2 About the Western Pacific Regional Fishery Management Council The Western Pacific Regional Fishery Management Council was established by Congress in 976 and has authority over fisheries in the Pacific Ocean seaward of Hawai i, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands (CNMI) and the US remote island areas. The fisheries in federal waters surrounding Guam and the CNMI are managed under the Mariana Archipelago Fishery Ecosystem Plan (FEP) and Pacific Pelagic FEP. Traditional knowledge along with Western science and wide community involvement are integral parts of the ecosystem-based approach to fishery management. The 6 reauthorized Magnuson-Stevens Fishery Conservation and Management Act requires that federally managed fisheries are regulated through annual catch limits (ACLs). 3 About This Calendar 6 Fanha aniyan Pulan CHamoru Art Contest Winners This 6 Fanha aniyan Pulan CHamoru (Chamorro Lunar Calendar) includes the contributions and advice of the Guam Chamorro Lunar Calendar Committee, which was initiated by the Western Pacific Regional Fishery Management Council. Traditional fishing and conservation practices of the Chamorro people of the Mariana Archipelago are highlighted. Traditional ecological knowledge and community involvement are integral parts of the ecosystem-based approach to fishery management and are components of the Mariana Archipelago and Pacific Pelagic Fishery Ecosystem Plans (FEPs) for the Western Pacific Region. These FEPs are developed, monitored and amended by the Council to conserve and manage fisheries seaward of the state waters surrounding Guam. The Guam Lunar Calendar Committee members are Anthony J.P. Ada, Ed Benavente, Julie Jill Benavente, John Calvo, Joseph Artero Cameron, Jeremy Cepeda, Frank Cruz, Dr. Larry Cunningham, Tim Dela Cruz, Manuel P. Duenas II, Michael Duenas, Chip Guard, Leonard Z. The tide charts with the moon rise and set times in Chamorro time for Apra Harbor, Guam, were provided by OceanFun Publishing, NZ. The moon phases were calculated using the HM Nautical Almanac Office (astro.ukho.gov.uk/websurf) as guidance. The seasonal fishing predictions were provided by the fishermen in the committee and consolidated by Jesse Rosario. This calendar features some of the winning entries from an art contest held on Guam. The theme of the competition, Kustumbren Pumeskan Tåsi yan Tåno (Fishing and Hunting Traditions), was chosen in celebration of Guam s hosting of the th Festival of Pacific Arts (FestPac) from May to June 4, 6. This theme encourages the perpetuation of traditional knowledge and cultural values and practices through activities that promote sustainable use of natural resources so as to ensure the island s food and cultural security. The lunar movement directs the life cycles of the flora and fauna of the land and ocean and are central to life in our islands. Threats to our Chamorro culture and food security can have catastrophic impacts to our natural resources and the people of the Mariana Archipelago. The practice and perpetuation of culture and traditions have provided the Mariana people with resiliency and ensured the availability of food through sound management of natural resources.
