Open Session The Open Session commenced with the acknowledgement that the meeting is being held on the traditional territory of the Mississaugas of the New Credit First Nation, and the singing of O'Canada. 2. Approval of Agenda Chair McDougald reported that The Learning Partnership s Canada s Outstanding Principals Award dinner is being held tonight, and three Peel DSB principals, Dawn Addison, Principal of Morning Star Middle School, Cathy Standring, Principal of Ray Lawson Public School, and Dave Yaciuk, Principal of Agnes Taylor Public School, were selected for the award this year. She indicated that Trustees Green, McDonald and Williams are attending the event, and that this is the first time that three principals from one school board are receiving the award. Chair McDougald welcomed Adam Hughes to his first Regular Meeting of the Board as Peel DSB s Chief Information Officer. She provided brief information on his career, and remarked that Board Members look forward to working with him. The following changes were made to the agenda: Item 6.1 a) Item 12.1 Retirements (Addendum circulated) OPSBA Fast Report: Vol. 28, No. 3 (added) Resolution No moved by Harkirat Singh seconded by Brad MacDonald Resolved, that the agenda, as amended, be approved. (2/3rds' majority) 3. Special Presentation re Celebration of Black History Month Chair McDougald noted that February is Black History Month, which is a time to celebrate the many contributions of Black Canadians. She stated that this year marks the 20 th anniversary since Black History Month was officially recognized by the Government of Canada, following a motion introduced by the Honorable Jean Augustine, the first Black Canadian woman elected to Parliament. Chair McDougald reported that, just recently, the Board announced the opening of its newest secondary school, which is named after Jean Augustine. She highlighted the activities held at the Board office and schools to celebrate Black History Month, including displays of artwork and Spotlight on Black heritage events. She invited Michelle and Komal from Sir Isaac Brock Public School, and Azaria and Eve from David Suzuki Secondary School to share information on Black History Month activities at their schools.

Special Presentation re Celebration of Black History Month (Continued) Michelle and Komal spoke about what they learned in class, including the origins of Black History Month, and influential persons of Black heritage. They highlighted carousel activities, such as exploring African landscape, inspirational quilt, and movie making, in which they participated, and reported on the quiz competition and art contest held at the school. Michelle and Komal shared their personal reflections of honour, light, freedom and hope with regard to Black History Month. Eve remarked about her pride in being an African Canadian girl, and described some of the ways being Black is negatively perceived. She stated, however, that learning more about Black history has given her more confidence, including to be herself, and self-appreciation. She suggested that there be more focus on Black Canadian rather than Black American history. Azaria spoke about the variety of fields in which Black Canadians have been influential, and the progress made by people of Black heritage, who have come a long way from the harsh circumstances they have had to endure. She noted that, over the month of February, students have been able to learn about and experience Jamaican food, spoken word, fashion, and music. Chair McDougald thanked the presenters and their teachers, Melissa Francis from Sir Isaac Brock Public School, and Marcia Lake from David Suzuki Secondary School, and she acknowledged the presence of the presenters families in the audience. She expressed appreciation for the learning opportunities taking place in schools and the work done to celebrate diversity in the community and beyond. 4. Recommendations of the Special Education Advisory Committee, January 19, 2016 At a meeting of the Special Education Advisory Committee, held January 19, 2016, there were no recommendations to the Board. Resolution No moved by Nokha Dakroub seconded by Harkirat Singh Resolved, that the information about the Special Education Advisory Committee s receipt of the following items, be 1. Reports / Information Received Superintendent s Report (oral); Special Education Plan Development Action Plan; Teaching Assistants (TA) Allocation Process (oral); Professional Development for Teaching Assistants (TAs).

School Year Calendars In accordance with the Education Act and Regulation 304 (School Year Calendar), school boards are required to adopt and submit to the Ministry of Education, on or before March 1 st of each year for modified calendars, and on or before May 1 st of each year for the regular calendar, the school year calendar to be followed in the next school year. The calendar is not official until approved by the Ministry. Chair McDougald reported that a member of the public had drawn her attention to the template school calendar posted by the Ministry of Education on its website, which indicates different dates for the Winter break. She advised that the dates proposed in the Peel DSB calendar are consistent with the Winter break dates for most school boards. Resolution No moved by Carrie Andrews seconded by Sue Lawton Resolved, that the proposed school year calendars for all schools including Roberta Bondar Public School, Ray Lawson Public School and Roy McMurtry School for , be approved. (APPENDIX I) 11. Debenture Financing New Pupil Places Controller of Finance Support Services, Tania Alatishe-Charles, explained that, when New Pupil Places (NPP) projects are 95% complete, school boards can borrow money from the Ontario Financing Authority to finance the expenditure. She noted that the recommendation brought forward is to authorize a loan from the Ontario Financing Authority, to finance NPP expenditures incurred up to August 31, In response to Chair McDougald s question, Controller Alatishe-Charles advised that NPP expenditures incurred before projects are 95% complete are financed by the Board through borrowing, on which interest is payable. She confirmed that, as the Ministry repays up to 1% of such interest, the Board does not receive full reimbursement for these expenditures. Resolution No moved by Harkirat Singh seconded by Brad MacDonald Resolved, that the attached by-law to authorize a loan from the Ontario Financing Authority in the principal amount of $42,512,090 pursuant to a loan agreement under Section 7 of Ontario Regulation 41/10, be approved. (APPENDIX II)

Reports from Ontario Public School Boards Association Resolution No moved by Suzanne Nurse seconded by Harkirat Singh Resolved, that the following report, be OPSBA Fast Report, Volume 28, No Comments or Questions from Board Members Student Trustee Singh reported that she and Student Trustee Chaudhuri attended the events hosted by the Ontario Student Trustees Association in Ottawa over the past weekend. She highlighted the activities and speakers at the events, and she spoke of the feedback received on student mental health supports at the Student Wellness Summit, which will be forwarded to the administration. Chair McDougald indicated that the Board is midway through its United Way campaign, and that United Way Liaison, Superintendent of Education, Hazel Mason, reports that the campaign is going well, but there is room for improvement. Chair McDougald stated that the donations are for a worthy cause and have positively changed the lives of students and families in Peel. She encouraged everyone to donate, as well as to encourage others to donate. 14. Public Question Period Catherine Soplet referred to the resolution passed at the December 8, 2015 Regular Meeting of the Board to sign the petition requesting the House of Commons to reopen the 2010 Federal Poverty Reduction Plan. Providing an update report, she stated that a deputation was made to the City of Mississauga on January 20, 2016 and the matter was raised to endorse the petition. The City will now ask the Region of Peel, on February 25, 2016, to also consider endorsing the petition. Catherine Soplet indicated that the City of Brampton and the Town of Caledon will then be asked to sign the petition to reopen the 2010 Federal Poverty Reduction Plan.
