2 History Statistics Estonia started the collection of data on the use of pesticides in 1992 Total survey Agricultural and not-agricultural use Only enterprises (farms not included) Agriculture Forestry Railways
3 History In 1997 data collection from farms started module of crop production survey sample of the farms which land possession was registered in Land Cadastre and who owned at least one hectare of agricultural land stratified by area of arable land and county data on use of PPP were not grossed up to total quantities used in farms but were presented as average amounts of pesticides used in one farm using the pesticides
4 History In 2001 survey on use of pesticides were reorganised. The concept of agricultural holdings, covering both enterprises and farms, were introducedand and two separate surveys on use of PPP were connected Annually pesticide usage is surveyed in cooperation with the crop production survey of the Agricultural Statistics Department as separate modul included to the questionnaire Results were grossed up to the country level using the same coefficients as Agricultural Statistics Data collection for not agricultural use were stopped
5 Present Statistics Estonia is carrying out 3 different surveys: Use of pesticides in agricultural holdings Non-agricultural use of pesticides (since 2011) Sales of pesticides (since 2012)
6 Present Variables collected by survey Use of pesticides in agricultural holdings : Quantity of pesticide formulation used - by the crop Area treated with pesticide - by the crop If the seeds have been treated with pesticides, when the shown area is used as a treated area.
7 Present For further data processing and grossing up quantities of used pesticide formulations were aggregated by PPP groups: Insecticides Fungicides Herbicides Seed treatment preparations Retardants Desiccants

10 Future REGULATION (EC) No 1185/2009 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 25 November 2009 concerning statistics on pesticides Data on active substance level Use of active substance by crops Bacic area treated Our data collecting and processing routine do not allow us to produce these indicators
11 Options: Future Start a completely new data collection Use the old rutine of data collection and use these data for calculation (estimation) needed indicators Combination of these approaches
12 Problems Problems arising with data processing on active substances level: Too much strata s in sample Sample representativity (coverage) Sample error (grossing up) Confidentiality Crops choice How to classify stubble-fields (PPP used after crops are harvested)?
13 BIG PROBLEM BASIC AREA TREATED
14 Possible solution What we plan to do: Identification of crops and relevant aggregations Data on pesticide use for 2012 are processed on active substance level; Sample error for each active substance and each crop will be calculated; If needed, additional survey for crops with the biggest sample error will be conducted in 2013;
15 Possible solution for estimation of Basic Area Treated Detail analysis of data on holding level revealed the most probable way of PPP use by agricultural holdings; The set of presumptions for estimation of BAT based on comparison of data about area treated with growing area of each crop were worked out; The BAT for each active substances and each crop are estimated for each holding; These BAT-s are grossed up using the same coefficients for each holding as Agricultural Statistics Department uses in the crop production survey; The BAT-s on imputated growing areas were estimated as average share of BAT out of total growing area
16 Possible solution for estimation of Basic Area Treated Presumptions used: if total area treated = growing area, then BAT = growing area if total area treated > growing area, then BAT = growing area if total area treated < growing area, then BAT = area treated
17 Possible solution for estimation of Basic Area Treated IT solution for estimation of BAT is already under development We are aware, that this is just rough estimation
18 Far far future... What we are dreaming about... Field books kept by every agricultural holding on field level will be in electronic format; Electronical field books could be assembled into one database; We can extract all needed data from this database; Based on these data we will compile reporting according Regulation (EC) No 1185/2009 concerning statistics on pesticides.
