provo-Orem Bus Rapid Transit (BRT) Environmental Assessment (EA), Lochner conducted a study to identify and quantify potential parking impacts that would occur if the Provo-Orem BRT Preferred Alternative were implemented. This memo documents the methodology used in the study, the potential parking impacts identified, and opportunities for further minimizing impacts as the project progresses into the final design phase. Methodology The parking study consisted of three primary tasks: Identifying the existing number of parking stalls in potentially affected areas along the Preferred Alternative alignment, including on-street parking, parking lots, etc. Determining the number of parking stalls that would be removed with implementation of the Preferred Alternative based on where the design of the Preferred Alternative would conflict with the existing parking adjacent to the alignment. Analyzing opportunities to reconfigure the parking lots to minimize impacts. The project team evaluated each conflict with Orem and Provo city staff to determine if the parking lots could be reconfigured to limit the number of stalls that would be removed. Parking lots were reconfigured in one or more of the following ways: o Removing street-front stalls to preserve entire rows o Converting existing perpendicular parking stalls to angled parking stalls o Instituting one-way vehicular circulation, which narrows the driving lanes and provides more room for additional parking stalls The affected areas were analyzed by city block because it was assumed parking lots within a block are shared by multiple businesses; therefore, the removal of one parking stall would affect all businesses within the block. Results The following summarizes the findings of the parking study. These results represent a worst-case scenario. Actual impacts may be further reduced during final design as UTA continues to work with Orem City, Provo City, and stakeholders. The number of stalls that would be removed is summarized in Table 1 and shown on the attached figures (see Parking Figures 1 14). Additional information explaining the reasons for removing parking stalls is summarized by city block following the table. In general, parking stalls would be removed to: Accommodate exclusive BRT lanes and the current number of travel lanes Replace landscaping and sidewalks as requested by Orem City Connect missing segments of an existing multi-use path as requested by Provo City Accommodate proposed side stations outside of the existing roadway
3 After each parking lot has been reconfigured (where possible), the Preferred Alternative would result in minimal parking impacts overall, leaving approximately 98 percent of the current number of parking stalls in place. University Parkway, 4 West to 2 West The loss of parking stalls along the north side of University Parkway would primarily result from maintaining a landscaped buffer between the roadway and sidewalk. The addition of exclusive BRT lanes would necessitate the removal of the existing landscaping along University Parkway. Orem City requested the existing sidewalk be shifted north to enable a landscaped buffer to be maintained. Replacing the landscaping would push the sidewalk into the adjacent parking lot, requiring the removal of one parking stall. However, 99.9 percent of the current parking stalls would remain. During final design, the project team would coordinate with Orem City and stakeholders to reduce or relocate landscaping along University Parkway to preserve the one parking stall that would be removed. University Parkway, 2 West to Main Street Similar to the segment of University Parkway between 4 West and 2 West, the addition of exclusive BRT lanes and maintenance of the same number of general purpose travel lanes and a landscaped buffer would push the sidewalk into the adjacent parking lot to the north, requiring the removal of 39 parking stalls. However, 96.6 percent of the current parking stalls would remain. During final design, the number of parking stalls removed could be MEMORADUM Page 2 of 4
4 minimized by coordinating with Orem City and stakeholders to reduce or relocate landscaping along University Parkway. University Parkway, Main Street to 2 East Adding exclusive BRT lanes on University Parkway and replacing a landscaped buffer would necessitate roadway widening to accommodate the current number of general purpose travel lanes in both directions. As a result, 2 parking stalls would be removed. However, 99.1 percent of the number of parking stalls would remain. During final design, the number of parking stalls removed could be minimized by coordinating with Orem City and stakeholders to reduce or relocate landscaping along University Parkway. University Parkway, 2 East to State Street Adding exclusive BRT lanes on University Parkway would necessitate roadway widening to accommodate the current number of general purpose travel lanes in both directions. In addition, a missing section of sidewalk on the north side of University Parkway would be constructed with the Preferred Alternative. As a result, the sidewalk would be pushed into the adjacent parking lot on the north side of the roadway, removing 23 parking stalls. However, 98.5 percent of the number of parking stalls would remain. During final design, the number of parking stalls removed could be minimized by coordinating with Orem City and stakeholders to reduce or relocate landscaping along University Parkway. University Parkway, State Street to 8 East Adding exclusive BRT lanes on University Parkway would necessitate roadway widening to accommodate the current number of general purpose travel lanes in both directions. As a result, one parking stall would be removed. However, 99.9 percent of the number of parking stalls would remain. During final design, the project team would work with Orem City and stakeholders to reduce or relocate landscaping along University Parkway to preserve the one parking stall that would be removed. LaVell Edwards Stadium The side station on the north side of University Parkway would be located outside of the existing roadway and extend into the southeast parking lot at LaVell Edwards Stadium. As a result, 19 parking stalls would be removed; however, 97.1 percent of the number of parking stalls would remain. During final design, the project team would work with Provo City and Brigham Young University to reduce, if possible, the number of parking stalls that would be removed. Missionary Training Center Similar to LaVell Edwards Stadium, the side station on the south side of University Parkway would be located outside of the existing roadway and extend into the adjacent parking lot. Two travel lanes in the parking lot parallel to the parkway would be realigned around the station. As a result, 14 parking stalls would be removed. However, 98.8 percent of the current number of parking stalls would remain. During final design, the project team would work with Provo City and Brigham Young University to reduce, if possible, the number of parking stalls that would be removed. 9 East, Cedar Avenue to Birch Lane Provo City requested that the Preferred Alternative connect missing segments of an existing 1-foot-wide multi-use path on the east side of 9 East. One of the missing segments is in front of a small commercial area. Adding the multi-use path would remove four parking stalls; however, 91.5 percent of the current number of parking stalls would remain. During final design, the project team would work with Provo City and stakeholders to reduce, if possible, the number of parking stalls that would be removed. 9 orth, 9 East to 7 East The side station on the south side of 9 orth would be located outside of the existing roadway and extend into the adjacent parking lot. The adjacent parking lot would be reconfigured such that no parking stalls would be removed. MEMORADUM Page 3 of 4
5 University Avenue On-street Parking, orth to South The shoulders on both sides of University Avenue, between orth and South, are currently used for on-street parking. The existing roadway has enough room to accommodate exclusive BRT lanes and the current number of general purpose lanes without widening the roadway; however, there is not enough room to accommodate on-street parking in some locations. As a result, 124 on-street parking stalls out of 173 would be removed. Overall, 28.3 percent of on-street parking would remain. The project team analyzed available parking near University Avenue to determine if there is enough parking on cross streets, nearby parking lots and nearby parking structures to accommodate the area s parking needs. Approximately 3,182 existing parking stalls were identified. Although a high percentage of on-street parking (124 parking stalls or 75.1 percent) would be removed on University Avenue, the project team concluded the current number of parking stalls near University Avenue would compensate for the loss of on-street parking. Provo Towne Centre Mall The side station on the west side of Towne Centre Boulevard would be located outside of the existing roadway and extend into the adjacent parking lot. As a result, 11 parking stalls would be removed; however, 99.1 percent of the number of parking stalls in the Provo Towne Centre Mall parking lot would remain. During final design, the project team would work with Provo City and the Provo Towne Centre Mall to reduce, if possible, the number of parking stalls that would be removed. MEMORADUM Page 4 of 4
