Our customers include over 360 schools in Staffordshire, as well as the Police and Fire Services and a range of other organisations and partners. 4 Our structure Entrust Board of Directors Entrust Support Services Limited is run by a Board of Directors with representatives from both Staffordshire County Council and Capita. The Board of Directors meet quarterly and are responsible for overall governance of the company, setting its strategic direction and monitoring its performance. Entrust Operating Board The day to day running of Entrust is managed by the members of the Operating Board who meet monthly. 5 Introduction to Property Services Director: Sean Latham Property Services provides a complete multi-disciplinary property service for construction and maintenance of clients portfolio of buildings. We consist of six operational Groups with a total of approximately 100 staff covering the whole range of building management, construction design and maintenance skills together with the appropriate technical support required to run a large multi-disciplinary practice comprising; Maintenance: the planned and responsive maintenance of buildings Compliance and Asset Management: managing the discharge of statutory and regulatory requirement relating to risk management, servicing and testing, accessibility and asbestos management. Maintaining an Asset Management Database of our clients building conditions FM, Performance & Compliance; the management of our ISO 9001 processes and provision of FM services for Stafford Campus buildings Energy; supply contracts for energy and water consumption; Design and Development; Multidisciplinary design services for major construction projects and development of school asset management strategies. 6 Maintenance Maintenance Manager: Iain Macmillan Introduction: Maintenance is one of the Groups which form Entrust Property Services. The Group provides an engineering and property surveying service in relation to the maintenance and improvement of buildings. The Group provides a 24 hour call out service for responsive maintenance works as well designing and managing minor capital works or improvements to buildings. The Group consists of the following disciplines: Building Surveyors Engineering Surveyors Site Surveyors The Maintenance Team provides the following services: 24 hour emergency call out Supervision of day to day maintenance Improvement works Minor projects from inception through to completion Playing fields, recreation and sports pitches External maintenance and improvement works Our experience and capability is demonstrated through our extensive portfolio of projects providing innovative and practical solutions in a collaborative environment. 24 Hour Response Improvement Works Outdoor Play Areas
7 Property Surveying Each property has a dedicated building and engineering surveyor to provide maintenance advice and technical guidance for all responsive maintenance works including the following: Boiler and pipework Security Systems Windows External works Flooring Water Hygiene Electrical wiring /lighting Pitched / flat roofing Drainage Fencing Fire Alarms To ensure properties are provided with the best possible maintenance service, the district surveyors have access to the facilities of specialist functions such as structural engineers, construction health and safety, quantity surveying, architectural, energy management, asbestos, landscape design, and risk management (serving and testing) The district engineering surveyors will ensure routine servicing is carried out to the required standard and also provide advice on resulting remedial works, such as rewiring and electrical works, replacement of cold water tanks /pipework, legionella sampling, boiler repairs and fire alarm upgrades Planned maintenance items are generated through the condition element of the asset management plans for each individual property. The items identified cover all elements of a property including building, electrical, mechanical and external works. The Maintenance team employs qualified and experienced building, engineering and site surveyors to carry out projects within a value range between 5,000 and 350,000 and these typically consist of: Window and door replacement Boiler replacement Fire alarm upgrades Water Hygiene Fencing Re-roofing of pitched and flat felt roofs Electrical rewiring Lighting schemes Tar paving works Drainage The Maintenance Sites Surveyors have considerable experience and knowledge on all aspects of external works design and procurement including:- Fencing Canopies Car and Coach parks Courts and Pitches (grass, synthetic, all weather or tarmac) Cycles Storages Landscaping Play Areas and floor markings Silkmore Lane Primary Outdoor Play Area

10 Compliance and Asset Management Risk and Compliance Manager: Peter Potts Introduction: Compliance and Asset Management is one of the Groups which form Entrust Property Services. It provides data and information to inform risk management including asbestos management The Risk and Compliance Team co-ordinate and manage servicing and testing of boilers, fire alarms and electrical testing, surveying and management of asbestos materials The Group provides a one stop service of compliance and asset management comprising; Servicing and Testing Contracts Asbestos Team Data and information management (AMS Database) Condition Surveyors Access Officers Clients currently vary from Staffordshire County Council through to Staffordshire Police, Staffordshire Fire and Rescue, individual commissions from schools and partnership organisations including Health Trusts, District and Borough Councils. Our experience and capability is demonstrated through our extensive portfolio of projects providing innovative and practical solutions in a collaborative environment. A wide range of legislation exists relating to the safe operation and management of buildings, ranging from servicing the boilers to inspecting the asbestos. Complying with the numerous items of legislation is often complex and invariably becoming more demanding, placing greater workloads on building owners and occupiers alike. Entrust are able to assist in complying with much of this legislation. We have a vast amount of experience in property management and currently deliver more than 15,000 individual planned maintenance visits each year. We have contracts ready and waiting to address buildings servicing requirements. Risk Management A wide range of legislation exists relating to the safe operation of buildings. Entrust manage a raft of statutory maintenance and inspection contracts designed to satisfy the requirements of many of these regulations. Review all service reports documentation Track and monitor all service details The Equality Act 2010 replaced the Disability Discrimination Act bringing together all discrimination legislation under one Act. Under the disability section of the act service providers have the following responsibilities. To protect disabled people from discrimination in a range of circumstances, covering the provision of goods, facilities and services, the exercise of public functions, premises, work, education, and associations. To make reasonable adjustments to ensure that disabled users are not treated less favourably than others. Failure to comply could lead to court proceedings and financial penalties. Entrust are here to try to make clients obligation to comply as simple as possible Clients Asbestos Management Responsibilities: To produce a written asbestos policy and management procedures defining roles and responsibilities To carry out Management surveys to see whether asbestos is present and determine its condition To record this information and pass to the occupier of the premises, normally via an asbestos register To prepare a management plan to manage the risk from asbestos To address the risk, this could involve removal or remediation works To ensure everyone potentially at risk receives information on the location and condition of the asbestos materials and that they have sufficient training or knowledge to manage the risk. To commission Refurbishment and Demolition surveys prior to building changes. To ensure there are emergency procedures in place in case of accidental disturbance To monitor and review the risk and the procedures on a regular basis. 13 Data and Information Management The Data and Information team provide a comprehensive, data and information management system that can be tailored to the client's needs. The education condition survey has been designed so that as a minimum the output meets the requirements of DfE Asset Management Plans 'Condition Assessment' but can provide much more information than the basic requirements. Entrusts condition surveys are nationally recognised and have been assessed and accepted by the Department for Education, and are used across a wide range of educational establishments reporting: Current building condition survey data Costs to bring up to standard Future planned maintenance costs over a chosen period Recommendations, concerns, further action Data provided for existing property/facilities management systems and data inputting Information for short, medium or long term estate planning. Data for business case studies and support for financial bidding opportunities. Data is gathered using hand held electronic gathering tools that provide data consistency between surveyors and have in-built checking and productivity functionality. The tools mirror a standard proforma style and are used to record the condition of each element/sub element. Priority Rankings are laid out as per industry standards. Entrusts highly experienced surveyors have surveyed hundreds of Schools, Educational and Public buildings across the UK. 15 FM, Performance & Compliance FM, Performance & Compliance Manager: Craig Morris The FM, Performance and Compliance team is led by Craig Morris and consists of Compliance, Quality and Performance and a Facilities Management team Compliance, Quality and Performance The Section is responsible for initiatives to improve the efficiency of practice systems embodied within the ISO 9001 procedures and reaccreditation procedures. The team is also responsible for commissioning and monitoring of all projects together with business financial monitoring and fee transactions. ISO 9001:2008 Property Services is committed to quality and the principles of total quality achieved by the application of an ISO 9001:2008 Quality Management System. We attach the highest priority to the maintenance of quality in the delivery of services and the achievement of high levels of customer satisfaction. We aim to establish a reputation for the achievement of excellence in our work to the benefit of our Clients CHAS The Contractors Health and Safety scheme is a government run scheme which has been developed over a number of years by local government health & safety professionals, with the support of the Health and Safety Executive and is dedicated to completing health and safety pre-qualification assessments to a nationally recognized and accepted threshold standard. 17 Energy Management Energy Manager: Liam Walsh The Entrust Energy Management Team provides a high quality and efficient service for energy procurement and account management. The team also offers energy and water management service through its comprehensive Energy Consultancy Contract (ECC) and works with schools to ensure that their energy and water usage is kept to a minimum. Utility charges are one of the largest non-staffing costs within a schools budget, so it is essential that consumption is carefully monitored and controlled. The team provides first class technical advice and support for all energy and water related matters. Schools are also supported with their ever increasing statutory obligations such as the Display Energy Certificates. Service Features The team, in partnership with Staffordshire Procurement and Legal Services, regularly tender electricity and gas contracts. These contacts not only ensure competitive pricing but also enable billing validation using specialist software. Checks are carried out on meter readings, unit rates, standing charges, VAT, Climate Change Levy, etc. Any anomalies are taken up with the suppliers. The billing data is also analysed to ensure that each individual site is paying the best available contract rates. Energy Management Schools are provided with reports via a dedicated website which gives access to their utility billing and usage information. The data is presented statistically and graphically which means schools are able to compare yearly, monthly and, even daily energy usage patterns where Smart Meters are fitted. The information can be used to model improvements in performance as well as providing environmental educational material for pupils. Others services include: Managing a central contract for the provision of Smart Meters. These devices provide Schools with more accurate usage data and hence control of cost. It also allows Schools to accurately record the impacts of energy saving initiatives. Identifying and investigating unusual energy consumption on Smart Metered sites. Arranging the connection or decommissioning of utility supplies. 20 Project Management and Development Project Management & Development Manager: Stephen Brookes The Project Management and Development Team is led by Stephen Brookes and consists of a Quantity Surveying Team and a Project and Resource Management Team. Both teams have been pivotal in the establishment of the initial Rethinking Construction Partnering Arrangements which have achieved national recognition. In response to central government best practice these arrangements have since been developed into financially banded framework agreements for the delivery of capital and revenue projects. Quantity Surveying The Quantity Surveying Team is responsible for developing contract strategy and providing procurement advice in relation to construction, maintenance and any property related functions. The Team provide a comprehensive building economics and cost management service comprising; risk and value management, cost planning, whole life costing, tender action, cost control and processing of payments due to contractors. The aim of the Quantity Surveying Section is to provide commercial solutions which: Deliver projects within budget Optimise design through collaborative working and supply chain management Achieve best value through innovative procurement strategies Achieve cost effective, sustainable design solutions Comply with National and European procurement regulations Project and Resource Management The Team provides construction project management services for individual projects or major programmes of work and is responsible for development and operation of Framework Agreements with Contractors. The team manages the invitation and receipt of tenders and quotations, prepare and issue works orders, building contract documentation, deeds and bonds. For major projects, the Team will also brief, commission and manage a Clerk of Works where these services are requested by the Client.
21 CDM Advisors Property owners and premise managers who are considering carrying out building alterations including, refurbishments and new projects, need to be aware of their statutory duties under the Construction (Design & Management) Regulations These regulations require that, where more than one contractor will work on a project, the Client must appoint a Principal Designer and a Principal Contractor, and must carry out a number of duties (which are enforceable in a court of law). For all works carried out by Property Services and/or where Property Services have been commissioned to carry out design works, our CDM Advisors will ensure these duties are met. The CDM Advisor will provide advice regarding construction Health & Safety risk management, assist in appointing competent persons, inform the HSE of the works and will facilitate communication between the project team. They will also prepare the Building Manual (incorporating the Health & Safety File) which contains the information needed to operate the building for example, maintenance requirements, specialist cleaning requirements, etc. Entrust s CDM team consist of professional CDM Advisors with a vast amount of experience gained form a broad spectrum of clients including:- Public and Private sector, Education, Social Care and Blue Light (Police and Fire& Rescue) projects. Development and Customer Liaison The Development Officers are passionate about working with schools to achieve inspiring environments that support learning and teaching. To ensure projects are successfully completed on the behalf of the client they manage a range of issues that have the potential to disrupt and delay the process, be that legal, design, planning or funding. Development Officers have been working directly with Staffordshire schools for many years and as a team have considerable experience in assisting head teachers and governing bodies to achieve inspirational yet functional buildings The team has been instrumental in managing the process of delivering over 3000 projects with a total capital value in excess of 400 million. This has been achieved through developing close relationships with community controlled schools, diocese and an increasing number of academies and trust status schools We take a personal, District based approach, assigning an experienced Development Officer to each school to ensure that we understand your building needs and educational objectives. They are also able to draw from a range of services within Entrust that will work with you to develop solutions. The service provides front line, District based support and advice to schools on all matters concerning day to day premises and asset management and strategic development. In order to achieve this, it is important for the design team is to be involved at the earliest possible stage to enable them to understand and interpret the client s requirements and aspirations into high quality, creative solutions. This team is dedicated to design projects of any size, ranging from small extensions, modular and to the design of completely new buildings including new schools, sports halls, care homes, health centres, enterprise units, offices and workshops, The priority is to promote the highest quality of design and constructional standards of building with particular emphasis on customer focus, continuous improvement and delivery of projects on time, within budget and to the required quality. The team is also responsible for progressing initiatives such as design standardisation, 3D visualisation modelling and sustainable design development BIM Technical Support carries out feasibility studies and option appraisals for all clients wanting to assess the viability of projects before progressing to the full design. Engineering The Team provides Mechanical, Electrical and Structural advice and design services for all major capital projects delivered by Property Services. The engineers can also undertake structural or building service surveys and provide advice on specialist building techniques such as acoustics or energy. In collaboration with other teams from the Property Services this Section can provide engineering advice and solutions for sustainable design, environmental control and renewable energy to all clients. 27 Property Services Design Objectives To achieve the Client s objectives with regard to cost, time and quality. To incorporate an integrated team approach to design and construction. To strive for continuous improvement and development of design and procurement. The following attributes and processes have been adopted by the Property Services to ensure that the primary objectives are achieved: Collaborative Working / Procurement: Our procurement policy has been developed over a number of years to provide best value solutions appropriate to the design, quality and cost parameters of the client s brief. In addition, Property Services is responsible for managing the banded framework agreements for major capital projects that the County Council have with a collection of regional contractors. The purpose of these Agreements is to ensure consistency of delivery, continuous improvement and cost efficiency through long term arrangements with contractors and their sub-contractors. Quality Assurance: Property Services QA registered under ISO 9001 for the provision of multi-disciplinary consultant s services and has all the experience and resources available to manage major construction projects and to ensure that our Clients receive the most efficient and reliable service. Design Management: Wherever possible Property Services prepare design proposals in collaboration with the supply chain to add value whilst regular design audits are undertaken to ensure that the quality of design proposals respond appropriately to the client s brief. Risk and Value Management / Engineering workshops are also carried out on major complex projects. The Consultancy is accredited with Investors in People and training and development of staff is constantly reviewed and monitored to ensure that the service provided is of the highest quality. Programme Management: All projects carried out by Property Services are monitored and reviewed on a regular basis to ensure delivery to programme. We pride ourselves on possessing staff able to see beyond a problem and look for solutions instead and regular monitoring provides this opportunity. For projects delivered in accordance with Prince 2 project management methodology, progress / exception and milestone reports are also prepared for the Project Board.
