Contact by can be made to or by ringing (02) Presentation of Assignment Your assignment must be typed on A4 paper with adequate margins. You should include a title page and list of contents. Use headings and sub-headings to organise your essay, and include supporting material as attachments. Number all pages sequentially and securely staple all sheets together. Any published material you refer to should be properly referenced and included in a reference list at the end of your assignment. Scenario An international resort developer and operator has identified a site within the Scenic Regional Council area as the preferred site for their next Australian mixed use development. They believe that a mixed use development comprising a housing estate and resort on a coastal site within the Scenic Regional Council area would be highly successful as it would attract national and international recognition. The development is proposed to contain a five star resort, golf course, residential housing and shopping facilities for resort guests and residents. The final balance between the resort and residential components is yet to be resolved, but in combination they are proposed to accommodate up to approximately 1500 people on a semi-permanent basis. 2 The site is approximately 150 hectares in size and is 2km north of the local township which has a resident population of approximately 9000 people. The site has direct beach frontage, drained by a number of waterways and wetlands and has a number of sensitive natural vegetation systems including melaleuca forests, casuarina groves, vine forest and native grasses. It is also adjoined by a nature reserve to the west. The Scenic Regional Council area is a popular tourist location in northern New South Wales drawing on the surrounding natural environment and beach side location to attract domestic and overseas visitors. However, the current style of tourist accommodation is lower density than that proposed and recent attempts to develop major tourist facilities in other areas of the Council area have been locally controversial. The local community is renowned for its environmental consciousness. Issues that will be of concern to local stakeholders include impacts on the environment, character and functioning of the nearby town centre and local socio-economic infrastructure and services. Development on the site will be contentious and the highest sustainability standards will need to be applied. Scenic Regional Council has set a greenhouse reduction goal of a minimum 30% below 1990 levels by It has also adopted a Climate Change Planning Policy for its local area including nominating parameter s to inform the decision making process for strategic, infrastructure and operational planning of: Temperature increases of 0.7oC to 5.6oC by 2070 Sea-level rises of 18-91cm by the end of this century Increases in rainfall intensities of 5-30% by the end of this century An increase in cyclone intensities by 2050 of 10% to 20%, with peak wind speeds 5% to 10 % faster, increases in maximum rainfall of 20% to 30% and storm surges increases of 20cm to 30cm. It has also specified that a 100 year planning period will be used for any strategic, infrastructure and operational planning document or designs that may be affected by. Greenhouse gas emissions from, and the impacts of on the development will receive wide attention from a range of stakeholders. The Council requires major proposals to prepare a impact statement as part of the supporting the application. The purpose of the impact statement is to provide decision makers on the: Greenhouse gas (GHG) impacts of a development - an estimate of generated GHG emissions in tonnes of CO2-e both with and without mitigation measures Potential GHG mitigation measures adopted or proposed and their expected benefits, focusing on the hierarchy of actions: avoid; reduce; switch and offset Risks to a development due to projected climatic changes CCCC Climate Change Assessment 2 2
3 Potential adaptation measures adopted or proposed and their expected benefits. Your Task As an expert in the field of planning for, you have been engaged to provide independent and strategic advice on the greenhouse gas emissions and impacts implications for the proposed development. While work on the layout and design of the development has not commenced, your client understands that a impact statement will need to be prepared for the proposed development. Because the preparation of impact statements is an emerging discipline, your client is not aware of what should be contained within one or how and when to go about preparing it. But your client is keen to ensure that relevant issues are identified and considered as early as possible in the planning and design of the development so as to maximise the developments response credentials. You have been engaged to provide this advice. As part of your commission you are required to prepare written report ( words) on the major issues that the impact statement should consider and the required procedures to prepare one. Your report is to consider both greenhouse gas mitigation and adaptation. As a minimum your report will need to provide advice on the: Likely major sources of greenhouse gas emissions during the construction and operation of the development Potential impacts of most relevant to the project Methods and tools that can be used to assist the preparation of a impacts statement, along with their relevance and required Potential planning approaches for mitigating greenhouse gases and adapting to changing climatic conditions that could be considered Implications of current and emerging policy and legislation. You may find it useful to support your written response with appropriately constructed tables and matricies.
