2 Proposers are reminded that receipt of this Addendum must be acknowledged in your respective proposal, in Exhibit B: Acknowledgement of Addenda. Your proposal will be declared unresponsive should you not acknowledge this Addendum and submit Exhibit B with your respective proposal. Any information contained herein will be considered part of the Request for Proposals # (RFP) and as such will be used in the evaluation of the responses. All other terms and conditions remain unchanged. In the event of a conflict between any provision of this Addendum and the RFP, this Addendum shall prevail. This Addendum is intended to provide answers to questions received regarding the RFP, additional information, and/or to change the requirements as stated in the RFP. Where existing provisions of the RFP are modified, deleted text is shown in strike-thru format (example) and added text is bold and italicized (example). Item Question / Reference Response 1 Will the following GIS layers be made available? 1. Recent stop-level ridership for LTA fixed and inter-city bus routes 2. Current sidewalk inventory 2 Is the LTA comfortable with current bus stop locations or is there an interest in bus stop consolidation/elimination/installation recommendations? 3 Was there a pre-bid conference on this? If so, would you send me the sign in sheet? 4 Is there a desired completion date for this project? 5 Is there a specific DBE goal for this contract? The LTA does not currently have any GIS layers available. However, ridership stop-level data is available by hardcopy. An example of the information has been included as Exhibit A to this Addendum. The LTA is open to opportunities for improving on existing, consolidation, elimination and installation of bus stops. The goal is to have the Bus Stop Improvement Plan (BSIP) work with its Short Range (SRTP) and Long Range Transit Plan (LRTP). The plan is in the process of being updated and developed. The anticipated adoption date is June These plans will include recommendations for service and route changes. No pre-bid conference was scheduled. January 2016 There is no DBE goal for this contract. 3 Item Question / Reference Response 6 Does the LTA have a current list of County Express bus stops? The LTA does not have a formal list of its bus stops. However, all bus stops locations are available at on County Express GTFS Feed. The GTFS data may be downloaded: ito-ca-us/ 7 Has a bus stop inventory ever been completed? If so, when? 8 Does the LTA have existing bus stop design guidelines? Yes. Design Guidelines were adopted in September If there are newer guidelines on best practices, the successful proposer shall make recommendations to the LTA as a part of the BSIP. After reviewing the recommendations, the LTA may consider making amendments to its guidelines. The guidelines may be viewed online: _Transit_Design_Manual_2010.pdf. 9 What version of GIS does the LTA currently use? 10 Approximately how many stops do you anticipate require inventory? There are references to inventory of the County Express bus stops, but not necessarily local stops. A ballpark figure would be very helpful. The LTA does not currently have GIS inhouse. However, it partners with San Benito County for GIS services. The County is currently using ESRI ArcView There are approximately 80 bus stops. These bus stops include all local Fixed Route and Intercounty (commuter shuttle) stops. The LTA would like BSIP to inventory all local Fixed Route and Intercounty stops. RFP # , Addendum 2
4 Item Question / Reference Response 11 Beyond benches, shelters, and other preliminary improvements, are you looking for any specific features such as a design language for the Express stops, or is that something that would be part of a future design/construction RFP? The LTA operates its public transit system under the name of County Express. Under the name of County Express, the LTA provides the local Fixed Route and Intercounty services. At this point in time, the LTA is not looking to give its Intercounty services its own separate branding. The LTA may do a separate branding project regarding its Intercounty services in the future. 12 How many references are required? Exhibit C Customer References has been modified as follows: List and submit with this Proposal four (4) at least three (3) customer references, two (2) of which should be in the San Benito County area, for whom you have furnished similar products or services for contractor and subcontractors. If there are no subcontractors purposed, three (3) customer references will be sufficient. Respondents may use a separate sheet of REVISED Exhibit C for each subcontractor.
