UMUTWE WA II: ITANGIZWA N IMIKORERE Y IKIGO KIRINDA UMUTEKANO CHAPTER II: COMMENCEMENT AND FUNCTIONING OF SECURITY PROVIDERS CHAPITRE II: LANCEMENT ET FONCTIONNEMENT DES PRESTATAIRES DE SÉCURITÉ Icyiciro cya mbere: inshingano yo kwiyandikisha Section one: obligation to register Section première : l obligation d inscription Ingingo ya 3: kwiyandikisha n icyemezo gihabwa usaba kwandikwa Ntawemerewe gukora nk ikigo kirinda umutekano atabanje kwandikwa n inzego zibifitiye ububasha. Uwifuza kwandikwa ashyikiriza ubusabe RNP ikagenzura ko yujuje ibisabwa usaba kwandikwa nk ikigo kirinda umutekano. Article 3: registration and identification certificate No person may in any manner work as a security provider unless such person is registered as a security provider by the competent authority. The interested person to perform any security business submits the application to the RNP. article 3: l inscription et le certificat d identification Nul ne peut en aucun cas être prestataire de sécurité ava d être inscrite en tant que prestataire de sécurité par l autorité compétente. Atari munsi y imyaka 18 y amavuko; 3. Atarigeze ahamwa n icyaha cyo guhungabanya umutekano w u Rwanda cyangwa uw ikindi Gihugu, icyaha cya Jenoside, ingengabitekerezo ya Jenoside, guhakana no gupfobya Jenoside yakorewe abatutsi n ibindi byaha byibasiye inyoko muntu; When the applicant meets requirements, the RNP gives to him/her the identification certificate to give to the Authority. After registration by the Authority, a security provider is allowed to start the business. Article 4: requirements for registration Any natural person applying for registration, may be registered if he/she meets the following requirements: 1. Is a person of integrity; 2. Is at least 18 years of age; 3. Was not found guilty of a crime relating to violation of the security of Rwanda or of a foreign country, Genocide, genocide ideology, crime of negationism and minimization of the genocide against Tutsi and other crimes against humanity; Lorsque le demandeur répond aux exigences, la RNP octroi à lui/elle le certificat d'identification qu il présente à l'office. Atari umwe mubagize Ingabo z Igihugu, Polisi y Igihugu, Urwego rw Igihugu rushinzwe Iperereza n Umutekano n Urwego rw Igihugu rushinzwe Imfungwa n Abagororwa; 6. Yujuje ibindi byashirwaho n iteka rya Minisitiri. Iyo abifuza gushinga ikigo kirinda umutekano ari abantu bafatanyije uwo mushinga, buri wese muri bo agomba kuba yujuje ibivugwa mu gace ka 1 kugeza ku ka 5 k iyi ngingo. 4. Submit a prescribed clearance certificate, together with such other information as the RNP may reasonably require, if the applicant is a former of any official military, Police, National Intelligence and Security Services or any other security organ determined by the law; 5. Is not a member of Rwanda Defence Force, Rwanda National Police, National Intelligence and security services and Rwanda Correctional Services; 6. He/she meets all other requirements which may be determined by the Minister. The security provider must each week, submit to the RNP the report on security problems and difuculties encountered. This report is submitted on the form elaborated by the Inspector General of the Rwanda National Police.
