2 1. Introduction The (SLRD) is a signatory to the Provincial Climate Action Charter. As such it has committed to: 1. become carbon neutral in its own operations by measure and report on their community GHG profile 3. create complete, compact, more energy efficient communities The SLRD wishes to address its Climate Action Charter commitments through the preparation of a proactive, comprehensive strategic planning direction on climate change and energy (Energy Action Plan) for internal SLRD operations and for the Regional District as a whole. The first component of the Energy Action Plan is the preparation of a corporate energy and GHG emissions inventory. A corporate inventory is an accounting of all energy consumed and GHGs produced in the SLRD s own operations. It provides an overview of where enrgy iss being consumed and GHGs produced. It can be used to set reduction targets, identify actions, and track progress in reducing emissions. 2. Methodology Because local governments vary significantly in how they deliver services, the Province/UBCM Green Communities Committee (GCC) has developed guidelines as to what should be included within a corporate inventory with respect to the carbon neutrality commitment under the Climate Action Charter (Draft Guidance: Carbon Neutral Local Government, July 2009). The GCC has chosen to base the emissions that should be included on a traditional services model of local government operations. This means that the focus is on the service provided, rather than who provides it. Traditional services are defined as: Administration and governance Drinking, storm, and wastewater Solid waste collection, transportation, and diversion Roads and traffic operations Arts, recreation, and cultural services Fire protection Under this model, traditional services that are delivered by subsidiaries, by partner organizations on behalf of the RD, or are contracted out, are included in the corporate inventory. In the case of contracted services, these are not required to be included until a new contract is signed or a contract is renewed. Services that are shared between local governments are to be allocated based on the ownership structure. The GCC Draft Guidance also includes emissions factors for electricity and various fuels, in order to calculate GHG emissions from fuel consumption. For the purposes of the SLRD s corporate inventory, the following emissions sources have been included: 1

3 Buildings and facilities with energy bills paid directly by the SLRD Buildings leased by the SLRD, energy bills paid by others o 48% of District Admin Building, based on floor area used by SLRD Buildings with energy bills paid by other organizations, with SLRD funding o Birken and Seton Firehalls Vehicles owned and operated by SLRD Staff vehicles used for SLRD business o Consumption estimated based on average fuel efficiency Vehicles with fuel bills paid by other organizations, with SLRD funding o Birken, Seton, and Garibaldi fire departments Vehicles used by contractors o Although not required until contract renewal, this has been included so the RD can see its impact and to prepare for future tracking o Carneys Waste and Lillooet Disposal, estimated based on vehicle trips Where available, data going back to 2006 was collected. In some cases only data for 2007 or 2008 was available, in which case earlier years were estimated based on this data in order to provide a complete picture for comparison between years. All electricity data was normalized to 365 days, except in cases where the facility was only operating for part of the year. A complete listing of facilities, data sources, and calculation methods is included in the appendix. All inventory data and calculations have been provided to the SLRD in a spreadsheet format, which can be used to track future emissions in-house. 2

4 Profile Total energy consumption is 7,463 GJ, or $160,808 annually. Total GHG emissions are 132 tonnes CO2e annually. The bulk of the energy consumption, 6,142 GJ or 82%, is from electricity, with gasoline and diesel making up a relatively small component. But in terms of GHGs, gasoline and diesel make up 71% of the emissions. All SLRD buildings use electricity for heating, which results in fairly low GHG emissions, as electricity in BC has a low emissions factor (as it is mostly hydro-electric). The SLRD vehicle fleet is quite small, with only 5 general use vehicles and some fire vehicles, but staff vehicles and contracted waste collection services add significantly to this total. 5 3.1 Buildings Within the building sector (which includes other facilities such as pump stations and street lighting), water and sewer accounts for a little over half of the total. This energy is mostly consumed by water and sewer pumps. Arts, recreation, and culture account for about onethird, with all other categories making up the rest. The largest energy consuming facility is the Pemberton Community Centre, at about 20% of the total Buildings Emissions 1% 3% 52% 5% 8% 31% Admin Arts & Rec Emergency Roads Water & sewer Solid waste 3.2 Vehicles Among vehicles, solid waste transport accounts for the largest component of consumption and emissions, at about three-fifths. It should be noted that this is an estimate based on vehicle trips, as actual data was not available from the contractors. The four SLRD general use vehicles and staff vehicle use was entered under administration, which accounts for 20%, while emergency vehicles make up 18%. Annual Comparison Energy consumption and emissions has increased dramatically in the past few years, from 103 tonnes CO2e in 2006 to 132 tonnes in This is largely due to a number of significant facilities which started operation between 2006 and 2008, including the Pemberton Community Centre and water and sewer facilities at Furry Creek and Britannia. Vehicle consumption has also increased somewhat. This trend is likely to continue for 2009, as several facilities did not have full years of operation in Annual GHG Emissions Tonnes CO2e Vehicles Buildings Target 5. Future Tracking While this inventory provides an energy and emissions profile for 2006 to 2008, it will be necessary for the SLRD to continue tracking their emissions in the future, particularly after 2012, when the commitment to carbon neutrality comes into effect. Although most of the data is fairly straightforward to collect, some was not readily available and estimates had to be made. The following steps should be taken to facilitate future data collection: Maintain the facilities list in the spreadsheet, and add any new facilities and their utility information. Continue to track vehicle km and fuel consumption for the SLRD fleet. Begin tracking for community centre van. Continue to track employee vehicle use. Make arrangements with the Village of Pemberton to have them report annually on the energy consumption of the District Admin Building and % floor area occupied by the SLRD. Make arrangements with the Birken and Seton fire departments to begin tracking their electricity consumption and vehicle fuel consumption and report it annually. For vehicles, it may be beneficial to supply them with a gas card. Make arrangements with Carney s Waste Systems and Lillooet Disposal to track fuel consumption associated with SLRD services and report it annually. This should be included in any new contracts or contract renewals. 5
