2 Is pre-application available to everyone? Yes. We provide pre-application advice to anyone who is thinking about submitting an application to Hackney Planning Service. We will provide you with in-principle feedback on your proposal before you submit a formal planning application. We do not provide a design service. Please employ a professional architect if you need help with the design of a scheme. Why should I obtain pre-application advice? Pre-application advice will help you: Identify aspects of your proposal that may need amending, Identify information you need to include in your formal application, Receive advice on any consultation you should carry out before submitting an application, Find out how we apply our planning policies, Learn about planning obligations (known as Section 106 Agreements that are sometimes applicable to minor and major applications). 2
3 Pre-application advice will: Increase your chances of submitting a successful planning application, Avoid delays as a result of changes, amendments or unforeseen issues, Help ensure any relevant Section 106 Agreement is completed in time. How can I obtain pre-application advice? You can obtain pre-application advice in three ways: 1. Duty Planner The Duty Planner provides general verbal advice on the planning process and policies. This advice is free regardless of the type of development proposed. The Duty Planner cannot provide site-specific advice. The Duty Planner is available at Hackney Service Centre, 1 Hillman Street, London E8 1DY, Monday to Friday* 10am - 12pm or 2pm - 4pm, or you can phone between 9am - 5pm Monday to Friday* day pre-application service This service is suitable for Householder, Other and Small-scale development proposals. Please refer to the Fee Table on page 7 for definitions of Householder, Other and Small-scale development, and applicable fees. *excludes Public Holidays 3
4 3. 30 day pre-application service This service is suitable for larger scale and major development proposals. Please refer to the Fee Table on page 7 for development categories and applicable fees. Timeframes for this service are as follows: Within 5 working days we will send you a letter: o confirming receipt and acceptance of your pre-application request, o or advising of the need for more information and/or fee, if applicable. Within 20 working days of receipt we will hold a pre-application meeting. Within 30 days working days of receipt we will issue our Pre-Application Report containing our advice. What is included in the pre-application service? 15 day pre-application service o dedicated case officer, o a site visit, if appropriate, o a comprehensive written response in the form of a Pre-Application Report. 4
5 30 day pre-application service o dedicated case officer, o a site visit, o a meeting with planning and other technical officers, as appropriate, o an opportunity to present your proposals in person, o a meeting on-site, if appropriate, o a comprehensive written response in the form of a Pre-Application Report. What advice can I expect to receive? The Pre-Application Report will include, but is not limited to, advice on: o Land use, o Design, o Listed buildings, conservation areas, protected views, and landmarks, o Amenity issues and the likely impact your proposal will have on surrounding properties, o Transport, servicing and access, o Sustainability and environmental considerations, o Natural environment or landscaping, o Section 106 Agreements/Community Infrastructure Levy requirements, o Building Control, o Other required documentation or information. Please note that pre-application advice does not guarantee a positive outcome for your formal planning application. This service provides you with information to help you prepare an application that is more likely to succeed. 5
6 We make every effort to provide accurate information based on the information you provide. Each proposal is considered on its own merits. Following receipt of the Pre-Application Report any further request for advice will incur a fee. Please refer to the Fee Table on page 7 for details. What information do I need to provide? Please remember that the more information you can provide about your proposal, the more accurate and in-depth our feedback will be. We ask you to submit the following information: Site address, Description of proposal, Site plan with site clearly defined in red, Existing and proposed land use, floorspace and whether the property is vacant or occupied, Existing and proposed drawings and plans (including basic footprint, typical floor plans, elevations and sections), Supporting photographs (of the site, street scene and photomontages, especially where tall buildings are proposed), Design and Access Statement for all major proposals. This tells us about the design principles of the proposal and how they have been derived from an appreciation of site context and townscape analysis. Please provide three copies of all documents. 6

Excludes development proposals where the property is a listed building Other development Changes of use of 99m 2 or less; Extensions to commercial properties of 99m 2 or less; Shop fronts; Minor physical alterations to commercial properties; Smallscale advertisement applications; Individual telecommunications equipment; and Householder development to a listed building Small-scale development 1-4 residential units and/or 100m 2-499m 2 non-residential floorspace day pre-application service Minor 5-9 residential units and/or 500m 2-999m 2 non-residential floorspace Medium residential units and/or 1000m m 2 non-residential floorspace. 1, Major residential units and/or 2000m m 2 non-residential floorspace. 2,500 1,250 Larger-scale major 50 or more residential units and/or 5000m 2 or more non-residential floorspace. 3,000 1,500 Proposals on behalf of a Registered Providers (RPs), Primary Care Trust (PCT), Hackney Homes or for Council - advice provided as appropriate to the proposal. FREE FREE *Cheques should be made payable to London Borough of Hackney.
