1 In 1980, Congress addressed the problem of cleaning up abandoned and inactive dump sites by enacting the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the Superfund Amendments and Reauthorization Act (SARA). These acts mandated the clean-up of the worst abandoned or inactive waste sites in the nation as well as leaking underground storage tanks. An outgrowth of this legislation was the Contract Laboratory Program (CLP) which was established to perform Superfund analyses. CLP methods are designed for both volatile and semi-volatile compounds. The most recent EPA Target Compounds are listed in the OLM 04.1 and OLM 04.2 Statement of Work.
