Division St. Room B-3 Salisbury, MD Ph Fax Date: July 8, 2015 Addendum # 1 (plus Attachment) Bid: Radio Communication System Replacement CORRECTIONS: Fruitland Intermediate School (208 W Main St, Fruitland, MD 21826) replaces all references to Bennett Middle School in the RFP (pages 3, 9, and 34). QUESTIONS and ANSWERS: 1: Q: Is a new recording system needed for the new radio system? A: As stated in Section 11.3 of the RFP, it is Wicomico County s intent to continue to use the current logging recorder system. That said, the County is willing to entertain the replacement of that system if it can be shown that a new system would be of better value to the County. If an Offeror intends to submit a proposal for a new system they must include a feature-by-feature comparison with the current system (Verint Call Recording) and show the cost as an optional line item of their cost proposal. 2: Q: [pages 11-12, Section 2.6.6] Would the County clarify what software is not being replaced? A: As stated in the RFP, it is Wicomico County s intent to continue to use the current software that is in use (CAD, RMS, logging recorder, NMS, etc.). That said, the County is willing to entertain the replacement of any software if it can be shown that a new software package would be of better value to the County. If an Offeror intends to submit a proposal for a new software package they must include a feature-by-feature comparison with the current software and show the cost as an optional line item of their cost proposal. 1
2 3: Q; In order to design an interface would the County please provide specifications regarding the Board of Education microwave system. Would the County clarify whether this should be included in the cost proposal? A: Disregard the interface, as it has been determined by Wicomico County that no interface to the Wicomico County Board of Education microwave system is needed at this time. 4: Q: [page 76, Section 20.4] Would the County clarify what database administration is required in this request? A: Assuming the reference is to Section 20.5 (20.4 is hardware), as noted in the response to Questions 1 and 2 above, the database administration is referring to the current CAD, RMS, logging recorder, and NMS. The requirement for maintaining the database during the warranty and extended maintenance periods are applicable if Offeror is replacing the above mentioned software. 5: Q: [page 3, Section 1.5] Can the location of the backup dispatch center be clarified as either 411 W Naylor Mill Road OR 401 W Naylor Mill Road? Is Wicomico County responsible for providing network connectivity to both the dispatch centers and the Radio sites or these links be incorporated into the microwave design? A: The backup dispatch center is located at the Wicomico County Sheriff s Office, which is at 401 W Naylor Mill Rd, where there is one backup console. The Sheriff s Office maintains two full-time consoles for law enforcement dispatch. There is network connectivity utilizing fiber between 411 W Naylor Mill and 401 W Naylor Mill. The County does not envision a separate microwave link between the two buildings. 6: Q: [page 5, Section 1.12] Can the County provide the evaluation scoring of the proposals? How would turnkey proposals be scored vs. prime and some of the components? A: Wicomico County does not intend to release its evaluation scoring at this time. If the County decides to release its scoring, it will be provided in a subsequent addendum. 7: Q: [page 7, Section 2.2] Since the County reserves the right to buy individual component portions from prime vendors, please confirm that offerors should attach all discounts to specific components and that "system discounts" attached to multiple components are not allowed. This will facilitate the Counties ability to know the cost of each component. A: Wicomico County confirms that all Offerors should relate all discounts to specific components with the cost associated with that individual component. The County is also interested in system discounts, if applicable, and would have those listed as a separate line item on the cost proposal. 2
3 8: Q: [page 25, Section 5.1] Are there any legacy conventional channels (mutual aid) that need to be integrated into the P25 system? A: Yes. NPSPAC channels, Coast Guard VHF channels, and State Fire Mutual ( ). Also, be aware that dispatch has Sussex County Fire (DE), Worcester County Fire (MD), and Somerset County Fire (MD) interconnects on its consoles; and that the State of Delaware currently uses one of Wicomico County s talkgroups when they come into MD, in order to communicate with PRMC hospital. 9: Q: [page 33, Section 7.3] How many antennas are expected to be relocated? Who will be doing the management of the antenna relocations? A: Wicomico County envisions the successful tower vendor to be responsible for installation of new antennas on the new tower for services that will continue in use, as well as removal of the existing antennas on the current towers after cutover to the new antennas is completed. A list of antennas to-date is being provided as an attachment to this addendum. 10: Q: [page 34, Section 7.7] What tower height should be assumed at each site for the County radio system antennas? A: This answer is highly dependent on the radio system design being submitted by the Offeror. If the design calls for a new tower it would be up to the designer to designate at what height the antennas are mounted based on tower height. If using a tower that is currently in use by the County s radio system the antenna height would be as it currently exists. If using an existing tower that is not currently in use by the County s radio system the antenna height would be determined by availability (also see answer to Question 11). 11: Q: [page 35, Section 7.8] Please provide list of State of MD tower facilities with coordinates; tower heights and ASR numbers. A: The state towers currently used (Pittsville and Poplar Hill) are shown in Section 4.4 (pages 21-22). At the current time, an MOU for access to other state towers has not been signed. When access to other state towers has been secured an addendum will be issued with a list of state towers that may be used along with available heights for antennas. 12: Q: [page 36, Section 8.2] Please clarify the obstruction clearance criteria. Each of the three clearance criteria will result in differing antenna heights. Are respondents to default to K=4/3 or default to the most conservative clearance criteria? A: Allow for years of Fresnel clearance and reference which criteria was used in your response. 13: Q: [page 36, Section 8.2] Is there a preference on channel width for each microwave frequency? Is there a preference for indoor radios for ease of maintenance? 3
4 A: Allow for the current traffic load and future growth of 50% over the next 15 years, as far as channel width. There is a not preference for indoor radios. 14: Q: [page 39, Section 10.1] Are touchscreens required for console monitors? A: Wicomico County envisions future features of CAD operations to include touchscreen applications; touchscreen console monitors are required. 15: Q: [page 39, Section 10.1] What is the total number of analog telephone lines required for the dispatch console to interface with at the primary and backup dispatch centers? A: Zero, the dispatch consoles do not interface with the analog phone lines at either dispatch center. 16: Q: [page 39, Section 10.1] What is the total number of digital telephone lines required for the dispatch console to interfaces with at the primary and backup dispatch centers? A: Zero, the dispatch consoles do not interface with the digital phone lines at either dispatch center. 17: Q: [page 39, Section 10.1] What is the total number of talkgroups the P25 consoles must support? A: At the current time, Wicomico County maintains 153 talkgroups on 6 voice channels. The County envisions a 10% increase in talkgroups over the next five years and a 25% growth over the 15 years system lifecycle. 18: Q: [page 43, Section 11.3] Is the County's intent to have proposers interface to the existing Verint recorder as is, or to a new IP Verint recorder? If to a new Verint recorder, please provide specifics of the new Verint recorder. Also, please provide a contact at Verint for proposers to talk to. A: As stated in Section 11.3 of the RFP, it is Wicomico County s intent to continue to use the current logging recorder system. That said, the County is willing to entertain the replacement of that system if it can be shown that a new system would be of better value to the County. If an Offeror intends to submit a proposal for a new system they must include a feature-by-feature comparison with the current system (Verint Call Recording) and show the cost as an optional line item of their cost proposal. The Verint contact is Will Perez, who can be reached at or via at wperez@mcenroevoice.com. 19: Q: [page 46, Section 13.1] OTAP is not currently part of the P25 standards. Please confirm that proposers should still include proprietary OTAP software in their offering. 4
5 A: The Proposer should still include OTAP software as part of their offering. The Proposer should compare and contrast their proposed OTAP software with other leading OTAP software packages. 20: Q: [page 47, Section 13.2] Please confirm that all existing Motorola radio units are already equipped with the necessary P25 Phase 1/Phase 2 software licenses. If they are not equipped with these software licenses please confirm they will be procured separately by the County as only Motorola can provide these licenses. A: Pursuant to Sections 13.2 and 13.3 of the RFP concerning continued use of existing subscriber inventory which is P25 compatible, the County desires the Prime Proposer to ensure that the radio system will allow continued use of those subscriber units. The County has current licenses for all existing P25 Phase I and/or Phase 2 compatible subscriber units in its inventory and will be responsible for continuing the licenses for those units. 21: Q: [page 74, Section 20.1] Are all spares utilized during the warranty period to be replaced with new units instead of repairing the defective unit? Does the County intend to retain the repaired unit also? A: For spares utilized during the warranty period, Wicomico County will accept the remanufactured/repaired unit with it being rotated into the spare parts inventory. 22: Q: [page 76, Section 20.4] Is it the County's intention to arrange repair services directly with the OEM's vs. the Prime Contractor? A: Wicomico County intends to utilize direct OEM product support, if under warranty (i.e., routers, servers, etc.). If component is covered by the Prime Contractor s extended warranty, repair services will be provided under that agreement unless specifically excluded under contract. 23: Q: [page 76, Section 20.3] Is quoting the maintenance facility mandatory as part of the prime contractor response? A: It is Wicomico County s intent to colocate the maintenance facility adjacent to the new Naylor Mill tower with funding provided by this RFP. It is not mandatory, but strongly preferred, that the Prime Contractor provide a separate cost line item for the maintenance facility. 24: Q: [page 76, Section 20.3] Are the vehicle bays required to be sized to allow all County fire apparatus to fit into the facility for service or can this work be done at existing fire stations. Would the County consider leasing an existing facility to meet this requirement? A: Yes, the vehicle bays must be of a size to accommodate all of the fire apparatus used by the fire departments in Wicomico County. Yes, the County would consider leasing an existing facility if all requirements for the facility were met, even if the facility is not located at the Naylor Mill tower site. 5
6 25: Q: [page 77, Section 20.6] Is DC power a requirement at the radio sites? A: DC power, as well as generators to power the site and recharge the site s batteries, is a requirement at each radio site. 26: Q: [Section 1.5] We would be bidding the microwave only. Our representative was unable to attend today but I understand that today's Pre-bid was optional. If we did not attend today to get on the list, can we attend tomorrow (or another scheduled date prior to the 2nd Pre-bid) and do the site walks? What is the limit of persons attending from 1 company? A: There will be further opportunities for site visits after the second pre-proposal meeting, which is mandatory for all Offerors on August 3, The final tower locations for the project will not be determined until selection of a final system design. Most of the potential tower sites (listed in the RFP) are available for inspection without need of an escort. There is no specified limit to the number of persons attending from one company.
