Executive Summary The Evans Engineering Solutions Business and Safety Plan identifies the company experience and strengths, company history, our target markets, company goals, pricing strategies, and potential growth strategies. In addition and in depth, an explanation of how we are capable of delivering quality solutions to our clients for a competitive low price is presented, as well as our business safety plan. Evans Engineering Solutions recently expanded its operations. Prior to expansion, Broadcast Engineering, Radio Frequency (RF) Impact Studies, Cellular Tower Review, In Building RF Coverage Testing, FCC Licensing, and Tower Detuning were the primary services offered. New in 2015, the company has added Emergency Preparedness and Emergency Response Planning services to clients in the public and private sector. These services include Communication Assessments, Vulnerability Assessments, Continuity of Operations Planning, Succession Planning, Staffing and Analysis Plans, and FEMA compliant training and exercises. In addition, Evans Engineering Solutions has available resources to work in concert with architectural firms in the design of public safety communications centers, command and control centers, and emergency operation centers. Our company CEO B. Benjamin Ben Evans is an Electrical Engineering major and a licensed Professional Engineer (P.E.) in the State of Wisconsin. His vision of diversity in delivering quality communication studies has expanded to include the planning and training that result in operational capability, staff knowledge, and staff readiness. These are essential elements needed today to maintain operations during natural or manmade disasters. Our company goals and target markets to achieve those goals are well defined within this Business Plan. Evans Engineering Solutions is a small business that features available contractors that can be relied upon to deliver all services we offer. Contractors available to support Evans Engineering Solutions are senior industry Subject Matter Experts (SME s) who have years of applicable experience delivering the

2 same types of products that our company delivers. Our target market is a blend of public and private sector clients who have a need for our services. Many public sector agencies are required to have an existing Vulnerability Assessment and Emergency Response Plan. Those plans also may be required to have a ten year review and update. Our company completely understands these regulations and will work closely with our clients to satisfy those requirements at an affordable price. This plan identifies Ben Evans as the sole point of contact to discuss proposals and other new project business. Mr. Evans shall determine what Subject Matter Experts are needed to deliver the project. O Evans Engineering Solutions Strengths and Experience The company offers a variety of services. Communications is the core business of the company. The company plan for shall remain focused on that line of business. Strengths in this area include over 30 years of experience in communication planning, equipment procurement and implementation, and prevention planning to avoid interference to a communications station by another communications station, or by any new construction that would cause interference, such as power lines, steel towers, and industrial wind turbines. Communication services offered within the life of this Business Plan include: 1. Broadcast Engineering Engineering Consulting for modification of existing broadcast stations or new start ups, including system design, preparing RFPs, and construction supervision. 2. Radio Frequency (RF) Impact Studies Identification of potential interference to existing radio or TV operations by other similar operations or by non radiating construction projects. 3. Cellular Tower Permit Application Review Review of a cell provider s Conditional Use Permit to determine if the proposed base station tower is needed and will be consistent with the vision of the local jurisdiction. 4. In Building RF Coverage Testing Using industry standard equipment, validate coverage and identify coverage gaps. 5. FCC Licensing Prepare and file FCC applications for new or modified transmitting facilities, or to license newly constructed facilities. 6. Tower Detuning Equip tower with detuning apparatus to avoid or eliminate signal distortion of a nearby AM broadcast transmitting antenna. 7. Communication Assessments and Planning, including present capabilities, communication gaps, and cost/benefit analysis. 8. Tactical Interoperability Communication Planning, including resource planning and resource sharing dispatch console interoperability, long term incident sustainability for up to 30 days, and Homeland Security Exercise and Evaluation Program functional exercise to test and validate the plan. 9. Dispatch Center Continuity of Operations Planning, in which Evans Engineering Solutions will work with our clients to plan for disasters or major incidents that require an agency to relocate its dispatch operations to an alternate site or facility. Alternate site facilities would have RF, CAD, Records Management Systems, and Mobile Data Networks capability. Within this plan,

3 essential functions and staff are identified to efficiently maintain operations at an alternate facility. Evans Engineering Solutions will provide FEMA certified Subject Matter Experts to complete this planning and all exercises associated with testing of the plan. 10. Radio Frequency Exposure Analysis/Measurements Calculate or perform measurements of RF exposure power density levels at transmitter sites to confirm that levels are in compliance with FCC standards. Additional strengths include: 1. Emergency Response Planning Subject Matter Experts (SME s) 2. Business Continuity Planning, featuring FEMA certified staff 3. Vulnerability Assessments using Risk Analysis and Management of Critical Asset Protection (RAMCAP) or the EPA Vulnerability Self Assessment Tool (VSAT) version Succession Planning for public and private sector agencies 5. State Communications Networks Our Target Market The markets that Evans Engineering Solutions will pursue within the life cycle of this Business Plan include public sector and private sector agencies that are in need of the services we offer as defined in this plan. For on site projects, our primary coverage area includes the States of Wisconsin, Northern Illinois, Michigan, Iowa and Minnesota. Using communications as the core business, the company intends to pursue projects with agencies that are planning or will undergo yet planned communication

4 system upgrades. We also will partner with architectural firms in the design and building of new dispatch centers, Communication, Command and Control Centers (C 3) and Emergency Operation Centers. Vulnerability Assessments and Emergency Response Planning services are available for Water and Wastewater utilities, Seaports, Public Safety agencies and Transportation. Classroom training and HSEEP compliant exercises are offered to any agency that is required to have annual training such as the military, public safety, utilities, large corporations, schools, and all other agencies defined as critical infrastructure within the National Response Framework. In addition to planning, conduct and After Action Reports for HSEEP exercises, Evans Engineering Solutions also provides all exercise vests worn by the Director, Controllers and Evaluators of each exercise and all radio equipment needed to efficiently direct and exercise. u for wind farm developers, cell tower Company Goals and Business Strategy The business goal of the company is to maintain existing clients and establish new customers within the framework of this plan. Once this is achieved, recurring business shall be a focus of the CEO. Entering into Master Services Agreements (MSA s) with our clients is another goal of the company whereas opportunities for additional business can be acquired within the life and guidelines of the MSA. Recurring business is a benchmark goal for this company. Maintenance of an up to date business website and a strong marketing strategy are additional goals of the company. These include monthly updates of the company website that provide the reader with information on company successes and also provide project references and new resources as they become available. Additional marketing strategies consist of electronic mailings regarding company services to target audiences, attendance at seminars, workshops where presentations can be made regarding services we offer and local or extended advertising. Safety Plan Prior to conducting client site visits, potential hazards shall be identified that could potentially cause injury to Evans Engineering Solutions staff. Examples of site visit hazards are dangerous chemicals stored on site, gasoline or chlorine storage, live electrical circuits, natural gas and LP storage sites, and loose animals. Evans Engineering Solutions shall provide a Safety Moment prior to facilitating any onsite meetings, workshops or seminars. Safety moments may consist of items that are currently occurring in the community that impact the safety and welfare of meeting participants. Safety moments can be as simple as identification of all restroom facilities and entrance/exit locations. Tornado shelter areas shall be identified to enable staff to seek shelter during severe natural events.

5 Hard Hat and Safety Shoe areas shall be identified so staff can adequately prepare and be compliant with site safety regulations High RF Fields Areas, in excess of occupational FCC exposure limits, around and in transmitting facilities and outbuildings shall be identified, and an RF excess exposure prevention plan shall be implemented by the client s transmitter operator, so as to be compliant with FCC RF exposure guidelines. Site Access shall be formalized between Evans Engineering Solutions and the client POC prior to scheduling a site visit to conduct project business. Background checks and access badges may need to be completed prior to gaining access. If the client requires Evans staff to be escorted, arrangements shall be made prior to the site visit with the client POC. Reporting Injuries is the responsibility of Evans Engineering Solutions employees and contractors hired by the company to deliver the project. Our company will work closely with our client to determine the onsite medical emergency protocol. As soon as practical, a written report of the injury shall be submitted to Ben Evans detailing the events. Discussion Based and Operational Exercises shall be delivered with a focus on player participant safety at all times. Prior to beginning an exercise, Evans Engineering Solutions will prepare a PowerPoint media presentation to educate player participants as to the rules of the exercise and processes to follow in the event of a player injury. A safety officer will be assigned to every exercise to ensure compliance.
