2 Russell E. Palarea, Ph.D. (CTR), Consulting Operational Psychologist, Office of Protective Intelligence, Bureau of Diplomatic Security The world is becoming an ever increasingly smaller place, and with that, threat assessment cases across borders are increasing in frequency. Circumstances can range from threats of violence against political leadership of one country being communicated by a subject in another country, to threats related to Visa issuance, to family members being threatened overseas. As a result of the U.S. State Department Bureau of Diplomatic Security's international jurisdiction, the DS Threat Management Program becomes involved in unique and challenging threat assessment cases. The DS Threat Management Program Manager and Consulting Operational Psychologist will discuss the lessons learned from working threat assessment cases in international environments. Case studies will be used to illustrate the cultural, legal, and investigative challenges of partnering with host country law enforcement to prevent violent attacks. Dr. Russell Palarea is the contract Consulting Operational Psychologist for the U.S. State Department s Bureau of Diplomatic Security, Office of Protective Intelligence Investigations (DS/PII) and co- creator of the State Department s Threat Management Program. Since 2012, he has consulted on DS threat assessment investigations targeting the U.S. Secretary of State and State Department Leadership, visiting foreign dignitaries and foreign diplomatic facilities in the U.S., U.S. Embassies and Consulates worldwide, and State Department facilities and personnel. He also serves as an instructor for the DS Training Academy. From , Dr. Palarea served as a Staff Operational Psychologist with the Naval Criminal Investigative Service (NCIS), where he provided psychological consultation to the Death Investigations, Cold Case Homicide, Family & Sexual Violence, and Threat Management Units, the Protective Service Operations Division, and the Counterintelligence and Counterterrorism Directorates. Additionally, Dr. Palarea has consulted for several DoD groups, including the Fort Hood Task Force addressing violence prevention and Psychological Autopsy Working Group. He has served as an instructor for the Federal Law Enforcement Training Center (FLETC), CIA University, and DoD Joint Counterintelligence Training Academy (JCITA), and has provided training for numerous local, state, federal, and international law enforcement and intelligence agencies. Dr. Palarea has conducted research on stalking, workplace violence, and assessment of communicated threats with the Los Angeles Police Department Threat Management Unit, U.S. Capitol Police Threat Assessment Section, Nebraska State Patrol, and Lincoln Police Department. His journal publications have appeared in Behavioral Sciences & the Law, Violence & Victims, Journal of Forensic Sciences, and Journal of Threat Assessment. He has co- authored book chapters on psychiatric diagnoses and the offender- victim typology of stalking in Meloy s The Psychology of Stalking, crisis negotiations in Kennedy & Zillmer s Military Psychology, ethics in crisis negotiations in Kennedy & Williams' The Ethics of Operational Psychology, and role of sexual fantasies in sex offenses in Robertz Violent Fantasies. Dr. Palarea holds a B.A. in Psychology from UCLA and a Ph.D. in Clinical Psychology with an emphasis in Forensics from the University of Nebraska- Lincoln. He currently serves on ATAP s Board of Directors as Sergeant- At- Arms and Chair of the International Relations and ATAP Professional Communities Committees, and is a Consulting Editor for the Journal of Threat Assessment and Management.
3 Matt Wolsey, Supervisory Special Agent, U.S. State Department Supervisory Special Agent Matt Wolsey is the Branch Chief of Investigations for the DS Office of Protective Intelligence Investigations, where he supervises PII s threat management investigations. SSA Wolsey began his career as a DS agent in His prior overseas posts include serving as the Regional Security Officer in Bangladesh, and Assistant Regional Security Officer in Egypt, Iraq, Bangladesh, and India. Domestically, he served as the Unit Supervisor for Criminal Fraud Investigations. Prior to joining DS, SSA Wolsey served as the Local Guard Force Coordinator for the Regional Security Office at the U.S. Embassy in Moscow. Andrea Holowka, Area Superintendent, Calgary Catholic School District Andrea Holowka is an area superintendent with the Calgary Catholic School District, a large, publically- funded school district supporting 105 schools, 52,000 students and 5,000 employees. As an area superintendent, she is a member of the senior administrative team, assisting the chief superintendent with district operations, and directly supporting principals in the daily work of the schools. She is also the lead of the District Threat Assessment Team, which is responsible for ensuring the prevention, education and support of students and staff with respect to potential and actual threats. Her previous roles during her 19 years with the Calgary Catholic School District include Supervisor, Teaching and Learning, school- based administrative positions and classroom teacher. Laura S. Guy, Ph.D., ProActive Resolutions Dr. Laura Guy works as a Threat Assessment Specialist at ProActive ReSolutions Inc. Prior to that, she was on faculty in the Department of Psychiatry at the University of Massachusetts Medical School from 2009 to Laura is a licensed clinical (forensic) psychologist, and has extensive experience conducting violence risk/threat assessments in various settings in the US and Canada, including forensic psychiatric hospitals, prisons, workplaces, post secondary institutions and other community settings. She also consults with and provides technical assistance to US state agencies implementing risk assessment protocols in juvenile justice settings. Her primary research interests relate to the assessment and management of risk for crime and violence among juveniles and adults, with expertise in the Structured Professional Judgment model. Her research has been funded by the Social Sciences and Humanities Research Council of Canada, the John D. & Catherine T. MacArthur Foundation, the Department of Justice (USA), and the Office of Juvenile Justice and Delinquency Prevention (USA). She is the (co) author of over 150 articles, chapters, reports, manuals, and presentations and has facilitated numerous workshops on violence risk assessment and management around the globe. She is the current Business Secretary of CATAP and has won numerous awards for her work, including ATAP s Dr. Chris Hatcher Memorial Scholarship in 2004.
4 David Okada, Lieutenant, Salem Police Department, Salem, Oregon Lt. Dave Okada is a recognized expert in the field of threat assessment, has done consulting, training and debriefing on threat assessment issues around the nation and is highly regarded as a trainer in the field of threat assessment. He has been working in threat assessment since 2000 and is currently the facilitator of the well- known Willamette Valley Adult Threat Advisory Team located in Salem, Oregon and also a member of the Mid- Valley Student Threat Assessment Team. Lt Okada has served on the National Board of Directors of the Association of Threat Assessment Professionals (ATAP) since 2007 and received the 2009 ATAP Presidential Recognition Award at the national Threat Management Conference. Lt. Okada is a co- author of Assessing Student Threats. Over the years, he has received numerous awards and honors for his work in law enforcement. Lt Okada has served in law enforcement for nearly 28 years and has a wide variety of experiences ranging from homicide investigations to gang investigations to criminal intelligence to narcotics investigations. He also commanded a HIDTA interagency task force and has served on many multi- agency teams and task forces. Lt Okada graduated Cum Laude from Willamette University with a Bachelor of Arts degree in Psychology and is also a graduate of the Southern Police Institute Homicide Investigator Course, the FBI National Academy, DEA Drug Unit Commander Academy and Oregon Executive Development Institute. Lt Okada holds numerous state certifications including the Executive Certification through the Oregon Department of Public Safety Standards and Training. Darren Balsom, Calgary Police Service Darren Balsom has been a Threat Assessment Specialist with the Calgary Police Service for the past 4 years and is currently assigned to the Behavioural Sciences Unit. Prior to BSU, Darren worked in the High Risk Offender Program, Serious Habitual Offender Program and general analysis section. Darren held a contract with the Correctional Services of Canada for 16 years offering a Sexual Offender treatment program and currently facilitates an offender management/reintegration program with the Calgary John Howard Society. Darren is a professional member of The Association of Threat Assessment Professionals (ATAP), ASIS International, The Association of Treatment of Sexual Abusers, and is on the Board of Directors for the Alberta Criminal Justice Association and the Canadian Association of Threat Assessment Professionals (CATAP). Darren has conducted Threat and Risk Assessment training to various government and non governmental agencies such as the Parole Board of Canada, the Correctional Services of Canada, Alberta Child and Family Services, the Calgary Police Service Child Abuse Unit, Calgary Catholic School Board, the Calgary John Howard Society, the Circles of Support and Accountability and the RCMP. Darren is a graduate of the psychology and criminology program of Memorial University of Newfoundland.
