2 THE ORGANISATION OF FIS ALPINE JUNIOR WORLD SKI CHAMPIONSHIPS 1. Year and dates 1.1 The FIS Alpine Junior World Ski Championships shall be organised every year. 1.2 The FIS Alpine Junior World Ski Championships should take place outside Europe at least once every 3 years. 1.3 The competitions are open to all National Ski Associations affiliated to the FIS. 1.4 The competitions may not be organised at the same time as the Olympic Winter Games or the FIS Alpine World Ski Championships and must be organised before the FIS World Cup Finals if possible. The exact date of the event will be proposed in consultation with the Sub Committee for Intercontinental Cups and approved by the FIS Council two years in advance. 2. Application for the organisation of the FIS Alpine Junior World Ski Championships 2.1 A National Ski Association applying to organise the FIS Alpine Junior World Ski Championships must submit a written application to the FIS, no later than January 1 st, three years before the proposed event. The application must include the name of the venue organising site and the homologation numbers of the courses The candidacy should contain: - a confirmation that the Organiser has carried out a Downhill and a technical event at FIS Continental Cup level (EC, NAC) in the last two years - Weather and snow statistics for the past ten years 2.2 If the National Ski Association submitting the application is not undertaking the technical organisation itself, the application must indicate which club or clubs are responsible for the organisation. 2.3 Furthermore, the application must include the information indicated in art. 5.2 of the FIS Rules for the Organisation of FIS Alpine Junior World Ski Championships. 2.4 An inspection of the proposed site including verification of the check list will be carried out by the representative(s) of the Alpine Committee (FIS Coordinators) before the appointment of the organisers by the FIS Council. 3. Appointment of the organisers 3.1 The FIS Council will assign the organisation of the FIS Alpine Junior World Ski Championships to a National Ski Association affiliated to FIS. This assignment will take place at least 3 years before the appointed time. 3.2 The National Ski Association in question has the sole responsibility for the organisation of the FIS Alpine Junior World Ski Championships. 1

3 4. Programme 4.1 The FIS Alpine Junior World Ski Championships should be organised within a period of ten days. 4.2 The competition programme must include Downhill, Slalom, Giant Slalom, Super-G, Alpine Combined and Nation Team Event. There must be separate competitions for ladies and men. 4.3 The Organising Committee shall collaborate with FIS in preparing the competition programme and will submit it to FIS no later than July 1 st of the preceding year. 4.4 If necessary, the programme may be modified on site by the FIS Emergency Committee. 4.5 A test competition consisting of a Downhill and a Super-G and a technical event must be organised at the latest one year before the Championships. 4.6 In the event that there are more than 140 entered competitors for the Giant Slalom and Slalom, a qualification race will take place as part of these races. 5. Eligibility for participation 5.1 Eligible for participation are all National Ski Associations affiliated to FIS. 5.2 To be eligible for participation in FIS Alpine Junior World Ski Championships, the competitor must be a citizen of the country whose National Ski Association has issued his license and prove this with a valid passport, see ICR art Upon application by the National Ski Association the FIS Council may make exceptions to this rule. 5.4 To be eligible for participation in Slalom and Giant Slalom the competitor must have FIS points in at least one event. For participation in Super-G (or Alpine Combined with Super-G) the competitor must have FIS points in Downhill, Super-G, Alpine Combined or Giant Slalom. For participation in Downhill (or Alpine Combined with Downhill) the competitor must have FIS points in Downhill or Super-G. If a competitor does not yet appear on the valid FIS points list, he may only participate on the condition that an official result list containing his previous results is presented. 6 Number of participants and officials 6.1 Each National Ski Association may participate with a total of 16 competitors, but no more than 10 of the same gender. A maximum of 4 ladies and 4 men may start per event. In Downhill a maximum number of 8 athletes (including ZK quota) per gender may take part in the official training Men/Ladies Additional start places for qualified competitors (ZK quota) - The ZK quota is valid for all four events: DH, SG, SL, GS. - 2 ZK competitors may be entered in addition to the four competitors per nation. - Qualification: Ranked on the valid FIS points list in two of these events (DH, GS, SL): Men: in the top 500, Ladies: in the top

4 - ZK competitors participation will be confirmed one hour before the first competition draw, for DH latest one hour after the last training run. - In case a ZK competitor does not finish one of the events he keeps the right to start within the original total quota of his country for the other events (this means that the national quota is not reduced due to a DNF of a ZK competitor). - Teams cannot make any changes to the ZK competitors after the first race. 6.2 A maximum of 20 officials (e.g. 1 team captain, 11 trainers, 6 servicemen, 1 doctor and 1 physiotherapist) may be entered per national team (Men and Ladies): For a team up to: - 3 competitors 6 officials - 4 competitors 8 officials - 5 competitors 9 officials - 6 competitors 10 officials - 7 competitors 13 officials - 8 competitors 15 officials - 9 competitors 17 officials - 10 competitors and more 20 officials The official service personnel of the ski companies are not included in these quotas. 6.3 FIS Emergency Committee During the FIS Alpine Junior World Ski Championships a FIS Emergency Committee will be set up in conjunction with the Organising Committee to control the entries as well as other non-technical questions such as postponements, cancellations etc The FIS Emergency Committee consists of: - the Technical Delegates of the FIS - the FIS COC (EC) Coordinator (s) - the Official Representative of the FIS Council - the FIS Alpine Coordinator as the representative of the Alpine Committee - the Chief of Race - the Secretary General of the Organising Committee 7 Age limits, gender verification, anti-doping control 7.1 Only one age group will be recognized per event. For U18 (Junior I) an additional results list will be published. 7.2 The maximum age for entry: see ICR (U21 and U18). 7.3 If any question or protest arises as to the gender of the athlete, FIS shall assume responsibility for taking the necessary steps to determine the gender of the athlete (ICR art ). 7.4 Anti-doping control is compulsory. 7.5 The Organisers of the FIS Alpine Junior World Ski Championships are responsible for the arrangements for the anti-doping controls and if requested the gender verification. The costs for these arrangements must be paid by the Organising Committee. 3

5 8 Supervision by FIS 8.1 The FIS must carry out an inspection of the competition courses two years before the FIS Alpine Junior World Ski Championships are to be held and must clarify the rules of the FIS Alpine Junior World Ski Championships with the Organising Committee. 8.2 The FIS points are calculated as in Continental Cup 8.3 The FIS Council appoints an official FIS representative. 8.4 The FIS Council appoints two FIS Technical Delegates on the proposal of the Alpine Committee. 9 Invitations and entries 9.1 The invitation for participation in the FIS Alpine Junior World Ski Championships shall be issued by the organising National Ski Association (or their Organising Committee) at the latest by December 15 th of the year preceding the event. The invitation must be published in the language of the Organising Nation plus English. The invitation must contain the FIS Rules for the Organisation of FIS Alpine Junior World Ski Championships. 9.2 The national entry, containing the preliminary number of team members (ladies and men), including competitors and officials, must be in possession of the Organising Committee no later than January 1 st of the competition year. 9.3 The FIS online registration system must be used to send the entries. The official team entry containing the number of competitors and if possible names and dates of birth as well as the number of the officials and service staff and if possible including names must be with the Organising Committee no later than 7 days before the first team captains meeting. The official team entry must consist of the exact date of arrival and approximate dates of departure. The Organisers must be informed at least 7 days before the first team captains meeting about eventual changes to the arrival date and the originally registered size of team, as well as any withdrawals from the event. If this is not done, the Organising Committee will invoice the costs incurred for cancelled accommodation (per art. 10) to the National Association concerned. Exceptions to this rule are: 1) Force majeure (illness, death, etc.) Should the exceptional case occur, the Organising Committee may accept such entries in agreement with the FIS TD / FIS directing staff. Changes to the entry lists (exchange of names in the entry lists) are forbidden, unless there are urgent reasons (force majeure). In agreement with the FIS TD / FIS directing staff at the competition site, the Organising Committee makes the decision. On request of the National Ski Association the FIS TD / directing staff can in exceptional cases allow the late arrival and competition participation of a competitor not yet present at the competition site. The Organising Committee must accept such competitors. Should a National Ski Association enter more officials than permitted by the rules, the Organising Committee, in agreement with the National Ski Association concerned, must make the necessary corrections on the entry list. 4

6 The Organising Committee does not assume any responsibility, such as accommodation or meals, for officials who are thus omitted from the entry lists. 9.4 The final entry for each race, with the names taken from each nation s official entry must be submitted as follows:- Downhill: At latest one hour after the end of the last training run - Slalom, Giant Slalom and Super-G: This will be determined by the Jury, in principle three hours before the draw 10 Payment of expenses and travel costs 10.1 Each National Ski Association must pay to the Organising Committee for all the competitors and officials included in the last official entry (art. 9.3) the maximum price of CHF 90.- (taxes included) per person per day. With this price the Organising Committee will provide full board (accommodation, breakfast, lunch and dinner, as well as passes for ski-lifts or mountain railways). This price is valid for competitors and officials in agreement with the maximum numbers indicated by art. 6.2 of these rules (max. competitors and officials). 50% of this price must be paid per participant per day to the Organising Committee by the National Ski Associations making the entries on arrival as a pre-payment and the remainder is to be paid before departure. For food and lodging, Continental Cup rules are valid (see Book of Duties) Teams may not arrive more than one day before the first official training. The rules for the payment of expenses for accommodation and meals, as well as for lift and mountain railways apply from the eve of the first official training day until the morning of the day after the last race. The hotel management cannot insist that the teams leave the rooms on the last competition day No more than 2 competitors can be accommodated in one room. Allocation of single rooms per team must be made according to the following table: 1 to 4 competitors = 1 single 5 to 10 competitors = 2 single rooms More than 11 competitors = 3 single rooms 10.4 Only with the full agreement of a team, can it be accommodated in 2 or more hotels The National Ski Associations are responsible for the return travel costs to the competition venue of competitors and officials The price of CHF 90.- (taxes included) for full board must also be offered for service people who are accredited by FIS and listed on the official entry form by the corresponding team captain and whose accommodation is arranged by the Organising Committee. 11 Finances 11.1 The planning and carrying out of the competitions are done at the cost and risk of the Organising Committee and in agreement with the instructions and decisions of the National Ski Association The Organising Committee is responsible for the following special and additional tasks: 5

7 Payment of the costs of travel and accommodation to and at the competition venue for: - 2 (two) FIS Technical Delegates, - the medical supervisor, - the official representative of the FIS Council and free accommodation for: - the official representative of the Youth and Children Sub Committee - 2 (two) FIS COC (EC) Coordinator(s), - the Equipment Control responsible - the FIS Technical Assistant - the FIS Technical Advisor - the FIS Communication Assistant. 12 Prizes / Ceremonies 12.1 The winner, the second and the third placed in each event, (including the Nation Team Event) receive the FIS Championships Medal in gold, silver and bronze All participants receive the FIS diploma The medals and FIS diplomas are provided and paid for by the FIS The first 6 in each event receive a prize. The prizes for the U18 (Junior 1) category are supplied and paid by the Organising Committee. (Nation Team event is not included) An additional results list will be published for the U18 (Junior I) category The winners of each event have the right to start in the corresponding event of the WC final of the same season assuming this is possible. (Nation Team Event is not included) 12.7 Winners Award Ceremonies shall be held in a solemn atmosphere. Design and proceedings shall comply, to a great extent, with the versions described in the attachment: see Annexe Similar to the winners Award Ceremony, the Opening Ceremony shall also comply with the respective FIS regulations in attachment: see Annexe Television / Marketing / FIS Corporate Identity 13.1 The negotiations and decisions concerning possible television transmission of the FIS Alpine Junior World Ski Championships shall be made in accordance to the FIS Rules for television (ICR art. 208) The FIS Advertising Rules are the basis for marketing by Organising Committees, respectively National Ski Associations FIS Corporate Identity must be observed. All relating details are listed in the enclosure. 6

8 14 General report 14.1 At the conclusion of the Championships, and no later than May 1 st of the actual competition year, the organising National Association shall compile a report about the Championships and send it to FIS together with 3 copies of all results. One copy of each of the above goes to the participating National Ski Associations The FIS Technical Delegates are required to submit a written report to FIS no later than May 1 st of the competition year. 15 Technical rules 15.1 All further technical rules concerning the FIS Alpine Junior World Ski Championships can be found in the International Competition Rules (ICR) For the starting order, the right to start after the first group, the choice of starting numbers and the public draw the COC rules are valid (see Book of Duties) 15.3 In Downhill two intermediate times must be provided by the organiser (in Super G only one is mandatory). Timing equipment placed by the teams to measure intermediate times is not permitted A technical advisor will be nominated by FIS 15.5 An equipment control must take place at the FIS Alpine Junior World Ski Championship. 16 Substitution of a competition 16.1 Cancellation due to "force majeure" If a FIS Alpine Junior World Ski Championships has to be cancelled due to "force majeure", a replacement championship may be organised in another location. Such a decision must be approved in cooperation with the FIS COC Coordinator. In case of such replacement the COC rules are valid for payment of expenses (see Book of Duties) Pre-event control of snow conditions on the race courses In the event that there is not enough snow on the race run(s), the Organising Committee must cancel the Championships. An expert appointed by FIS, shall make a decision in agreement with the Organising Committee. Cancellation deadline is 10 days prior to the first training run. 7

9 Annexe 1: Officials and Ceremonies 1 Opening ceremony of the FIS Junior World Championships 1.1 Official part - Procession with background music: entry of all participating national delegations with athletes, headed by bearer of the national flag and nation's sign, followed by the officials from the organising National Ski Association and Organising Committee. - Presentation of the national flag: Some representatives of the Organising Committee carry a large flag. During the flag raising, the National Anthem of the organising country is played. - Presentation of the FIS flag: 4 to 6 representatives from the previous FIS World Championships Organisers carry a large flag with the FIS emblem. At the same time, a further representative carries a hand-held flag with the FIS logo. - Handover of the flag: The previous FIS World Championships organiser hands over the FIS hand-held flag to the FIS President (or his representative). The FIS President (or his representative) hands it over to the current FIS World Championships Organising Committee. Parallel to this, the representatives of the previous FIS World Championships Organiser hand over the large FIS flag to the representatives of the actual FIS World Championships Organiser. - Hoisting the FIS flag with the FIS fanfare (long version). - Welcome speech by maximum of two official representatives of the organising nation. - Opening speech by the FIS President or one of the Vice Presidents of the FIS to be named, with the declaration that the FIS Junior World Championships are open. 1.2 Closing part After the official FIS opening programme, the respective Organising Committee has the option to present other performances, which correspond to the motto of the World Championships, additionally present the culture and traditions of the organising nation. 2 Programme at sports events 2.1 Opening - Each FIS World Championships competition shall be opened by a short, solemn ceremony. The FIS fanfare and the official announcement with the full name of the FIS World Championships and the following competition must be presented by the speaker and appear on the video wall. - Further possible elements might be: presentation of flags of participating nations by children, national anthem of the organising nation, cultural animation programme. 2.2 Winner Presentation - Each FIS WJC event shall be concluded by an official winner presentation. 8

10 - For this purpose an attractive winner podium with corresponding infrastructure (back wall and carpet) shall be set up in the finish area. The design of the infrastructure should be developed in conjunction with FIS. - It is necessary to have enough presentation space, direct access for the successful athletes, space enough for photographers and broadcasters and space for unilateral interviews in the area surrounding area. - FIS, in consultation with the Organising Committee, can appoint persons who shall present flowers. - Due to the live TV coverage the presentation should take place immediately after the official confirmation of the competition results by the jury. - Order of the presentation: Formation of the top 3 athletes, honorary guests and hostesses on the carpet either side of the podium. Opening of the official winner presentation with the FIS fanfare. Announcement of the winner presentation by the speaker, who names the full name of the FIS Junior World Championships and the completed competition. Announcement of the ranked athletes by forename/ last name/ nation in the order from the 3 rd place down to 1 st place with suspense-creating music. Announcement of the honorary guests and honouring of the athletes with the presentation of flowers/presents by the honorary guests in order of the 3rd to the 1 st place. Solemn background music In honour of the successful athletes, the national flags are hoisted and in honour of the winner, the national anthem should be played. Announcement of the closing of the winner s presentation. Honorary guests depart accompanied by the hostesses. Athletes remain for a photo session with ski equipment - The Organising Committee must take care that the regulations regarding carrying and holding of competition equipment, are respected by the winning athletes during the ceremony. 3 Winner award ceremony of the FIS Junior World Championships 3.1 Infrastructure and logistics - Podium: An attractive large podium (minimum 5x10m) must be prepared by the Organising Committee. Each podium must have sufficient space for up to four athletes in the case of a team competition. The height of the individual podium places is terraced from the top (1 st place) down to 6 th place. The covering of the podium ground should emphasize the dignified character of the place (e.g. red carpet). A table for the preparation of the medals and gifts of honour shall be provided next to the podium. For the presentation of the medals, some presentation trays, or cushions must be available. - Advertising: The creation and design of the podium and the back-wall must be coordinated in detail with the FIS and the marketing rights holder. - Flags/hymns: FIS flag and FIS Junior World Championships flag shall each be hoisted on a big flagpole near the podium. Depending on space available further four flagpoles shall be provided to hoist the flags of the successful competitor nations at the ceremony. These flagpoles should be placed near the podium within view of the winning athletes. Before the ceremony, the Organising Committee shall verify the correctness of flags and anthems. 9

11 - Meeting point: A heated meeting room shall be provided for all persons involved (athletes, honorary guests, participants). This place can also be the starting point for the procession of the persons involved. The Organising Committee shall arrange for transportation of athletes, to and from this meeting point. - Honorary guests who will hand over the FIS WJC medals are exclusively appointed by FIS, while the Organising Committee is responsible for honorary persons who will hand over the gifts of honour (see art ). Honorary guests can only be included if they are at the meeting point in time. No presents of sponsors may be given to athletes at the official awards ceremony. 3.2 Pre-programme to the ceremony The Organising Committee can organise a pre-programme to the ceremony but FIS must give its agreement beforehand. 3.3 Official ceremony - Announcement of the award ceremony by the speaker with the full name of the World Championships, the name of the concluded competition and the FIS fanfare (short version). - Entry of the honorary guests and athletes with background music. If possible they should be guided by hostesses. Depending on the formation and the planned order, the hostesses can lead the entry with the FIS World Championships medals. - Welcome and introduction of the personalities, who will honour the winners: The medals are presented by the President of FIS [first name], [last name] accompanied by a Vice President of FIS or a FIS Council Member [first name], [last name], [nation].the gifts of honour will be handed over by [first name], [last name], [function]. - The athletes order of entry/march onto the stage: 6 th place, 5 th place, 4 th place, 3 rd place, 1 st place, 2 nd place. In case of a Team Events only the top 3 places are awarded medals. - Positioning on the stage: First, the athletes shall stand behind the podium. Honorary guests stand on one side, hostesses on the other side of the podium (near the table with FIS medals and gifts of honour). - Proclamation of the winner in the language of the organising nation, in English and if possible in the language of the winners. The ranking must be announced from 6 th to 1 st place. Announcement: - >Sixth place [first name], [last name], [nation] (the sixth placed steps onto the podium) - >Fifth place [first name], [last name], [nation] (the fifth placed steps onto the podium) - >Fourth place [first name], [last name], [nation] (the fourth placed steps onto the podium) >Winner of the bronze medal [year] [first name], [last name], [nation] (the third placed steps onto the podium) - >Winner of the silver medal [first name], [last name], [nation] (the second placed steps onto the podium) - >FIS gold medal and FIS World Champion [year] [first name], [last name], [nation] (the winner steps onto the podium) 10

12 - After all the athletes are announced and standing on the podium, presentation of the medals begins. Announcement: - [first name], [last name], [function], will now present the medals to the successful athletes together with [first name], [last name], [function] - The medal presenter goes (seen from the front-side) from the left side of the podium to the winner and the hostess comes from the right side carrying the FIS medal on a presentation tray/ cushion. - The medal presenter first congratulates the 4th to 6th placed athletes with a handshake in the order 6,5,4. He then takes the medal from the cushion and hangs it over the neck of the 3 rd placed athlete. He congratulates the athlete with a handshake. The same procedure follows directly afterwards for the 2 nd and 1 st placed athletes - Afterwards the honorary guests of the Organising Committee hand over gifts of honour to the 6 th to 1 st placed athletes. - Solemn music during honouring of the athletes. Announcement: In honour of the successful athletes, the national flags are hoisted and in honour of the winner, the national anthem is played. - Playing of the national anthem of the country of the winner. During the playing of the national anthem of the country of the winner the three national flags shall be hoisted. In case of a tie, for example for third place, all four national flags of the athletes on the podium (1 st -3 rd ) shall be hoisted. Announcement: Closing of the official ceremony. Departure of all persons announced by the speaker (honorary guests, hostesses, 4 th, 5 th, 6 th placed athletes). Athletes 1 st, 2 nd, and 3 rd remain on the podium for official photographs. - Photo/TV & film action for press, film, radio and television with the successful athletes on the podium should be directed by the photo coordinator of the Organising Committee. 3.4 Closing part Following the official part of the ceremony, the programme can be closed by the Organiser with individual performances such as fireworks, concert, and show acts. 4 Closing ceremony of the FIS Junior World Championships The closing ceremony normally takes place directly at the end of the last competition with its respective award ceremony. 4.1 Official part - Announcement of the Closing Ceremony by the speaker with the full name of the FIS Junior World Championships and the FIS fanfare (short version). 11

13 - Entry of all participating national delegations with flag bearers and nation signs followed by the entry of the officials from the organising National Ski Association/Organising Committee accompanied by background music. - Closing speech from the President of the Organising Committee or the representative of the country. - Closing speech by the FIS President or one of the FIS representatives designated by the FIS Council. - Lowering the flag of the organising country. - Lowering the FIS flag by members of the Organising Committee. - Presentation of the FIS flag, i.e. 4 to 6 representatives of the FIS Junior World Championships organiser carry a large flag with the FIS emblem. At the same time, another representative carries a hand-held flag with the FIS logo. - The representatives of the WJC Organising Committee hands over the large FIS flag to the representatives of the next FIS WJC Organising Committee. During the handover the long version of the FIS fanfare is played. - Both Organising Committees march away with the large flag accompanied by music, followed by the national flag bearers. - The subsequent organisers of the FIS Junior World Championships can extend an invitation to the next WJC with the help of film material on a video wall and with a speech. - The officials march out. 5 Planning / Preparation Details of the venue, infrastructure and a presentation of a draft of the ceremony programme shall be made latest at the official FIS final inspection. Two months prior to the WJC a detailed programme (run-down order, text of speaker) for the different ceremonies shall be presented to the FIS for approval. 12

14 Annexe 2: FIS Corporate Identity 1 Preamble The rules for the use of the FIS logo and the FIS snowflake (medal) as stated in the FIS Corporate Identity manual must be respected. The official title, the World Championships event logo and the wording FIS and/or FIS logo must be incorporated within the sports competitions, advertising elements, signage, TV graphics, published information material, print and electronic publications as well as print and TV promotional advertising. 2 Elements 2.1 FIS and the title of the event Generally FIS should always be used in connection with the expression World Championships, e.g. FIS World Ski Championships FIS Alpine World Ski Championships FIS Nordic World Ski Championships FIS Freestyle World Championships FIS Snowboard World Championships 2.2 The FIS logo incorporated in the Official World Championship Event Logo Since these are the FIS World Championships, prominence for FIS and in consequence the integration of the word mark FIS and/or FIS logo in the World Championships event logo is obligatory. In addition to the creation of the World Championships event logo it is of course possible to develop a complete World Championship Corporate Design. The outline and concept put together are to be agreed between the Organising Committee of the World Championships and FIS. 3 At the Sports Competition In conjunction with the Venue Décor of the sports infrastructure and advertising elements in the field of play the FIS Logo and the official FIS World Championships event logo should always be used. This is especially valid for the following areas advertising elements: - Start installation - Finish installation - Intermediate installation - Backdrop for the winner presentation - Backdrop for the prize award ceremony - Backdrop for the unilateral interviews - Backdrop for the leading athlete (leader board) - Start numbers/bibs as well as venue design - Sports infrastructure - Information boards 13
