1 ESC History Education Service Center Region is one of 20 organizations that provide services to school districts in Texas. In 1965, the 59 th Legislature authorized the State Board of Education to establish state-supported regional media centers that would serve as libraries for instructional media that could be utilized by local school districts. During this time period, the United States Congress enacted the Elementary and Secondary Education Act. As part of that legislation, Title III provided for the planning and developing of supplementary educational centers and services. The Texas Education Agency decided that coordination between the centers authorized by Title III and Texas own regional media centers would strengthen services available to all schools in the state. In 1971, ESCs received initial basic state support for regional services to schools, regional coordination in planning, and for administrative costs. In 1984, House Bill 72 expanded the working relationship between ESCs and the Texas Education Agency, with ESCs assuming many decentralized functions such as PEIMS and school board training. The concept of regional centers continued to expand throughout the years to include a broad range of services, technical assistance, and implementation of state initiatives for local school districts. Mandates, Mission and Vision Section of the Texas Education Code (TEC) mandates that ESCs (1) assist school districts in improving student performance, (2) enable school districts to operate more efficiently and economically, and (3) implement initiatives assigned by the Legislature or the Commissioner. In addition to state mandates, ESC Region has established the following mission and vision: Mission To provide quality solutions that build the capacity of learning communities Vision To prepare today s learners for tomorrow s opportunities

3 ESC Funding Today, ESCs receive funding ESC Region 5-Year Revenue from three sources: the 14,100,000 federal government, the state government, and 12,100,000 through local funds. ESC 10,100,000 Region currently operates on a budget of $26 million 8,100,000 31% federal dollars, 17% 6,100,000 state dollars, and 52% 4,100,000 local revenue. With these funds, we are able to hire 2,100,000 and maintain quality staff, 100,000 operate a comfortable Budget training facility that can (as of accommodate the needs of 8/16/13) district personnel throughout the region, and provide state-of-the-art training equipment and technology. We form cooperatives that allow for bulk purchasing of items or services, and develop specialized services at reduced fees in order to meet the needs of our school districts.
