2 2 Introduction provides services and support to state sporting organisations throughout Tasmania. Client Managers within the Sport and Club Development team assist and support state sporting organisations to increase their capacity to deliver sport participation outcomes across Tasmania. Since 2011 has produced a comprehensive report profiling Tasmanian sport organisations. This report provides a snapshot of the structures, activities and challenges of Tasmanian sporting organisations in Methodology This report includes information on 33 state sporting organisations funded through the 2013 State Grants Program applications). See Appendix A for a list of organisations. Information was also sourced through face-to-face catch-ups conducted in late Football Tasmania Limited, trading as AFL Tasmania, has been included in this report for the first time. Limitations The 33 state sporting organisations included in this report represent approximately 40 per cent of all state sporting organisations in Tasmania. Consequently the findings in this report are indicative only and may not reliably represent all state sporting organisations in Tasmania.

Financial information: Twenty-two (67 per cent) had a total income of less than $ per annum Three (nine per cent) had a total income of in-between $ and $1 million per annum Eight (24 per cent) had a total income of more than $1 million per annum (two of these were national sporting organisations delivering their sport in Tasmania) Ten (30 per cent) reported a loss in their last financial year. Governance - The majority of state sporting organisations were governed by an independent (13) or representative board (18). Two were governed by a unitary model. Eight state sporting organisations were in the process of reviewing their governance structures. Board/committee members - The average board size was eight members and the majority of state sporting organisations had no board member vacancies. Five vacancies were reported across three state sporting organisations. Constitutions Twenty-five state sporting organisations were undertaking or had undertaken a review of their constitution since Only one had not reviewed its constitution in the last 10 years and one that was unsure when the constitution was last reviewed. Strategic Plan - All state sporting organisations had a current strategic plan. Operational Planning Twenty-three (69 per cent) of state sporting organisations undertook annual operational planning. The remaining either reported they did not (three) or did not respond to this question (seven). Employment of staff - There were 91 full-time positions and 66 part-time positions reported. Twenty-six (84 per cent) employed at least one staff member in a full-time or part-time capacity.

4 4 Play by the Rules - Twenty-five state sporting organisations actively used and promoted the Australian Sports Commission s Play by the Rules online resource. This was done through various means, including: coach and official courses; notice boards, websites and newsletters and club forums. Ethics/harassment-free sport strategies Only one state sporting organisation reported they did not implement strategies to promote and develop ethical and harassment-free sport. Common strategies included; codes of conduct; policies; values statements; National Police History Check and anti-racism education programs. Top three challenges identified: Membership (14 or 42 per cent) Governance (nine or 27 per cent) Staffing (eight or 24 per cent) Volunteering strategies Six state sporting organisations had volunteering strategies in place with 12 indicating they did not have a volunteering strategy. The remaining noted a range of approaches to recruiting and retaining volunteers including delegating the task to the clubs, engaging parents or that they had an existing relationship with Volunteering Tasmania.

Ethics/harassment-free sport strategies Only one state sporting organisation reported they did not implement strategies to promote and develop ethical and harassment-free sport.
