1 Making Every Child Matter...everywhere A Changing World: Young People and Risk in the Online Environment A One Day Conference Thursday 17 th June 2010 British Embassy, Warsaw This event is supported 1 by VISA Europe.
2 A changing world It is said that the only constant thing is change. This has never been as true as in the field of technology and in the task of keeping up with the latest trends. The explosion of social networking, for example, has created unprecedented opportunities for young people to socialise, network and be creative. The online environment is changing the way in which we live, communicate and socialise. Sadly, this is as true for sex offenders as it is for children and young people. Where technology develops so quickly, it is often young people who are experimenting online and pushing social and moral boundaries in a new way, in a different environment and on emerging digital platforms. High profile media coverage has highlighted society s collective concerns and the risks offenders pose online. So how do young people use the internet? What are they doing online and how are they using the latest technology? What are sex offenders doing online and where are the risks for young people? How are law enforcement, educators and legislators in Poland responding to these challenges and providing young people with skills to reap the rewards of the opportunities afforded by the internet, whilst safeguarding themselves against the risks. This one day conference will answer all those questions and more. Understanding the risk Drawing on the expertise of acclaimed speakers from the UK and Poland experts in sexual offending, the online environment and proactive education the conference will broaden delegates understanding of the online environment, children s risk taking behaviour and the nature of sex offenders in this space. Examples of the latest technology, communication platforms, social networking and gaming spaces will be showcased, highlighting where children are at risk and where proactive protection measures can be employed. The conference will look at UK and Polish examples of child sexual abuse crimes online, the impact offline and strategies employed to protect children and young people. Conference objectives Delegates will gain the following from the conference: A clear understanding of how offenders behave in the online environment; An understanding of grooming processes using practical case studies of offenders at work; An insight into young people s risk taking behaviour in the online environment; View latest research, legislation and educational resources available in Poland; Explore ways in which to protect children online and what practical measures you can use in your workplace. 2

4 Key Note Speakers: Helen Whittle, BSc, Following graduating with Honours in Psychology from the University of Kent, Helen began her career working as a teaching assistant. Following the completion of a Social Care Diploma, Helen worked with young people with complex needs and disabilities in a residential environment. As a keen traveller Helen has also taught English as a second language in primary schools in various countries across the world. Joining CEOP in 2006, Helen has helped to create the Thinkuknow educational resources, including those suitable to teach online safety to those with special educational needs. Helen is an experienced trainer and delivers Thinkuknow training around the UK. Marta Wojtas Marta is a qualified psychologist and a graduate of Łódź University and the Tampere University in Finland. For the last few years, Marta has been working in the field of psychological assistance and interventions for children who are victims of crimes. She currently works at the Nobody s Children Foundation as the Coordinator of Helpline.org.pl. Marta has also worked on a pilot program of the Ministry of Justice, regarding assistance for victims of crimes. She has also organized and delivered a number of trainings and seminars for children, young people and professionals in the area of preventing violence, prevention of addictions, and development of social skills. Between , Marta worked as academic teacher at the Świętokrzyska Academy in Kielce. She also worked in the area of psychology and pedagogical counselling. Piet Lakeman Piet is a Senior Manager for Visa Europe s Risk Management Department in London. Previously he was employed as a Superintendent with the Dutch National Police Agency. He represented the Dutch authorities in various working groups of the European Commission. He provided his expertise in national and international developments of security documents such as passports, identity cards and driving licences. He is the author of various national and international publications on card developments in general and payment card fraud in particular. He was the first project leader in Interpol s project Universal Classification System for Counterfeit Payment Cards which was public/private cooperation between Interpol General Secretariat, Lyon, France, and the payment card industry. Rafał Lew-Starowicz, Rafał Lew-Starowicz graduated from the Faculty of Journalism and Political Science of the Warsaw University. Currently, he works at the Office of the Ombudsman for Children, as an acting director, responsible for protecting minors in electronic media. He is also a member of the Advisory Board of Pan European Game Information (PEGI), PEGI Enforcement Committee a European rating system for computer and video games and the Consulting Committee of the Polish Safer Internet Centre. Rafal is the author of several publications on safe use of the Internet and computers by children. Currently, he is working on his PhD thesis at the Academy of Special Education, based on comparative research of the system for protecting children against online risks in Poland and in other countries. 4
5 Łukasz Wojtasik Łukasz Wojtasik has a Masters in social prevention and rehabilitation and has authored research on children's behaviours on the Web (2002, 2004). Łukasz is the co-author of the publication Protecting children against corporal punishment: Awareness-raising campaigns and other articles related to the issue of child abuse on the Web. In he was a coordinator of the European Commission programme 'Safer Internet Action Plus'. At present, Łukasz is the Coordinator of the Polish Child on the Web project and the Safer Internet Academy Nobody Children s Foundation s programme promoting children's safety on the Web. Magdalena Ciolek Vice president and coach of the Foundation. Social and clinical psychologist (Warsaw School of Social Psychology). Graduate Study of the Prevention of Domestic Violence and the first and second degree training in the field of therapeutic work based on the Solution Focused Therapy approach. Co-operated with the Association for the Prevention of Domestic Violence Blue Line, in consultation for people involved in domestic violence. Together with Jakub Śpiewak is a member of the acting Prime Minister's Office Panel on discrimination against minors in the media. She was the coordinator of Children Under Protection Agreement, acting on behalf of a wise education and child safety. Privately she likes sailing, travels a lot avoiding hackneyed routes. Prof. Kazimierz Krzysztofek, PhD Prof. Kazimierz Krzysztofek graduated from the Krakow Jagiellonian University School of Law and PhD in sociology at Warsaw University. His fields of research include the impact of information technology on the arts; sociology of Internet, e-culture, IT and human development, culture and knowledge industry, IT and civil society. Since 1994 (until 2000) he worked at the Institute of Culture as Director for Research. He has been Professor of Sociology at the University of Bialystok since 1997, and a member of the Polish Academy of Science Committee for Forecasting "Poland 2000Plus" since Since 2000 he has been professor of sociology in the Warsaw School of Social Sciences and Humanities in Warsaw. He is also a member of the International Studies Association, as well as a member and former board member of the European network of research institutes on culture and culture documentation centers (CIRCLE). Since 2002 he has been vice-president of the Warsaw Foundation Pro Cultura. In 1987/88 he was senior Fulbright scholar in the MIT Center for International Studies (Program on International Communication) and in 1996, a visiting lecturer at the Pennsylvania State University, State College. He has published widely and received numerous awards and honours. 5
