3 Green Plan: Waste Initiative Project for DFB Stations Contents: Executive Summary Vision Context Cost Pilot project Conclusions Appendix Executive Summary This waste initiative project gives Dublin Fire Brigade a realistic opportunity to take actual actions to tackle waste production at source. In line with the Waste theme of the Green Plan for Dublin Fire Brigade, a Recycle bay project and a cavity wall insulation project are both proposed for No. 3 Fire Station. All research and thinking follows the three pillars of the Green Plan: 1) Low Capital Out lay 2) Quick payback period 3) Replicability

4 Green Plan: Waste Initiative Project for DFB Stations Vision: In the future DFB will have one of the most sustainable waste management systems in a Fire Brigade in the world. Prevention, reduction of waste and the recovery of materials will be a priority. Removal of waste to land fill shall be a last call. Goal: To reduce waste by introducing recycling at local level to each Fire Station, lessening our carbon foot print, reducing our impact on the environment and the amount of waste going to landfill. Context: In 2010 DFB sent 59,400 litres of waste to land fill from its 12 Fire Stations. This involved over 54 x 1100 litre Euro bins being collected per week. All of this waste was sent to landfill. This does not include the DFB workshop or Ambulance waste. DFB will remove initially 40 % waste prior to landfill by recycling waste products with the public private partnerships that have been set up under the umbrella of the Green Plan waste theme for DFB. This will include the removal of 1100 litre Euro bins from all Fire Stations. Objective: To construct a solid recycle bay raft using, green cement that can accommodate various recycling receptacles of different weights and sizes. DFB intend to be recycling 60% of all Fire Station waste by This will include organic waste recycling that has been made compulsory in all public places since Plan: After construction of each recycling bay: to recycle; monitor; record and document Station Waste. To then remove at least Nr 1 x Euro Bin per Station If ten stations have Nr 1 x 1100 litre Euro bin removed permanently from the Fire Station grounds then the immediate saving will be 10,000 per annum. Many stations should have at least Nr. 2 x 1100 litre euro bins removed. This will yield a higher saving and reduction in waste to landfill. A study needs to be taken to obtain the individual Fire Station requirements. To then ring fence the original cost of running the service of that Euro bin for investment in the Fire Station on projects similar to those under taken in No. 6 Fire Station. A pilot project is listed below.

5 Indicator: In Kilbarrack Fire Station the behavioural change of the Stations Crew lead to a reduction of 60% waste removal prevented from going to land fill. In glass bottle recycling alone No. 6 Fire Station reduced over 1,200 tons of CO2 emissions from the making of glass. The Fire Stations Crew are gladly taking part in recycling as much waste as is possible. This is a working example of behavioural change in the work place. The construction and upkeep of the recycle bay in Kilbarrack Fire Station is named as a Dublin City Council backed action under the Waste them in the Sustainability Report Recycling : The bay will include: Glass bottle recycling Organic waste composting Lead acid Battery recycling Battery recycling Fluorescent tube recycling DFB Uniform recycling Used Cooking Oil Recycling Mobile phone and games console Recycling WEEE Waste Recycling Electronic Media Recycling Consumerable Waste Green Bin Recycling Cost: Dublin City Council Housing Department have agreed to construct a recycle bay similar to the one in No. 6 Fire Station, this will include a ramp and a shutter to house the recycling receptacles on. As an all in cost including supply of materials, all construction work and labour, will be 2,000 per Fire Station. There will be no cost for the installation and regular collection of all recycling units mentioned above. Total Recycle bay construction cost: 2,000 Pay back period: 1 year

6 Pilot Project: After several meetings with S/O Mick O Connell from No.3 Fire Station I would suggest this Station as a pilot for the recycle Bay project first. The combined Fire Crew and Officers have shown a keen interest in this project taking place. If No. 2 x 1100 Litre Bins were removed from No 3 Fire Station this would amount to a total yearly saving of 2,000. If the savings were to be reinvested in the No.3 Fire Station I would suggest the following project: Injection moulding of the cavity walls. This work should meet the criteria of part L of the building regulations. for improvements in energy efficiencies. This action also complies with the Green Plan under the criteria for the Waste Theme. Cavity Wall Insulation The annual cost of using gas to make heat in Phibsboro Fire Station for 2010 was 16,675. This is a total of 380,503 KWhr of energy consumed. The boiler demand would lessen by a conservative 35% if the Fire Station was to benefit from injection moulding to its cavity spaces in the walls using a closed bead system. Ref SEAI building regs L L By improving the thermal conductivity of the Fire Stations walls, as per best practice.27 U value from the Building regs 2007 part L, L1.3.2 for fabric insulation, the U Value would improve. The current wall area of No. 3 Fire Station is 972m2. The wall area at best will have a U value of 1.5. Working off a temperature difference of 15 o C per day x 8760 hours per year x 1.5 U value x 972m2 would equate to 204,998 kwhr per m2 lost per year from the Fire Station. Allowing for distribution air losses X 1.5 would produce the total figure of 256,250kWhr lost per annum. The new figures from the injection moulding of the Station will bring the stations cavity insulation wall U value to.27. This will equate to a new kwhr reading and create a saving of 217,144 kwhr per year per m2. The original consumption figures were 380,505kWhr the estimated saving of 217,144 kwhr = 163,361 kwhr. However a full U Value assessment of the Station would be required first so as to have accurate figures. This would include an Air Tightness Test (already commissioned) and a thermography recording of the Station (also commissioned) as part of the window replacement project. The total cost of insulating the wall cavities in No. 3 Fire Station is 29,991. A 35% reduction in Boiler demand would reduce gas consumption by 217,144 KWhr, this would equate to an estimated monitory reduction of 5,836. This figure plus the initial 2,000 euro saving from the recycle bay project would, total an estimated 7,836 saving per annum and yield a pay back period of 3.8 years for the project. This is based on today s fuel costs and not allowing for fuel price rises or fuel inflation. If allowing for a fuel inflation of 9% then the total saving per annum would be 8,541. This would demonstrate a payback of 3.5 years. Total Cavity Wall insulation Cost 29,991 Payback Period 3.5 years

7 Potential estimated savings on pilot recycle bay project Potential savings in No.3 Fire Station: The removal of Nr. 2 x 1100 Litre Bins: 2,000 p.a. 35% reduction on boiler demand: 5,836 p.a. Estimated yearly total saving of: 7,836 Estimated yearly total allowing for fuel inflation of 9%= 8,541 Projected pay back period: 3.5 years Potential pay back period using all ten 1100 litre euro bins removed from the Nr. 10 x Fire Stations: 1.8 years Conclusions The above calculations are replicable across all DFB stations. The DCC Housing Department are available to roll out the new recycle bays across all Stations. The companies in partnership with DFB are ready to deliver the new receptacles to each Fire Station. In most cases the U values will be the same or worse and the new best practice standards for building performance will result in the same kwhr savings. This project has a very quick pay back period. Finally a report should be generated to show transparent Station readings for waste reduction and heat loss on the pilot project Station. This report should show all calculations and include all data from the U Value report. On foot of this report a recycling bay and cavity wall insulation should be rolled out across all of DFB. This is in keeping with sections A and B of the Green Plan Waste theme.
