6 The brief for this new, important civic building called for a building that reflected the progressive culture of Hounslow as well as demonstrating the council s commitment to sustainability. ALAN SHINGLER, PARTNER, SHEPPARD ROBSON

7 In April, we left the Civic Centre and moved to our new, purpose-built office, Hounslow House, which was officially opened by the Mayor of London, Sadiq Khan, on 30 April. Our new HQ is just one part of a much larger project that has been delivered through a collaboration between the council, our partners Bouygues and their development arm Linkcity, and Notting Hill Genesis, one of London s leading housing associations LAMPTON PARK LAMPTON ROAD With a growing need for more housing in the borough, coupled with the fact that the Civic Centre was no longer fit for purpose and had high running costs, it made sense to look at releasing the land for redevelopment, which would also allow for the build of a smaller, bespoke council office in the heart Hounslow with a greater community focus and opportunities for co-location with partners, as well as supporting the regeneration of the town centre. HOUNSLOW CENTRAL 12 In July 201, the Development Agreement was signed to build both the new council office and the new housing, following the establishment of a Housing Zone and GLA funding, and the building works began in December Less than three years later, we have already benefited from 10 new homes for residents at the former Civic Centre site, and Hounslow House is open for business. Smaller, modern, and more energy-efficient, Hounslow House is a landmark building that will revitalise and give a real boost to the town centre, but it also has a strong community focus which allows us to work more effectively for the borough s residents. 8 INTRODUCTION The brief for this new, important civic building called for a building that reflected the progressive culture of Hounslow, with the design having a strong presence within the community as well as demonstrating the council s commitment to sustainability. In addition to being bold, the building also had to be welcoming. The council HQ relocated from Lampton Park into the heart of Hounslow has been shaped around the principles of transparency and integration, with the design weaving together: desirable workplaces for the council s staff; the public-facing library and community facilities; as well as the civic chamber. 1 Sheppard Robson, working with Linkcity, won the project in competition in 201 that would reposition the Council HQ to a site next to the borough s main high street. This was an opportunity to not only make a significant addition to the townscape but also to create a beacon that announced the arrival of improved, environmentally efficient public amenities, with the centre s civic function clear both to people using the building and passers-by. 1

9 STRIVING FOR EFFICIENCY After an appraisal of the former civic centre on Lampton Road, it was clear that the facility was in need of modernisation. The 190s building had high running costs and was, in parts, underutilised, whilst its landscaped setting made it a good site to provide much-needed homes in the borough. So the decision was made to create a new state-of-art facility in the town centre; the borough initially developed a model building and established the brief, which Sheppard Robson then interrogated and analysed Left: The exterior and interior spaces of the outdated and inefficient former Civic Centre on Lampton Road

25 EXTERIOR The external elevations help create this presence within the community. The facades are informed by a singular design approach, creating a consistent architectural language to all elevations. This vocabulary is derived from glazed bays separated by extruding geometric forms made from anodised aluminium, with the surface s iridescent quality changing throughout the day, and expressing the three-dimensionality of the building s form. 8 The shading changes in depth depending on the orientation of the facade. The facade maximises natural light by incorporating high levels of glazing, with the solid elements digitally modelled to minimise solar gain, cooling loads, and consequently the energy consumption of the building. 9 The passive design principles of the facades, as well as helping create a visual marker and boosting efficiency, also create the transparency and permeability associated with a civic building. The large openings at street level allow you to see the community facilities, reception and café, with the library and adult learning on the first floor. Working with the façade contractor we were able to further minimise material waste and embodied carbon by reducing the panel thickness to 3mm, with rigidity achieved by the folds within the panels.

32 INTERIORS The Hounslow neighbourhood is a tapestry of culture, history, vibrancy, commerce and community spirit; our brief was to create uplifting interior spaces that far from being institutional brought all of these qualities together. Whilst many of the spaces remains neutral in colour, so as to not be affiliated with a particular political party, there are accents of colour such as the magenta on the staircase and the meeting rooms found throughout the workplaces. Further drama and vertical expression is created through a linear light installation that hangs in the atrium s void. 3 The brief was to create a variety of work places that support the council s move to agile working. The predominant work smart desks were maximised at the perimeter to benefit from natural light. Collaboration work spaces and amenity spaces are positioned around the atrium, providing an acoustic buffer and assisting to create an open environment that weaves together the bustle of the public spaces and the quietness required for the library and office floors.
