5 Terrorism Awareness and Prevention Training Level: Awareness Format: Instructor Led Enrollment: N/A Hours: 2-hour Target Audience: Public and Private Sector Prerequisites: N/A This course was developed as a direct result of the numerous requests from the public and private sector for a basic awareness program and has been approved by the Department of Homeland Security. Topics of discussion include: the definition of terrorism; examples of international and domestic terrorism; indicators of suspicious activity; and, the role of public in combating terrorism. The primary audience of this course will be the general population in the public and private sector. This will include emergency management, emergency medical services, public works, public health, health care, public safety communications, government administration, food and private security, and volunteer groups. Objective Through this course, each participant will be able to define terrorism, list goals of terrorism, describe why New Jersey is a target of terrorists, recognize and describe suspicious activities associated with terrorism and describe the process necessary to accurately report suspicious activity to the proper authorities. 6 Counter-Terrorism and Awareness-Level 2 Training Level: Awareness Format: Instructor Led Enrollment: 15 minimum/ 50 maximum Hours: 2-Day Target Audience: Law Enforcement Prerequisites: Counter Terrorism Awareness-Level 1 This 2-day training seminar is the follow-up to Level 1 and is designed to provide the student with detailed insight into the current terrorist trends and indicators confronting the law enforcement community. Topics of discussion include: intelligence and law enforcement, suicide bombers and bomb recognition techniques, funding terrorism, crimes with a nexus to terrorism, home-grown jihadism and pre-incident indicators. The primary audience for this course includes all sworn law enforcement officials which includes law enforcement investigators, detectives and advanced sworn law enforcement officers. Objective Each participant will be able to define and understand the current terrorist trends and indicators. Participants will also understand the important aspect of this seminar that is maintaining a fluid course work that changes along with shifts in terrorist tactics, targets, and weapons. 7 Bombing Prevention for First Responders Training Level: Awareness Format: Instructor led Enrollment: 50 Maximum Hours: 1-day Target Audience: Public and Private Sector Prerequisites: N/A Co-Sponsors: U.S. Department of Homeland Security s Office for Bombing Prevention This DHS workshop is designed to enhance and reinforce the participant s knowledge, skills, and abilities in relation to the threat of improvised explosive devices (IED) prevention measures and planning protocols. This workshop reviews the current development of strategies requiring collaboration of numerous agencies across multiple localities, disciplines and level of government. The workshop outlines specific bombing prevention actions that reduce vulnerability and mitigate the risk of terrorist IED attacks utilizing explosives. Objective Through this course, each participant will have knowledge the objectives of terrorism, list IED threats; explain explosive effects and familiarization with the safety precautions to reduce the explosive effects of an IED. The primary audience of this course will be first responders. This will include emergency personal, fire, law enforcement emergency medical services. There is no cost for training or resources. 8 Surveillance Detection Training for Municipal Officers, State/Local Law Enforcement Training Level: Awareness Format: Instructor Led Enrollment: 30 maximum Hours: 3-day Target Audience: Law Enforcement and security personnel Prerequisites: N/A Co-Sponsor: U.S. Department of Homeland Security This is a Department of Homeland Security approved and funded course presented by private contractors. Topics of discussion include: awareness of terrorist tactics; attack history; and, methods to detect surveillance. This course also concludes with a practical exercise. The primary audience for this course includes sworn law enforcement officials and all security personnel. Objective Each participant will be provided the fundamental practices to establish surveillance detection teams to protect critical infrastructure and key resources from operatives conducting preoperational surveillance. Participants will also be able to develop a surveillance detection team using the techniques of cover and disguise, and to identify environments and how to blend in to them as it relates to a surveillance detection operation. 9 Vulnerability Assessment, Strategy, Design & Mitigation (VASDM) Training Level: Management and Planning Format: Instructor Led Enrollment: 24 maximum Hours: 3-day Target Audience: Site Security Assessment Personnel Prerequisites: N/A Co-Sponsor: TEEX-Texas Engineering Extension Service This management and planning level course was designed by TEEX to provide a handson process within risk management that addresses threat-based vulnerability assessments. The program consists of lectures, small group discussions, multi-media scenarios, and a field activity where on-site assessments are conducted. The primary audience for this course includes newly assigned County Critical Infrastructure Coordinators (CCICs), New Jersey State Police (NJSP) Infrastructure Security Unit (ISU) and other state and county security personnel responsible for vulnerability assessments and Best Management Practices (BMP) audits. Objective Each participant will be able to design a mitigation strategy for a facility in order to deter, detect, delay, asses, and respond to potential threats equivalent to the identified risk. 10 Port Awareness & Response Training Level: Performance Format: Instructor led Enrollment: 45 Maximum Hours: 1-day Target Audience: Port Agencies, EMS, Law Enforcement, Fire, Maritime Industry Prerequisites: N/A This OHSP developed course has been approved by the Department of Homeland Security and is designed to provide Port of NY/NJ Maritime Domain Awareness. It is a Defense in Depth approach towards protecting the Maritime Supply Chain. The State of NJ does not have dedicated maritime response units therefore, we are training the land based first responder/private sector units in maritime domain awareness. With the assistance of agencies; USCG, US Customs, FBI, Port Authority of NY/NJ and NJSP, who have specific responsibility and dedicated resources but who are unable to manage the scope of protecting NY/NJ ports and waterways individually. This training program is designed to provide Force Multipliers which include the private sector, since their knowledge and experience with Cargo Container Ships, Container Cranes, Tankers, and Rail Lines would be invaluable to a first responder during an emergency. The primary audience for this course includes NY/NJ/PA/DE-Federal Port Security Agencies, (UASI) Regional Port Emergency Medical Service, (UASI) Regional Law Enforcement Rapid Deployment Teams, (UASI) Regional Maritime Fire Service, Private Industry Port Partners (APM Terminals, Trucking Industry, etc.), local first responders for that region and port terminal operators. Objective Each participant will be able to play a role in securing the ports, and know their proximity to the critical infrastructures. They will be familiar with port geography and port operations and will understand the personnel, equipment and resources available to assist them, should they be involved in a port emergency related event. 11 Trucks and Terrorism: Rapid Risk Recognition, Assessment, and Response Workshop Training Level: Awareness Format: Instructor Led Enrollment: 50 minimum/ 250 maximum Hours: 1-Day Target Audience: Law Enforcement, Security Officers Prerequisites: N/A Co-Sponsor: US Department of Transportation Trucks and Terrorism: Rapid Risk Recognition, Assessment, and Response Workshop training was developed by the U.S. Department of Transportation. This one day workshop is designed with an emphasis on the identification and interdiction of a threat before an incident or a suspect truck enters a workplace or community. The primary audience for this workshop includes law enforcement investigators, detectives, sworn senior law enforcement officers, and security personnel. Objectives Each participant will receive an introduction relating to simple, time proven techniques that support the development of everyday scenario assessment. The workshop will also provide the participant with an opportunity to formulate, review or improve their security plan while being exposed to techniques to enhance risk recognition skills. 12 Understanding the Arab Culture and Source Development Training Level: Awareness Format: Instructor Led Enrollment: 15 minimum/ 50 maximum Hours: 5-hour Target Audience: Law Enforcement Prerequisites: N/A Understanding the Arab Culture and Source Development was developed following the attacks of 9/11. This course is designed to provide law enforcement officers and detectives with an understanding and situational awareness of the Arab culture and to provide information and techniques for developing confidential sources of information. The primary audience for this course is newly assigned detectives, investigators and sworn law enforcement officials. Objective Each participant will gain an understanding of the Arab culture to enhance their knowledge of the practices and beliefs, and to identify areas sensitive to their civilization. The knowledge gained from this course will significantly enhance the student s ability in gathering intelligence and in conducting investigations. This course has received very positive reviews. 13 Intelligence Toolbox / Sustaining the Intelligence Function Training Level: Management and Planning Format: Instructor led, group break out exercises Enrollment: 80 maximum Hours: 2.5-day Target Audience: Law Enforcement and Intelligence Community Prerequisites: N/A Co-Sponsors: Michigan State University, U.S. Department of Homeland Security, FBI Intelligence Directorate, DEA Intelligence Division This training program is designed to provide information and resources to aid in the development of an intelligence capacity in state, local and tribal law enforcement agencies, regardless of agency size. Although this course training is flexible in agency size, it does focus particularly on agencies with more than twenty-five officers. The primary audience for this course includes those responsible for developing an intelligence capacity in any state, local, or tribal law enforcement agency (non-sworn personnel also). Specialized law enforcement agencies such as Prosecutor s Office, Sheriff s Office, Transit Police, Department of Corrections, Parole, Probation, Parks and Wildlife, campus law enforcement (public or private), etc, may also attend. In many ways, the most important audience for this course involves those agencies that do not have a full time intelligence unit. 18 Foundations of Intelligence Analysis Training (FIAT) Training Level: Performance Format: Instructor led, group exercises Enrollment: 24 maximum Hours: 5-day Target Audience: Law Enforcement and Intelligence Analysts Prerequisites: N/A Co-Sponsors: Bureau of Justice Assistance (BJA), State and Local Anti-Terrorism Training Program (SLATT), National White Collar Crime Center (NW3C) This 5-day basic intelligence analysis course is offered and delivered by the International Association of Law Enforcement Intelligence Analysis (IALEIA). Training course meets the minimum requirements for analysts as identified by the National Criminal Intelligence Sharing Plan (NCISP). The audience will examine critical and creative thinking processes, utilize inference development, recommendations development and analysis of competing hypothesis. The primary audience for this course includes law enforcement personnel and new or relatively inexperienced intelligence analysts. The course indicates that the money trail often leads directly to the top of the criminal organization. The course also explains why the network of financial transparency, put in place primarily to fight the war on narcotics, is inadequate to fight the war on terrorist finance. This behavioral assessment training was developed in 2002 after 9/11 by Protecting the Homeland Innovations, LLC and the Massachusetts State Police. It is implemented daily at Boston Logan International Airport. The training is a procedure based on observation of behavior and appearance, and brief non-threatening, non-custodial interviews of the public to determine whether elevated or reasonable suspicion exists that an individual is involved in planning or carry out a terrorist attack using regular police/security patrols. This training also served as the model for the TSA Screening of Passengers by Observation Techniques (SPOT) program being used at three airports and under consideration for nationwide use. The primary audience for this course includes law enforcement investigators, detectives and sworn senior law enforcement officers, security personnel responsible for mass transit, sporting facilities, casinos, government buildings, county and local liaisons. Objective Each participant will be trained to quickly identify persons who may be security risks in high security public places based on behavior and appearance (non-racial/ethnic), conduct brief non-custodial interviews and determine if a person is high risk or low risk, and take appropriate mitigating action. B.A.S.S. /P.A.T.R.I.O.T. was developed in 2002 after 9/11 by Protecting the Homeland Innovations, LLC and the Massachusetts State Police. 23 The Art of Deterrence Training Level: Awareness Format: Instructor Led Enrollment: 70 Maximum Hours: 8-hour Target Audience: Law Enforcement, Security Personnel Prerequisites: N/A The course provides information for Patrol Officers regarding the prominent terrorist organizations currently working against the United States. It will cover the tactics and measures used by these terrorist groups, and highlight actions that can be taken by Patrol officers in identifying possible terrorist activity, prior to an event. 26 Protective Measures Training Level: Awareness Format: Instructor Led Enrollment: N/A Hours: 16 Target Audience: Executive and employee level personnel in the public/private sector Prerequisites: N/A Co-Sponsor: Department of Homeland Security This two day course offered to security officers, mid-level safety/security supervisors, and property managers in public/private sectors, is designed to provide students with the knowledge to identify vulnerabilities and select appropriate Protective Measures for their unique facility. The course focuses on providing information pertaining to common vulnerabilities, available Protective Measures, and strategies for selecting appropriate Protective Measures. Students spend 16 hours in the classroom during which time instructors present information and students participate in various in-class activities and practical exercises designed to reinforce learning. The primary audience for this course includes all executive and employee level personnel in the public/private sector. Objective Each participant will have the knowledge to identify the appropriate protective measures for their unique sector. This course provides information pertaining to available protective measures and strategies for selecting which protective measures are most appropriate to your site. 29 Situational Awareness for School Bus Drivers Training Level: Awareness Format: Instructor Led Enrollment: 100 minimum/ 500 maximum Hours: 2-hour Target Audience: School Transportation Personnel Prerequisites: N/A This OHSP developed, 2-hour interactive program, has been approved by the Department of Homeland Security (DHS) and is designed to introduce, refresh and enhance the knowledge of school bus drivers, transportation supervisors, and school administrators about recognized standards and guidelines to help deter, detect, report and respond to suspicious activity specific to the school mass transportation system. The primary audience for this course includes New Jersey school bus drivers, transportation supervisors, and school administrators within the public and private education sector. Objective Each participant will understand the standard, common sense preventive security measures focused on the school bus terminal/storage yard as well as the school bus and the school bus route to include all stops. Each participant will also receive an enhanced review of pre/post safety checks already conducted by school bus drivers in case of a heightened threat level that is specifically related to the school mass transportation system. 31 The Threat to Schools and Terrorist Trends and Tactics Training Level: Awareness Format: Instructor Led Enrollment: 100 minimum / 500 maximum Hours: 2-hour Target Audience: School Community Prerequisites: N/A This course was developed and a pilot program delivered to provide terrorism and school safety awareness training following the rash of school shootings in the latter part of The content was derived from a combination of our existing Terrorism Awareness and Prevention program with the inclusion of the Ten Key Findings derived from a 2002 study Final Report and Findings of the Safe School Initiative by the U.S. Secret Service and the U.S. Department of Education. The primary audience for this course is based broadly on the school community including school administrators, school staff, teachers and parents. 32 Port Awareness & Response Training Level: Performance Format: Instructor led Enrollment: 45 Maximum Hours: 1-day Target Audience: Port Agencies, EMS, Law Enforcement, Fire, Maritime Industry Prerequisites: N/A This OHSP developed course has been approved by the Department of Homeland Security and is designed to provide Port of NY/NJ Maritime Domain Awareness. It is a Defense in Depth approach towards protecting the Maritime Supply Chain. The State of NJ does not have dedicated maritime response units therefore, we are training the land based first responder/private sector units in maritime domain awareness. With the assistance of agencies; USCG, US Customs, FBI, Port Authority of NY/NJ and NJSP, who have specific responsibility and dedicated resources but who are unable to manage the scope of protecting NY/NJ ports and waterways individually. This training program is designed to provide Force Multipliers which include the private sector, since their knowledge and experience with Cargo Container Ships, Container Cranes, Tankers, and Rail Lines would be invaluable to a first responder during an emergency. The primary audience for this course includes Private Industry Port Partners (APM Terminals, Trucking Industry, etc.), port terminal operators, NY/NJ/PA/DE-Federal Port Security Agencies, (UASI) Regional Port Emergency Medical Service, (UASI) Regional Law Enforcement Rapid Deployment Teams, (UASI) Regional Maritime Fire Service, and local first responders for that region. Objective Each participant will be able to play a role in securing the ports, and know their proximity to the critical infrastructures. They will be familiar with port geography and port operations and will understand the personnel, equipment and resources available to assist them, should they be involved in a port emergency related event. 34 NJLearn-First Responder Training Portal What is NJLearn? In June of 2004, NJLearn was established through a grant from the US Department of Homeland Security. NJLearn provides a unified on-line training and management platform for all domestic preparedness and incident management training for New Jersey s first responder community. As of March 2010, over 300,000 online courses have been completed through NJLearn and over 140,000 accounts are currently listed in NJLearn for various learning experiences. This assists the State of New Jersey to certify to the Federal Government that it is compliant with the National Incident Management System (NIMS) and other preparedness training requirements. NJLearn also maintains a Knowledge Base of incident management and response resources available to our first responders. A multitude of state, county, and municipal agencies utilize NJLearn including, but not limited to: The NJ Office of Homeland Security and Preparedness, the NJ Department of Law and Public Safety, the NJ Department of Environmental Protection, the NJ Department of Health and Senior Services, the NJ Department of Transportation, the NJ Department of Community Affairs, the NJ Department of Corrections, and the Port Authority of New York and New Jersey. NJLearn also has the capability to mass registered users to direct their attention to new training events and other topics of concern. This ensures that first responders are made aware of important training information in a timely and efficient manner. Additionally, the OHSP routinely develops short on-line roll call training thus providing the opportunity to produce and promptly deliver updated information. 37 The National Domestic Preparedness Consortium What is the National Domestic Preparedness Consortium (NDPC)? The National Domestic Preparedness Consortium (NDPC) is the principal vehicle through which the Department of Homeland Security (DHS) identifies, develops, tests, and delivers training to state and local emergency responders. The NDPC membership includes five training sites: Center for Domestic Preparedness (CDP) in Anniston, Alabama; the New Mexico Institute of Mining and Technology (NMIMT); Louisiana State University (LSU); Texas A&M (TEEX); and, the Department of Energy s Nevada Test Site (NTS). Each member brings a unique set of assets to the federal domestic preparedness training program. A list of each of the Consortium s expertise can be found on the following pages. What is the role of the New Jersey s Office of Homeland Security and Preparedness? The New Jersey Office of Homeland Security and Preparedness (OHSP) Training Bureau has been recognized by the Department of Homeland Security (DHS) as the training State Administrative Agent (SAA) for NJ. In an effort to develop an environment of inclusiveness and transparency in this training arena, OHSP will be the single point of contact between DHS and NJ local, county and state agencies requesting DHS funded training, including the NDPC program. As new courses are developed and catalogs are updated, OHSP will send announcements via to the County Working Groups for distribution to their first responder community. This homeland security training offered through DHS can also assist county prosecutors and law enforcement personnel in their efforts to identify and develop the situational awareness required to protect the critical infrastructure unique to their jurisdiction. Although the NDPC focuses on first responder training (law enforcement, fire safety, EMS) there are however, courses that may be of interest to the public sector either through the NDPC and DHS designated training partners (see Section E).
