1 District 1 Projects Capital Improvement Program In Hennepin County, the cities of Rogers, Dayton, Greenfield, Corcoran, Maple Grove, Independence, Loretto, Medina, Plymouth, Maple Plain and Medicine Lake. Excluded are the Hennepin County portions of the cities of Hanover and Rockford. Rural Area Improvements: Project provides funding to study potential acquisition and improvements to rural growth center wastewater treatment facilities that may be acquired and operated by the Metropolitan Council. Also provides funding for the acquisition of sites for future wastewater treatment plants to serve northwestern Hennepin County and western Scott County. The project primarily includes the Elko-New Market Interceptor, which is operational, and the East Bethel Wastewater Reclamation Facilities, which are under construction. Subproject : Crow River WWTP Elm Creek Corcoran/Rogers Connections: Project consists of constructing a gravity interceptor system to provide long term interceptor service to the communities of Brooklyn Park, Corcoran, Dayton, Hassan, Maple Grove, Medina, and Plymouth. Under the original Elm Creek Interceptor family of projects (Project 9004), the Metropolitan Council administered the construction of 12 miles of the main stem of the Elm Creek Interceptor. The remaining work on the Elm Creek Interceptor consists of two connections serving Corcoran (northeast and south) and part of southeast Rogers. Maple Plain Area Improvements: Project this project provides for a new or rehabilitated lift station and a second forcemain, and potential new facilities to serve Loretto, northwest Medina, and southwest Corcoran. In addition to major projects, there may also be some other systemwide improvement projects located in the district. This would include interceptor rehabilitation and lining projects; meter improvement projects; and other small miscellaneous projects (SSIPs).

3 District 2 Projects Capital Improvement Program In Anoka County, the cities of Spring Lake Park, Fridley, Columbia Heights and Hilltop and in Hennepin County, the cities of Champlin, Brooklyn Park, Osseo and Brooklyn Center. Excluded is the Ramsey County portion of the city of Spring Lake Park. Brooklyn Park LS/FM Improvements: Project provides two new forcemain pipes from L32 in Brooklyn Park to existing pipes in Fridley by river crossing. Improvements to the lift station and rehabilitation of the existing forcemain pipes and downstream gravity sewers are also included. Land acquisition for the site of a future re-located lift station is also included. North Area Interceptor Rehabilitation: Project the interceptors in Blaine, Brooklyn Park, Champlin, Circle Pines, Coon Rapids, Forest Lake, Fridley, Hugo, Lexington, Lino Lakes, Moundsview, Shoreview, and Spring Lake Park are in need of rehabilitation and/or replacement. The project will rehabilitate existing interceptor facilities. In addition to major projects, there may also be some other systemwide improvement projects located in the district. This would include interceptor rehabilitation and lining projects; meter improvement projects; and other small miscellaneous projects (SSIPs).

5 District 3 Projects Capital Improvement Program District 3 includes the Hennepin County cities of Chanhassen, Deephaven, Eden Prairie, Excelsior, Greenwood, Hopkins, Long Lake, Minnetonka, Minnetonka Beach, Mound, Orono, Shorewood, Spring Park, Tonka Bay, Wayzata, and Woodland. Blue Lake System Improvements: Project this project will provide improvements to meet the long-term conveyance capacity, reliability, and rehabilitation/replacement needs of the Blue Lake Interceptor System. This system includes gravity sewers, 29 lift stations, and single forcemains from each lift station. Where cost effective, such as in the Victoria area, some lift stations are being replaced by deep gravity sewers using tunnel construction methods. In some cases, small lift stations will be consolidated. The remaining lift stations will be rehabilitated and/or replaced as necessary. Single forcemains will be upgraded to dual forcemains. Gravity sewers will be rehabilitated as necessary. The five major project areas are Victoria, Excelsior, Mound, and Wayzata, and Gravity Sewers (Chanhassen, Eden Prairie, Minnetonka, Prior Lake, and Shakopee). Hopkins System Improvements: Project this project consists of the rehabilitation and/or replacement of the existing 30-year-old forcemain and lift station to provide long term, reliable service to the City of Hopkins and St. Louis Park. 7 District 4 Projects Capital Improvement Program All of Carver County except for the city of Chanhassen and all of Scott County except Spring Lake Township, Credit River Township, Cedar Lake Township, New Market Township and the city of Elko New Market. Excluded is the Scott County portion of the city of New Prague. Rural Area Improvements: Project provides funding to study potential acquisition and improvements to rural growth center wastewater treatment facilities that may be acquired and operated by the Metropolitan Council. Subproject : Carver County Subproject : Elko-New Market Interceptor Subproject : New Germany WWTP Subproject : Scott County WWTP Blue Lake Plant Improvements: Project consists of replacing the existing gaseous chemical effluent disinfection system with liquid chemical disinfection; modifying the existing secondary treatment facilities to remove phosphorus to meet the 1 mg/l annual average limit; rehabilitation of facilities nearing the end of their useful life; improvements to the solids processing facilities and odor control; the addition of anaerobic sludge digestion to supplement the existing sludge dryer for reliability and to recover energy for dryer use; and improvements to plant utility systems. Construction of these improvements is substantially complete. 8 Chaska Lift Station: Project provides for a new, larger pumping station at the former WWTP site, to provide long-term capacity to serve Chaska and Carver. Lift Station Rehabilitation: Project consists of improvements to Lift Stations L-3, L-6, L-7, L-10, L-13, L-30, L-35, L- 56 and L-66. The project will replace obsolete, aging equipment and increase the lift stations' pumping capacity. The L-7 forcemain will also be replaced under this project. Subproject : Facilities L-30, L-35, and L-66 Regional Plant Electrical Improvements: Project consists of electrical improvements to mitigate arc flash potential and for the replacement of electrical equipment needed at the regional plants. St. Bonifacius LS/FM Rehabilitation: Project this project consists of lift station improvements and new dual forcemains. Waconia LS/FM Rehabilitation: Project this project consists of lift station improvements and replacement of the older of two forcemains. In addition to major projects, there may also be some other systemwide improvement projects located in the district. This would include interceptor rehabilitation and lining projects; meter improvement projects; and other small miscellaneous projects (SSIPs).

10 District 5 Projects Capital Improvement Program District 5 includes the Hennepin County cities of Bloomington, Edina, and Richfield, and the unorganized territory of Fort Snelling. Bloomington System Improvements: Project this project provides for a new Lift Station L-55 in the City of Bloomington. It also includes interceptor expansion as needed. Lift Station Rehabilitation: Project consists of improvements to Lift Stations L-3, L-6, L-7, L-10, L-13, L-30, L-35, L- 56 and L-66. The project will replace obsolete, aging equipment and increase the lift stations' pumping capacity. The L-7 forcemain will also be replaced under this project. Subproject : Facilities L-3, L-6, L-10, and L-56 Seneca Interceptor System Rehabilitation: Project this project consists of the rehabilitation of portions of the interceptors that serve the Seneca WWTP. It includes Interceptors 7030, 7033, 3-BV-35 and 3-BV-39 in the City of Burnsville; Interceptors 7031, 7804, 3-BN-496, and 3-BN-499 in the City of Bloomington; and Interceptor 3-ET-37 in the City of Eagan. 12 District 6 Projects Capital Improvement Program District 6 includes the Hennepin County cities of Crystal, Golden Valley, New Hope and St. Louis Park, and that portion of the city of Minneapolis lying within a line described as follows: commencing at the intersection of the southern boundary of the city of Minneapolis and Lyndale Avenue, northerly along Lyndale Avenue to its intersection with Interstate Hwy 394, easterly along Interstate Hwy 394 to its intersection with Interstate Highway 94, northerly along Interstate Highway 94 to its intersection with the second set of Burlington Northern Santa Fe Railroad tracks, westerly along that set of Burlington Northern Santa Fe Railroad tracks to their intersection with the Canadian Pacific Railway tracks, westerly and northerly along the Canadian Pacific Railway tracks to their most westerly intersection with Bassett Creek in the city of Minneapolis, northwesterly along Bassett Creek to its intersection with the western boundary of the city of Minneapolis, southerly and then easterly along the western and southern boundaries of the city of Minneapolis to the point of origin. Golden Valley Area Improvements: Project consists of interceptor capacity relief for the Golden Valley-St. Louis Park area by construction of a lift station and forcemain. Hopkins System Improvements: Project this project consists of the rehabilitation and/or replacement of the existing 40-year-old forcemain and lift station to provide long term, reliable service to the City of Hopkins and St. Louis Park. Lift Station Rehabilitation: Project consists of improvements to Lift Stations L-3, L-6, L-7, L-10, L-13, L-30, L-35, L- 56 and L-66. The project will replace obsolete, aging equipment and increase the lift stations' pumping capacity. The L-7 forcemain will also be replaced under this project. Subproject : Facilities L-30, L-35, and L-66 Minneapolis Interceptor Rehabilitation: Project consists of the rehabilitation of portions of Mpls Interceptors 1-MN-311, 312, 313, 314, 330, 341, 342, 343, and 344. It also includes the rehabilitation of the maintenance access structures (manholes) throughout the interceptor system in Minneapolis. The project addresses pipe corrosion, clay pipe failures, and infiltration/inflow sources. The project also includes the needed improvements to the Minneapolis regulators including renovations of Regulators R06, R07, R10, and R12; the replacement of R04 and R08. Regulator R05 will be demolished and odor control facilities will be added to Regulators R04, R06, R08, R10, and other areas as needed.

14 District 7 Projects Capital Improvement Program District 7 includes in Hennepin County, the city of Robbinsdale and the portion of Minneapolis described as follows: north and east of a line beginning in the west at the point where the Minneapolis city boundary intersects Bassett Creek, then following Basset Creek to the BNSF rail crossing west of Penn Avenue, then following the BNSF rail line east to the median of Interstate 94, then south to the median of Interstate 394, then west to the centerline of Lyndale Avenue, then south along the centerline of Lyndale Avenue to the centerline of 42nd Street, then north and west of a line beginning at the intersection of Lyndale Avenue South and 42nd Street and running east along the centerline of 42nd Street to the centerline of Cedar Avenue South, then north along the centerline of Cedar Avenue South to the intersection with Minnehaha Avenue, then northeast along the centerline of 20th Avenue South to the median of Interstate 94, then west along the median of the interstate to the median of 8th Street South/Hiawatha Avenue, then northwest to the median of Interstate 35W, then northeast along the median of the interstate to the centerline of the Mississippi River, then following the centerline of the river west and north to where it intersects with the northern boundary of the city of Minneapolis. Interceptor 1-MN-310/320 Diversion: Project these two sewers were originally constructed in Minneapolis in Portions of these sewers are original brick construction. Pipe sizes vary from 3 feet to 10 feet diameter. The pipe length is 12 miles. These sewers will be evaluated to determine their rehabilitation needs. A deep tunnel connection to the Minneapolis East Interceptor will be considered as a means to ensure capacity and reliability of the system and to facilitate rehabilitation of the old sewers. Minneapolis Interceptor Rehabilitation: Project consists of the rehabilitation of portions of Mpls Interceptors 1-MN-311, 312, 313, 314, 330, 341, 342, 343, and 344. It also includes the rehabilitation of the maintenance access structures (manholes) throughout the interceptor system in Minneapolis. 22 District 11 Projects Capital Improvement Program District 11 In Anoka County, the district includes the cities of Columbus, Lino Lakes, Centerville and Linwood Township. In Washington County, it includes the cities of Hugo, Oakdale, Landfall and White Bear Lake (Washington County Part). In Ramsey County, the cities of White Bear Lake, Vadnais Heights, Little Canada, Maplewood, North St. Paul, Gem Lake and White Bear Township are included in this district. Lift Station Rehabilitation: Project consists of improvements to Lift Stations L-3, L-6, L-7, L-10, L-13, L-30, L-35, L- 56 and L-66. The project will replace obsolete, aging equipment and increase the lift stations' pumping capacity. The L-7 forcemain will also be replaced under this project. Subproject : Facilities L-3, L-6, L-10, and L-56 North Area Interceptor Rehabilitation: Project the interceptors in Blaine, Brooklyn Park, Champlin, Circle Pines, Coon Rapids, Forest Lake, Fridley, Hugo, Lexington, Lino Lakes, Moundsview, Shoreview, and Spring Lake Park are in need of rehabilitation and/or replacement. 24 District 12 Projects Capital Improvement Program District 12 All of Washington County except the cities of Hugo, Oakdale, Landfall, White Bear Lake (Washington County Part) and the enclaves of Grey Cloud Island Township that are wholly within the city of St. Paul Park. Lift Station Rehabilitation: Project consists of improvements to Lift Stations L-3, L-6, L-7, L-10, L-13, L-30, L-35, L- 56 and L-66. The project will replace obsolete, aging equipment and increase the lift stations' pumping capacity. The L-7 forcemain will also be replaced under this project. Subproject : Facility L-7 Subproject : Facility L-7 Forcemain Regional Plant Improvements: Project consists of electrical improvements to mitigate arc flash potential and for the replacement of electrical equipment needed at the regional plants. In 2014 this project was expanded to include improvements at the St. Croix Valley and Eagles Point Plants. The St. Croix Valley Plant project includes improvements to the outfall piping and the aeration blower piping. The Eagles Point Plant project includes improvements to the Administration Buildings HVAC system and a locker room expansion. SWC Interceptor - Lake Elmo Connections: Project this is the remaining phases of the original South Washington County Interceptor project. The project provides additional regional wastewater conveyance capacity for Lake Elmo at two locations on the Lake Elmo /Woodbury border. It consists of the Lake Elmo East Connection to convey wastewater from eastern Lake Elmo to the Eagles Point Plant and the West Connection to the WONE Interceptor to the Metro Plant. An East Metro Maintenance base will also be incorporated. In addition to major projects, there may also be some other systemwide improvement projects located in the district. This would include interceptor rehabilitation and lining projects; meter improvement projects; and other small miscellaneous projects (SSIPs).

26 District 13 Projects Capital Improvement Program District 13 In Dakota County includes the cities of West St. Paul, South St. Paul, Lilydale, Mendota, Mendota Heights and Sunfish Lake. In Washington County the district includes the cities of Newport, St. Paul Park and the enclaves of Grey Cloud Island Township that are wholly within the city of St. Paul Park. In Ramsey County, that portion of the city of St. Paul described as follows: east of a line beginning at the point where the median of Interstate 35E intersects the northern boundary of the city of St. Paul, then south along the median of the interstate to where Interstate 35E and Interstate 94 merge, then southwest along the median of the shared portion of the Interstate 35E and Interstate 94 following the curve of the median of Interstate 35E to the centerline of the intersection of Kellogg Boulevard, then south on Kellogg Boulevard to the intersection with Eagle Street, then south along the centerline of Eagle Street/Parkway to the intersection with Shepard Road, then north east along the median of Shepard Road to the centerline of Wabasha Street, then southeast along the centerline of Wabasha Street South to the northern shoreline of Raspberry Island, then following the northern shoreline to the southwest tip of the island, then following the centerline of the Mississippi River to the point where the river centerline intersects the southern boundary of the city of St. Paul at Lilydale Regional Park. MWWTP Rehabilitation and Facilities Improvements: Project consists of the following: (1) on-site central standby power facility using diesel generators; (2) rehabilitation of in-plant power distribution system, process control system, and plant water systems; (3) rehabilitation of sludge storage tanks and several other structural components of the plant; (4) process enhancements for the fluidized bed incineration system; (5) replacement of sludge collection equipment and other process equipment; and (6) decommissioning or re-use of buildings that are no longer used for their original process functions. MWWTP Solids Improvements: Project this project will construct additional solids processing facilities to increase the capacity and reliability of the current solids processing system. MWWTP Nutrient Removal: Project this project will evaluate the potential improvement requirements for various regulatory scenarios for phosphorus, nitrogen, and other wastewater constituents. In addition to major projects, there may also be some other systemwide improvement projects located in the district. This would include interceptor rehabilitation and lining projects; meter improvement projects; and other small miscellaneous projects (SSIPs).

30 District 15 Projects Capital Improvement Program District 15 In Dakota County this district includes the cities of Eagan, Inver Grove Heights, Burnsville and Rosemount. Lift Station Rehabilitation: Project consists of improvements to Lift Stations L-3, L-6, L-7, L-10, L-13, L-30, L-35, L- 56 and L-66. The project will replace obsolete, aging equipment and increase the lift stations' pumping capacity. The L-7 forcemain will also be replaced under this project. Subproject : Facility L-13 Seneca Plant Solids Processing Improvements: Project consists of improvements to the plant's solids processing system to ensure regulatory and facility reliability. Seneca Interceptor System Rehabilitation: Project this project consists of the rehabilitation of portions of the interceptors that serve the Seneca WWTP. It includes Interceptors 7030, 7033, 3-BV-35 and 3-BV-39 in the City of Burnsville; Interceptors 7031, 7804, 3-BN-496, and 3-BN-499 in the City of Bloomington; and Interceptor 3-ET-37 in the City of Eagan. 32 District 16 Projects Capital Improvement Program District 16 In Dakota County, the cities of Apple Valley, Coates, Hastings, Lakeville, Farmington, Vermillion, Hampton, New Trier, Miesville, Randolph, Nininger Township, Empire Township, Vermillion Township, Marshan Township, Ravenna Township, Eureka Township, Castle Rock Township, Hampton Township, Douglas Township, Greenvale Township, Waterford Township, Sciota Township and Randolph Township. In Scott County, Spring Lake Township, Credit River Township, Cedar Lake Township, New Market Township and the city of Elko New Market. Excluded are the Dakota County portions of the city of Northfield. Empire Plant Solids Processing: Project provides additional solids processing capacity and process improvements. Hastings Wastewater Treatment Plant: Project this project will replace the existing aging plant, located near downtown, with a new, larger treatment plant located in the southwest part of Hastings. The new plant site has been acquired. Regional Plant Improvements: Project consists of electrical improvements to mitigate arc flash potential and for the replacement of electrical equipment needed at the regional plants. In 2014 this project was expanded to include improvements at the St. Croix Valley and Eagles Point Plants. The St. Croix Valley Plant project includes improvements to the outfall piping and the aeration blower piping. The Eagles Point Plant project includes improvements to the Administration Buildings HVAC system and a locker room expansion. Rural Area Improvements: Project provides funding to study potential acquisition and improvements to rural growth center wastewater treatment facilities that may be acquired and operated by the Metropolitan Council. Also provides funding for the acquisition of sites for future wastewater treatment plants to serve northwestern Hennepin County and western Scott County. The project primarily includes the Elko-New Market Interceptor, which is operational, and the East Bethel Wastewater Reclamation Facilities, which are under construction. Subproject 80650: Dakota County In addition to major projects, there may also be some other systemwide improvement projects located in the district. This would include interceptor rehabilitation and lining projects; meter improvement projects; and other small miscellaneous projects (SSIPs).

34 Bloomington System Improvements: Project 8084 Description: This project provides for a new Lift Station L-55 in the City of Bloomington. It also includes interceptor expansion as needed. Purpose and Justification: Lift Station L-55 is in need of replacement based on a condition assessment and capacity requirements. This project is located in the City of Bloomington.
35 Blue Lake Plant Improvements: Project 8018 Description: This project consisted of replacing the existing gaseous chemical effluent disinfection system with liquid chemical disinfection; modifying the existing secondary treatment facilities to remove phosphorus to meet the 1 mg/l annual average limit; rehabilitation of facilities nearing the end of their useful life; improvements to the solids processing facilities and odor control; the addition of anaerobic sludge digestion to supplement the existing sludge dryer for reliability and to recover energy for dryer use; and improvements to plant utility systems. Construction of these improvements is nearing completion. The original project included the staged expansion of the plant's capacity. That phase of the project has been postponed to a later date and was removed from this project. Purpose and Justification: In addition to meeting the regulatory requirements of the NPDES permit, the improvements provide increased process reliability and energy recovery.
36 Blue Lake System Improvements: Project 8028 Description: This project will provide improvements to meet the long-term conveyance capacity, reliability, and rehabilitation/replacement needs of the Blue Lake Interceptor System. This system includes gravity sewers, 29 lift stations, and single forcemains from each lift station. Where cost effective, such as in the Victoria area, some lift stations will be replaced by deep gravity sewers using tunnel construction methods. In some cases, small lift stations will be consolidated. The remaining lift stations will be rehabilitated and/or replaced as necessary. Single forcemains will be upgraded to dual forcemains. Gravity sewers will be rehabilitated as necessary. The five major project areas are Victoria, Excelsior, Mound, and Wayzata, and Gravity Sewers (Chanhassen, Eden Prairie, Minnetonka, Prior Lake, and Shakopee). Purpose and Justification: Evaluation of the Blue Lake Area Interceptor System indicates that the existing facilities cannot convey all of the wastewater that will ultimately be generated from within the Blue Lake sewer shed. In addition, many of the sewers, lift stations, and associated forcemains need to be rehabilitated to ensure system reliability and to address odor and corrosion control.
37 Brooklyn Park LS/FM Improvements: Project 8079 Description: This project will provide two new forcemain pipes from L32 in Brooklyn Park to existing pipes in Fridley by river crossing. Improvements to the lift station and rehabilitation of the existing forcemain pipes and downstream gravity sewers are also included. Land acquisition for the site of a future relocated lift station is also included. Purpose and Justification: On June 21, 2012 a forcemain break was reported on the MSB 69U1 forcemain (Lift Station L32) river crossing. The spill occurred on the east bank of the Mississippi River in the City of Fridley within the Girl Scouts Campground. An emergency situation was declared and Lametti and Sons (contractor) was mobilized to the site to repair the break. The leak was located on the north barrel of the two barrel forcemain; above the bottom 45 degree elbow as the forcemain rises up the east bank of the river. Examination of the failed pipe reveals that the failure occurred as a result of pipe wall erosion caused by continuous scoring by gravel and sand trapped and unable to make it up the incline (insufficient flow velocity). The south forcemain barrel is likely in similar condition; and with it being the remaining active barrel it is possible a second break might occur. The 2012 repairs were considered temporary. This project provides for the long-term replacement of the river crossing forcemain facilities.
38 Chaska Lift Station: Project 8039 Description: The project consists of the design and construction of a new larger pumping station at the former WWTP site to provide long-term capacity to serve Chaska and Carver. The project includes the demolition of wastewater treatment facilities from the phased-out Chaska WWTP. Purpose and Justification: Without the project, the projected development within the Cities of Chaska and Carver will cause wastewater flow to exceed the present interim lift station capacity by 2016.
39 Elm Creek Corcoran/Rogers Connections: Project 8085 Description: Under the original Elm Creek Interceptor family of projects (Project 9004), the Metropolitan Council administered the construction of 12 miles of the main stem of the Elm Creek Interceptor. Eight of those miles extend from the CAB Interceptor in Brooklyn Park ((101st Ave N and Noble Ave) westerly to I-94 and CSAH 30 in Maple Grove (Phases I & II and Trench Sheeting). The other 4 miles are located between Elm Road in southern Maple Grove and across northwest Plymouth to Hamel in the City of Medina (Medina Leg). Under a cost-sharing agreement, the City of Maple Grove constructed 4.5 miles of the main stem linking these two Council interceptor segments, paralleling Elm Creek between I-94 southwesterly to Elm Road. Another 1-1/4 miles of a future branch to southeast Corcoran was constructed by Maple Grove. The Council is in the final stages of acquiring ownership of those sewers constructed by the City of Maple Grove. In addition to the above projects, the Council completed the relocation of approximately 7,000 feet of the Elm Creek Interceptor in coordination with MnDOT work along CSAH 81, along with 3,900 feet of the new Dayton-Hassan extension across northern Maple Grove. The relocation resulted from the MnDOT re-design of CSAH 81 in Maple Grove for the future interchange with TH 610 that would have placed major traffic lanes on top of the sewer. The remaining work on the Elm Creek Interceptor consists of two connections serving Corcoran (northeast and south) and part of southeast Rogers. The estimated cost of these remaining connections is $7,000,000. Phase 1 of the Dayton-Hassan Extension was completed in 2008 to within a mile of the border with Corcoran. Because Hassan Township merged with the City of Rogers, the remaining Phase 2 gravity sewer has been renamed the Corcoran/Rogers Connection. That phase is currently beginning design, with construction slated for The shallow gravity sewer portion of the South Corcoran extension was completed along Bass Lake Road in Planning for an associated regional lift station (L80) has been coordinated with Corcoran's trunk sewer improvements and will proceed to design and construction to meet Corcoran s required timing of wastewater service expansion in its southeast district. Purpose and Justification: The interceptor and its branches are needed to serve planned growth in the Elm Creek watershed, while maximizing the use of available capacity in the Council's interceptor system and Metropolitan Treatment Plant. Future growth beyond the capacity of the interceptor system is proposed to be handled by the Northwest Interceptor Improvements and in the long-term, the future proposed Crow River Water Reclamation Plant.
40 Empire Plant Solids Processing: Project 8074 Description: This project provides additional solids processing capacity and process improvements. The recently adopted Facility Plan recommends phased expansion of digestion. Phase 1 of the recommended capital improvements includes the following improvements: 1. The conversion of storage digesters to primary digesters to increase primary digestion capacity by 33%, from 18 dry tons per day (dtpd) to 24 dtpd. Miscellaneous digester system improvements include the replacement of heat exchangers and improvements to the boilers. 2. A new 650 kw combined heat and power system, with biogas treatment and storage, to convert digester gas to electricity. This system will produce over one third of the plant s power and provide heat for the digestion process. 3. Biosolids cake storage demonstration and pad drainage improvements to increase utilization of the existing biosolids pad storage. Purpose and Justification: The Empire Wastewater Treatment Plant was expanded to 24 mgd liquid treatment capacity in Solids processing capacity expansion was deferred. A comprehensive solids management plan for the MCES wastewater treatment facilities was initiated in April, For the Empire Plant the plan addressed process improvements and expanding processes for stabilization, dewatering, storage, and land application.
41 Energy Conservation & Recovery: Project 8072 Description: This project provides for capital improvements to address energy conservation and recovery improvements for the interceptor and treatment plant facilities, such as lighting, heating/ventilation and compressed air systems. Purpose and Justification: The MCES is committed to use all reasonable efforts to reduce the net energy purchased for MCES facilities and to operate and maintain facilities in an increasingly energy efficient manner. Using 2006 as the base year, the stated goals are to reduce the net energy purchased for MCES facilities by 25 percent by the year 2015 and by 50 percent by the year This project supports the Council s Energy Conservation and Renewable Energy initiative of higher energy efficiency and reduction of greenhouse gas emissions.
42 Golden Valley Area Improvements: Project 8057 Description: This project consists of interceptor capacity relief for Golden Valley-St Louis Park area. A new lift station and forcemain will be constructed to convey wastewater to the existing Plymouth Forcemain, which has available capacity. Purpose and Justification: Additional capacity is needed to serve Golden Valley-St. Louis Park area near I-394 and STH 100, as this area re-develops.
43 Hastings Plant: Project 8030 Description: The project consists of siting, facility planning, design and construction of a new 5 mgd wastewater treatment plant to serve the community of Hastings. The new plant will include phosphorus and ammonia removal. The new plant will replace the existing plant located in downtown Hastings near the Mississippi River. Purpose and Justification: Based upon the recommendations of the East Area Master Plan, a new 5 mgd plant will be built to accommodate the projected growth in the City of Hastings in the most economical, effective, and orderly manner.
44 Hopkins System Improvements: Project 8041 Description: This project will replace the existing forcemain and lift station to provide long term, reliable service to the City of Hopkins and St. Louis Park. L-27 was built in 1970 and is need of replacement due to its age, construction and condition. L-27 is a manufactured dry well, built in place wet well station that has had a building enclosure built to protect the station and its equipment. This project will replace the existing lift station with a new lift station near the existing site. The project also includes the construction of a dual forcemain system (two new pipes in some areas and one new pipe plus the rehabilitation of the existing forcemain in the remaining areas) from the new lift station through the cities of Hopkins, St. Louis Park, and Minneapolis. Initial projects included the Wooddale Avenue Forcemain Relocation project which is being done in conjunction with the City of St. Louis Park reconstruction of the intersection of Highway 7 and Wooddale Avenue and the Minneapolis Phase I Improvements. Phase 1 Contract A consists of a new double barrel forcemain between East Calhoun Parkway and Dean Parkway. It has been completed. Minneapolis Contract B consists of a new double barrel forcemain between M132 and Dean Parkway and the construction of a new parallel force main and/or slip-line of the existing forcemain between Lynn Avenue and M132 in St. Louis Park. It is currently under construction. The remainder of the forcemain is under design and will be constructed in 2014 to Purpose and Justification: The purpose of the project is largely rehabilitation to improve the reliability and efficiency of the operation in order to prevent failures associated with an aged conveyance system. It also provides for the long term service needs for the Cities of Hopkins and St. Louis Park.
45 Interceptor 1-MN-310/320 Rehabilitation: Project 8068 Description: These two sewers were originally constructed in Minneapolis in Portions of these sewers are original brick construction. Pipe sizes vary from 3 feet to 10 feet diameter. The pipe length is 12 miles. These sewers will be evaluated to determine their rehabilitation needs. A deep tunnel connection to the Minneapolis East Interceptor will be considered as a means to ensure capacity and reliability of the system and to facilitate rehabilitation of the old sewers. Purpose and Justification: Inspection of these sewers has indicated significant deterioration in some areas. Interim measures have been undertaken to maintain system integrity in areas near the new Twins Stadium and other areas near downtown Minneapolis. A long-term improvement project is necessary to ensure system reliability.
46 Interceptor Rehabilitation Program: Project 8090 Description: The inspection work for the Metropolitan interceptors, lift stations, forcemains, siphons, and meter stations is performed under the operating budget. Depending on type, nature, and schedule requirements, the discovered problem areas are either rehabilitated under this program, repaired under the Interceptor Lining program, done under the ongoing SSIP program, or rehabilitated as part of a major capital program. This is an ongoing program. Each year completed projects are deleted and new projects are added. Only the highest priority projects will be funded within the limits of the authorized budget. Purpose and Justification: The program provides for the follow-up rehabilitation work to correct the problems discovered during routine inspections performed under the operating budget. The project will potentially reduce I/I, rehabilitate deteriorated areas, and improve structural integrity in order to prevent bypassing, structural collapse, or other potential conveyance problems. 47 Interceptor 1-SP-220 Improvements: Project This first stage of the improvements will be constructed by MnDOT through an Agency Relocation Agreement. Improvements will include casing pipe installation and storm drain modifications to accommodate the new 24" sanitary sewer pipe alignment. The second stage of the project will be constructed through a MCES contract. Improvements will include reconstruction of 2 MHs and installation of 725lf of 24" sanitary sewer by both open cut and tunneling construction methods. The estimated cost of this project is $654,000. Interceptor CCTV Inspection: Project This project will accelerate the closed-circuit-television (CCTV) inspection of interceptor facilities located throughout the 600-mile system. Over the last several years the need for accelerated repair of interceptor facilities has increased. The St. Paul are of the interceptor system has been identified for CCTV inspection under this project. The estimated cost of this project is $260,000. Interceptor System Electric Improvements: Project This project will evaluate the arc flash rating of highly rated interceptor system facilities. It will determine which facilities can be brought to lower ratings and prepare life cycle cost analysis and non monetary evaluations on specific installations to determine which improvements should be made. This project will also provide the design for some of those improvements. The estimated cost of this phase is $200,000. The estimated construction cost of the resultant work is $3,000,000. Interceptor System Generator Retrofit: Project This project provides for the evaluation and retrofit as needed, of the interceptor system generators to insure compliance with EPA regulations on Reciprocating Internal Combustion Engines (RICE). The regulations require that existing engine-generators, that fall within given criteria, be retrofitted with: closed crankcase ventilation or crankcase ventilation filters (if they do not already have closed crank case ventilation); and diesel oxidation catalysts (DOCs) if the unit cannot meet NESHAP standards. The estimated cost of this project is $400,000. Lower LC-421 Slip-lining: Project The flow on the lower portion of the Little Canada LC-421 gravity interceptor was diverted to the MWCC 8151 interceptor in Approximately 2,400 feet of 48 RCP downstream of the diversion appear to have zero flow and the pipe and maintenance holes (MH) will be properly abandoned by this project. Approximately 1,300 feet of pipe further downstream has some flow but the pipe is oversized. This project will slip-lined this section with a smaller pipe at a steeper grade, in order to create cleansing velocities and protect the bare concrete pipe from corrosion. The estimated cost of this project is $950,000. South St. Paul Forcemain bA Abandonment: Project This project will fill the existing 48-inch B PCCP forcemain with grout to limit the risk of levee failure. The location is an area from about Verderosa Avenue extended to approximately 8,000 feet downstream. The estimated cost of this project is $1,250,000. St. Croix Crossing: Project This project provides for the required modification of interceptor facilities to accommodate the new St. Croix River Crossing Bridge. The estimated cost of this project is $400,000.
48 Interceptor Rehabilitation - Trenchless: Project 8069 Description: This project will use trenchless rehabilitation methods to correct the problems and restore the integrity and reliability of several interceptors in Burnsville, Chanhassen, Coon Rapids, Fridley, Eagan, Golden Valley, Hugo, Lakeville, Maplewood, Mounds View, New Brighton, Newport, Savage, South St. Paul, and St Paul Park. Purpose and Justification: Recent inspections and investigations noted infiltration and inflow (I&I) and deteriorating conditions on numerous interceptors. These conditions include hydrogen sulfide corrosion, infiltration and inflow (I&I), roots and debris, cracked pipe, and offset joints. Trenchless Interceptor Rehabilitation - Phase 1: Project Trenchless rehabilitation methods will be utilized to correct the problems and restore the integrity and reliability of Interceptor 1-MW-411 located in Maplewood. Construction of this phase has been completed. Trenchless Interceptor Rehabilitation - Phase 2: Project In this phase trenchless rehabilitation methods will be utilized to correct the problems and restore the integrity and reliability of Interceptors MSB &2 located in South St Paul; and Interceptor GV-460 located in the City of Golden Valley. Construction of this phase was initiated in 2009 and completed in Trenchless Interceptor Rehabilitation - Phase 3: Project In this phase trenchless rehabilitation methods will be utilized to correct the problems and restore the integrity and reliability of Interceptor located in the City of Saint Paul Park and the City of South Saint Paul; Interceptor A located in the City of Newport; Interceptor 8451 in New Brighton; Interceptor 7121 in White Bear Lake; and Interceptor in the City of Chanhassen and Eden Prairie. The construction of this phase is planned for the timeframe.
49 3-LV-610 Trenchless Interceptor Rehabilitation: Project In this phase, trenchless rehabilitation methods will be utilized to correct approximately 16,500 feet of this 24-inch interceptor. CCTV inspection has revealed H2S corrosion damage in the interceptor reach that parallels Cedar Avenue. The interceptor must be rehabilitated before the Cedar Avenue Bus Rapid Transit (RBT) goes into service to avoid disruption to newly constructed transit surface improvements and the RBT system. The construction of this phase has been completed. Savage Interceptor 8560 Rehabilitation: Project This project consists of 11,029 lf of cured-in-place-pipe CIPP and rehabilitation of 28 maintenance structures located immediately downstream of the forcemain discharge structure. Construction of this phase has been completed. White Bear Lake Interceptor 7121 Improvements: Project This project consists of repairing and lining Interceptor 7121 with a Cured-In-Place-Pipe. Maintenance Holes will be evaluated and repaired as needed. Interim pumping systems will be used at intervals along the route. The construction of this phase will be bid with the Phase 3 project. Construction is expected in the timeframe.
50 Lift Station Rehabilitation: Project 8055 Description: This project consists of lift station improvements to L-3, L-6, L-7, L-10, L-13, L-30, L-35, L-56, and L-66. The project will replace obsolete, aging equipment and increase the lift stations' pumping capacity. The L-7 Forcemain will also be replaced. Purpose and Justification: The lift stations included in this project are in need of either replacement or rehabilitation based on an assessment of their condition and a history of their performance. Lift Stations L3, L6, L10 & L56 Improvements: Project Lift Stations L-3, L-6, L-10 and L-56 are in need of rehabilitation based on a condition assessment, performance history, and capacity requirements to these areas. The improvements consist of the following: L3 Facility Located in the City of Hugo, work at this lift station will include installation of two 75 hp pumps, suction valves at two locations, and necessary header piping. L6 Facility Located in the City of White Bear Lake, the project consists of a new three-pump submersible pumping station to replace the existing factory built station installed in L10 Facility Located in the City of Little Canada, the project consists of a new submersible pumping station installed at the present site. The new station replaces the factory built pumping station installed in the 1970 s. Upon completion, this facility will be re-conveyed to the City of Little Canada. It is being designed and constructed to meet City requirements regarding its configuration, pumps and control system.
51 L56 Facility Located in the City of Eagan, the project consists of a new two-pump submersible pumping station to replace a factory- built station constructed in the 1960 s. This facility will be reconveyed to the City of Eagan and is being designed and constructed to meet City requirements regarding its configuration, pumps and control system. Lift Station L7: Project L7 Facility Located in the City of Mahtomedi, the work will include installation of three new dry-pit pumps and motors and the necessary pipe header modifications to allow use of either or both forcemain barrels. A new supervisory control and MCC system will be provided and the HVAC system will be replaced. This project is under construction. Lift Station L7 Forcemain: Project L7 Forcemain Facility Located in the City of Mahtomedi, under this project the existing forcemain will be replaced and abandoned. The forcemain will be realigned along Lincolntown Road and Long Lake Road and discharge into interceptor MSB The new forcemain will be approximately 10,000 lf long and will consist of twin 16-inch diameter forcemain barrels with crossover structures. Lift Station L-30, L-35, and L-66 Forcemain: Project L-30 Facility Located in the City of Crystal, this station was originally constructed in It will receive a complete overhaul consisting of new pumps, valves, and piping. Supervisory controls and the MCC will also be replaced and the building structure will be renovated where required. The lighting, plumbing and mechanical systems will be replaced and the station s electrical service will be upgraded to 480 volt 3 phase. L-35 Facility Located in the City of Mounds View, this station was originally constructed in It will receive a complete overhaul consisting of new pumps, valves, and piping. The supervisory controls and the MCC will be replaced and the building structure renovated where required. The lighting, plumbing and mechanical systems will be replaced. L-66 Facility Located in the City of Savage, the present facility was constructed in 1988 and is in good condition. The forcemain is a dual barrel facility (16-inch and 18-inch), 12,782 lf long, and is, also, in good condition. Capacity improvements are required to boost the station capacity and meet the projected service requirements. A fourth pump will be installed in the existing station. In addition modifications to the pipe manifold, and control system will be required. The wet well will be cleaned and coated with a corrosion resistant coating. The completed improvements will deliver the needed capacity utilizing both forcemain barrels. Lift Station L-13: Project L-13 Facility Located in the City of Burnsville, this pumping station is in need of a total rehabilitation. New pumps, valves, and piping will be provided. Supervisory controls and the MCC will be replaced. The building structure will be evaluated and renovated where required. The lighting, plumbing and mechanical systems will be replaced. A parallel forcemain barrel will be installed to the present discharge location. The option to discharge into a siphon barrel will be maintained. The existing forcemain will be rehabilitated to remedy the reaches where breaks have occurred.
52 Maple Plain LS/FM Rehabilitation: Project 8081 Description: This project provides for a new or rehabilitated lift station and a second forcemain, and potential new facilities to serve Loretto, northwest Medina, and southwest Corcoran. Purpose and Justification: The lift station is in need of either replacement or rehabilitation based on an assessment of its condition and a history of its performance. The second forcemain will provide continued reliable conveyance of wastewater.
53 Meter Improvements: Project 8056 Description: This improvement project will upgrade MCES ability to measure flows for billing, operational, and planning purposes and standardize meter equipment at similar facilities. Meter improvements include meter rehabilitation or replacement, planning meter installation, and new meter installation. Purpose and Justification: Accurate flow metering is the basis of the MCES' billing system. It's essential that our customers trust the reliability and accuracy of the flow metering system. The project provides a systematic approach for capital improvements to the flow metering system. Increases in flow, greater emphasis on capturing peak flows stemming from MCES infiltration/inflow program, normal facility rehabilitation needs, and the need for additional flow metering locations for system planning purposes are driving this meter improvements project. 54 Metro Nutrient Removal: Project 8073 Description: This project will evaluate the potential improvement requirements for various regulatory scenarios for phosphorus, nitrogen, and other wastewater constituents. Purpose and Justification: Alternative regulatory scenarios regarding nitrogen and phosphorus are being evaluated to determine the potential impacts on wastewater treatment. Alternative approaches to achieving water quality objectives are being evaluated with the goal of minimizing public costs to achieve the desired public benefits.

57 Metro Solids Improvements: Project 8062 Description: This project will construct additional solids processing facilities to increase the capacity and reliability of the current solids processing system. Purpose and Justification: A comprehensive solids management plan for the MCES wastewater treatment facilities was initiated in April, The plan is needed to operate reliable and cost effective solids treatment through future increases in sludge production, a changing regulatory environment, and development of alternative treatment technologies. For Metro the plan will address process improvements recommended by the SMB Assessment; alternatives for increasing solids processing capacity; air permitting strategy; power generation analysis and coordination; and alternatives for biosolids recycle, reuse and land application.
58 Minneapolis Interceptor System Rehabilitation: Project 8076 Description: This project consists of the rehabilitation of portions of Mpls Interceptors 1-MN-311, 312, 313, 314, 330, 341, 342, 343, and 344. It also includes the rehabilitation of the maintenance access structures (manholes) throughout the interceptor system in Minneapolis. The project addresses pipe corrosion, clay pipe failures, and infiltration/inflow sources. The project also includes the needed improvements to the Minneapolis regulators including renovations of Regulators R06, R07, R10, and R12; the replacement of R04 and R08. Regulator R05 will be demolished and odor control facilities will be added to Regulators R04, R06, R08, R10, and other areas as needed. Purpose and Justification: Interceptor inspections and condition assessment show the need for interceptor rehabilitation in Metropolitan Council Environmental Services (MCES ) interceptors in Minneapolis. The objective of the project is to maintain and improve the integrity of MCES facilities, minimize overflows and flow blockages that could pose a threat to public safety and health and the environment, reduce infiltration and inflow into MCES interceptors, and improve system reliability. 59 North Area Interceptor Rehabilitation: Project 8086 Description: The interceptors in Blaine, Brooklyn Park, Champlin, Circle Pines, Coon Rapids, Forest Lake, Fridley, Hugo, Lexington, Lino Lakes, Moundsview, Shoreview, and Spring Lake Park are in need of rehabilitation and/or replacement. The project will rehabilitate existing interceptor facilities to ensure reliable service. Purpose and Justification: Recent inspections of the interceptors that serve the North Metro Area have revealed corrosion damage. The corrosion is extensive and has resulted in significant damage to the interior concrete surfaces of the interceptors and maintenance structures.
60 Odor Control Improvements: Project 8012 Description: This project provides for capital improvements to address odor problems in the MCES' conveyance and treatment system. Past odor complaints and potential redevelopment near MCES interceptor facility at 3rd & Commercial prompted the MCES to review the need for odor control at this location. The project will define odor control strategies and preliminary design criteria and develop a range of alternatives for controlling odors at this site. Potential improvements include the collection and treatment of sewer gases with biofilter, chemical scrubbers, and/or carbon odor scrubbers; the installation of chemical feed facilities to control odors in critical areas of the system; and improvements to the airflow dynamics in large upstream interceptors (these interceptors have significant vertical drops that may contribute to odors and interceptor pressurization). Purpose and Justification: The MCES is committed to being a good neighbor. Unresolved odor problems originating from our system tarnish our reputation. This project strengthens our ongoing commitment to work with our customers to investigate the source of odor complaints and develop a solution to correct the problem. The project will reduce odors at the 3rd & Commercial Street location in the City of St. Paul.
61 Regional Plant Improvements: Project 8078 Description: This project originally consisted of electrical improvements to mitigate arc flash potential and for the replacement of electrical equipment as needed at the regional plants. In 2014 it was expanded to include improvements at the St. Croix Valley and Eagles Point Plants. The St. Croix Valley Plant project includes improvements to the outfall piping and the aeration blower piping. The Eagles Point Plant project includes improvements to the Administration Buildings HVAC system and a locker room expansion. Purpose and Justification: Arc Flash is a recent addition to our electrical code requirements. The arc flash potential was evaluated at our facilities by Square D/Schneider electric. That project developed initial evaluations and assessments of the arc flash ratings for our facilities. The arc flash ratings on some facilities negatively impact our ability to operate those facilities in an efficient manner. Needed improvements will be made to reduce the rating of those facilities to acceptable levels. It is anticipated that some facilities with high ratings may have to maintain their high rating based on life cycle costs and non monetary factors. The existing 36 RCP outfall pipe at the St. Croix Valley plant has been repaired numerous times in an attempt to lessen the scum coming out of the corroded pipe upstream of the discharge point. Replacement of the outfall structure and piping is needed for the wastewater to discharge at the correct location. The existing aeration piping extends from the Blower building and feeds three aeration basin units. Field inspection found air leakage along the 18 inch aeration blower pipe within the Blower building and outside adjacent to the aeration tanks. The existing piping is below ground underneath the Blower building at an inaccessible location. There is a need to replace the blower pipe to eliminate leaks. The noise level from the existing HVAC system is too high within the office area of the Eagles Point plant s Administration Building. The excess noise may be related to the absence of acoustical ceiling tiles, diffuser/damper relationship, and a high volume of air rushing out the grilles. There is a need to reduce the noise levels to standards within the office areas. The locker room is a shared locker room for both men and women. The project will provide for separate locker rooms.
62 Rural Area Improvements: Project 8016 Description: This program provides for the implementation of the region's rural area aspects of the Water Resources Management Policy Plan/Wastewater System Plan. This includes the following: Acquisition, improvement, expansion, and/or the construction of new wastewater treatment plants for rural growth centers, including East Bethel and New Germany, and others, upon request. Extension of interceptor to Elko-New Market. Long-term wastewater service planning for proposed new regional wastewater treatment plants in Anoka, Carver, Hennepin, and Scott Counties. Wastewater treatment plant site acquisition, early interceptor corridor easement acquisition, and any other land acquisition necessary to ensure efficient implementation of the long term Regional Wastewater System Plan. Purpose and Justification: The adopted Water Resources Management Policy Plan/Wastewater System Plan included provisions related to the Rural Area of the region. This program provides the funding to implement those aspects of the plan related to the Rural Area including the acquisition, improvements, and expansion of existing rural area facilities; the long-term wastewater service planning for future regional wastewater treatment plants; and any necessary site and easement acquisition related to the new plants and/or interceptors. 63 Elko-New Market Interceptor: Projects /12 These projects extend regional sewer service into the southern metro area, starting with Elko-New Market. Elko-New Market is a burgeoning "rural growth center," where urban or suburban-style growth is occurring in the midst of rural land uses. To keep pace with the fast rate of growth, the communities have proposed expanding capacity at their local wastewater treatment plant, which discharges into the Vermillion River. The Metropolitan Council is among the many stakeholders that have studied and discussed capacity issues and determined the best long-term solution is to extend a regional sewer interceptor to serve Elko-New Market. The Vermillion River is a designated trout stream and considered environmentally sensitive. Expanding regional infrastructure to Elko-New Market would relieve the growth pressures on the Vermillion River and better serve the long-term growth needs of the southern metro area, specifically within the Vermillion watershed in Dakota County. The capital costs are $34 million for this phase of the interceptor extension to Elko-New Market. The extension connects with an existing interceptor in southeast Lakeville, diverting wastewater to the Empire Plant in Empire Township for treatment and discharge into the Mississippi River. This interceptor began operation in October, The long-term plan will extend an interceptor from Empire Plant through Castle Rock and Eureka Townships.
64 East Bethel WWTP: Project This project provides for sewer development of a newly designated Rural Growth Center served by a Metropolitan Council owned and operated wastewater treatment facility. This facility, which is under construction, includes a water reclamation plant, non-potable water pipeline system, groundwater recharge (land application) system, and spray irrigation. An interceptor sewer is included to serve Oak Grove in the future. The estimated cost of this project is $36,000,000 (includes East Bethel cost sharing).
65 Carver County: Project This project provides for the planning associated with new wastewater facilities to serve Carver County. Crow River WWTP: Project This project consists of siting, preliminary engineering, design and construction of a new water reclamation plant to serve the Crow River watershed communities in western Hennepin County. Dakota County: Project This project provides for the planning associated with new wastewater facilities to serve Dakota County. New Germany WWTP: Project This project provides for the construction of a new treatment plant in the community of New Germany. The Council has agreed to acquire the existing New Germany plant in 2015, and then to construct a new plant to provide capacity for growth. Scott County WWTP: Project This project provides for the planning associated with new wastewater facilities to serve western Scott County.
66 Seneca Interceptor System Rehabilitation: Project 8080 Description: This project consists of the rehabilitation of portions of the interceptors that serve the Seneca WWTP. It includes Interceptors 7030, 7033, 3-BV-35 and 3-BV-39 in the City of Burnsville; Interceptors 7031, 7804, 3-BN-496, and 3-BN-499 in the City of Bloomington; and Interceptor 3- ET-37 in the City of Eagan. The project will use cure-in-place pipe or sliplining to address pipe corrosion. Purpose and Justification: Recent inspections of the interceptors that serve the Seneca WWTP have revealed corrosion damage. The corrosion is extensive and has resulted in significant damage to the interior concrete surfaces of the interceptors and maintenance structures. 67 Seneca Plant Solids Processing: Project 8075 Description: Based on the draft facility plan, the preliminary recommended improvements include renewal of some of solids building facilities, which were originally constructed in 1972 and upgraded in 1995 and energy conservation elements. The project will install new wet scrubbers and caustic addition facilities to allow Seneca s two multiple hearth incinerators to meet future EPA emissions limits. The project also includes energy conservation elements including replacement of thickening centrifuges with gravity belt thickeners, new aeration control valves and aeration blower (aeration efficiency improvements) and re-lighting of the tunnel system. Purpose and Justification: A comprehensive solids management plan for the MCES wastewater treatment facilities was initiated in April, The plan is needed to operate reliable and cost effective solids treatment through future increases in sludge production, a changing regulatory environment, and development of alternative treatment technologies. By March 2016, Seneca is required to meet new emissions guidelines published by EPA in March 2011 for existing multiple hearth incinerators. To meet these new emission limits, the Seneca incinerators will need new wet scrubbers to reliably reduce SO2 levels. Preliminary emissions testing also indicated that caustic addition would reduce SO2. New scrubbers and caustic addition facilities are recommended so that Seneca can comply with the March 2016 requirements. In addition, a condition assessment of the Seneca solids processing facilities was conducted to determine which facilities need renewal to ensure continued reliable service. Based on the condition assessment, the following facilities need renewal: solids building roof, boiler system, warehouse building, primary scum pits, and odor control scrubber. Minor repairs/modifications to the incinerator and flue gas trains are also included in this project.
68 Small Systemwide Improvement Program Description: The Small Systemwide Improvement Program (SSIP) provides for miscellaneous improvements to the wastewater treatment plants and interceptor system. The projects are proposed to provide for more effective operation and to eliminate deficiencies in the system. This is an ongoing program. Each year completed projects are deleted and new projects are added. Only the highest priority SSIP projects will be funded within the limits of the authorized budget. Purpose and Justification: The project provides for the implementation of projects generally costing less than $1,000,000 under less rigorous review and approval processes. The program assures that the planning/implementation costs are not excessive. Carver WWTP Decommissioning: Project This project provides for the decommissioning of Carver s current wastewater treatment facility. Decommissioning consists of: the removal and disposal of wastewater sludge in accordance with applicable rules and regulations. The project also includes the demolition of concrete tanks to four feet below grade and backfill with granular materials. The estimated cost of the project is $325,000. East Area Plants Miscellaneous Improvements: Project This project provides for the following miscellaneous improvements at the Empire WWTP: aeration tank walkway repairs; aeration tank piping; headworks building ventilation; and the sludge storage pad cover replacement. The project also includes the evaluation of the plant's arc flash rating and determination of any needed improvements. Miscellaneous projects will also be done at the other East area plants under this project. The estimated cost of these miscellaneous improvements is $1,000,000.
69 Empire WWTP Wetland Bank: Project This project will establish a wetland bank at the Empire WWTP. The wetland bank will be used to provide wetland mitigation for MCES projects such as the 1.1 acres wetland mitigation for the Empire outfall project and 3.45 acres wetland mitigation for the South St. Paul Force Main Project. The estimated cost of establishing the wetland bank is $200,000. Food Waste Co-Digestion Study: Project This project will evaluate anaerobic digestion as a renewable energy process using MCES wastewater as a feedstock with or without food waste as a supplemental feedstock. The estimated total project cost is $150,000. MCWD Long Lake Lagoon: Project This project provides for decommissioning activities associated with the Long Lake WWTP lagoon. The estimated cost of the project is $200,000. Rosemount Plant Decommissioning Phase 2: Project All five buildings at the plant have been decommissioned and four of the five are deteriorating while continuing to incur costs for utility service. Building demolition is ultimately needed to reduce the liability and costs of maintaining an inactive site. Prior to building demolition, asbestos and other hazardous materials must be abated. This project will abate any hazardous materials to prepare the buildings for future demolition, which will be performed under a separate contract. Due to its condition and potential for re-use the Control Building is not anticipated to be demolished. The estimated cost of the abatement project is $115,000. Seneca & RMF Elevator Upgrade: Project This project upgrades the Seneca Plant and RMF elevators to comply with the 2007 changes to the Minnesota Elevator Code (special provisions code ). The estimated cost of the upgrade is $780,000. Seneca Plant CFO: Project This project will replace the existing Seneca CFO facilities with a relatively new (2003 vintage) double wide CFO trailer relocated from the Blue Lake project. All utilities to the old CFO trailers will be disconnected and realigned and insulated for the new trailer location. An ADA compliant entrance will be constructed. The estimated cost of the project is $135,000. Systemwide Roofing Program: Project This project will develop, through physical investigation, an assessment of all roofs at the wastewater treatment plants. Based on the results of the assessment, a program will be developed to keep track of roof health and to prioritize and schedule repair and replacement on an annualized basis. The initial cost of the project is $1,000,000, which includes the RMF roof replacement.
70 St. Bonifacius LS/FM Rehabilitation: Project 8082 Description: This project consists of lift station improvements and a new dual forcemain. Purpose and Justification: The lift station is in need of rehabilitation based on an assessment of its condition and a history of its performance. The new duel forcemain will provide reliable conveyance of wastewater, as well as capacity to serve long-term growth.
71 SWC Interceptor-Lake Elmo Connections: Project 8063 Description: This project provides regional interceptors to convey wastewater from Lake Elmo. This project was originally included as part of the South Washington County Interceptor project. It includes two new connections to Lake Elmo. The Lake Elmo East Connection will provide 1.7 MGD of average daily capacity to eastern Lake Elmo. A gravity interceptor sewer would start at I-94 and proceed about 0.4 miles south along Cottage Grove Drive to a new regional lift station to be built in Woodbury. Initially this flow will be temporarily routed through Woodbury trunk sewers. Eventually the flow will be diverted into the planned Northeast Leg of the South Washington County Interceptor. In both cases the flow will be conveyed to the Eagles Point Plant in Cottage Grove via the portion of South Washington County Interceptor along County Road 19 south of Lake Road, which was completed in The first phase of a second, new connection for Lake Elmo, entitled Lake Elmo Forcemain to WONE, was constructed in 2005 under the Small Systemwide Improvements Program (SSIP). The remainder of the project is being constructed under this project. This new connection will provide 0.5 MGD of average daily capacity to southwestern Lake Elmo. The existing 3,600 feet of 12-inch forcemain along Radio Drive will be extended to Lake Elmo by construction of about 3,500 feet of new 12-inch forcemain terminating at the existing Lake Elmo lift station located east of Inwood Avenue. Also, 4,600 feet of the existing 16-inch Woodbury Wilmes Lake Forcemain to the WONE Interceptor has been acquired from Woodbury and will be inspected and rehabilitated as necessary. This wastewater will flow to the Metropolitan Treatment Plant. Purpose and Justification: This project will provide interceptor facilities to convey wastewater from portions of Lake Elmo and northeast Woodbury to the regional plant in Cottage Grove. The project is needed to support growth in this eastern portion of the metropolitan area.
