8 telling the story CHARACTER HISTORIC AMENITIES GENERATIONS STABLE VALUE c.1900, stores on Front Street that backed up to the Indian River (above) A GENERAL HISTORY - FLORIDA S FRONTIER From pioneers of Florida s frontier to pioneers of emerging industries, the City of Melbourne s history began at the intersection of the freshwater tributaries and the Indian River Lagoon as the two cities of Melbourne and Eau Gallie developed in the late 1800 s. Originally named Crane Creek, the areas first settlers were freed slaves Captain Peter Wright, Balaam Allan, and the Wright Brothers. In 1893 the Florida East Coast Railway arrived in Eau Gallie and brought significant development to the area. Several freezes, devastating fires and economic depression during WWI ended this prosperous period of development. The Great Florida Land Boom period of the 1920s brought another wave of new development in Melbourne. In 1969, the City of Eau Gallie and the City of Melbourne consolidated into what is presently recognized as the City of Melbourne. Today, Melbourne has two historic downtown areas with distinct personalities Historic Downtown Melbourne and Olde Eau Gallie BUILDING, THE MELBOURNE HOTEL Constructed as a monument to Melbourne s booming automotive industry in 1924, the Melbourne Hotel was a Mediterranean Revival building facing the town s first signalized intersection at US 1 and New Haven Avenue. In the 1950 s the building was later remodeled to meet the more modern needs of the time. Today the Melbourne Hotel structure still remains, though, its use is primarily comprised of office space. Presently called the 1900 Building, the name derives from its address 1900 South Harbor City Boulevard. 9 THE STORY 2 THE RACE TO SPACE, LAUNCHING NASA The Space Race became the driving economic force behind both Eau Gallie and Melbourne. From the first missile testing at Cape Canaveral in 1953 and after the arrival of NASA in 1962, the Space Race would greatly transform the shape of Melbourne and Eau Gallie into an area with modern systems of transportation, communication, education, health care, retail, technology, finance and public service. Melbourne residents represent a broad spectrum of demographics, from retirees and well educated professionals to a large base of young families beginning their professional careers. Melbourne is also a residential community of choice reflected by one of the highest owner-occupancy rates and a stable residential base in the state. Melbourne s home ownership rate (61.1%) is higher than both Brevard County (54.09%) and the State of Florida (51.12%). With long term housing tenure, Melbourne is a stable community that allows residents to put down solid roots. Educational attainment levels are among the highest in the State of Florida % have a high school degree or higher and 25.49% have a bachelor degree or higher in Melbourne. Melbourne has a higher number of Master Degree recipients than the State of Florida. 19 INCENTIVES 5&6 INCENTIVES CITY OF MELBOURNE INCENTIVES: Contact Doug Dombroski Ad-Valorem Tax Exemption Program Designed to assist economic development through exempting certain property taxes. For new construction and business expansions. Melbourne Economic Enhancement District (MEED) The City has designated over 6,000 acres within the City s prime business development areas as the Melbourne Economic Enhancement District. This designation enables businesses and land owners within the district to access to State and Federal incentives and clean-up funds for impacted sites. Melbourne Permit Assistance and Expedited Permitting City provides permit assistance and expedited permitting to targeted industries and companies seeking to expand or relocate within the City. Site/Facility Location Assistance Melbourne Economic Development staff is available to assist small to large businesses in the site/facility location process. Assistance is client specific, based on particular location needs, the amount of space and/or acreage needed, telecommunications requirements, and other key factors. Staff will search our database of commercial properties and develop a short list of location options for consideration. Incumbent Worker Training (IWT) Program Provides training to currently employed workers. Economic Development Transportation Fund (Road Fund) Otherwise known as the Road Fund, offers up to $2 million in grants, through the State of Florida, to alleviate transportation challenges that impact the location or expansion of headquarter operations or manufacturing/ recycling facilities. High Impact Business Performance Incentive Grant The project must operate within designated high-impact portions of the following sectors: biomedical technology, financial services, silicon technology, and transportation equipment manufacturing; create at least 100 new full-time jobs in a three-year period; and make a cumulative investment of at least $100 million in a three-year period. Capital Investment Tax Credit Eligible projects are in designated, high-impact sectors and create at least 100 jobs and invests at least $25 million in eligible capital costs. Expedited Permitting Assistance/Streamlining Process Permit-streamlining among the State s regulatory agencies and local governments to provide quicker, less costly and more predictable permitting processes. Qualified Defense Contractor Tax Refund Pre-approved projects receive tax refunds of up to $5000 per job created or saved in Florida.
