5 National RaD projects The connection between OBU and in-vehicle data (CAN) can yield to providing the new telematics services: In-vehicle weight in motion on-line assessment of vehicle emission on-line measurement of externalities safety assessment of vehicle driving ecological assessment of vehicle driving, etc. In-vehicle weight in motion system example of presented principle The basic principle comes from Newton s Law of Inertia F = m. a : F vector of vehicle force, m vehicle weight, a vector of vehicle acceleration

7 Czech EFC implementation phases First phase: DSRC system on highways 980 km, 12 t system in operation from 1 st January 2007 revenue higher than expected no influence of traffic volumes of trucks Second phase: next 249 km were built in 2007 (connection to the boundaries) DSRC system on highways built till 2017 (for about 1218 km) Third phase: satellite solution for secondary roads 6000 km of 1 st class roads 2000 km of 2 nd class roads (mainly alternative roads) next consideration EFC for cars above 3,5 t congestion charging for cities (Prague)

8 EFC "hybrid" solution EFC "hybrid" solution: combination GNSS/CN/DSRC combination of fixed (DSRC) and virtual gantries (GNSS/CN) using existing mobile and fixed enforcement system (DSRC, video-detection) opening and definition of all interfaces - through certification laboratory: Faculty of Transportation Sciences, CTU Prague opening interfaces for future EFC satellite supplier and for future telematics services providers

10 Prepared de facto standard Standard will describe data exchange only in one cross-section of the complex information chain between OBU and central system Information chain is interrupted near to the central system necessary plug context servers into information chain which transform encrypted data flow to open semantic form arbitration level which control data flows between different channels

11 Future of EFC GNSS in Europe The worst scenario for the future GNSS/CN system the Czech Republic set up own satellite system, the same it will be in the Slovak Republic (tender for 2000 km 2008) and Hungary (tender 2008). The quality and openness of interface will be only in the hands of suppliers and if there will be different suppliers we will have three incompatible EFC systems in this region in 2009 Together with Germany and Swiss it could be in the worst scenario five incompatible systems. To harmonize these systems will cost great amount of many if it will be even possible

13 Presentation of "hybrid" solution Expert group working for Ministry of transport Czech republic elaborated solution how to limit losses given by incompability by using de facto standard It means that encrypted protocols of different suppliers will be interrupted at the central system level by context servers and managed by arbitration layer. These components will work as a semantic interpreter whereby different OBU s of different suppliers could be used This concept creates technical standard which will be a part of tender.
