1 SCOPE OF WORK: CMP Addendum and Performance Data Dashboard The following information provides a summary of the work elements envisioned to conduct this study. Congestion Management Process (CMP) is a federally mandated continual procedure for MPO s that serve populations greater than 200,000. A significant portion of this scope serves to enhance and build upon the existing CMP, not to create a new CMP. The current CMP report was completed in Much of the content of that report is still useful and viable. Since the adoption of the 2010 CMP report additional guidance has been provided by FHWA. The purpose of the CMP addendum is to incorporate the latest CMP guidance and enhance specific areas of the 2010 CMP report. FHWA has identified eight steps in a CMP (Congestion Management Process: A Guidebook). These consist of: (1) Develop Regional Objectives, (2) Define CMP Network, (3) Develop Multimodal Performance Measures, (4) Collect Data/Monitor System Performance, (5) Analyze Congestion Problems and Needs, (6) Identify and Assess Strategies, (7) Program and Implement Strategies, (8) Evaluate Strategy Effectiveness. This scope focuses on portions of steps 3, 4, 5, 6, 7, and 8. Steps 1 & 2 are currently up to date and in use by the 2045 LRTP. CMP Step 3: Multimodal performance measures (see appendix) have already been developed (2010 CMP report) and are built into the 2045 LRTP draft, however, recommendations are welcome (TASK 2 & 3). CMP Step 4: PAG MPO has the necessary data to monitor system performance via multimodal performance measures. Enhancement of this step will include automation of the process to the extent possible and display of performance (TASK 2 & 3). CMP Step 5: 2010 CMP report includes potential approaches to this step. Enhancement of this step will include a detailed workflow to institutionalize the analysis of congestion (TASK 2). CMP Step 6: 2010 CMP report includes identified strategies. Enhancement of this step will include additional recommended strategies and a process to match identified congestion problems (step 5) with a range of alternative strategies and anticipated improvements (TASK 2 & 3). CMP Step 7: 2010 CMP report includes a process to program strategies. Enhancement of this task will include an appendix to the 2010 CMP report to document processes necessary to implement identified improvements to the programming and implementation of strategies (TASK 2 & 4). CMP Step 8: Enhancement of this step will include a process to assess strategy effectiveness (TASK 2). The enhancements introduced above are included in the details of each task. The enhancements to each step are to include sufficient documentation and support materials that PAG staff can continue to follow the process in subsequent years after the completion of this project. Other tasks not listed above include project managerial requirements TASK 1, and summary documentation TASK 5. Additionally, TASK 3 consists of an online data dashboard that will include CMP performance in addition to other system performance measures (infrastructure, safety, freight, etc). 1 P a g e S C O P E _ O F _ W O R K _ C M P _ A D D E N D U M _ (2)
2 Task 1: Project Management, Administration and Coordination 1.1 Schedule and facilitate a Kick-off Meeting with PAG to discuss and clarify the expectation of both the consultant and PAG 1.2 Develop refined Scope of Work based on the results of the Kick-off Meeting, with detailed project schedule and milestones and submit to PAG for approval. 1.3 Coordinate with project team members on Scope of Work, schedule, deliverables, and budgets. 1.4 Coordinate with the PAG Project Manager and Technical Advisory Committee (TAC). 1.5 Prepare monthly progress reports and invoices and submit to PAG. 1.6 Participate in up to eight (8) TAC meetings with PAG, and participate in up to two (2) workshops with the TAC to facilitate technical decision making and acceptance of Congestion Management Process (CMP) policies and procedures. 1.7 Present and participate in up to eight (8) PAG Committee meetings 1.8 Administer any sub-consultant contracts. Key Deliverables: 1. Final Scope of Work and Project Schedule 2. TAC meeting materials and meeting summaries. 3. Presentation materials for PAG TPC, EVAC, Management, Regional Council and others as necessary Task 2: Addendum of CMP The Addendum of the CMP is aimed at furthering the development of some components of the 2010 CMP report. In addition, the PAG region has recently adopted a Pedestrian Plan and is currently in the project identification phase of its long-range Regional Transportation Plan (RTP). These will both feed into the CMP addendum and be significant contributors of data for analysis. Specific components that are likely not necessary in this addendum include a peer review of CMPs, identification the CMP network or collection of congestion data, however if there is compelling evidence then these may be included. Task 2 requires the consultant to work with the existing CMP to: 2.1 Incorporate current federally required components CMP, including FHWA guidance, components of the forthcoming NPRM and any updates that occur during the addendum process. 2.2 Establish appropriate multimodal performance measures for the CMP encompassing: a. Federal regulations and guidance i. These include, but are not limited to, Congestion Management Process: A Guidebook, FHWA: 2011 and Showcasing Visualization Tools in Congestion Management, FHWA: b. TAC recommendations c. PAG recommendations: the draft 2045 LRTP has established multimodal performance measures for the region, many of which may compliment or be the same as those needed for the CMP addendum. A preliminary list of multimodal CMP performance measures with supporting details is included in this scope s appendix. Recommendations and suggestions regarding appropriate performance measures to maximize the effectiveness of the CMP are welcome. d. Data availability and processing requirements 2.3 Establish the baseline for identified multimodal performance measures (see appendix). Much of these data have already been compiled, processed and formatted into multimodal performance measures for the development of the draft 2045 LRTP. This task will involve working with the 2045 LRTP project manager and the modeling team to complete. a. Calculate historical trends for each performance measure b. Calculate current performance for each performance measure c. 3 2.4 Establish targets for each CMP performance measure (where appropriate) incorporating 2010 CMP report, 2045 LRTP and: a. Federal regulations and guidance b. TAC recommendations c. PAG recommendations d. Performance measure trends 2.5 Develop, document and perform methods to identify causes of recurring and non-recurring delay with available data sources 2.6 Develop, document and perform methods to compare current performance relative to target and trends 2.7 Develop, document and perform a process to quantify the expected improvements of future projects in terms of their ability to move current performance toward performance targets a. Expand upon the 2010 CMP report Toolbox of Potential strategies, where appropriate, to include missing potential strategies and quantified expected improvements 2.8 Compile the baseline performance, targets, comparison of current performance relative to targets, causes of delay and expected improvements of future projects ( ) into a performance report with charts, graphs, maps, diagrams, narratives etc. sufficient to effectively convey the region s performance and answer the question what congestion problems are present in the region, or are anticipated? These charts, graphs, maps and diagrams narratives etc. will likely be the same as or very similar to those developed in Task After selection of performance measures, develop and document a repeatable annual data collection process to include data necessary to update Performance Report 2.10 Develop an alternate non-attainment CMP appendix a. Detail the steps necessary to fulfill CMP requirements in the event the region s status changes to nonattainment pursuant to the Clean Air Act b. Develop a process, working with the TAC and PAG staff, to analyze and implement the following for projects that significantly increase carrying capacity of single occupancy vehicles. i. Travel demand reduction ii. Operational management strategies Key Deliverables: 1. Document containing the Addendum to the CMP (2010) that includes performance targets 2. Performance report indicating current performance, recent trends, and future targets 3. Document containing the Appendix to the CMP (2010) that details the CMP Analysis process 4. Document detailing all the processes used to create the performance report Task 3: Online Interactive Performance Data Dashboard Timeframe: in place and running by The purpose of this task is to develop an interface where the public and professionals can view useful information on the performance of our region. This will include the CMP multimodal performance measures in addition to federally required and regionally significant performance measures (see appendix). Current NPRM performance measures will be included along with anticipated future federal performance measures and regionally significant performance measures. The user will be able to navigate to increasingly more specific and detailed data as s/he advances through topics of interests. The information will be presented in a variety of ways including charts, graphs, maps, that may be both static and dynamic. This task will require the contractor to find or develop a mutually agreeable solution that may consist of custom software, off the shelf software or a combination of these. Regardless of the solution chosen, the cost must be covered within the budget of this scope and PAG must receive full rights in perpetuity that the software grants. If private sector software is chosen the contractor will purchase it on behalf of PAG with the funding in this RFP. 3 P a g e S C O P E _ O F _ W O R K _ C M P _ A D D E N D U M _ (2)
4 3.1 Evaluate interactive online data viewer (data dashboard) options that graphically portray the performance report (see Task 2) in terms of cost effectiveness, ease of use, functionality and other pertinent aspects: a. Options evaluated are to include private sector off-the-shelf options, private sector custom options, inhouse development or a combination of these methods b. This will include working closely with the Technical Services division to address data structure, storage, interface, and web hosting concerns. 3.2 Ensure the data dashboard interface is: a. Consistent with other performance measurement tools in the region and state b. Intuitive and informative c. Tablet friendly d. Compatible with common platforms e. Does not include browser plug-ins (Flash, Silverlight, etc.) f. For in-house evaluation or private sector custom evaluation: i. Uses standard web development languages and technologies such as: HTML5, CSS, JavaScript, JQuery, JSON, XML, Knockout. ii. Developed in Microsoft's Visual Studio 2010 or newer for all Web and Server code. iii. Uses Microsoft Visual Studio and C# or VB.Net for any server side code iv. Uses Microsoft SQL Server 2012 as the database engine for any database functionality v. Uses standard ASP.NET transfer or JSON for data transfer between the site vi. Uses ESRI's JavaScript API 3.12 or newer for mapping functions, 3.3 Implementation of the Dashboard option selected by PAG, which can include the a. purchase and/or development of PAG s selected solution b. install or standing up of that solution c. processing of input data to the appropriate formats of the selected solution d. loading requisite data e. troubleshooting f. documenting processes 3.4 The data dashboard will include: a. Current performance b. Trends c. Targets d. Multiple levels of data allowing the user to drill-down into more specific information to include: i. Soft landing page with composite indexes for major categories (infrastructure, safety, etc.) ii. Category specific pages to include 1. appropriate graphic displays of current performance, trends and targets 2. data display interactivity (where and when appropriate) 3. Short narratives describing the rationale of each PM, the importance of them to the region and how incorporated into performance based planning iii. Static info sheets with expanded narrative and graphic reproduces from category specific pages iv. Data download component (where and when appropriate) v. Federally required PM page 3.5 At a minimum the dashboard will display the trend, current condition (for year) and target for the twelve (12) federally required performance measures (with the option of differentiating urban and rural performance), ten (10) composite indexes, approximately twenty (20) CMP measures and secondary measures as needed. It will be necessary to consult the NPRMs and CFRs for the specifics on the federally required performance measures. General detail for the performance measures are compiled in the appendix of this scope. 3.6 Process automation 4 P a g e S C O P E _ O F _ W O R K _ C M P _ A D D E N D U M _ (2)
5 a. To the extent practicable, automate a repeatable and reproducible process to maintain and update the data dashboard. 3.7 Process documentation: a. Document the processes, codes, scripts and other components required to maintain/update/troubleshoot the dashboard to ensure PAG s ability to operate the dashboard in the future 3.8 Incorporate performance reporting best practices such as those highlighted in FHWA Performance Reporting Prototype Technical Report: Final Report, FHWA: Incorporate any changes to federally required performance measures and reporting that develop during the development of this project Ensure and document compliance with CMP annual report card and five-year roadway assessment (23 CFR ) 3.11 Where and when appropriate some measure graphics will also incorporate state, national or other comparative values Where and when appropriate some measures include a map display. This geographic display will be developed by PAG staff. Close coordination will be required to effectively incorporate the geographic display with the other dashboard content. Key Deliverables: 1. Evaluation document of data dashboard development options 2. Implementation of fully-functioning online data dashboard 3. Codes and scripts for the data dashboard (as applicable) 4. Detailed procedures on how to update, maintain, and troubleshoot the data dashboard Task 4: Appendix to CMP Addendum to enhance TIP Implementation process 4.1 Work with PAG staff and the TAC to understand the existing TIP implementation process 4.2 Identify areas of improvement in the TIP implementation process 4.3 Document the steps necessary to achieve the identified improvements. These should include, but are not limited to: a. Assessment of alternative actions b. Implementation cost-effective actions c. Evaluation of the effectiveness of implemented actions 4.4 Develop, with the TAC and PAG staff, a procedure to follow to incorporate these improvements Key Deliverables: 1. Document outlining procedure to obtain and maintain identified improvements Task 5: Summary Documentation 5.1 Series of presentation slides for a. CMP components b. Data dashboards 5.2 Implementation time line: a. When performance measures are to be updated in the performance report, data dashboard, etc b.
