4 1. Title Glass Replacement Procedure 2. Purpose This procedure provides assistance to site managers to ensure glass replacement in DECD schools and preschools is undertaken in accordance with the Australian Standard AS Glass in Buildings. 3. Scope This procedure applies for all new glazing, either through new construction or glass replacement but is not retrospective. Existing glass that is not posing a risk to the health and safety of site occupants should be left in place until such time as it requires replacement due to damage or deteriorated condition. 4. Procedure detail All glass replacement should be undertaken through the Facilities Manager (FM) to ensure compliance with the relevant Australian Standards and DECD requirements. Glass is replaced where there is evidence of deterioration, vandalism, breakages and/or accidental damage. Glass must be replaced with 6.3mm thick laminated safety glass. Laminated safety glass will stay intact when broken, minimising the risk in the event of breakage. If sites are concerned about non-safety glass present on site, they should undertake a site risk assessment. Following the completion of the assessment, sites can seek further advice from the FM who will be able to assess the condition, stability and/or any actions required. 4.1 Accidental damage Replacement of glass through accidental damage during school hours will need to be actioned by the site via a Hotline breakdown maintenance job (Select B Breakdown Maintenance in the A-Z topic listing at Charges will be billed against the sites breakdown maintenance allocation. The cost associated with accidental damage which occurs during normal school operating hours is a site responsibility. 4.2 Vandalism damage Vandalism damage, outside of school hours, should be reported in the Incident Response Management System (IRMS) with a Police Incident Report (PIR) number. This work will be directed to the FM and charged directly to the corporate vandalism code. Vandalism damage reported without a PIR will be charged to the sites breakdown maintenance allocation. 4.3 Deteriorated condition Where there is evidence of deteriorated condition, the site should undertake a risk assessment and seek advice from the FM. 4 Glass Replacement Procedure July 2013
5 Repair work that can be actioned within the site allocation expenditure delegation (currently $10k) can be logged via the Hotline. Should repair work exceed $10k the site should contact the Asset Support Centre for corporate funding consideration. 4.4 Safety film Sites can action the installation of safety film to existing glazing areas, if and when required, which will provide similar advantages to laminated glass. Installation of safety film for non-security related works can be undertaken as Site Funded Work (SFW) using the Project Commencement Form (PCF) process. Mirror reflective film is not acceptable as it causes discomfort from reflected glare externally. 4.5 Low level glazing Low level glazing to floor level is generally not to be provided in school facilities, although it may be approved by the DECD Capital Project Manager as appropriate in particular instances and locations where vision to outside at floor level is desirable.
