Ibisobanuro by amagambo rusange Muri iri tegeko, amagambo akurikira centre and hub for communications and multimedia information; 5. to promote a civil society where information-based services will provide the basis for continuing the enhancement of quality of both work and life; 6. to ensure an equitable provision of affordable services over ubiquitous national infrastructure; Article 2: The Scope of this law This law shall apply to the following: 1. electronic communications; 2. information society; 3. broadcasting sector; 4. the postal sector. Article 3: Definition of terms A. EAC : the East African Community; 2. ICT: Information and Communication Technologies; 3. Country : the republic of Rwanda; 4. The Fund: the Universal Access Fund that provides support for the creation of an enabling environment for people to have equal opportunity and access to telecommunication services; 5. Universal access to communication: the obligation to provide basic communication services for the general public interest and affordable tariffs; 6. Broadcasting: the emission or transmission of sound or images for direct reception by the general public by means of receivers adapted for that purpose, whether the delivery is effected by means of or uses of the radio frequency spectrum, or any electronic communications network, or cable, optical fibre, satellite or any combination of these; après ont la signification suivante: 1. Diffusion: Signifie l émission ou la transmission du son ou des images destinés à la réception directe par le grand public au moyen de récepteurs adaptés à cet effet, que la fourniture soit effectuée au moyen ou par l utilisation du spectre des fréquences radioélectriques, des câbles, de la fibre optique, d une satellite ou de toute combinaison de ces éléments;

Electronic Communications: any transfer, transmission or reception of signs, signals, writing, visual images, moving images and pictures, sounds, text, video, animation, data, intelligence of any nature or a combination thereof exchanged in whole or in section by means of a wire, magnetism, radio, electromagnetic waves or systems and any other electronic communications means; 8. Minister: the Minister in charge of ICT; 9. Republic : the Republic of Rwanda 10. Broadcasting service: the broadcasting of television or sound broadcasting programs to the public, sections of the public or subscribers to such a service and/or a service, or a class of services; 11. Postal services : the services performed and facilities provided upon a given fee for the collection,management, transmission, and delivery of message through postal office; 7. Communication électronique : tout transfert de signes, de signaux, d écrits, d images, de sons, de données, ou de renseignements de toute nature transmis en totalité ou en partie par un système de fil, de radio, électromagnétique ou tout autre moyens de communication électronique. 8. Ministre : le Ministre ayant les ICT dans ses attributions ; 9. République : la République du Rwanda. 10. Service de diffusion : la diffusion de programmes de diffusion télévisuelle ou sonore destinés au public, à une partie du public ou aux abonnés à un tel service et / ou à un service, ou une catégorie de services; 11. Services postaux : les services rendus et des installations fournies pour assurer la collecte, le transport et la livraison par la poste;

Electronic communications service: a public service normally provided for remuneration which consists wholly or mainly in the conveyance of signals on electronic communications networks; 13. Information society services: services provided for remuneration, at a distance, by electronic means and upon individual request of the recipient of the service; 14. information society: a society in which information technologies have a pervasive influence on individuals capabilities to produce, Access, use and distribute in formation for their sustainable development and improvement of their living conditions; 15. User : a legal entity or natural person using or requesting a publicly available electronic communications service and 12. Interconnection: the physical and logical linking of public communications networks used by different undertakings in order to allow the users of such undertakings to communicate among them; 5. Communications interception : to listening, tapping, recording, storing, de-crypting, intercepting, interfering with, or carrying out any other type of surveillance over voice and data communications without the knowledge of the user, unless that user has given explicit permission; 12.
