1 Positive Behaviour Framework Stage 2 Training Calendar January December 2015 Statewide Training Framework in Positive Behaviour Support Statewide Direct care staff Behaviour Support Consultants Is there a better way? : Families and service providers learn about the Code of Practice for the Elimination of Restrictive Practices and the principles of Positive Behaviour Support. Positive Behaviour Support: Staff develop understanding of how to practically apply Positive Behaviour Support strategies and design effective services. Behaviour Support Plan Development and Assessment: Staff will learn how to develop a quality person-centred behaviour support plan and how to assess it using the Behaviour Support Plan Quality Evaluation Guide II (BSP-QEII). More Than Talking : Staff develop understanding of the role of communication in interpreting behaviour, of unmet needs in people s lives and quality of life. PBS Tool Box: Developing procedural reliability in implementing Positive Behaviour Support Plans. Code of Practice for the Elimination of Restrictive Practices Effective Service Design guide

2 What is Positive Behaviour Support? Positive Behaviour Support is an evidence-based approach with a primary goal of increasing a person s quality of life and a secondary goal of decreasing the frequency and severity of challenging behaviours. Why would it be useful for your organisation to build skills in Positive Behaviour Support? Challenging behaviour is often attributed to the person demonstrating the behaviour but the challenge often belongs to those surrounding the person. Positive Behaviour Support is a comprehensive approach to assessment, planning and intervention that focuses on addressing the person s needs, their home environment and overall quality of life. Positive Behaviour Support is about working with all the people who know the person best to develop a shared understanding about why the person has a need to engage in challenging behaviour. What training does the Statewide Training Framework in Positive Behaviour Support include? Is there a better way? Positive Behaviour Support More than Talking Behaviour Support Plan Development and Assessment Augmentative and Alternative Communication Positive Behaviour Support Tool Box Therapeutic Devices What would you expect to see as an outcome of this training? Investing in Positive Behaviour Support makes a lot of sense because it will assist in: supporting you to move away from the routine use of restrictive practices, and in doing so better meet the new requirements of the National Standards for Disability Services and the Code of Practice for the Elimination of Restrictive Practices providing you with practical tools to improve your procedural reliability in instances where you are required to respond to challenging behaviours

3 improving a person s quality of life and in doing so will bring an associated reduction in the frequency and intensity of challenging behaviour assisting you in developing a better understanding of the function of a person s behaviour helping you develop more effective communication strategies that assist in supporting a person to build relationships with others helping you build better connections with families linking and connecting you to the rest of the disability sector to build a shared, consistent and evidence based approach to the needs of our most vulnerable citizens. What do you need to do to get the best value out of this training? Evidence suggests that Positive Behaviour Support is best implemented under the following conditions. Senior level organisational support for the introduction of Positive Behaviour Support. Staff are able to access appropriate training. Emerging leadership is supported at all levels within a disability sector organisation, but particularly at the operational level through the introduction of leadership/mentor roles specific to the area of behavioural support (for example, identifying a Behaviour Support Consultant and behaviour support champions). Implementation of robust and consistently applied organisational systems and processes (such as a Positive Behaviour Support Panel) that support and embed good behaviour support practices. Participation in cross-sector and inter jurisdictional collaboration. Access to timely, accessible support from experienced staff in the disability sector and professionals with experience in Positive Behaviour Support. 4 Training Opportunities for the West Australia Disability Sector in 2015 Is there a better way? A two-day family led training course which focuses on positive behaviour support and family engagement strategies, which is designed to support both the disability sector and families and carers to better respond to the needs of people with disability who sometimes experience challenging behaviour. This training includes access to multimedia resources. For further information, Susan Stanford on susan@youniverse.org.au. No Cost. Positive Behaviour Support A one-day training course for direct support workers run by the Learning and Development Branch of the Disability Services Commission. This training was developed in response to requests across the disability sector for accessible and affordable training for direct support workers in the metropolitan and regional areas. This training program was developed and adapted from the unit of competence Provide Behaviour Support in the Context of Individual Plans from the Certificate III in Disability and Plan and Provide Advanced Behaviour Support from the Certificate IV in Disability. The main focus of the training is Positive Behaviour Support, with a component on Restrictive Practices, and comprises a mixture of theory, practice, case studies and DVDs. Cost $120 per head. A two-day training course is available on request for managers/coordinators in advanced Positive Behaviour Support (which focusses on developing Behaviour Support Plans). Training will be tailored to the individual needs of organisations and a quote provided. Smaller agencies may want to join together for cost effectiveness here. More Than Talking The More than Talking program is a three-day workshop for Behaviour Support Consultants and behaviour support champions (with prior PBS training desirable) designed to help people who support individuals with disability to better understand the functions and reasons for challenging behaviour and the role communication plays in this. In doing this, the training will support participants to understand their role in creating and maintaining a supportive communication environment that meets the individual s ongoing needs. No Cost.

5 Behaviour Support Plan Development and Assessment () This three-day training workshop for Behaviour Support Consultants, together with their behaviour support champions, is delivered within an emerging community of practice and is designed to: develop knowledge and skills in writing quality person centred behaviour support plans using a comprehensive positive behaviour support approach and develop knowledge and skills in assessing the quality of behaviour support plans using the Behaviour Support Plan Quality Evaluation Guide II (BSP-QEII). During the training staff will have opportunity to develop and assess the quality of a behaviour support plan for a person supported by their organisation. Prior Positive Behaviour Support training and/or good experience in Positive Behaviour Support is needed for this workshop. No Cost. Augmentative and Alternative Communication A one-day training course for direct support workers run by the Learning and Development Branch of the Disability Services Commission. At the end of the session staff will be able to: explain the participation model; identify methods of communication and reasons people communicate; identify and overcome barriers using a variety of communication strategies; use a core vocabulary of Key Word Signs; complete a communication profile and action plan for an individual. Cost $100 per head. Positive Behaviour Support Tool Box A half-day practical event for Behaviour Support Consultants who have completed all elements of the PBS training and who are looking to build procedural reliability in the implementation of Positive Behaviour Support Plans. No Cost. Therapeutic Devices What is the difference between a therapeutic device and a restrictive practice? When would a device be considered a restrictive practice? What safeguards need to be in place? This is a one-day workshop on practical decision making run by Kaye Donec Adult Therapy Team Leader Disability Services Commission. No Cost. 18 What other help is available? Positive Behaviour Support in Action (PBIA) interest group The Positive Behaviour Support in Action (PBIA) interest group is a peer support group which provides an opportunity for staff to continue to develop their skills in implementing and applying Positive Behaviour Support principles in their workplace. (See the PBIA brochure on the ideaswa website). The 6-weekly meetings are now always held at the Commission s West Perth office so a video link-up is available to regional providers. For further information please contact Jodie Smyth on or by jodie.smyth@unitingcarewest.org.au Across the Disability Sector Community of Practice Behaviour Support Consultants act as mentors and/or frontline coordinators to assist organisations to implement the Positive Behaviour Framework reform agenda. These positions also act as a point of contact across the sector to encourage collaboration and support transparency for organisations in the development of behavioural responses for people with disability who sometimes experience challenging behaviour. The consultants meet 6-weekly in a Community of Practice to share information and support each other on the journey towards the reduction and eventual elimination of restrictive practices. The Community of Practice provides opportunities for Behaviour Support Consultants to share information, good news stories and resources. If you would like to develop/join a community of practice please contact Mike Cubbage on or michael.cubbage@dsc.wa.gov.au PBF Guiding Committee The Positive Behaviour Framework Guiding Committee has 40 members representing people with disability, families, disability sector organisations, peak bodies and Commission directorates. For further information please contact Denise Wettermann on or denise.wettermann@dsc.wa.gov.au Positive Behaviour Support Panels Positive Behaviour Support Panels have been introduced to review Behaviour Support Plans that contain restrictive practice. The Behaviour Support Consultants act as external panel members for other organisations to review any Behaviour Support Plan that contains a restrictive practice. Behaviour Support Plans may be reviewed using the Behaviour Support Plan Quality Evaluation Guide II (BSP-QEII). The BSP-QEII provides everyone in the disability sector with the common language and focus that allows disability sector organisations to collaborate as behaviour support plans are reviewed. The panels ensure the restrictive practice

19 adopted is the least restrictive alternative, in place for the shortest possible time with consideration of consent and with a process for regular review put in place.
