3 The DSS Journey The DSS Phase 1 project began in September of 2000 and was successfully completed on December 6 th, 2001

4 Business Need: Limited access to information for decision making in the hand of decision makers Decision making information has been difficult to obtain Many disparate systems focused on running important operational functions Access to data has been a manual and time consuming process Limited ad hoc query and analysis Common Goal: Improved Student Achievement Dec. 18,

5 The Solution: A data warehouse of student demographic and performance data, providing 24/7 access to instructional decision-makers via the internet Decision Support is a query and reporting tool that provides access to data formerly locked up in many disparate systems allows users to slice and dice the data across a number of variables provides detailed data at the student level, as well as various custom aggregations based on the users interests (e.g., Board District, Local District, complex or grade level provides power users with ad hoc query tools allows users to download data into local spreadsheets for further analysis Targeted Outcome: Improved data for instructional decision-making in support of Student Achievement Dec. 18,

6 DSS history in brief The Board and Staff work together to create a vision for a decision support system RFP is developed and issued; District selects Oracle as DSS partner and Cap Gemini Ernst & Young as Proj Mgmt consultants Early difficulties with Oracle Consulting challenge District staff Oracle commits to a not-to-exceed contract Board and Superintendent give project sponsors and staff the support necessary to overcome challenges Oracle does the right thing and redesigns the data architecture for better performance To reduce risk and increase quality of final product delivery is divided into two incremental deliveries, Group 1 and Group 2. Group 1 successfully delivered on October 10 th Lessons learned in Group 1 applied to Group 2 Group 2 successfully delivered on December 6 th Roll-out to users already underway Dec. 18,

11 Roll-Out Strategy The DSS Roll-out is divided into several phases: Testing Rollout (Beta-testers) Early training of key end-user development resources Started in May 2001, ongoing Early Adopter Rollout Educational Research Analysts, ITAFs, Central and Local Coordinators and Directors, and Principals Key users will become support infrastructure for larger roll-out (support line) Users assist in the development of training materials Phase I Roll-Out Roll-out of training to larger DSS community primarily focused on principals Will begin in January 2002 Local district support is the key to a successful roll-out!! 16 Lessons Learned Scope of work and deliverables need to be crystal clear Discrete units of work should be contracted to reduce risk Contract language needs thorough legal review Qualities of the contractor as a partner can be as important as the quality of their technical solution Use project management tools like a zealot; live and manage tasks by a resource-loaded project plan District needs to have a clear understanding of the details and timing of its deliverables to be a responsible client User community MUST play an integral part at every step of the way to ensure the product meets their needs Executive sponsor must be a strong leader and decisionmaker There will be problems, no technology project is without them Dec. 18,
