1 Minutes of the 34 th Session of the Council Saturday, 17 April and Sunday, 18 April 2004 Cape Town, South Africa The 34 th Session of Council was convened at 2:15pm, 17 April 2004, at the Cape Town Conference Centre, Cape Town, South Africa by Senior Vice Chairman JJP (Basie) Verster. Kenneth Humphreys distributed the meeting agenda notebook containing supporting details for various agenda items. 1. Welcome and Introductions ICEC Senior Vice Chairman JJP Verster, welcomed the delegates and requested a moment of silence in memory of Franklin Postula, ICEC Director I and Isao Tokunaga of BSIJ who had passed away since the last session of Council in Melbourne, Australia. He also reported and expressed regret that ICEC Chairman Steven Boeschoten, ICEC Assistant Secretary Roger Batten, and incoming ICEC Technical Vice President Brane Semolic were all hospitalised and unable to attend. 2. Minutes of the April 2002 Meeting, Melbourne, Australia The minutes of the 33 rd Session of Council, April 2002, Melbourne, Australia were approved as presented. 4. Matters arising from the minutes None 5. Officers reports Kenneth Humphreys reported for Chairman Boeschoten and summarised the Chairman s written report which highlighted the addition of eight new ICEC members, the return of BSIJ as a member, potential new members, the establishment of the ICEC Secretariat in Canberra. Senior Vice Chairman Basie Verster reported on the plans for the 4 th World Congress and expressed his appreciation for the outstanding support of ASAQS, PAQS, CEASA, and the ICEC membership. Subsequently, Technical Vice Chairman Len Harris reported that 448 delegates had registered for the Congress from 29 countries. After brief remarks by Administrative Vice Chairman Ginette Basak and Peter Cox, and Past President Dennis Lenard, the Secretary Treasurer presented the financial report. A copy of the report appears in the meeting agenda book. Administrative Vice Chairman Basie Verster reported that the accounts of the administration had been audited and were in order. The audited financial report for has been posted on the ICEC website. 6. Reports from the Regions and Member Societies Region I Because of the death of Region Director Franklin Postula, Administrative Vice Chairman Ginette Basak submitted a written report on behalf of Franklin Postula. The report commented on all the member societies in the Region. Allen Hamilton expanded upon the AACE-I portion of the report with supplementary comments.

4 Ginette Basak also reported that John Hollmann had agreed to assume the position of Region Director following the vacancy created by the death of Franklin Postula. Region II Bruce Watson presented a written report on Region 2 in the absence of Region Director Alec Ray and Assistant Secretary Roger Batten. Carsten Wredstrøm made supplemental remarks for NDPM (Denmark), as did Rob van Hoeve for DACE (the Netherlands). Pekka Pyy reported that PMAF (Finland) had expressed sharp membership growth to 938 members over the past four years and the PMAF Conferences in 2002 and 2003 had exceeded 400 delegates each year. Andrej Kerin reported for ZPM (Slovenia) commenting on the plans for the 2006 ICEC Congress to be held in Ljubljana. IPMA has joined the sponsorship of the Congress and combined registration could reach 700 delegates as a result. Richard Plumb made supplemental remarks about the National Vocational Qualification (NVQ) programme in the United Kingdom. Region III Region Director Murtala Oladapo gave a comprehensive written report on societies in the Region and called in turn on the delegates from each member organisation for supplemental comments. All member organisations in Region III were represented excepting IQSK (Kenya). Region IV Region Director TT Cheung commented on the recent 2003 PAQS Congress in Tokyo which had been moved from June to November because of the SARS epidemic. A video presentation was made about the 2005 PAQS to be held at the Shangri-la Hotel, Dalian, China, June John Lowry reported for AIQS. AIQS has grown to over 3000 members and has an active CPD programme. Takayoshi Sato reported that BSIJ (Japan) had about 2600 members. Sam Cheng presented a written report for HKIS (Hong Kong), as did Ong See Lian for ISM (Malaysia). Gordon Cairney reported for NZIQS that major inner-city multi-story construction is on going in New Zealand. Many problems have developed and a new act has been passed to require more rigorous construction practices. NZIQS has 925 members and is considering a possible combination with RICS which will be decided by vote of the NZIQS members. Teoh Wooi Sin presented a written report on behalf of SISV (Singapore). He concluded his report with an offer from SISV to host the ICEC Congress in The meeting recessed at 5:00 PM and reconvened at 9:15 am, 18 April Potential new members Kenneth Humphreys reviewed the listing of potential new members as given in the agenda.

5 8. Cooperation with other bodies AAQS Corne de Leeuw had submitted a written report previously. AAQS has grown to 14 member organisations in 13 countries. FIG In the absence of Roger Batten, Murtala Oladapo reported on cooperative efforts with FIG Commission 10. IPMA- In the absence of Brane Semolic, Andrej Kerin reported on the joint ICEC / IPMA Congress in 2006 in Slovenia and tentative plans for the Congress. Kenneth Humphreys (AICE) moved that the Congress in Slovenia in 2006 be confirmed. Seconded by Allen Hamilton (AACE-I) and approved unanimously. Kenneth Humphreys reported that he had been in contact with PMA-India s President A C Jain about the possibility of the 19 th IPMA World Congress, November 2005, in New Delhi, India being designated as an ICEC Forum. He will follow-up with PMA India on this. PAQS The 2005 PAQS Congress in Dalian, China was again announced as was the 2006 PAQS Congress in Singapore. RICS Michael Sullivan reported that RICS has 110,000 members and 450 paid staff. The Construction Faculty of RICS numbers about 40,000. He reiterated prior assurances that RICS activities in various countries are in no way intended to be in competition with existing quantity surveying organisations in the those countries. Bruce Watson distributed written comments prior to the meeting but commented on ACostE s efforts with RICS and their concerns. Communications with RIQS are to continue. M. Sullivan will give feedback to RICS and communicate the result to ICEC. 9. International Congresses 2006 Ljubljana, Slovenia had previously been confirmed as the site of the Congress, April 2006 (Agenda item 8.0 above) It was announced that IBEC (Brazil) had unfortunately withdrawn its offer to host the 2008 Congress due to a change in Government support. IBEC had expressed support of AACE-I s offer to host the 2008 Congress, June 29 July 2 in Toronto, Canada. Allen Hamilton commented on the AACE-I plans for the Congress. Kenneth Humphreys (AICE) moved, seconded by Murtala Oladapo (NIQS) that the offer of AACE-I be accepted. Approved unanimously. 10. ICEC Regions Meetings, Future Region Meetings 12. ICEC Technical Forums and Symposia 13. Communications Kenneth Humphreys reviewed agenda items and reported on each agenda item referring to documents appearing in the agenda book.

6 Allen Hamilton talked about his vision for additions and improvements to the ICEC web site. A Hamilton (AACE-I) moved that a committee be appointed to prepare specifications for future web site development considering what features and items are desired for the site. Seconded Edward Tang (SISV) and approved. The ICEC Executive Committee will appoint a committee to carry this forward keeping in mind that the website must be user friendly to all member associations. 14. Obligations and advantages of ICEC Member Societies 15. Use of ICEC Logo and Initials 16. ICEC Accreditation of Certification and CPD Programs 17. International Standards Kenneth Humphreys reviewed Agenda Items and reported on each agenda item referring to the documents appearing in the agenda book. With respect to International Standards, Allen Hamilton inquired about the inclusion of technology standards on the web site. Peter Cox will work in that direction as appropriate. 18. University Network Dennis Lenard encouraged participation of practitioners in the University Network Session at the Cape Town Congress. Kenneth Humphreys referred to the Educational and Competency Standards which are posted on the ICEC web site as listed on the agenda. He reminded the member organisations to submit their standards for inclusion if they have not already done so. 19. Human Settlements Working Group Murtala Oladapo reported that ICEC was now registered in as a NGO (Non- Government Organisation) with UN-Habitat and the application was now being made for recognition with Roster Consultative Status with the Economic and Social Council of the United Nations. He submitted a detailed written report on this effort. Then in furtherance of this effort, Murtala Oladapo moved, seconded by Kenneth Humphreys, and approved that the ICEC Constitution be amended to add new item 3i to Section 3 as an additional ICEC objective, the item to read: 3 i) Collaborate with the United Nations and other international and regional agencies in formulation and implementation of policies affecting construction and engineering development with respect to cost, procurement and project management at policy, strategy and implementation levels of economic and social development programs Note: This amendment shall take effect upon approval of four-fifths of the ruling bodies of the ICEC Full Member Societies. Responses must be made to the ICEC Secretary Treasurer within 90 days after posting these minutes on the ICEC website. Lack of response within 90 days shall be taken as acceptance of the proposal.

7 20. New ICEC Secretariat in Canberra, Australia Kenneth Humphreys and Terry Sanders reported on the successful transition of the Secretariat on 15 February 2004 to Canberra. Delegates were reminded to use to contact the secretariat by and to contact Secretary-Treasurer Kenneth Humphreys on administrative matters. The new Secretariat Administrator is Robyne Nash. 21. World s Best Practice Program Terry Sanders described in significant detail the Best Practice Program of AIQS. Full documentation appears in the agenda book. He offered on behalf of AIQS to take the lead to develop an ICEC programme for designation of Best Practice Organisations Worldwide. Ginette Basak (AACE- Canada) moved that the offer of AIQS be accepted. Seconded by K H Osei-Asante (GhIS). Approved unanimously. AIQS will develop the program and the details will subsequently be circulated to the ICEC membership for a vote of acceptance. 22. ICEC Awards The meeting was briefly closed to non-voting delegates for consideration of the ICEC award nominees. Motion: That the following awards be approved. 9 24. Presentation of Budget for Annual subscriptions A proposal for increased ICEC fees necessitated by the fact that ICEC now has a paid secretariat was presented. Full details appear in the agenda book. Motion: That the proposal be accepted as presented but that the fees are payable in US dollars rather than Australian dollars. Moved by Ginette Basak (AACE-Canada0. Seconded by KH Osei-Asante (GhIS). Carried (with one negative vote and one abstention). The revised fees which will take effect 1 January 2005 after ratification by ICEC Full Member Societies are: Full Members Per individual member US $0.45 Per organizational member US $11.25 Minimum Annual Fee US $ Maximum Annual Fee US $ Associate Members Per individual member US $1.50 Per organizational member US $15.00 Minimum Annual Fee US $75.00 Forum and Congress Fees Forums, per paid delegate US $15.00 Maximum Forum Fee US $4000 Congresses, per paid delegate US $30.00 Note: Members organisations must ratify these fees within 90 days after the posting of these minutes on the ICEC website in order for them to take effect. Votes must be submitted, aye or nay within that time. Lack of a response within 90 days shall be taken as acceptance of this proposal Budget Kenneth Humphreys presented the proposed Budget for Administration. Allen Hamilton (AACE-I) moved, seconded by Gordon Carney (NZIQS) that the budget be adopted. Approved unanimously. The minimum fee per Member association or institute is US$ 300. For Associate Member associations or institutes the fees are US $1.50 per individual member and US $15.00 per corporate or institutional member with a minimum required fee of US $75.00 per Associate Member. 25. New Business Allen Hamilton proposed that the ICEC logo be revised by removing the various defunct currency symbols and replacing them with current symbols. There was considerable discussion and several proposals varying from retaining the current logo to developing a new logo were made.

11 Motion: That the membership be surveyed in order to determine their opinions on the matter and the Executive come forward with a recommendation. Moved by Edward Tang (SISV. Seconded by Ginette Basak (AACE-Canada). Carried unanimously. 26. Next full Council meeting The next meeting of the Council will be held 22 April 2006 at the Congress Centre in Ljubljana, Slovenia. 27. Closing remarks Chairman JJP (Basie) Verster made closing remarks and adjourned the meeting at 1.10pm.
