4 SECTION - I INTRODUCTION The promulgation of Employees State Insurance (ESI) Act, 1948 envisaged an integrated need based social insurance scheme that would protect the interest of workers in contingencies such as sickness, maternity, temporary or permanent physical disablement and death due to employment injury resulting in loss of wages or earning capacity. The Act also guarantees reasonably good medical care to workers and their immediate dependants. Following the promulgation of the ESI Act, the Central Govt. set up the Employees State Insurance Corporation (ESIC) to administer the Scheme. Under the Act, ESIC provides comprehensive health care to all Insured persons and their families as one of the insurance related benefit. To administer this comprehensive medical care there is huge infrastructure comprising of 144 hospitals including arrangements with other Institutions for provision of super specialty care. There was a felt need to upgrade the medical facilities in ESI medical institutions all over the country. As a first step in realization of this vision, ESIC decided to set up Medical Colleges, Dental colleges and Nursing schools all over India. In this direction, ESI Post Graduate Institutes for Medical Sciences & Research (ESI- PGIMSR) were set up at the hospitals at K.K. Nagar, Chennai / Rajaji Nagar, Bangalore / Andheri (E) Mumbai/MGM-Parel Mumbai / Basaidarapur since The undergraduate teaching programme (M.B.B.S) was initially started at ESIC Medical College at Rajaji Nagar, Bangalore in 2012, followed by K.K. Nagar (Chennai), Joka (Kolkata) and Gulbarga (Karnataka) in The ESIC Medical College at Faridabad (Haryana) shall admit its first MBBS batch in 2015.

5 SECTION - II AIMS & OBJECTIVES Primarily to provide adequate medical professionals to run the scheme through medical manpower trained through its own Medical Education institutions. To improve the competencies of its existing medical human resource rendering comprehensive medical care to its clients To improve the quality of comprehensive medical care rendered to its clients thereby increasing client satisfaction To impart spirit of inquiry and scientific temperament among faculty and students through research oriented activities. Enhancing the social dimension of care, by striving to provide super specialty treatment to insured persons by our own institutions. To constantly display sensitivity and respond to changing educational, social and community demands

6 SECTION III ABOUT ESIC MEDICAL COLLEGE & HOSPITAL, Faridabad, Haryana History ESIS Hospital building started in 1968 ESIS Hospital upgraded to 200 beds on 23 rd March 1976 Letter of Permission issued by Ministry of Health and Family Welfare for the academic session on 16 h September, 2015 ESIS Hospital upgraded to 300 beds on 27 th February 2009 ESIC medical college, Faridabad foundation stone was laid on 28 th February 2009 MCI compliance inspection for the academic session held on 05 th May 2015 Construction of ESIC medical college, Faridabad started on 17 th February ESIS hospital was handed over to ESIC on 28 th September 2013

7 SECTION IV ADMISSION POLICY For Under Graduate course (M.B.B.S) 1) 15 % All India Quota 2) 35 % ESIC Stake Holders 3) 50 % State Quota ELIGIBILITY For UG course (M.B.B.S) The Candidate must have qualified Pre University / Higher Secondary from a recognised Board/University. He/She should attain the age of 17 years or more on The age shall be determined as per entry in the Matriculation/Secondary school or its equivalent examination certificate. METHOD OF SELECTION Selection will be made entirely on the basis of merit obtained in All India Pre Medical Entrance Examination. DURATION OF COURSE MBBS Degree Course :- 04 ½ Years Internship :- 01 Years Compulsory Rotatory Internship Training After passing the Final M.B.B.S. Examination, all the candidates will be required to do compulsory internship for a period of one calendar year (12 months) in the hospital/rural health centers recognized by the AIIMS. The degree of M.B.B.S. shall be awarded after satisfactory completion of one year's internship

8 Medical examination All Candidates shall undergo a mandatory medical examination before joining at ESIC medical college and hospital, Faridabad, Haryana. HOSTEL ACCOMODATION Hostel facility is available separately for boys and girls students, willing to stay inside the college campus along with mess facility. ATTENDANCE Attendance to MBBS course is compulsory. Every MBBS student must obtain 75% attendance in aggregate with a minimum of 65% in each of the subjects before they are permitted in the 1st, 2nd and Final Professional Examinations. Those students who obtain 70% attendance will be permitted in the professional Examinations with the permission of Dean/Director. Such cases will be considered on the merit of each case. EMOLUMENTS No emoluments for Under Graduate students till they complete the course, during Internship they will be eligible for Stipend. Vacations All Candidates shall be entitled for vacations as per the provisions of University

9 SECTION V M.B.B.S SEATS 100 SEATS SECTION VI For MBBS Students:- FEE STRUCTURE (i) Tuition Fee Rs. 24,000/- per year University Charges As per actuals (per year) College Caution Deposit (Refundable) Rs. 5000/- per year (ii) Hostel charges Rs /- Room Charges including water and electricity, per year (iii) Hostel Caution Deposit Rs /- (Refundable) (iv) Mess charges As per actuals (v) Student Welfare/Activity Fee Rs 5000/- per year Demand Drafts/Cheque to be drawn in favour of ESI FUND ACCOUNT NO-1, Payable at Delhi/Faridabad. The various fee given in the preceding paragraphs are provisional and may be revised as per directions issued by ESIC Headquarters

10 SECTION - VII Anti-Ragging Measures Ragging in educational institutions is banned and any one indulging in ragging is likely to be punished appropriately, which punishment may include expulsion from the institution, suspension from the institution or classes for a limited period or fine with a public apology. The punishment may also take shape of (i) withholding scholarships or other benefits (ii) debarring from representation in events (iii) withholding results (iv) suspension or expulsion from hostel or mess, and the like. If the individuals committing or abetting ragging are not/cannot be identified, collective punishment can be awarded to act as a deterrent. The following will be termed as the Act of Ragging : Any disorderly conduct whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness any other students, indulging in rowdy or undisciplined activities which causes or is likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in freshers or junior students or asking the students to do any act or perform something which such students will not do in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher or a junior student. Note : Besides above, the candidates would also observe the following instructions:- i) It must be noted by the candidates/parents/guardian etc. that ragging is banned in the institutions and in case anyone indulging in ragging is liable to be punished appropriately including expulsion from the Institution and/or imprisonment upto 3 years, and /or fine upto 25,000/-. ii) The concerned Institution will have the right that to prevent/prohibition of ragging under Act/Ordinance and if any, candidate admitted to the course found indulging in ragging will be cognizable offence and really means business and the Institutes will not hesitate to take

11 stern action against the offenders. iii) A candidate admitted to the course in an Institution shall submit an undertaking duly signed by him/her and countersigned by his/her parents/guardian at the time of admission to the effect that he/she is fully aware of the law regarding ragging as well as the punishment and that he/she if found guilty on this account is liable to be punished appropriately. 12 SECTION VIII BOND FOR ALL CANDIDATES For Under Graduate Course:- All the MBBS students shall be required to furnish a Bond to serve the ESI Corporation / ESI Scheme for a period of 5 years. 13 U.G BOND PROFORMA ANNEXURE 1. BOND (Total Value of Rs. 100/- Stamp Paper*) (FOR MBBS STUDENTS) WHEREAS the Bounden, aged years, of residing at. has been selected to Undergo MBBS in ESIC MEDICAL COLLEGE & HOSPITAL, Faridabad, Haryana, in the merit quota for the duration of the course as prescribed by Medical Council of India. AND WHEREAS, the Corporation have agreed to incur the expenses on condition that after Successful completion of the course of study within the prescribed period the bounden shall serve the ESI Corporation/ESI Scheme for a period of five years in any institution of the Corporation/Scheme anywhere in India, if the Corporation requires and also subject to the terms and conditions hereinafter appearing and the bounden and the sureties have agreed to the same. NOW the condition of the above written obligation is that in the event the Bounden after successful completion of the Graduate course of study to which he/she was selected fails to serve the Corporation for period of five years, if required by the Corporation, the Bounden and sureties shall forthwith pay to the Corporation for violation of conditions, on demand the total amount of Rs. 7,50,000/- (Rupees Seven lakh fifty thousand only) the amount spent by the Corporation for their studies along with 15% interest as fixed by the Corporation. On the quantum of amount payable by the Bounden and the sureties, the decision of the Corporation shall be final and legally binding on the bounden and sureties and upon the payment of such sum the above written obligation shall be discharged. PROVIDED further that the bounden and the sureties do hereby agree that if the Bounden fails to serve the Corporation for a period of five years, if Corporation requires, it may be construed as professional misconduct and the fact reported to the Medical Council of India for suitable action including cancellation of registration by the Council.

14 PROVIDED further that the bounden and the surety do hereby agree that all sums found due to the Corporation under or by virtue of this bond shall be recovered jointly and severally from them and their properties movable and immovable as if such dues were arrears of land revenue under the provisions of the Revenue Recovery Act for the time being in force or in such other manner as the Corporation may deem fit. The liabilities of the sureties under this Bond is Co-extensive with that of the Bounden and shall not be affected by the Corporation giving time or any other indigence to the bounden or by the Corporation varying of the terms and conditions herein contained.
