1 GENERAL CAR PARK (UNSECURED) TERMS AND CONDITIONS
2 1 The grounds of the Car Park form an integral part of Katowice Airport in Pyrzowice at ul. Wolności 90 Pyrzowicach, Ożarowice. The area bound by the Car Park P1 are subject to road and traffic regulations 2 The Unsecured Car Park, hereinafter referred to as the Car Park, is managed by the Upper Silesian Aviation Group (hereinafter referred to as GTL) with its registered office in Katowice. Address for correspondence: Katowice Airport in Pyrzowice, ul. Wolności 90, Ożarowice A contract regarding the usage of a car space is entered into upon a given vehicle being received into the Car Park and using a parking space and concludes with payment for the use of and exiting the Car Park. 2. A vehicle user, upon entering the car park, expresses agreement and agrees to adhere to the terms and conditions bound within this document The Car Park is not secure and parking tariffs apply. 2. Tickets collected upon entering the Car Park should not be left in the vehicle. The vehicle should be locked and its contents secured. Valuable objects should not be left in full view 3. GTL accepts no liability with respect to any loss, destruction, damage or theft of, or from, the vehicle or the vehicle s contents The Car Park operates every day of the year (24h/day). 2. Vehicles transporting flammable, caustic, explosive or other hazardous materials are strictly prohibited from entering the Car Park without the transported hazardous materials being stowed or secured in accordance with legally binding regulations A speed limit of 30km/hr applies to grounds of the Car Park, as well as all access and internal roads. 2. Vehicle users are required to adhere to and abide by: all vertical and horizontal road traffic signs, the instructions of Car Park staff and other authorised personnel (Airport Security, Police, Border Control Officers). 7 Upon entering the Car Park, users are required to: a. stop at the ticket issuing device or magnetic card reader before the boom gate, 2
3 b. initiate the boom gate by accepting a parking ticket or by placing a magnetic card to the reader, c. oversized vehicles or coaches initiate the opening of the boom gate by approaching it, d. remain aware of the fact that the boom gate closes immediately after each vehicle passing under it. Any attempt of more than one vehicle simultaneously passing under the boom gate is likely to result in extensive damage to both the vehicle and the automatic car park operating system Upon leaving the Car Park, users are required to: a. Pay for parking at the parking payment machines in Terminals A and B or at the ticket booth upon exiting the Car Park (payment for parking at the automatic ticket machines within the terminals raises the boom gate at the exit automatically owing to car registration number recognition technology) b. stop at the boom gate at the registration number reader, c. provide payment to the ticket booth operator, or at the parking payment machines within the Passenger Terminal. The magnetic card reader raises the gate automatically once the card is placed to the reader, 1. Payments at the automatic parking payment machines: a. Payment for parking must be made prior to exiting the Car Park, b. In order to make a payment at the automatic parking payment machines, the following steps must be performed: Place the ticket into the reader, Pay the amount required in accordance with the parking pricing policy (the correct amount is automatically displayed), The automatic parking payment machine accepts the following denominations: 1zł, 2zł, 5zł, 10zł, 20zł, 50zł, 100zł and automatically provides change, The cost of parking, and therefore amount paid, is automatically printed on the parking ticket. Please keep possession of this ticket upon exiting the Car Park, It is possible to choose to be issued with a receipt of payment of the cost displayed on the automatic pay machine, c. Vehicles must exit the Car Park no later than 25 minutes from paying at the automatic payment machines. Vehicles may use any exit, with exits 3 and 4 recommended, d. The boom gates will open as the vehicle approaches, using registration recognition technology and recognition of record of payment. Should the boom gates fail to open, please place the paid parking ticket into the reader on the boom-gate column, e. Should the vehicle attempt to exit the Car Park later than 25 minutes after performing payment for parking, additional costs will be accrued in accordance with the parking charges. 3
4 f. The automatic payment machines are unable to realise discounts for parking. Payment for parking in this situation must be performed upon exit at the booths staffed by car park attendants, g. Any irregularities with the automatic payment machines must be reported to car park staff using the intercom located at the automatic payment machine or by calling Parking charges apply in accordance with the list of charges attached (Attachment 1) to the present Terms and Conditions document. (All quoted tariffs and charges include 23% VAT). 2. Upon request, VAT Invoices for parking services will be issued by car park staff at the payment booth at the car park exit. Invoices can also be issued on the basis of the original receipt being received by post. 3. Loss of parking ticket will result in a flat fee charge of 250PLN (two hundred and fifty PLN) being incurred, in accordance with the list of charges. 4. Appropriate formal and legal action will be taken against clients evading payment for parking services. 10 The list of parking charges and the parking terms and conditions are available from Car Park staff. The list of parking charges is also available upon entry into the Car Park and at airport.com 11 Additional security measures, in the form of wheel clamps, are available to vehicles left at the Car Park for a minimum of 24 hours. These additional security measures must, however, be clearly requested by the car park user. A fee of 50PLN applies Should the automatic car park operating system be damaged, operators are required to notify both their supervisor and the service centre. Staff will manually perform all monetary transactions and issue receipts or VAT invoices. 2. Any damage to the car park system by Car Park users will be reported and noted and the police will be notified immediately of the occurrence. 13 GTL staff and the staff of companies using office and retail space at Katowice International Airport in Pyrzowice, must use the staff car park. Should staff use the general Car Park, normal tariffs will apply in accordance with 15 of this document The Car Park includes dedicated parking spaces for: a. coaches and minibuses, b. taxi, 4
5 c. rent a car, d. shuttle transport operators, e. vehicles of disables people, f. Public transport buses, g. GTL fleet vehicles. h. Ambulances 2. Car Park spaces for vehicle groups in item 1. are clearly marked. 3. VIP card holders may use any available general Car Park space, with the exception of those listed in 1. as well as those defined in Vehicle users listed in item 1. of this section, who provide transport for payment are required to respect the instructions of GTL officers and are obliged to pay close attention to the aesthetics of their parking areas, in order to up-keep the positive image of Katowice Airport in Pyrzowice The following vehicles are exempt from parking charges: a. vehicles exempt on the basis of contracted agreements with GTL, b. Emergency services responding to an emergency, c. government security services (Police, Home Security etc) on official business d. timetabled public buses on route e. Disabled persons in possession of a valid disabled parking permit and using the car park up to 30 minutes from the moment of entering the grounds of the Car Park. Should this vehicle remain in the Car Park for over 30 minutes, charges will accrue as per 9 of this document. 16 Drivers are required to exercise care in parking by doing so clearly within the marked parking spaces so as not to damage neighbouring vehicles Parking is not permitted: a. in front of the Katowice Airport passenger terminal, b. in bus zones, c. in marked shuttle bus zones, d. in marked taxi and rent/hire car areas, e. in front of Airport Security offices, f. on pedestrian (zebra) crossings, g. on airport approach roads, h. on other roads with appropriately marked signs prohibiting parking or marked road surface i. in dedicated car park spaces, unless authorised. j. in places in which the parking of the vehicle could alter the flow of traffic or endanger vehicles or pedestrians or their possessions. 5
6 18 1. Instances in which the terms and conditions stated in the current document are not adhered to, wheel clamps will be employed to immobilise vehicles. A note will be placed under the windscreen wipers alerting the driver that they are "parking in unauthorised place", together with a contact telephone number. Blockades will be removed when the 100 PLN fine for parking in an unauthorised place has been paid in full. Continued parking in unauthorised areas will result in Police services being notified and vehicle owners being punished to the full extent of the law. 2. Should a vehicle be parked illegally and be deemed to pose a threat to security, GTL reserves the right to tow away infringing vehicles to a place selected by GTL. Towing charges will be paid by the vehicle user and may result in the vehicle being refused entry into the Car Park. 19 In cases of emergency, all barriers and boom gates will be opened upon the alarm being sounded. Car park staff will assist in directing emergency services to the site of the emergency. 20 At the Car Park at Katowice Airport in Pyrzowice, it is forbidden to: a. burning and using open flames, as well as drinking alcohol and using drugs, b. storing fuels, flammable materials and substances and/or empty fuel containers, c. refuelling vehicles, d. leave a vehicle with the engine running, e. parking vehicles with leaks, f. leaving animals unattended in a vehicle, g. conducting any promotional and/or advertising campaigns on the grounds of the Car Park, without the prior consent of GTL, h. Repairing, washing, vacuuming, changing radiator fluid, petrol or car oil, as well as polluting the Car Park. 21 Vehicle owners will be held responsible for all damages caused to management or third parties on the grounds of the Car Park. 22 All complaints and comments regarding the functioning of the Car Park should be addressed to the Katowice Airport Infrastructure Department (Administration ph: , Car Park Operator ph: , or ) or in writing to the address in All damage to vehicles must immediately be reported to the Police station ( ) and Car Park staff ( ). 6
