4 What has changes in alerting the population? How shall the population be informed in the case of an acute danger? A question which is troubling civil protection authorities and first responders in many European countries! Sirens have been a proven method in the past But are they able to perform also today? Many sirens have been dismounted in the last years! Radio & TV could be an alternative, however How is listening to the local radio station today? 6 FP7 - Project Alert4All The FP7 project Alert4All has the goal to investigate new possibilities to alert the population in crisis situations taking into account the global trends. 7 How good can GMS signals be received in buildings? In commercial building, shopping centers, entertainment facilities, factories, office buildings, industrial complexes, the reception of GMS signals (e.g. cell broadcast) often not possible The resilience of GMS based systems is limited, they have a relative short autonomy on back-up power Some companies do not allow the use of social media during office hours. Many persons switch off their mobile phone at night, or do not keep the device at their bedside table. 9 Why to use fire safety & security systems? Ten thousands of systems are already installed in commercial buildings and millions in private homes The systems are resilient against power failures EN norms require battery back-up of 24h and more Many systems are already connected to public an private alarm monitoring stations (MARCS) MARCS employ personnel trained in crisis management which are used to reacting in crisis situation Commercial, public or industrial building sites have an onsite emergency organization trained for crisis management. 30/10/2014 Enzo Peduzzi / Euralarm PEARS Project Slide 9
10 Use of existing infrastructure Voice Alarm Systems convert public alert text messages directly to clear voice messages. 11 The learning's of the project and the demonstration with Alert4All 1. Fire Safety & Security systems can and should be an integral part of any public alert system 2. The extensive installed base could be upgraded to receive alert signals which activate the internal alarm infrastructure 3. Integrating existing fire safety & security systems in a public alert scenarios could be a cost effective and rapid alternative to reach a wide part of the population 4. More sophisticated fire safety and security systems can convert public alert messages into unambiguous voice messages or as a text message on a display on the PC-screen or any other existing monitor 5. 12 The way forward to an European Public Alert Systems Lobbying for holistic, standardized Public Alert principles and regulations in Europe which are able to uses all available channels to reach the vast majority of the population Authorities Standards Based on international standards, the industry will develop systems and interfaces to facilitate secure and reliable connections to safety and security systems Standardization of the communication protocol and the alert messages Industry 30/10/2014 Enzo Peduzzi / Euralarm PEARS Project Slide 12
