1 Guide to Obtaining a WA Pest Management s Licence Revised: October 2015 This guide applies to persons requiring a licence to apply pesticides, including herbicides, insecticides, rodenticides, fungicides, molluscicides and fumigants There is a legal requirement when a person applies pesticides and fumigants for remuneration (a contractor) to hold a current licence and business registration under the Health (Pesticides) Regulations 2011 There is a two-tiered system of licensing Pest Management s in Western Australia. This system was designed to meet the requirements of industry, government and the community. To work in the pest management industry for remuneration, a person must hold either a Provisional or s Licence. Where a person holds a licence they must be employed by a registered Pest Management Business or register their own business. A Provisional licence holder may own a pest management business, or purchase an existing pest management business. However, they must employ a person who holds a s Licence with the appropriate endorsements until such time as they obtain their own. It is an offence to undertake pest management activities not endorsed on your licence. Additional Fumigants, Schedule 7 or Restricted-Use Pesticides and endorsements may be added to a licence on written request where appropriate training has been completed. health.wa.gov.au
2 Licence and Business Registration Fees A fee* is payable by those who hold a Provisional and s licence. Licences are subject to annual renewal. Both licences and business registrations may have conditions of approval and are enforceable by law. * licence fees are currently set at $160 and $320 for pest management business registration. Fees are reviewed annually and subject to change without notice. For current fees contact Pesticide Safety. Approved Courses and Training Providers For licensing purposes, courses need to be approved by the Executive Director Public Health. For a course to be granted approval, the following conditions must be met: Training to be conducted by a Registered Training Organisation Must be comprised of the appropriate nationally endorsed units of competencies (see this guide) Include a practical assessment of the candidate s skill in the application of pesticides or fumigants (videoing of practical assessments are not acceptable). A list of approved courses and training providers is located at the end of this document. Stewardship Courses Additional stewardship courses allow licensed technicians access to Schedule 7 and Restricted Use Chemicals; it does not result in a licence. Generally Stewardship training is conducted by the manufacturer. Once the licensed technician has successfully completed the training, then the technician must submit an Application to Amend or Replace a Pest Management Licence with their Certificate of Attainment or Completion. Or alternatively, submit the supporting certificate with their annual licence renewal. The active is added to a technician s current licence which allows them access to the product. Before Enrolling in a Course, it is advisable to contact Pesticide Safety to discuss your particular circumstances. Do not enrol in a course unless you are sure it is suitable for your needs. 2
3 Licensing Endorsements Salespersons All salespersons engaged in the pest management industry must be licensed. CPPPMT3006A Apply Pesticide to Manage Pests, from the Property Services Training Package, or equivalent must be completed to gain a licence. On successful completion of the module, an applicant may apply for a s licence, restricted to sales only. This licence is restricted to providing advice on chemical use only. No handling, mixing or application of pesticides is permitted. Urban Pest Control: Commercial & Domestic Pests, Termites & Timber Pests 1. Provisional Licence A Provisional licence must be obtained prior to the application of registered pesticides for termite control and commercial/domestic pests. The Unit of Competency CPPPMT3006A from the Property Services Training Package must be successfully completed in order to apply for a licence. The Unit is offered by a number of training providers which are listed at the back of this guide. Note: Completing the Unit does not mean that you are licensed as you must apply for a licence with the Pesticide Safety Section, Department of Health WA. To apply for a Provisional licence you must: Complete the approved application form, applying for a Provisional licence and pay the licence fee. Applicants must be over 17 years of age and be medically fit. Verification of this may be required. For the first 30 working days after obtaining a Provisional licence, you must work under the personal supervision of a person who holds a s licence. This means that the person with a s licence must work directly alongside you at all times you are handling pesticides and must sign your log book. Original log books for this period are to be forwarded to the Pesticide Safety. After the first 30 working days of you obtaining your Provisional licence you may work on your own, although receiving instructions and ongoing training from a person who holds a s licence. This person is responsible for your work and must sign your log book showing the level of supervision you received until you gain your s licence. Note: The log book completed by a Provisional remains the property of the Provisional license holder. A Provisional licence is valid for 12 months from the date of issue. An extension of a further 12 months may be granted in order to enable the license holder to complete the required competencies to obtain a s license. A fee is payable to extend your licence passed its expiry date. Note: Extensions are not automatically granted, written request stating reason(s) and evidence of training completed towards Certificate III Pest Management must be provided. 3

Licence In order to be upgraded from Provisional to s licence, licence holders are required to complete the appropriate units of competencies at Certificate III level from the Pest Management Technical Course. Core Units: CPPCMN3002A - Assess Pest Management Options CPPPMT3004A - Respond to Enquires and Complaints CPPPMT3005A - Modify an Environment to Manage Pests CPPPMT3006A - Apply Pesticide to Manage Pests CPPPMT3007A - Implement a Pest Management Plans CPPPMT3009A - Advise Clients on Pest Management Options CPPPMT3017A - Repair & Maintain Service Equipment CPPPMT3018A - Maintain Equipment and Chemical Storage Areas CPPPMT3026A - Select & Obtain Pest Management Vehicle, Equipment & Materials CPPPMT3043A - Prepare and Present Pest Management Proposals Elective Units: CPPPMT3008A Inspect and Report on Timber Pests CPPPMT3010A Control Timber Pests CPPPMT3042A Install Physical Termite Barriers Note: On completion of the required competencies, you must apply to Pesticide Safety for your licence to be upgraded. A copy of your qualifications must be forwarded together with a copy of your log book (see above) if you have not already done so. Insectigas-D s interested in Insectigas-D (active constituent Dichlorvos) are required to complete a course in the safe use of the product. The manufacturer, BOC Gases conducts their own stewardship training. Rampage s endorsed in Commercial Domestic Pests who wish to use Rampage (active constituent Cholecalciferol) for the control of rats and mice are required to complete a questionnaire from Bells Laboratories. The completed questionnaire must be submitted to Pesticide Safety for assessment. Termite Treatment of Power Poles Those wishing to obtain a licence to treat only power poles for termites are required to complete specific training as well as that required by Western Power. Note: Pre-requisites units are from the Property Services Training Package CPPPMT3006A - Apply Pesticide to Manage Pests, and CPPPMT3018A - Maintain Equipment and Chemical Storage Area. PLUS the completion of the Termite Treatment for Power Poles Course 4
5 Feral Pigeon Control The endorsement of Feral Pigeon control using the narcotic Alpha-Chloralose requires the completion of an approved course. Note: The units below (or equivalence) are the pre-requisites for the control of Feral Pigeons. AHCCHM303A - Prepare and Apply Chemicals, AHCCHM304A - Transport, Handle and Store Chemicals, and CPPPMT3005A - Modify an Environment. Equivalence units include: CPPPMT3006A Apply Pesticide to Manage Pests and CPPPMT3018A Maintain Equipment and Chemical Storage Area with CPPPMT3005A Modify an Environment from the Property Services Training Package PLUS the completion of a Feral Pigeon Control Course Feral Vertebrates The use of the highly toxic chemicals Sodium Fluoracetate (1080) and Strychnine for feral vertebrate control is controlled by a Section 24 Notice under the Poisons Act 1964 and two codes of practice. Compliance with both codes is a condition of licence and legally enforceable. The following Units of Competency or their equivalent are to be completed to have a licence endorsement of Feral Vertebrates. AHCBUS402A - Cost a Project AHCCHM303A - Prepare and Apply Chemicals AHCCHM304A - Transport, Handle and Store Chemicals AHCOHS301A - Contribute to OHS Processes AHCVPT203A - Use Firearms to Humanely Destroy Animals AHCVPT302A - Implement Vertebrate Pest Control Program AHCVPT303A - Survey Pest Animals AHCVPT306A - Apply Animal Trapping Techniques AHCWRK203A - Operate In Isolated and Remote Situations AHCWRK301A - Collect Samples for a Rural Production or Horticulture Monitoring Program AHCWRK313A - Implement and Monitor Environmentally Sustainable Work Practices FPICOT2234A - Operate 4x4 Vehicle FPICOT3202A - Navigate in Remote or Trackless Areas Note: Training in feral vertebrate control may only be available during certain times of the year, please check with RTOs at the end of this guide. 5
6 Fumigation It is a requirement that every person using a fumigant for remuneration obtains a licence with the endorsement of fumigation. Prior to attending an approved course a person must be medically fit. A medical certificate will be required to be submitted with all new licence applications. Note: Where fumigants are used to treat soil on farms by the land owner or occupier no licensing is required. However, approved training is still required To gain access to fumigants. A high standard is set to minimise hazards to fumigators, the environment and public health. A fumigation course includes the following units of competencies: CPPPMT3011A - Conduct Fumigation, CPPPMT3019A - Organise and Monitor Pest Management Operations, CPPPMT3043A - Prepare and Present Pest Management Proposals, BSBSMB407A - Manage a Small Team, and Basic First Aid - Resuscitation The type of fumigation activities a person is trained in will be reflected on the individuals licence, such as container, ship, sheet etc. Applicants are requested to ensure they receive the appropriate training in the area they wish to work in. EDN Fumigas s endorsed for fumigation and wish to use EDN Fumigas (active constituent Ethane Di- Nitrile) to control insects and fungi in timber and logs are required to complete a course in the safe use of this fumigant. The manufacturer of the product, BOC Gases offers training. ProFume Fumigators interested in Profume (active constituent Sulfuryl Fluoride) must complete a stewardship course with the manufacturer, SA Rural. Telone C-35, Telone C-60 & Rural InLine s endorsed for fumigation and wish to use the soil fumigants Telone C-35, Telone C-60 and Rural InLine (active constituents 1, 3 Dichloropropene and Chloropicrin) must complete a stewardship course with the manufacturer, SA Rural. Vapormate Fumigators wanting to use Vapormate (active constituent Ethyl Formate) are required to complete a course in the safe use of the product. Vapormate is registered for the control of insect pests on horticultural produce and post-harvest grains and oilseeds in storage facilities and equipment. The manufacturer, BOC Gases conducts training. 6
7 Lawn & Gardening, Landscaping, Bushland & Minesite Rehabilitation Completion of the competencies listed below is only for limited pesticides applications where small portable hand held operated sprayers (knapsack / back pack) are used to treat mainly weeds and other minor pests. AHCPMG301A - Control Weeds, AHCCHM303A - Prepare and Apply Chemicals, and AHCCHM304A - Transport, Handle and Store Chemicals Note: Applicants who possess qualifications equivalent to the above listed competencies may be granted an exemption from completing further training Dieback Protection in Bushland A short course titled Dieback Protection in Bushland is available for the application of Phosphite to protect trees and vegetation. The following units must be completed. AHCCHM303A -Prepare and Apply Chemicals, AHCCHM304A - Transport, Handle and Store Chemicals, and AHCPMG302A - Control Plant Pests, Diseases and Disorders. Note: Applicants with equivalent qualifications to the competencies listed above may be granted an exemption from completing further training. Crops & Pastures, Forestry, Pest & Weed Control Non-Cropping & Turf Management To obtain a licence with the above endorsements the following minimum competencies must be successfully completed. AHCCHM303A - Prepare and Apply Chemicals, AHCCHM304A - Transport, Handle and Store Chemicals, AHCPMG301A - Control Weeds, AHCPMG302A - Control Plant Pests, Diseases and Disorders, AHCCHM401A - Minimise Risks in the Use of Chemicals, and AHCCHM402A - Plan and Implement a Chemical Use Program These competencies are required to be completed where mechanical equipment is used to apply pesticides. Examples include boom spraying equipment including quad-bike mounted or air blast equipment. 7
