2 GUIDE TO CAMPUS SAFETY Public safety is the responsibility of every member of this community, and we encourage the involvement of all community members in keeping Bennett College a safe and secure environment for education. It is the responsibility of each member of the Bennett College community to report the occurrence of a known crime to the Department of Public Safety. To strike the appropriate balance between the needs of a crime victim and the need for crime reporting, The Jeanne Clery Act emphasizes the responsibility of those campus administrators who have significant responsibility for student and campus activities to report known crimes. Bennett College's professional counselors and pastoral staff are encouraged if and when deemed appropriate to inform the person being counseled of procedures to report crimes on a voluntary, confidential basis for inclusion in the annual disclosure of crime statistics. The information in this brochure is provided as part of Bennett College's commitment to security and safety on campus. The Jeanne Clery Act requires that Bennett College prepare and distribute by October 1 of each year an annual campus security report which sets forth its policies on crime prevention issues and sex offense policies and gives statistics on a number of specified crimes and the number of arrests by local police and campus judiciary referrals for liquor, drug and weapon possession violations on campus. It also requires the College to provide timely warnings to the campus community about reported crimes of murder, forcible or nonforcible sex offenses, robbery, aggravated assault, burglary, motor vehicle theft and arson, which may be considered a threat to the campus community. This booklet includes not only statistics on campus crimes and the College's policies regarding alcohol and drug use and sexual misconduct, but also provides the phone numbers and available services of the Department of Public Safety, Campus Life and the Student Health and Counseling Center. These departments have all worked together to present a document that will be useful to students, faculty and staff, as well as visitors to the Bennett College community. It is intended as a resource for information about the College's offices and services, as well as to address concerns about crime issues. Bennett College Guide to Campus Safety Page 2

3 THE DEPARTMENT OF PUBLIC SAFETY The administrative responsibility for the Department of Public Safety at Bennett College rests with the Vice President for Administration Services. All staff members receive training consistent with the policies of the department. Public Safety Services We provide the following services to the members of the Bennett College Community: 24-hour public safety protection and awareness: the patrolling of campus areas with primary concern for personal safety of all students, staff, faculty and visitors 24-hour base dispatch with Department of Public Safety; in case of true emergencies hour campus wide surveillance Crime prevention programming to assist all community members in heightened awareness of safety issues On-campus escorts upon request Liaison services to all local law enforcement agencies Property identification to minimize theft Monitoring safety conditions and filing safety-related work requests Enforcement of campus vehicle registration and parking regulations Campus facilities access control Fire, health, safety and risk management responsibilities Authority and Jurisdiction The Department of Public Safety staff is composed solely of "non-sworn" officers, with no arrest authority outside the guidelines provided for private citizens in making a citizen's detainment. The authority of the public safety staff is to follow college policy in all matters of campus life, facilities use and crime prevention. The Department of Public Safety assists the Residence Life Staff in initiating campus judicial or administrative action against a Bennett College student who violates college policy and/or regulations. In response to a crime committed on campus, the public safety staff will investigate the incident based on their authority and training. They will forward all copies of all reports to the Campus Life Office for their review and action, including possible disciplinary action against students or employees. They may also notify the appropriate law enforcement agency. Bennett College lies within the jurisdiction of the Greensboro Police Department. The public safety staff works in tandem with the Greensboro Police Department and other local and state agencies; Bennett College Guide to Campus Safety Page 3

4 joint investigative efforts will be used by the department's staff and Greensboro Police Department whenever necessary. We encourage the reporting of all crimes jointly with the Greensboro Police Department. Safety and Crime Prevention Programs The Department of Public Safety presents safety awareness and crime prevention programs each year during and at special events. The Department of Public Safety Staff also works in close cooperation with the Residence Life to conduct relevant and useful programming in Bennett College residence halls. Safety awareness and crime prevention programming is also a part of new employee, in cooperation with the Bennett College. Some features of this programming include: Public Safety Alert Bulletins The Department of Public Safety quickly notifies the community of any serious incident that may be a threat to other community members. Bulletins outlining the incident, describing any suspects involved, and precautions that should be taken are disseminated in a timely manner to help prevent a similar incident from occurring. Rape Aggression Defense Systems The R.A.D. System offers a basic education of confrontation principles and personal defense. Our program ranges from awareness, risk reduction and avoidance, to basic physical defense, aerosol defense options and advanced self-defense methods. North Carolina Sex Offender Registry The Department of Public Safety provides a monthly updated registry of sex offenders that reside within a one mile radius of Bennett College s Campus. Public Safety Tips: 1. Keep your room locked at all times. 2. Never copy your room keys. Report lost keys to Residence Assistants immediately. 3. Do not prop exterior residence hall doors. 4. When walking across campus at night, walk with a friend or in a group. 5. Report suspicious persons or activities to the Department of Public Safety. 6. Report theft or other crimes to the Department of Public Safety immediately. 7. Lock your vehicle. Do not leave valuables unattended. 8. Maintain accurate records of your belongings and their serial numbers. 9. Do not let strangers into your residence hall or room. The Department of Public Safety encourages all students to be conscious of their own safety and security and to report unsafe conditions. Bennett College Guide to Campus Safety Page 4

5 EMERGENCIES AND CRIMES ON CAMPUS: DIAL 911 For routine non-emergency information and assistance, call the Department of Public Safety at The phone number dialed on your cell or land-line phone serves as the central dispatcher for the Department of Public Safety, and is located in the Public Safety Building (The White House). The base dispatcher who answers your call is trained to handle emergencies. Remember to: give your name, location and phone number; describe the nature of the emergency; and be prepared to respond to the operator's questions or instructions. In response to your call, the base dispatcher will dispatch public safety personnel and the appropriate local police, fire or emergency medical teams to your location immediately. The Department of Public Safety Officers are in direct communication with the Base dispatcher in the Public Safety Office. The Department of Public Safety is operational 24 hours a day, seven days a week, 365 days a year. To report a criminal incident occurring off campus involving a student participating in a college function, contact the law enforcement agency having jurisdiction in that location. If the Fire Alarm Sounds Leave the facility. Know where the emergency exits are. Move quickly, but do not run. Do not stop to collect valuables. Use normal exits if you can, but under no circumstances use an elevator. Before opening a door, feel its surface near the top for heat. If it is cool, open it slowly. If smoke is present, close the door and use another route. Always close doors behind you to limit the spread of fire and smoke. If you must pass through heat or heavy smoke, remember that both heat and smoke rise. Crawl, keeping your face very close to the floor. This applies even when opening doors; stay low and reach up to turn the knob. Once you are out, move well away from the building. Proceed to the Unthankful Flag Pole located in the quadrangular center of campus. Do not reenter the building under any circumstances until you are officially told by an appropriate college official that it is safe to do so. Bennett College Guide to Campus Safety Page 5

6 If you discover fire or smoke You should warn others and exit immediately; Pull the nearest fire alarm; Locate a telephone in a safe location as quickly as you can and dial Give the building name, floor and room number of the location of the fire or smoke. 7 CRIME STATISTICS Bennett College is pleased to comply with The Jeanne Clery Act, which mandates that colleges and universities publish statistics for certain categories of substantiated crimes, to help ensure that students, faculty and staff at those institutions are aware of the facts about crime and safety on their campuses. While colleges in general are relatively safe places, national patterns clearly show that there is a need for vigilance by all campus members against crime on campus. The Department of Public Safety maintains crime statistics in accordance with The Jeanne Clery Act and the FBI's Uniform Crimes Report definitions and publishes them annually in coordination with the Greensboro Police Department. The following statistics are presented to increase safety awareness campus-wide. Amendments to The Jeanne Clery Act require the office to present the number of on-campus incidents of murder, sex offenses, robbery, aggravated assault, burglary, motor vehicle theft and arson formally reported to the Department of Public Safety and/or the Greensboro Police Department. Statistics concerning liquor laws, drug abuse and weapons violations indicate the number of arrests and/or referrals for campus disciplinary action for the specified periods of time. The college compiles its annual statistics by reviewing incidents reported to the Department of Public Safety. In addition, the College asks other campus security authorities to share incidents with the Department of Public Safety for inclusion in the annual report if appropriate. 8 FBI Uniform Crime Reporting Definitions Murder and Non-negligent Manslaughter -- The willful (non-negligent) killing of one human being by another Negligent Manslaughter -- The killing of another person through gross negligence. Sex Offenses/Forcible -- Any sexual act directed against another person, forcibly and/or against that person's will; or, not forcibly against the person's will, where the victim is incapable of giving consent. Sex Offenses/Non-Forcible -- Include offenses against chastity, common decency, morals, and the like such as: adultery and fornication; buggery; incest; indecent exposure; indecent liberties; seduction; sodomy and crime against nature; statutory rape (no force); and all attempts are included. Robbery -- The taking or attempting to take anything of value from the care, custody, or control of a person or persons by force or threat of force or violence and/or by putting the victim in fear. Aggravated Assault -- An unlawful attack by one person upon another for the purpose of inflicting severe or aggravated bodily injury. This type of assault usually is accompanied by the use of a weapon or by means likely to produce death or great bodily harm. Simple assaults are excluded. Burglary -- The unlawful entry of a structure to commit a felony or a theft. Offenses counted on UCR forms as burglary are: unlawful entry of a structure with intent to commit a larceny or felony; breaking and entering with intent to commit a larceny; housebreaking; safecracking; and all attempts to commit the foregoing offenses. Arson -- Any willful or malicious burning or attempt to burn, with or without the intent to defraud, a dwelling house, public building, motor vehicle or aircraft, personal property of another, etc. Motor Vehicle Theft -- The theft or attempted theft of a motor vehicle. A motor vehicle is selfpropelled and runs on the surface and not on rails. Specifically excluded from this category are motorboats, construction equipment, airplanes, and farming equipment. Liquor Law Violations -- With the exception of "drunkenness" and "Driving Under the Influence", liquor law violations, state or local, are placed in this class. Include: manufacture, sale, transporting, furnishing, possessing, etc. intoxicating liquor; maintaining unlawful drinking places; bootlegging; operating still; furnishing liquor to a minor or intemperate person; using a vehicle for the illegal transportation of liquor; drinking on train or public conveyance; and all attempts to commit the above. Federal violations are excluded. Drug Law Violations -- State and/or local offenses relating to the unlawful possession, sale, use, growing, and manufacturing of narcotic drugs. The following drug categories are specified: opium or cocaine and their derivatives (morphine, heroin, codeine); marijuana; synthetic narcotics - manufactured narcotics that can cause true addiction (Demerol, methadone); and dangerous nonnarcotic drugs (barbiturate, Benzedrine). Include all attempts to sell, manufacture, or possess any of the above. Bennett College Guide to Campus Safety Page 8

9 The unlawful cultivation, manufacture, distribution, sale, purchase, use, possession, transportation, or importation of any controlled drug or narcotic substance. Weapon Law Violations -- This class deals with weapon offenses, regulatory in nature, such as: manufacture, sale, or possession of deadly weapons; carrying deadly weapons, concealed or openly; using, manufacturing, etc., silencers; furnishing deadly weapons to minors; aliens possessing deadly weapons; and all attempts to commit any of the above Definitions of Categories. For purposes of reporting the statistics with the crimes described below, an institution of higher education shall distinguish, by means of separate categories, any criminal offenses that occur: On Campus -- (1) Any building or property owned or controlled by an institution within the same reasonably contiguous geographic area and used by the institution in direct support of, or in a manner related to, the institution's educational purposes, including residence halls; and (2) any building or property that is within or reasonably contiguous to the area identified in statement (1) of this definition, that is owned by the institution but controlled by another person, is frequently used by student, and supports institutional purposes (such as a food or other retail vendor). Residence Halls or Other Residential Facilities -- Includes only those crimes that were reported to have occurred in residence halls or other residential facilities. Non-Campus Building or Property -- (1) Any building or property owned or controlled by a student or organization that is officially recognized by the institution; (2) Any building or property owned or controlled by an institution that is used in direct support of, or in relation, to, the institution's educational purposes, is frequently used by students, and is not within the same reasonably contiguous geographic area of the institution. Public Property -- All public property, including thoroughfares, streets, sidewalks, and parking facilities, that is within the campus, or immediately adjacent to and accessible from the campus. Off-Campus violations -- Although Bennett cannot and does not accept responsibility for the conduct of students while they are off college property and cannot regulate the sale of alcoholic beverages to members of the Bennett community by the management of off-campus businesses, the college reserves the right to make off-campus conduct by its students matters of student discipline under the Student Conduct Code. 21 Information on Registered Sex Offenders The Campus Sex Crimes Prevention Act, Section 1601 of Public Law: (H.R. 3244), provides for the tracking of convicted, registered sex offenders enrolled as students at institutions of higher education, or working or volunteering on campus. The Act requires sex offenders already required to register in a State to provide notice, as required under State law, of each institution of higher education in that State at which the person is employed, volunteers, or is a student.
