1 <Admission for April 2015> Graduate School of Environment and Energy Engineering Waseda University Admission Guidelines for Non-degree Research Students (Sponsored & Non- Sponsored) [Doctoral Level Program] Privacy Policy Waseda University uses personal information (e.g. name, address, and date of birth) collected from applicants applying for admission to the university when it conducts the entrance examination, announces the successful applicants, conducts the admission process, and carries out other related tasks. We have taken appropriate measures to prevent the loss, disclosure, and misuse of personal information. If it is necessary for us to outsource part or all of the abovementioned process to a third party, we contractually or otherwise require the party to appropriately manage the information. Please note that, once it has been statistically processed to ensure that individual applicants cannot be identified, personal information is used as reference material for the selection of students in the university s admission process.

3 The Waseda University Graduate School of Environment and Energy Engineering (WEEE) welcomes nondegree research students who wish to enroll in WEEE courses or receive research guidance on particular research projects. We accept non-degree research students who are sponsored by government agencies, foreign governments, schools, private organizations, and other entities, as well as eligible individuals seeking to enroll as non-sponsored research students. Enrollment in WEEE courses and for research guidance on particular research projects is available on a space-available basis. For non-degree research students only enrolling in courses, the maximum number of course credits they can enroll for is 20. For those enrolling in courses and receiving research guidance as well, the maximum number is Number of Admission Spaces Available A few 2. Application Criteria [Doctoral Level Program] Applicants must meet at least one of the following four criteria. Holders of a Master s Degree, a Professional Master s Degree, or a Professional Doctorate Degree in Law or those who are scheduled to receive such degree by March 2015 Holders of a Master s Degree, a Professional Master s Degree, or equivalent from an institution outside Japan or those who are scheduled to receive such degree by March 2015 Those designated by the Minister of Education, Culture, Sports, Science, and Technology Those who have completed postgraduate programmes and received a degree equivalent to a Master s Degree from United Nations University or those who are scheduled to receive such degree by March 2015 Important Notice to International Students (1) When admitted to WEEE, non-degree research students must receive research guidance or take at least 10 hours of classes per week (i.e. they must take a total of at least 7 subjects from the courses offered at WEEE) in order to obtain permission to stay as a student. According to Immigration Bureau policy, in the majority of cases, non-degree research students are not allowed to extend their period of stay beyond their initial one year. (2) Students who do not hold a valid visa status throughout the period between the admission procedures and the entrance procedures are not eligible to apply. 3. Application Period Applications for the entrance examination must be postmarked as follows. January 19 (Mon) January 23 (Fri),

4 4. Application Documents Create the application documents in Word format and print them out for submission. If you will be submitting handwritten documents, use a black ink pen or ballpoint pen. Fill in the documents using block capitals and Arabic numerals. * Download the prescribed forms listed below (including (1) Application form; (2) Curriculum Vitae; (3) Reason for Application and Plans for the Future; and (6) Statement of Source of Funding) from the WEEE Admissions Guidelines and Application Forms website: Application form: Prescribed form a. Do not complete sections marked with *. b. The photograph you submit must be a color photograph that is 4 cm high and 3 cm wide (without border), and it must have been taken within three months of the date on which the application is received. Write your name on the back of the photograph, and then paste it on the application form. Make sure that you keep the negative for the photograph as identical photos will be required for the admission process. c. Paste the certificate of payment that you receive once you have paid the screening fee at a convenience store on the application form. Curriculum Vitae: Prescribed form a. In the Educational Background section, list your entire educational background from elementary school to present (including your background as a non-degree research student). If there is not enough space on the form, list your academic background on a separate piece of paper and send it with the application form. b. The examination admission card, Announcement of the Screening Results, admission procedure documents, etc. will be sent to the mailing address written in the current address section, so make sure that you accurately write a mailing address where you are certain to receive these documents. c. If you have held any employment positions prior to your current position, provide details in the Additional remarks part of the Employment History section. Reason for Application and Plans for the Future: Prescribed form Summarize your reason and motivation for pursuing your studies and describe your plans for the future. Original copies of relevant certificates a. Applicants must submit a certificate of completion for your master s program and the academic transcripts for your undergraduate and graduate programs. (* Applicants who expect to graduate must submit a certificate of expected graduation and an academic transcript for their studies to date) b. Applicants who have transferred must submit the documents specified in (a) above together with the academic transcript for their studies prior to the transfer. c. Applicants who have completed 16 years of standard school education in a foreign country must submit a certificate of completion and an academic transcript. * If the certificate is in a language other than Japanese or English, a Japanese or English translation that has been certified by an official organization (e.g., the relevant embassy, consulate, or notary office) must be provided. 3

5 * Applicants who expect to complete the program must submit a certificate of graduation or completion and the final academic transcript for the program during the admission process. Sponsorship letter from a government agency, foreign government, company, etc. (sponsored non-degree research students only) Applicants who are foreign nationals must also submit the following. Statement of Source of Funding: Prescribed form * Not required for applicants with permanent resident status. Original Certificate of Residence or a Copy of Your Resident Card (both front and back) * The Certificate of Residence must contain the following information: nationality, residence status, period of stay, expiration of a visa, and resident card number. 5. Application Procedure The application documents must be sent by postal mail only. Applications postmarked after the application deadline will not be accepted. Applications submitted from outside Japan will not be accepted. (* Except for applicants who are able to pay the screening fee and take the examination in Japan.) Send the application by registered mail in a K2 size envelope (i.e., 240 mm 332 mm), which can hold A4 documents without folding. Send by registered express mail if the deadline is imminent. On the envelope, write Non-degree Research Student Application Documents in red ink. A certificate of receipt for the application documents will not be issued. Track the documents using a mail tracking number issued by the post office in order to check whether the WEEE Admissions Office has received them. We do not accept admission documents that are submitted in person at the WEEE Admissions Office. Once your application documents have been received, the WEEE Admissions Office will send an examination admission card to you by postal mail to the current address given in your CV. If the examination admission card has not reached you one week after the application deadline, contact the WEEE Admissions Office. If you are suffering from a serious illness or injury that impedes your ability to take the entrance examination, notify the WEEE Admissions Office immediately, even if you have already submitted your application. 4

6 6. Screening Fee 30,000 yen The screening fee of 30,000 yen must be paid before you send the necessary application documents. The applicant is exempt from the screening fee in any of the following cases: The applicant has successfully completed a Waseda University graduate school program and is applying to continue his/her studies by enrolling at a Waseda University graduate school as a nondegree research student. The applicant has taken any entrance examination for April 2015 admission at WEEE. The applicant is already enrolled at a Waseda University graduate school as a non-degree research student and will be continuing as a non-degree research student for another year. Please note that in this case exemption is available for the second year only. 7. Screening Fee Payment Payment of the screening fee must be made between the following dates: January 19 (Mon) January 23 (Fri), 2015 Make the payment before you submit the application documents. Applications with no record of the screening fee having been paid will not be accepted. Please pay the screening fee by using one of following methods. <Payment at a convenience store> To make a payment at a convenience store, you must complete the designated application procedure in advance by accessing the screening fee convenience store payment site ( [Japanese only] on the Internet from a personal computer or a mobile phone and complete the prescribed online procedures. After accessing the website, please make the payment at a convenience store. After making the payment, detach the Certificate of Payment of the Screening Fee on the Screening Fee Handling Description, paste it to the designated space ( Screening Fee Payment Certificate ) on the Application From, and submit it. For more information on the payment, refer to Convenience Store Easy-Pay Systems for Entrance Exam Fees pdf The payment can be made 24 hours a day, seven days a week, including Saturdays, Sundays, and holidays. However, please note that application via the website will end at 23:00 on the last day of the payment period. Similarly, you will not be able to make a payment at a convenience store after 23:30 on the last day of the payment period. If a family member or acquaintance of an applicant conducts the procedure for the applicant, the family member or acquaintance must enter the applicant s information. <Payment by credit card, China Union Pay or Alipay (online payment)> To make a payment by credit card or online payment system (China Union Pay or Alipay), please access the online screening fee payment website ( and complete the required procedure. 5

7 After completion of the payment, print out the Result page and attach it to the Photo submission Slip and Certificate of Receipt for Examination Fee. For details, refer to Examination Fee Payment by Credit Card, Union Pay, and Alipay 01.pdf The payment can be made 24 hours a day, seven days a week, including Saturdays, Sundays, holidays. However, please complete the payment through e-shiharai.net by 11:00pm Japan Standard Time on the last day of the payment period. The payment can be made with a credit card held in the name of a person other than the applicant. However, the applicant s information must be entered in the Basic Information page of the screening fee payment website. 8. Note on Submitted Application Documents and Screening Fee Refunds As a general rule, application documents and screening fees are not returned or refunded. However, the full screening fee or an amount exceeding the screening fee will be returned in the following circumstances. If any of the following applies to you, contact the WEEE Admissions Office. 1) The applicant paid an amount in excess of the screening fee. 2) The applicant paid the screening fee, but failed to submit the required application documents. 3) The applicant paid a screening fee and submitted the application documents after the deadline. 4) The applicant paid a screening fee and submitted the application documents, but your application was rejected before screening due to the following reasons. *The submitted application materials are not complete enough to meet the application requirements. *The applicant doesn t meet all the eligibility criteria. If you have made a payment by credit card, any handling fees which may be incurred for refund must be paid by the applicant. If the application documents and materials that you submit to Waseda University are found to have been forged, falsified, or plagiarized, this will be regarded as a dishonest act and your examination results may be voided. In such circumstances, we do not return the submitted documents, materials, or screening fee. 9. Screening Method The screening is conducted in the form of an interview according to the information given below. Successful applicants are selected after a comprehensive evaluation of the application documents and the results of the interview has been conducted. Interview date: February 7 (Sat) or February 8 (Sun), 2015 Venue: Waseda Campus, Waseda University * The exact time and venue will be specified on the examination admission card. 6

Announcement of Results February 10 (Tue), 2015 * The WEEE Admissions Office will send the Announcement of the Screening Results to all applicants by postal mail to the current address given in their CVs by February 14 (Sat), Successful applicants will receive the admission procedure documents with the results. If the Announcement of the Screening Results has not reached you by February 16 (Mon), 2015, contact the WEEE Admissions Office. 11. Admission Procedure The admission documents must be submitted between the following dates: February 16 (Mon) February 18 (Wed), 2015* * Postmark deadline Admission documents must be submitted by postal mail only. Documents postmarked after the postmark deadline will not be accepted. Send the application by registered mail in a K2 size envelope (i.e., 240 mm 332 mm), which can hold A4 documents without folding. Send by registered express mail if the deadline is imminent. On the envelope, write Non-degree Research Student Admission Procedure Documents in red ink. A certificate of receipt of the admission documents will not be issued. Documents Required for the Admission Procedure Prescribed forms a. Written Oath and Guarantee (to be filled in by the successful applicant and his/her guarantor) b. 9 * If you are a foreign national, you must submit a Certificate of Residence, which must contain the following information: nationality, residence status, period of stay, expiration of a visa, and resident card number. Certificate of Completion and final academic transcript (only required if you were expecting to graduate at the time of application) * If the school you re attending makes it difficult for you to submit the required certificates by the deadline, contact the WEEE Admissions Office to discuss the matter. Three color photographs (must be the same as the one attached to the application form, which will be attached to the student card) Copy of the receipt for payment of tuition and other fees * Fill in the designated payment slip and make payment over the counter at any bank other than the Japan Post Bank. Please note that we do not accept payments made by ATM transfer. 13. Tuition and Other Fees The tuition and research guidance fees required for the WEEE doctoral programs (April 2015 admission) are as follows. Tuition fee (per credit) Research guidance fee (annual) 53,800 yen 416,800 yen (doctoral program) As a general rule, application documents, tuition, and other fees (spring semester) are not returned or refunded. If an applicant must withdraw from the program for reasons beyond his/her control, only the tuition and other fees (spring semester) are refundable. 11 Guidelines for Waseda University Entrance Examinations Waseda University Waseda University has established and rigorously implements the following guidelines in order to ensure an impartial and fair examination for all examinees. When sitting for Waseda University s entrance examinations, please familiarize yourself with these guidelines and approach the examination in a serious manner. Dishonest Acts 1. If the application documents and materials that you submit to Waseda University are found to have been forged, falsified, or plagiarized, this will be regarded as a dishonest act. 2. Your actions may be considered dishonest if: You cheat (by, for example, looking at prepared notes, textbooks or another examinee s test paper, and asking others for answers) You use items that are not permitted for use during a written examination. You open the question booklet or answer sheet during a written examination before being told to start the test. (Similar prohibited actions include opening booklets, beginning to write answers, and making notes on the back or in the margin.) You ignore the instructions given at the end of the test to put down your pencils and turn over your answer sheet, and instead continue to hold your pencil and answer test questions. You act in a way that benefits other examinees (e.g., by giving out answers during the examination). You have a mobile phone on your person or use one during the examination. You mobile phone or watch emits any sound (e.g., ringtones, alarms, and vibrations). You behave in a way that may be considered a nuisance to other examinees at the examination venue. You do not follow the instructions given by the examination supervisors at the examination venue You pretend to be an applicant and take the examination in his/her place. 11 You engage in conduct that compromises the impartiality of the examination. 3. If a dishonest act is discovered or suspected, an examination supervisor may: Warn the examinee about his/her behavior or ask him/her for an explanation. Ask the examinee to take the examination in a separate room. 4. If the commission of a dishonest act is confirmed, the following actions may also be taken. The examinee may be denied admission to all Waseda University entrance examinations for that academic year (with no refund of the entrance examination fee) The results of all the Waseda University entrance examinations taken by the examinee during that academic year may become invalid. Examination Environment Waseda University takes all necessary measures to ensure a quiet and fair examination environment. Please note the following, however. As a general rule, no special measures are taken in the event that everyday noise (e.g., the sound of air conditioning; transportation such as aircraft and motor vehicles; weather conditions such as wind and rain; the sound of coughing, sneezing, and sniffling from other examinees; the sound of mobile phones ringing) can be heard. If a mobile phone or watch rings, vibrates, or otherwise makes a noise, and an examination supervisor can identify the source of the noise, he/she will remove the device from the examination site, with or without the consent of its owner, and hold it at the examination headquarters. No consideration will be given to any difference in desks, chairs, air conditioning, or sound equipment at the examination site. If the conduct of an examinee is found to be a nuisance to other examinees, he/she may be asked to take the examination in a separate room. Circumstances that are beyond Waseda University s control In the event of circumstances that are beyond Waseda University s control such as a natural disaster (e.g. a typhoon, an earthquake, a flood, or a tsunami) and/or an accident (e.g. a fire or power failure) measures such as delaying the start of the examination or postponing the examination may be taken. In such an event, however, the university shall bear no responsibility for any resulting inconvenience, expenses, or other personal loss that the examinees may suffer.
