3 Specialist Certificate Anticipating the need for degree programs, standardized training and academic credits, CalEMA/CSTI now offers the Specialist Certificate Program. Criminal certificates may be earned in: Terrorism/Homeland Security Curriculum advisory groups ensure curriculum is current and in compliance with state and federal standards including SEMS/NIMS, Peace Officer Standards and Training (POST), National Fire Protection Association (NFPA), and Occupational Safety and Health Administration (OSHA). The State Training Officer and the State Exercise Officer serve as California s principle training and exercise liaisons to the Federal Department of Homeland Security and FEMA. Courses meeting requirements for FEMA s Professional Development series and Advanced Professional Series may qualify for dual certifications. 13

4 College Credit Eligibility In addition to completing the CalEMA Terrorism/ Homeland Security Specialist Certificate, course participants can earn college units towards an accredited degree program. College credit is available through the California Polytechnic State University, San Luis Obispo (Cal Poly). This allows course participants the option of obtaining college credit for an additional fee. All curriculum is reviewed and approved by Cal Poly to ensure compliance with academic standards and accreditation requirements. Criminal courses currently eligible for college units: Terrorism I When applying for these courses ask the Registrar about the Certificate and College Credit Programs. You can earn academic credit for these selected courses offered by the California Specialized Training Institute (CSTI). Earning academic credit in these courses not only prepares you for leadership positions in these growing fields, but also can help you complete an undergraduate degree or graduate degree. The courses are considered elective and residential credit and can count toward the Bachelor of Arts or a master s degree in Public Policy at Cal Poly. You can also use the credit for other professional development requirements, including degree programs at other campuses of the California State University. 5 Officer Safety & Field Tactics (OSFT) Designed for experienced officers and line supervisors, this course will enhance and reinforce the individual officer s safety and survival skills, leading to better tactical effectiveness and safer responses to field situations. Participants will experience both day and night combat shooting courses on our Federal EPA approved 800-yard tactical live fire range, will train in our 9300 square foot indoor state-of-the-art Tactical Training Center, and will participate in tactical response exercises in our urban training facilities using Simunition marking cartridges. The core curriculum includes the following subjects: Arrest & Control Skills Practical Ground fighting Legal & Ethical Conduct Patrol Response Tactics High Risk Vehicle Stops Building Entry & Search Tactics Tactical Response Scenarios Tactical/Combat Shooting Weapons Familiarization Use of Force Tactical Communications Prerequisites: You must be on ON-DUTY STATUS (covered by your agency s workers compensation plan) while attending this course. 6 Officer Safety & Field Tactics in a Terrorism Environment (OST) The OST class concentrates on strategies and tactics that officers can effectively employ when responding to a terrorist act. Rooted in the concepts of Fourth Generation Warfare, Active Shooter Response, MAC TAC and modern urban guerilla warfare, the class will focus on contemporary studies. The OST class is designed specifically for front line law enforcement and/or public safety personnel with law enforcement responsibilities in the event of a terrorist attack. The course provides our first responders with the knowledge, skills and tactics to maximize their safety and effectiveness in a terrorist interdiction and incident response. Safety and tactical skills not only enhance response effectiveness but also reduce risk of death or serious injury. Participants will enhance their critical thinking abilities through analysis of actual terrorist attack case studies. Subsequently, students will implement a variety of best practices in tactics, techniques and procedures (TTP) in tactical scenarios mirroring the case studies. 7 Officer Safety & Field Tactics Special Seminars (OSS) The CalEMA training center at CSTI is uniquely suited for customized training with multiple training venues and a superior training staff of current law enforcement specialists from all over California. Previous Officer Safety Special Seminars have been designed for County Wide Narcotics Teams and SWAT Teams from all over California, as well as Parole Agents and other governmental investigative and enforcement units. The CSTI Training Facility encompasses a Federal EPA approved 800 yard, multi stationed, tactical live fire range that allows for handgun, rifle, and shotgun shooting from all types of tactical shooting positions; an urban training site for Simunition training that contains a Hogan s Ally and a MOUT House; and a 9300 square foot indoor Tactical Training Center that contains two mock courtrooms, elevated catwalks for instructor advantage, movable doors and walls capable of creating hundreds of different building configurations, adjustable lighting, and a sound system that can be used for noise confusion and distraction. 8 Terrorism I: International Terrorism (T1) Terrorism I concentrates on understanding the various aspects of international and transnational terrorism and developing effective strategies to counter the threat posed by contemporary international terrorists operating within the United States. 9 Terrorism II: Domestic Terrorism (T2) While Terrorism I concentrated on International Terrorism, Terrorism II focuses on understanding and countering the threat from domestic terrorism and domestic terrorist groups. 10 Terrorism III: Advanced Counterterrorism Strategies (T3) This course is designed for graduates of Terrorism I and Terrorism II to apply the knowledge and skills obtained in those courses to develop counterterrorism in simulated war games. 11 Terrorism Intelligence Analysis (TIA) The Terrorism Intelligence Analysis is designed for both consumers of intelligence on terrorism and newly assigned terrorism intelligence analysts. While the course provides the basics of criminal intelligence analysis methodology, the information is presented within the framework of intelligence as it relates to terrorism and terrorist activity. 12 Terrorism Liaison Officer (TLO) The primary mission of a Terrorism Liaison Officer (TLO) is to serve as a conduit of information between members of the public safety community, public/private sector, the United States government and its citizenry in the fight against terrorism. Equipped with the requisite skills and knowledge, the TLO can become a powerful deterrent to terrorist activities. This course is designed specifically for designated TLOs representing law enforcement and other public safety agencies. The course provides methods for improving data collection and reporting capabilities within the potential terrorism context. Additionally the course provides the TLO with the skills, knowledge and resources to develop the trusted partnerships necessary for the communities they serve. This course builds upon the students basic understanding of the contemporary terrorist threat, enhances critical thinking skills in implementing networking strategies and provides best practices for collecting and sharing information.
