1 MASTER PLAN FOR EXISTING 254-FOOT COMMUNICATIONS TOWER Skyline Drive La Habra Heights California PROPERTY OWNER: Coast Community College District 1370 Adams Avenue Costa Mesa, CA Attn: Richard Patterson (714) INTRODUCTION: The 254-foot broadcast/communications tower and communications building located at Skyline Drive, in La Habra Heights, was built in 1971 as a television transmitting facility for Coast Community College District s television station KOCE-TV. With the development of digital television, KOCE-TV no longer transmits from the Skyline Drive location, but from Mt. Wilson. Coast Community College District ( CCCD ) was recently granted a ten-year extension of its Conditional Use Permit to continue to use the premises for important communications uses critical to serving the public, including, but not limited to, CCCD s Wide Area Network (WAN) Voice and Data Network backup facilities, public safety, including La Habra Heights Fire Department, local community police and fire departments, county, state, federal agencies, and private businesses. This Master Plan describes the proposed uses, and types of antennas which are likely to be mounted on the tower, and the impact any additional antennas will have on the overall public view of the tower. CCCD s goal for this master plan is to develop this communication facility through an administrative rather than a CUP process. This would be consistent with the City s new chapter 7.8 (Wireless Telecommunication Facilities) sections A and B for colocated facilities. 2. CITY OF LA HABRA HEIGHTS FINDINGS: The following are the required findings of the La Habra Heights Municipal Code for Telecommunications Facilities: 2.1 CCCD s special communications facilities are Conditionally Permitted within the Public Facilities Zone ( Zone ). 2 2.2 The facilities will not impair the integrity and character of the Zone in which it is located and will adhere to all applicable performance standards. 2.3 The site is physically suitable for the type of land use for which it was intended. 2.4 The use of the site as a communications facility is compatible with the land uses adjacent to the CCCD property. 2.5 The proposed use would be compatible with future land uses within the Zone District and the general area in which the CCCD tower and building are located. 2.6 The facility has adequate provision for water, sanitation, circulation, public utilities and other services. 2.7 There are adequate provisions for public access to service the facility. 2.8 The use of the facility is consistent with the goals, policies and general land uses of the City of La Habra Heights General plan. 2.9 The proposed use would not be detrimental to the public interest, health, safety, convenience or welfare The proposed use is not in conflict with the neighborhood and community character and will maintain views and privacy. 3. FACILITY LOCATION AND SURROUNDING LAND USE DESIGNATION AND USES 3.1 Exhibit A is a legal description of the property 3.2 Exhibit B is the City of La Habra Heights, land use designations and uses. 4. COMPATIBILITY WITH SURROUNDING LAND USES This Master Plan proposal is compatible with existing and future land uses within the zone and the general area in which the use is located because the surrounding area land uses consists of a water tank, electrical transmission lines and vacant land. The current application does not propose a change in the use of the site, which has been utilized as television and radio transmitting location since 1972 and found by the city of La Habra Heights in the CUP granted in 2009 to be consistent and compatible with existing land uses. 5. FACILITY ACCESS AND INFRASTRUCTURE The site consists of a single story Butler-type steel building approximately 2000 square feet and a 254 foot steel transmitting tower. The site is accessed via Gotera Drive on the Page 2

3 Hacienda Heights side of the Puente Hills. Gotera Drive ends and access from that point is over a paved road constructed by Suburban Water, over which the Coast Community College District has a right-of-use in perpetuity. Such access is adequate for this type of operation. Traffic to the site consists of approximately one visit per week by technicians. 6. COAST COMMUNITY COLLEGE DISTRICT S FUTURE PLAN USE FOR THE FACILITIES With the facility no longer being used as the transmitting location for KOCE-TV, CCCD wishes to utilize the facility, consistent with the Zone District, so that the facility will be selfsustaining and not a burden on the limited resources of the CCCD. Making the existing tower and the communications building available to government agencies and private businesses will relieve the need for other towers to be built along the ridge line on the La Habra Hills between the 605 and 57 freeways. Due to the fluid nature of the wireless communications industry it is difficult to predict what the demand for tower space will be. Newer technologies are constantly being developed, while older technologies are becoming obsolete (for example, cellular phones have replaced pagers; digital has replaced analog TV broadcasts). Most of the emerging cellular technologies are based upon the cell site model, where coverage is intentionally limited to a relatively small area. Therefore, the CCCD s tower on top of the La Habra Hills, with a much greater coverage potential, may not be suitable for these types of uses. While an accurate prediction of the possible uses for the CCCD facility is impossible, some of the uses for the facility that require a high elevation communication site are discussed below. While it is unknown if all of these uses will be accommodated, or to what degree, examples of possible uses, along with typical types of antennas that might be used is discussed below: 6.1 Facilities for AM / FM or TV Broadcast Stations: The majority of the greater Los Angeles metropolitan area radio and televisions stations transmit from Mt. Wilson or Mt. Harvard (a mile south of Mt. Wilson). The 2009 Station Fire, which threatened all of the numerous towers at Mt Wilson/Mt. Harvard, makes the need for a backup facility imperative, so these vital public services may continue when their primary facilities are threatened by fires. During that crisis, several broadcast stations contacted us to use the facility for this purpose. In addition, with the convergence of digital television broadcasting and the congestion on Mt. Wilson and Mt. Harvard, we anticipate that one or two broadcast stations might want to use this facility as their primary or secondary transmitter location to serve Orange County. Figure 1 is an example of several types of transmitting antennas that might be installed for Radio, and Figure 2 shows several typical TV antennas (VHF, UHF & DTV). As stated in the opening paragraph, this tower was constructed as a broadcast facility, and CCCD would like to continue that history. The Federal Communications Commission ( FCC ) requires that Radio and TV stations meet the environmental requirements of the FCC Office of Engineering and Technology (OET), Evaluating Compliance with FCC Guidelines for Human Exposure to Radiofrequency Page 3

4 Electromagnetic Fields, OET Bulletin 65, Edition 97-01, August The radio frequency radiation ( RFR ) from any Radio or TV station will be less than the RFR produced by KOCE- TV when it transmitted from the facility, which was well below that maximum permitted by the FCC. CCCD will verify that each Radio and/or TV tenant has complied with the requirements of FCC OET Bulletin 65. Attached is a copy of FCC OET Bulletin 65 Exhibit C. [Note: Bulletin 65 can be downloaded at the following URL: ] 6.2 Public Safety Two-way Radio Systems: The most likely usage would be CCCD, local governments, utilities, police and fire departments, such as La Habra Heights, La Habra, Brea, Whittier, City of Industry and La Puente. Other government agencies that are potential users of the facility would Los Angeles and Orange County Public Safety, State of California (CHP), and federal agencies such as the FBI, DEA, Post Office, etc. The likely frequencies would be in the 450 and 800 MHz range. Figure 3 shows typical antennas that might be used for this purpose. These public safety antennas would be mounted on the legs of the tower, and being small in comparison to the tower leg, would be invisible to the naked eye. Environmentally, these types of antennas also have the requirement for compliance with FCC guidelines with respect to radiofrequency radiation. In this case, the standard is the FCC publication A Local Government Official s Guide to Transmitting Antenna RF Emission Safety: Rules, Procedures, and Practical Guidance, June 2, Microwave Systems: The use of new microwave dish antennas would be limited by CCCD. The permitted uses would be to support CCCD s WAN, existing tenants and the program feed for the AM, FM or TV stations as shown in the Master Plan in Section 6.1 above, CCCD will limit the maximum antenna size to eight-foot in diameter. These antennas would be mounted as low as possible on the lower tripod section of the tower legs to allow line of sight over any ground obstructions or on the communications building. Figure 3 is some examples of typical Microwave antennas; these antennas could be painted to match the tower to reduce their visibility on the tower. 7. UNATTENDED OPERATION: All of the equipment that might be installed at the facility will be operated by remote control. By the very nature of the equipment, visits to the site by tenants will only be for occasional maintenance, which will be rare. There will be a minimal number of people coming and going to the site so as not to pose a problem for any of the neighbors. 8. SUMMARY: CCCD is a public institution of higher learning; we and our tenants provide a public service for the Southern California area. In cooperation with the City of La Habra Heights it is Page 4
