10 1 The Introduction 1. Introduction Master Plan for the preparation and delivery of the 29th Winter Universiade 2019 in Krasnoyarsk (hereinafter the Universiade, the Games, WU2019) as a main document of strategic planning of the process of preparation and delivery of the Games establishes a framework for the actions and objectives to be performed and completed by the host city for the Games to be successfully delivered. It is a basic tool for proper cooperation between the parties involved and for reporting to the International University Sports Federation (FISU). This document is based upon the key strategic targets and the concept of the Games according to which all the preparation phases of the Universiade are completed. 10

13 2 Krasnoyarsk as the host city

14 2 On Krasnoyarsk as the host city the 9th of November 2013 Krasnoyarsk was officially elected the host city of the 29th Winter Universiade of Almost 2 years of active bidding campaign preceded this event. The idea of the Universiade hosting by the region of Siberia gained a wide support of both Krasnoyarsk citizens and the leadership of the state and the region. The successful organization and delivery of such a major phenomenon as the Universiade for Krasnoyarsk is not only a large-scale sports event and opportunity to develop the modern sports infrastructure in the city but it is also a project that will induce a new development cycle for the region based on the transformation of the social life and alteration of the appearance and image of the city. The delivery of Winter Universiade of 2019 is the investments into the future of Krasnoyarsk establishing the grounds for the positive development of the host state; it is the introduction of long-term positive social and economic changes and new standards of life style and quality of life. 14

Krasnoyarsk as the host city Krasnoyarsk: at the centre of Russia, at the heart of Siberia Krasnoyarsk is the capital of Krasnoyarsk Territory (which is the second largest territorial entity of the Russian Federation, the area of Krasnoyarsk Territory is 2,339.7 thousand sq.km.). The geographical centre of Russia is located within Krasnoyarsk Territory, in the vicinity of the Vivi Lake. The city of Krasnoyarsk is located on both banks of the Yenisei River at the junction point of the West Siberian Plain, the Central Siberian Plateau and the Sayan Mountains. The total area of the city amounts to sq.km. Krasnoyarsk is a beautiful northern city of the continental climate, with hot summer and genuine Russian winter. Winter is a favorite season for the citizens of Krasnoyarsk. Krasnoyarsk presents an opportunity to the citizens and guests of the city to enjoy the genuine winter and winter sports in modern and comfort conditions. The population of Krasnoyarsk is 1,017,226 people, 41 % of which are young people under the age of 30 (the data as of January 01, 2013). The population growth by the moment of the Universiade delivery is estimated at 70,000 people, including 6% of the youth under 30. Krasnoyarsk is the largest sports centre of Eastern Siberia and the Far East More than 20% of Krasnoyarsk population actively do sports and physical trainings. Presently over 150 kinds of sports are developed in the region, there are 78 sports federations and 38 youth sports schools. Four sports academies are located in the city being the training centres for the athletes representing the national teams. 15

Krasnoyarsk as the host city Krasnoyarsk has experience of hosting two Universiades (1990 All-Union Winter Universiade and 2010 All-Russian Winter Universiade) and two All-Union Spartakiads (1982 and 1986 V and VI Winter Spartakiads of the Peoples of the USSR, respectively). The delivery of two consecutive Spartakiads by the same city was unique for the USSR, no other city in the country s history was ever given such honour. Krasnoyarsk is the winter sports capital of Russia In total 64 thousand people and 55 thousand children at the age of 6-15 years old do sports in sports schools and leagues. The coaching staff amounts to 2,500 people. Basic (traditional) winter sports for Krasnoyarsk are: biathlon, bob-sleigh, Alpine skiing, speed skating, Nordic combined, cross-country skiing, ski jumping, luge, snowboarding, freestyle, ice hockey, bandy. The host city sports resources Krasnoyarsk regularly hosts major national and international competitions. All the necessary conditions are created here. There are around 1.9 thousand sports facilities in the city of Krasnoyarsk, including 6 stadiums of more than 1.5 thousand seats capacity, 24 swimming pools and 27 ski lodges. The pearl of the city sports infrastructure is the unique year-round park of outdoor activities and healthy lifestyle Tatyshev Park. The total area of the sports and recreation park is 150 ha. In winter the park offers skiing pistes and runs and ice rinks for public ice skating. Citizens and guests of the city have free access to the park. All the conditions for doing sports and recreational activities are created in the park for people with disabilities and older people. Over 30 thousand people visit the park during weekends. 16

20 3 Preparation Strategic plan of the preparation for the delivery of WU2019 is an important and responsible process requiring the organizers to provide the cooperation and coordination of all the potential participants. Master Plan of WU2019 will be a key document during the entire period of preparation and delivery of the Games, it will allow: to develop and implement programs and projects, to plan events and milestones of the preparation of the Games; to control the basic list of tasks for the functional areas of the activity of ANO The Executive Directorate of the 29th Winter Universiade of 2019 in the city of Krasnoyarsk (The Executive Directorate, the Directorate); to plan the organizational structure to control of the process of preparation and delivery of the Games and to determine the number of the staff needed; to execute centralized control and provide coordination of the key stages of the Game preparation at all levels; to obtain regular thorough reports, timely and exact information for making timely management decisions. 20

Strategic plan of the preparation Methodology The Master Plan for the preparation and delivery of the Universiade is developed based on and for the implementation of the concept and strategic objectives of the Universiade This document includes the entire range of basic objectives and tasks that have to be implemented during the preparation of the Universiade; it determines the key control points, their deadlines, executives in charge and involved co-executives of specific functional areas. The developed Master Plan shall be the document that the Executive Directorate of the Universiade will be governed by constantly updating and adjusting it during the preparation of the Games. The Master Plan has established the management structure of the Executive Directorate, its staged evolutionary development as well as the methodology of the organization process of the preparation for the Winter Universiade in Krasnoyarsk. The Master Plan is a tool of external control and assessment of the Games preparation and fulfillment of the obligations undertaken by the hosting side under the Attribution Contract for the assumption of the obligations to host the 29th Winter Universiade of 2019 by the International University Sports Federation and the Organising Committee of the Universiade The Master Plan has been developed taking into account the experience of hosting the Olympic Games in Salt-Lake-City-2002, Torino-2006, Vancouver-2010, Sochi-2014, the 7th Winter Asian Games of 2011 in Astana and Almaty, the Universiades held in Kazan and Trentino; the analysis of their strategic documents, reports, interviews and media materials was carried out. The Master Plan of the Universiade 2019 is developed in compliance with the 2019 Winter Universiade Minimum Requirements by the International University Sports Federation (FISU), FISU Regulations for the Winter Universiade, the Bidding book of Krasnoyarsk and the signed Attribution Contract for assumption of the obligations to host the 29th Winter Universiade of The technical guidelines of the International Olympic Committee for hosting the Olympic and Paralympic Games were used in the process of preparation. 21

Strategic plan of the preparation Principles The Master Plan is developed in accordance with the following guiding principles which at every stage of the Master Plan development shall be the main priority for the Executive Directorate within the frameworks of creating the effective management and communication system: Close cooperation with partners and stakeholders; Increase in involvement of the citizens of Krasnoyarsk and Krasnoyarsk Territory; Responsible attitude towards the requirements of all the involved groups; Involvement of experts and the public into the process of making the key decisions; Fair and effective distribution of responsibility among the workforce involved in the preparation of the Universiade; Aim to minimize the adverse financial consequences; Attitude of care towards the environment, cultural and historical heritage of the Universiade hosting region. Master Plan structure The Master Plan of the 29th Winter Universiade of 2019 contains the detailed Integrated Plan of tasks and arrangements as well as the phases of the Games preparation and includes the following: Management system of the Universiade preparation, including the functional structure of the Executive Directorate; The Directorate development and the process of formation and clustering of functions at the stage of their adjustment to the venues of the Universiade (Venuesation); Timeline of the Games planning, including the consolidated integrated plan for the preparation of the Games; 22

23 Functional areas, their objectives, tasks, main events, stages and deadlines; Risk management and development of activities to avert the risks promptly and anticipatorily; Budgeting with the consideration of all the necessary resources and planned number of staff. Master Plan architecture The Master Plan of the 29th Winter Universiade of 2019 is built on the basis of the operational and functional plans interconnected by deadlines and executives in charge; based upon the general concept of the Games and the 2019 Winter Universiade Minimum Requirements of FISU. There have been 49 functional areas singled out, they are the series of management actions aimed at the solution of specific organizational tasks to reach the set up strategic goals. There is an action plan developed for each functional area; it is based on the staged solution of specific tasks and takes into consideration the interests of stakeholders and client groups. Based on the results of the comprehensive analysis performed for each task the Key interface was formed, it shows the basic cooperation and interaction of different functional areas with each other, the functional area interaction matrix was created. In the future the Master Plan will be adjusted, amended and developed further as and when necessary and if required by the current situation and operational plans of the functional areas. 23

26 4 Preparation Consolidated Integrated Plan of the 29th Winter Universiade 2019 is based upon Krasnoyarsk Games Readiness Integrated Plan (KGRIP). The activity of the Executive Directorate and its estimated results of work are formed by 4 main phases of preparation for the Games delivery (in chronological order): Strategic planning; Preparation for the Games delivery; Operational planning; Implementation; Readiness to the Games; The Games; The Games outcome review. Each of the phases above in its turn splits into 5 priority blocks of responsibility (by type of activity): Administration; Operational management; Infrastructure development; Resources; Marketing and information support. Blocks of responsibility Consolidated integrated plan of preparation specifies five priority blocks of responsibility (streams) during the Games preparation: Administration This stream means development of the global organizational foundation to provide for the implementation of joint activity by all the preparation process participants both in the period of preparation and delivery of the Games. Operational management Operational management includes the tasks and activities directly related to the process of the Games delivery and associate events within the period of WU2019 preparation and delivery. The main results of the work will be: Development of the competitions schedule and a register of the requirements set up by main clients groups; The formation of the Directorate team, selection and training of the volunteers and their further consultation in the period of the Games delivery, organization of transport support, security provision, the Ceremonies and etc. 26

27 Infrastructure development This area includes the functional areas connected with the venues and the city infrastructure. It coordinated the matters of the construction process and matters future usage of the venues. There are groups singled out within the Executive Directorate that are responsible for the operation of the sports venues and provide for the readiness of the infrastructure to delivery the Games. The key results are the operational plans for the sports venues matters, the design and further development of the necessary infrastructure. Resources This area includes the matters related to the resource support of the WU2019. The key results of the activity are budget plans of different levels and deadlines for preparation to the Games dlivery, financial reports. The main result at the end of the Games shall be the final financial report. Marketing and information support This area reflects the income-generating activities and various aspects of information and cultural support. The main marketing plan and operational marketing plans are developed and implemented to provide the effective planning and positive results of this area. In addition, Media coverage plans and Cultural programme projects are developed. Phases of preparation KGPIP consists of four basic planning stages (in chronological order), which follow each other and suppose sequential accumulation of experience, knowledge, organization evolution, growth and detailed planning which are further accounted for at all stages during the whole period of the Winter Univesiade-2019 preparation: Phase 1. Strategic planning: This is a starting phase of the Games preparation which includes identifying main strategic tasks and processes development of the Games Preparation Management System, establishment of the Organising Committee, Supervisory Board and Executive Directorate, adoption of normative acts regulating the process of preparation, formation of the general overview of the Games, the Games Concept, general map of objectives and tasks, approval of the list of the venues required etc. Main results Below are the key results of this stage: Master Plan Version 1.0 This Master Plan is the main official document for the preparation of the Universiade that is developed by the Executive Directorate. It establishes the overall system of the entire preparation process the specific aspects of which are subject to be elaborated within the preparation itself. This document is based on the bidding documentation and functional areas plans; it contains the description of the interactions with external parties, the contribution plan for the government agencies (their functions specified); it determines the areas of responsibility and the interaction between the functional areas. Games Concept This document is a concentration of the Games overview, the specifics and unique nature of the Winter Universiade The value of this document is based on the fact that it allows giving conceptualization of the process at phases of the games preparation, understanding the final objective and strategic activity directions. List of the Winter Universiade of 2019 venues and construction schedule of the venues and infrastructure This phase defines the demand for the construction of new or renovation of the existing sports venues as well as ancillary infrastructure to deliver the Games. It allows developing and approving the construction schedule and further launching the venues into operation. This sets th many aspects this will define the progress of the Games preparation. 27

28 4. Consolidated Integrated Plan Stage 2. Preparation to the Games delivery: This phase contains the processes related directly to the preparation of the Universiade, i.e. construction of sports and infrastructure venues, recruiting of the volunteers, test events, concepts of the Games operational support, security plans, Games budgeting, and etc. This phase includes three sub-phases: Operational planning, Implementation, Readiness to the Games. The first is the logical continuation of the Strategical planning phase i.e. a general and global phase during which separate operational plans are detailed, structured and formed for each functional area of the Executive Directorate activity. In addition, operational plans for the Universiade sports venues activities are formed. The subphase of the Implementation includes the phase of adaptation to the Universiade venues (Venuzation process), test events and rehearsals. The subphase of the Readiness to the Games includes conducting main tests events and the Universiade torch relay. Main results Below are the key results of this phase: Functional operational plans Functional operational plans are a group of documents that describe in detail the way each functional area has to work during the preparation for delivering the Games. They also describe the way a team of the functional area should interact with other Functional areas teams and external partners (Cooperation matrix) fitting in the general structure of cooperation, planning and control. Operational plans of the sports venues operation Such documents determine the policies and procedures in effect at a sports venue, it elaborates the layout and usage norms, and it determines the officers in charge of various activities at the venue as well as principles of their interaction with other groups. This document also includes contingency plans for the sports venue, security procedures and emergency recovery programs for the venue. Budget The budget of the Winter Universiade of 2019 is the main document reflecting the resource support to implement tasks and objectives set to the Organising Committee in the framework of the Games preparation. At all phases of the Games preparation, the budget undergoes several editions and is finally formed closer to the phase of the Games delivery. Passport of sports venues The passport of the sports venues is a preliminary document which describes each venue in the as-is state with the specification of the possibilities and the degree of its involvement in the period of the WU2019 delivery. The list of the required data includes the following: Location and transport access; The present layout, design, area, equipment and technologies; Environment aspects; Venue s development strategy; Requirements for delivery of WU2019 (as a competition or training venue); Planned events (days of competitions, sports events, etc); Key demand for space (size, type, grouping chart, etc); Use of the venues after the Universiade; Maximum capacity; The list of necessary equipment, furniture, sports gear; Layout chart, the list of temporary constructions and facilities and their specifications; Overall plan and floor plans; Zoning chart; Advertising space layout chart; Other data. 28

29 Stage 3. Games: The phase of the Games delivery includes opening of the Universiade Village, International Information Centre and Main Operational centre, Torch Relay, cultural events, launch of the sports venues and delivering the Games sports programme including addition of the latest improvements and emergency response to the arising changes and unplanned accidents. Stage 4. Result of the Games delivery: This is a final phase covering processes of the WU2019 Directorate liquidation, transfer of the Games legacy, closing of the sports venues operation within the Games delivery mode. Summarizing of the Games results and formation of the final official report on the WU2019 delivery. Main results Below are the key results of the phase: Final reports The stakeholders participating in the Games preparation (FISU, the Government of the Russian Federation, etc) define the list of final reports. The final document is the Final report on the delivery of the Games. Legacy and liquidation of the organization These processes finalize the delivery of the Winter Universiade of 2019 in Krasnoyarsk. All accumulated knowledge and experience are structured, formed and transferred to FISU for their further use. The established organizations are wound up (including the Executive Directorate) and the workforce employment programme is implemented. Reports Monitoring reports The stakeholders participating in the Games preparation (FISU, the Government of the Russian Federation, and etc) define the list of final reports to be prepared and submitted for consideration in the process of preparation and as at the end of the Games. Quarterly (and annual) monitoring reports have to be submitted to FISU in terms of the readiness of the host city and the Directorate for the delivery of WU2019. The reports are drawn up based on the phases and streams stated in the Integrated Plan for the preparation. 29

34 5 This Key statistics 5. Key statistics section represents the aggregate of basic statistics data and forecasting information on the basis of which the strategic and operational planning of the Universiade-2019 preparation process shall be implemented. Duration The Winter Universiade-2019 will be held in Krasnoyarsk from 2nd to 12th of March The duration of the Games from the Opening Ceremony until the end of the Closing Ceremony will be 11 days. The total operational period of the Winter Universiade will be from two weeks prior to the Opening Ceremony to three days after the Closing Ceremony and conclusion of work of the Village of the Universiade. 34

35 Sports programme The sports programme of Winter Universiade 2019 shall include two blocks of sports compulsory sports set by FISU requirements: 8 compulsory sports: 1. Alpine skiing Men: Downhill or Super Combined; Super G; Giant Slalom; Slalom. Women: Downhill or Super Combined; Super G; Giant Slalom; Slalom. 2. Cross-country skiing Men: Sprint (Free style); 10 km (Individual start, classic style); 4x10 km Relay; 30 km (Mass-start, free style); Pursuit ( km). Women: Sprint (Free style); 5 km (Individual start, classic style); 3x5 km Relay; 15 km (Mass-start, free style); Pursuit (5+5 km). Mixed Team Relay (Classic style). 3. It was brought into operation in It has 15 pistes of variable difficulty with a total length of almost 10 km and 350 m elevation. Seven of the pistes have successfully passed certification which conforms their compliance to the world standards set by International Ski Federation (FIS) and ability to hold the competitions in all Alpine Skiing disciplines within Winter Universiade of TRAINING VENUE FOR: SNOWBOARDING. Key statistics «ARENA SEVER» ICE PALACE Women s tournament comissioning in teams type of works Reconstruction 3,500 people capacity The ice arena of 60x30 m complies with the requirements of International Ice Hockey Federation (IIHF) and Ice Hockey Top League, its capacity is presetly 2,587 people (including 80 people with disabilities). The Ice Palace has an ice arena, a choreographic hall, multi-purpose games hall, trampoline hall, alpinism hall with an artificial climbing wall, Media Centre, cafes/ bars, training classes, a massage room, judge and trainers rooms. A conference hall with a total area of 100sq.m. allows for holding press conferences, seminars, briefings, etc. The hall capacity is up to 50 people. Next to the arena building is a parking for 400 parking lots and 19 buses. The venues shall be reconstructed and the number of seats for spectators will be increased up to 3,500. 41 ACADEMY OF BIATHLON 12 km of ski tracks comissioning in2017 type of works Reconstruction Capital repairs capacity 30targets 1,000 people The venue was started up in full in It has a sports complex with a hotel (87 rooms), shooting area with 30 targets and 12 km of a cross-country tracks. The building capacity at any one time is 106 people. In 2013 the complex obtained a Category B licence of International Biathlon Union, granting the right to hold international competitions. By the time of 2019 Winter Universiade the venue will need to undergo reconstruction (artificial snow making system and track lighting system will be installed). The top of the mountain commands a picturesque panorama of the Eastern Syans and the Yenisey River valley. The Filaretov Klyuch pistes are a traning venue for the youth sports school in Alpine Skiing. There are 2 T-bar lifts and the lighting system allowing to ski in the evenings. Presently the venue capacity is 1,078 beds. The department of reception and diagnostics is to be modernised and a surgical facility is to be built. Emergency operating systems will be equipped with digital navigation, optical imaging and multimedia technologies. Upon the completion of modernisation process, the Hospital will provide a full range of services, including intensive care and injuries treatment. 55

KARPOVICH Medical Care comissioning in2017 type of works Reconstruction capacity 947 beds The capacity of Krasnoyarsk city clinical hospital of first aid named after N.S. Karpovich has the capacity of 947 beds, including those of surgery, intensive care and emergency units. The number of operating rooms will be increased up to 28 ORs functioning in 3 shift pattern, where up to 8 open surgeries will be held daily in every operating room among which 4 surgeries on emergency medical care with the use of digital navigation systems, optical imaging and multimedia technologies. Hospital service will include a full range of services, as well as intensive care and injuries treatment. In addition a new hospital admission department will be built. 56

57 MEDICAL CENTRE IN THE UIVERSIADE VILLAGE Medical Care and Doping Control comissioning in2016 type of works Construction 400 patients per shift The medical centre in the Universiade Village will ensure twenty-four-hour primary medical care to the Universiade guests and participants. It will have an emergency care block, an infection block, traumatology centre, and a room for roentgen and functional diagnostics. The Centre capacity will be 400 patients per shift. 57

Key statistics Client groups The Universiade is one of the largest international sports events, thus, it traditionally attracts huge attention both of the athletes and national sports students unions and of the press and spectators from the whole world. Below are the main client groups of the Winter Universiade 2019 in Krasnoyarsk: FISU Family Description The representatives of the International University Sports Federation (FISU) and management of the International Sports Federations. The representatives of FISU Family are in charge of the successful delivery of the Winter Universiade of 2019 and shall control over the compliance with the FISU values and requirements set for sports competitions delivery, accommodation and food quality provided to the Games participants. During the Games they participate in daily meetings, conferences as well as inspect venues and competitions. Target audiences: Representatives of the Executive Committee and FISU Committees; Honorary members; Delegations of future FISU events; FISU Winter Universiade Conference speakers; FISU Staff; Representatives of International Sports Federations; Representatives of the International Olympic Committee. Expectations The cooperation between the Games Organising Committee and FISU shall be established at all phases of the preparation to the Universiade. The main expectation for this client group is successful implementation of all objectives and tasks previously set in the Master Plan to guarantee successful delivery of the Winter Universiade of 2019, as well as full performance of their obligations and requirements set to the Games delivery by the Executive Directorate. Additional requirements are set to the hotel and working places where FISU Family shall be accommodated, to the places of holding meetings and conferences as well as to the compliance with the protocol guidelines and regulations. VIPs Description Guests of the Winter Universiade 2019 and associate events. Since the Games is an international milestone event for Russia and the World, these events are visited both by the representatives of senior leaders of the Russian Federation and foreign officials. The Universiade is a status event for this client group, thus, it is of high importance for the organizers to show regional and city progress achieved as the result of the Games preparation and to create the atmosphere of a large-scale festival for the whole country. Target audience: Heads of states and governments and their parties; Representatives of diplomatic missions; President of the Russian Federation; Chairman of the Government of the Russian Federation; Governor of Krasnoyarsk Territory, Head of Krasnoyarsk City, heads of constituent entities of the Russian Federation; 60

Athletes require a decent minimum of quick and duly transfers, comfortable rooms in the Universiade Village in compliance with FISU requirements and NUSF wishes, high-quality and diversified food, quite atmosphere in the Universiade Village, sports and training venues equipped with all the necessary things, corresponding level of medical services. Sports Federations Description This client group is distinguished from the rest since it directly participates in the preparation and delivery of the Winter Universiade These are technical specialists in kinds of sports included in the Games sports programme who are in charge of compliance with the rules and assist in organizing the sports competitions. The specialists include judges and referees doing refereeing and scoring. All in all their qualification and competence level have an impact on the fairness and transparency of the Games.
